New Teachers’ union, Kusnet, signs agreement with TSC

The Kenya Union of Post Primary Education Teachers, KUPPET, and the Kenya National Union of Teachers (Knut) have been dealt a major blow that will see their membership reduce drastically. This is after the Teachers Service Commission (TSC) signed a recognition agreement with a new outfit; the Kenya Union of Special Needs Education Teachers (Kusnet).

An estimated 4,000 tutors with special needs, some of whom were in Kuppet and Knut have since decamped to Kusnet. But, membership to the new union will be limited to teachers with special needs only.

“The Commission hereby affords full recognition of the union as the body representing interests of special needs education teachers in the employment of the Commission and who are paid up members of the Union and teachers with special needs in the employment of the Commission and who are paid up members of the union,” read the recognition agreement between TSC and Kusnet.

Kusnet will henceforth exclusively engage with TSC on matters pertaining to the welfare of special needs education teachers and teachers with special needs.

“All negotiations concerning terms and conditions of service in respect of members of the Union shall be carried out between the commission and the Union, provided that all negotiations concerning remuneration shall be based on mandatory and binding advisory of Salaries and Remuneration Commission,” the agreement reads further.

The recognition agreement also stated that negotiations between the employer and the Union will be conducted in a free and conducive environment devoid of threats to or actual industrial action or lock out and in a proper, structured, cordial and professional manner.

“Parties hereby agree to negotiate in good faith and solve all disputes amicably with a view to uphold and promote the best interest of learners. To this end, parties agree that there shall be no threats or actual threat to lock out or industrial action during the negotiations,” says the recognition agreement.

ADMINISTRATORS SIDELINED

In what will be seen as a blow to administrators, the agreement provides that parties agreed that a teacher employed by the commission and who is in administrative position will not hold an elective position in the union. Where a teacher in the administrative cadre is elected as a union official, the teacher shall relinquish the administrative post forthwith.

Administrators continue to hold union posts in both Knut and Kuppet structures; a scenario that is likely to change, if the current developments are anything to go by. For instance, currently an administrator is only expected to relinquish his/ her responsibility once elected as the Branch Executive Secretary.

Membership to the new outfit will, though, be voluntary

“The union undertakes that no teacher will be compelled to become a member of the Union and the Commission undertakes that no teacher will be penalised on account of his/ her membership to the union or non- membership thereof,” adds the agreement.

Knut has been the biggest loser after seeing its membership dwindle drastically in the last two years; with Kuppet reaping big.

The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. Parents and Teachers Achieve Success as Education Ministry Reverses Stance on Mathematics in Senior Schools

Julius Ogamba who is the cabinet secretary for education, has declared a major change in the senior secondary school math policy. The Ministry reversed a previous decision that allowed students to opt-out of mathematics courses based on their chosen fields of study.

“Mathematics will be mandatory across all three pathways at the senior school level,” stated Ogamba. While students in alternative pathways will engage with simplified forms of mathematics, STEM students will focus on pure mathematics.

This announcement was delivered Thursday morning during the National Conversation on Competency-Based Curriculum. The CS acknowledged that the earlier policy which made mathematics optional had created considerable anxiety among teachers and parents.

KICD collaborated with ministry officials to revamp the mathematics curriculum framework. The updated model ensures that students from Arts, Sports Science, and Social Sciences tracks receive appropriate mathematics education.

Under the former CBC system, three distinct pathways were utilized to categorize senior secondary education. Those who opted to specialize in social sciences or arts and sports science could completely bypass math. Julius Bitok, the principal secretary, endorsed the ministry’s latest mathematics directive.

He confirmed that all senior high schools would promptly implement the changes. The ministry will introduce differentiated mathematics curricula for various pathways. STEM students must continue to study pure mathematics, while other students will be provided with modified materials.

The ministry’s choice to retain mathematics as a core subject was positively received by educators. Increasing concerns regarding potential shortcomings in students’ math abilities were addressed in the announcement.

PS Bitok emphasized the importance of mathematics in maintaining educational standards. The ministry would provide schools with the support required to carry out the new curriculum.

CS Ogamba reassured stakeholders about the ministry’s commitment to delivering high-quality education. The adjustments aim to respond to public concerns and enhance educational outcomes in Kenya. The Education Ministry is still tackling broader issues related to CBC implementation.

Infrastructure improvements and teacher training initiatives remain key priorities. School administrators have been directed to adjust their curriculum planning accordingly. To bolster the mathematics program across all pathways, the ministry pledged additional funding.

Inter-County Games to be held in Nakuru County

Nakuru County will host this year’s edition of the Kenya Youth Inter-County Sports Association Games (KYISA).

Over 3,000 youth aged between 18 and 25 years will compete in more than 10 disciplines in the 8th edition of the games that will run from April 17th to 24th.

While noting that the games were not held last year following the outbreak and spread of the Covid-19 pandemic, County Chief Officer for Sports, Dr William Migwi confirmed that he had received the letter of authority to host the games from the County Assemblies Sports Association (Casa) National organizing committee.

Kwale County Government hosted the seventh and second editions of Kenya Youth Inter-County Sports Association Games while Busia hosted sixth and Nandi the fifth edition. The fourth series of the games were held in Makueni, the third in Siaya and the inaugural in Laikipia.

While speaking to members of the press in his office after a planning meeting between the County Directorate of Sports and the National KYISA Executive Committee Dr Migwi said all the 47 counties have confirmed participation in the event that will feature athletics, football, netball and volleyball.

Other disciplines that will be staged include badminton and table tennis among others. The event is also anticipated to turnaround the struggling local hospitality and tourism sectors due to a large number of visitors expected.

“The one-week event will provide a platform where national teams scout for talents to participate in the national teams. It comes at a time the County administration is investing heavily in sports,” stated Dr Migwi.

Dr Migwi said the teams to represent Nakuru County will be selected competitively in the Ward level across the region. He stated that the devolved unit has prioritized harnessing and developing skills among the youth.

“Developing sports sector is a major focus of the County administration, while keeping in mind that sports can provide youth with avenues to self-reliance.

Sports are nowadays a life changer if taken seriously. If you pursue sports as a career it will be a source of income and that is why we have heavily invested in this sector,” said the chief officer.

Dr Migwi said the county administration was increasingly tapping sports talent among the youth and will use KYISA games to advance that.

“As a county we will use these games to tap talent and we will support our youth to establish themselves,” noted Dr Migwi.

The Chief Officer also pointed out that the games will foster cohesion and patriotism in the country. “We need to use sports to build bridges of friendship and prosperity,” he added.

TSC Automates Leave Application, Approval Process

The Teachers Service Commission has automated leave application and approval process in line with the Commission’s 2019-2023 Strategic Plan.

In a circular, CEO, Dr Nancy Macharia noted that all teachers and interns are now required to apply for leave online starting December 1, 2021. Going forward, there will be no manual application, and teachers are adviced to consult the Commission’s ICT field officers for any assistance.

Applications and placement to the TVC are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and passwordOnce logged in, you can explore available programs and institutions, and then submit your preferred choices. The Minimum requirements are: C- for diplomas, D+ for craft certificates and E for artisan courses. But, different Courses may have more specific requirements.

TECHNICAL AND VOCATIONAL COLLEGE FEES STRUCTURE

The annual tuition fee for TVET courses at many Kenyan Technical and Vocational Colleges (TVCs) is Ksh 67,189This includes a government capitation of Ksh 30,000 per trainee, leaving a balance of Ksh 26,420 to be paid by the student, which can be paid in installments. Additionally, students may be eligible for a HELB loan of Ksh 40,000. Other potential costs include KUCCPS registration fees, industrial attachment fees, and examination fees.

GOVERNMENT SCHOLARSHIP AND LOAN FOR TVC STUDENTS.

Following your placement, you are eligible for a Government scholarship, Loan and Bursary to assist with your educational expenses. If you need Government financial support, you MUST make an application for consideration through the official website www.hef.co.ke. In the case Government scholarship, Loan and bursary do not cover the entire cost of your program, the deficit will be met by your parent/guardian.
