After disclosing that every instructor throughout the nation was locked out, the TSC received a response from the SHA.
In response to assertions by the Teachers Service Commission (TSC) that it refused to register more than 360,000 instructors because it lacked a national infrastructure, the Social Health Authority (SHA) has responded.
After teachers were informed that the Authority lacked the necessary infrastructure nationwide to support them, attempts to integrate them into the SHA program failed, according to TSC CEO Nancy Macharia, who testified before the National Assembly Education Committee.
She also stated that, despite TSC’s long-standing desire to include instructors in a public insurance plan, this has not been feasible to date.
“We have always wanted to have our teachers under the national insurer, even during the NHIF days,” she stated. “Last year, when we had issues with Minet, we wanted to move our teachers to SHA.”
According to SHA, however, all teachers and their dependents are covered by the Social Health Authority’s (SHA) benefits package under the three Funds.
Like all other Kenyans who are registered and contributing, these include the Primary Healthcare Fund (PHC), Social Health Insurance Fund (SHIF), and Emergency, Critical & Chronic Illness Fund (ECCIF).
The authority stated that employers like TSC can offer their employees supplementary insurance for extra benefits via a reputable insurance underwriter.
SHA stressed that this additional coverage is administered independently of the services it offers.
“The Social Health Authority does not administer the TSC free medical coverage that they obtained from a commercial insurance company,” the statement read in part.
However, SHA said that TSC can enroll its members in the public officers’ medical plan fund, where the complimentary benefits will be decided according to the budget.
According to Macharia, the authority reported a Ksh17 billion deficit.
The National Assembly Education Committee was informed by Nancy Macharia on that day that the government had set aside Ksh20 billion for the medical plan, but SHA maintained that Ksh37 billion was necessary to cover the teachers.
“Before extending our contract with Minet for this last year, we met with SHA, and they informed us that they lacked sufficient buildings. They told the committee that they would need Ksh.37 billion to enroll our teachers, but that even then, they were not prepared to accept them this year.
The alarming story of a teacher who, despite having insurance, was put in solitary confinement for three months for not paying a hospital bill was told by Committee Chairperson Julius Melly.
“What sort of insurance coverage is this? It’s a hybrid; it has no head or tail. It’s a really strange kind of insurance since you have an insurer, a lead consortium, an administrator, and a capitator. You have to get out of here, Melly urged.
Minet Insurance and TSC signed a three-year extension in December 2022 that will expire in November 2025.
But the Minet-run program is still under fire for its subpar service delivery, inefficiencies, and delays.
The SHA claims that 21.6 million Kenyans have signed up for the SHA, with an average of 50,000 new registrations every day.
The Teachers Service Commission, TSC,has excluded all female teachers who will be serving their maternity leave during KNEC the examination period to ensure they attend to their infants without disruption.
“You may have realised that the Commission has this week released details to all teachers spelling out the much-improved maternity, paternity, and adoptive leaves for teachers in line with the CORT and the 2021-2025 CBA. The aim is to ensure that all teachers involved in the examinations process give the exercise an undivided attention.” Says TSC Boss Dr. Nancy Macharia.
Cancellation of Leave for all TSC Field Staff
Starting from Monday 21st February, 2022 the Commission will expect all field officers currently on leave to return to their workstations to ensure there are no gaps in service.
As a result, TSC will be cancelling all annual leave and field activities for all the sub-county, county, and regional officers during the examination period.
“We expect our officers to join hands with other multi-agency sector players in conducting final preparations ahead of the examinations.” Adds Dr. Macharia.
COVID-19 Vaccination and Booster Uptake
Dr Macharia has at the same time urged teachers to take the Covid 19 vaccine.
“I wish to congratulate all teachers for taking up the COVID-19 vaccination. Record of the MoH show that the uptake surpassed the 100 per cent mark! Congratulations our teachers for this achievement. Although this is impressive, the Commission now wishes to urge our teachers to go further and take up the COVID-19 booster jabs that are being administered in all parts of the country.” Advises Macharia.
The TSC Boss urges all Centre managers to remain vigilant and ensure that all examination officials wear masks and adhere to all other MoH measures while
at the examination centres. “No examination official should be allowed to enter an examination centre without a mask.” She directs.
She reminded all teachers that the TSC medical scheme is still covering all COVID- related cases. Any teacher who tests positive for the virus should always visit any health facility to utilise the health insurance cover.
CBC TEACHER PREPARATION
On the Competency Based Curriculum, she assured the country that the TSC is preparing all teachers for the gradual implementation of the CBC.
Ahead of the rollout in Grade Six in May 2022, and Junior Secondary in 2023, the Commission has made necessary arrangements to train teachers to ensure smooth implementation.
So far, 229,292 teachers have been trained on CBC ahead of Grade Six rollout. Further training will be conducted in April 2022 as part of the deliberate plan to train all teachers.
Sub County Schools in Kenya form the lowest cadre of secondary schools; after National, Extra County schools and County Schools, respectively. The schools admit students from majorly within the Sub country; from the immediate locality. The Schools are majorly of Mixed type; though there are a few single sex schools. Students joining these schools are mostly those with the low marks in the Kenya Certificate of Primary Education, KCPE, exams. The schools are in most cases Day Schools; though some are Day and Boarding Schools. These schools form the majority of secondary schools in Kenya and are found in all Counties.
