Set Aside more funds for schools’ infrastructure development

West Pokot residents have asked the government to intensify infrastructural facilities in schools within the region to help more children have access to education in more conducive environments.

The participants during a stakeholders’ forum on the 2024/25 to 2026/27 financial years’ medium-term budget-making process underscored the value of empowering schools through enhancing infrastructure, arguing that education will have a great impact on alleviating the issues afflicting the county.

They explained that cases of insecurity bedevilling the county might be resulting from high levels of illiteracy; hence, making education a priority will help empower many children, thus bringing an end to banditry.

“Some of our schools are in poor states because they lack modern facilities. We want the government to allocate more resources towards school infrastructure so that our children get more attracted to learning institutions,” stated Phillip Lomongin, a participant.

Lomongin added that cases of insecurity had gone down in areas where education had been prioritised, calling on the government to increase funding for the sector.

The participants noted that the establishment of peace schools along border points was bearing fruit, hence the need for more in those conflict-prone areas.

At the same time, the participants observed that insecurity issues in the region were being blown out of proportion, since the situation on the ground may not be as dire as Kenyans imagine.

Lomongin suggested that the national government should put more budgets into peacebuilding efforts by making elders the centre of such missions.

Final Recommendations on University Education by the Presidential Working Committee on Education

The by the Presidential Working Committee on Education findings show that Universities in Kenya face many challenges that continue to weaken their performance in teaching and research. Universities in Kenya also perform poorly in international rankings, especially because of limited productivity in research and innovation. Governance is one issue that continues to impede Universities from effective performance. Appointments of senior management and members of governance organs, including the Chairs of Councils and Chancellors, tend to raise concerns because many considerations inform the appointment. Some of the considerations result in weakening the credibility of the appointment process.

The involvement of the PSC   in the appointment of top management of Universities in Kenya compromises their autonomy and should be discontinued. Several reasons account for this conclusion. First, apart from strategic oversight, the next most important role of boards is the CEO’s recruitment, performance oversight, and exit.

Even in instances where there is an additional authority to report to, as in the public sector, the Board takes the lead in the search and identification of the right CEO. On the other hand, a healthy Board/CEO relationship has a better chance of a good start when it is the Board taking responsibility for the selection of the CEO. Second, in keeping with the fiduciary responsibility a good Board with the best interests of the organisation in mind will know who and how to find the leader who is the right fit for the organisation.

The Board will also continually have a succession plan in place. It will similarly take the lead in consulting and involving key stakeholders in the search where appropriate. Thirdly, continuous interaction between the Board and the organisation enables the Board to better understand the organisation’s challenges, performance, and opportunities. The Board is, therefore, best suited to identify the right leader/CEO to take the organisation to the next level by addressing the challenges faced or identifying new opportunities.

Fourth, PSC is designed to recruit mainly for mainstream public service, while semi-autonomous agencies such as state corporations and Universities, which are created by various legal instruments, give mandates to their respective boards to hire and fire their CEOs (usually in consultation with the Cabinet Secretary).

Another challenge that weakens Universities’ performance is divisions between administrative organs and the faculties. Sometimes they pull in different directions in fulfilling the mandate of teaching and research. Furthermore, Universities in the country have occupied the same niches. All of them seem to be teaching almost the same courses irrespective of the areas that the University was founded to pursue.

Research governance is fragmented. There are many research institutes in the education sector and the country without coherent coordination. Fragmented research governance, on its own, contrain the effective contribution to national development, because every institution and sector has goals that may be focusing on different aspects of the national development priorities.

The Open University of Kenya (OUK) will provide equitable access to University education and opportunities for lifelong learning. ODeL has a mode of delivery that will supplement the traditions of programme delivery. This will reduce pressure on infrastructure. Leveraging technology in delivery in the education sector will lead to the effective use of digital resources, which will, in turn, lead to reaching more numbers and remote areas of the country. Digital technology will certainly be of benefit to students, provided there are sufficient resources to service the use of this technology. Universities are yet to fully prepare for CBC. Universities graduate training programmes are yet to make the necessary shift towards CBC and align with the objectives of this curriculum.

Recommendations

    On Governance

  1. Amend the Universities Act, 2012:
    • To provide for the identification of Chancellors in public Universities by a selection panel constituted by the Cabinet Secretary to recommend three nominees for appointment by the
    • To provide for the appointment of a selection panel to identify and recommend nominees for consideration as Chairperson and Members of Council, by the Cabinet Secretary in charge of Ministry of
    • To have the University Council carry out the recruitment and appointment of Vice-Chancellor and Deputy Vice-Chancellor, Principals of Colleges and Deputy Principals in Public Universities without the involvement of the Public Service
  2. Amend the Universities Act to provide for recruitment of Deans of Schools and Faculties through competitive appointment rather than
  3. Amend the State Corporations Act, 2015 to include Universities in the list of exempted entities to make them In addition, income generation entities by Universities should be allowed to operate under respective Universities.
  4. All Technical Universities should be Chartered under Section 25 (2)(a). Technical University of Mombasa (TUM) and Technical University of Kenya (TUK) should be re-Chartered under this
  5. The Government to provide enhanced support to University research by:
    • Allocating one-third of the 2% provided in the STI Act, 2013 annually to Universities and
    • Exempting the University scholarly research and innovation

  6. CUE to develop a Higher Education Qualification Framework (HEQF) to equate and provide learners with deficits in some discipline an opportunity to bridge in order to meet admission requirements for University level

On Open University and ODeL

  1. MoE to operationalise an Open University in Kenya by 2023/2024 financial
  2. CUE to Review the University’s Standard and Guidelines, 2014, to provide criteria on minimum admission qualifications for
  3. MoE to develop a National Policy Framework on Open Distance and eLearning (ODeL).
  4. MoE and ICT Authority to fast track affordable broadband high-speed Internet connectivity to Tertiary educational

9.4.1.3    On Competency Based Education and Training

  1. The Commission for University Education to spearhead the development of the University Competency-Based Curriculum Framework (UCBCF).

KEPSHA Elections abort after irate teachers invade venue.

Kenya Primary schools Head’s Association elections that were to be conducted today have been prematurely postponed. The National Executive Council (NEC) meeting convened today was ended prematurely when teachers chanting ‘Mafuta and Otiendo Must go’ invaded the meeting venue, today. The meeting called by the National Secretary General Secretary, Mr. David Mafuta, was interrupted by teachers who want Mr. Mafuta and Chairman Shem Ndolo to retire. The top KEPSHA brass is being accused of embezzlement and being in office illegally,as some of the officials have attained the mandatory retirement age.

The meeting was held at the National KEPSHA offices in Kileleshwa, Nairobi. The chairman, Mr. Ndolo, at one moment walked out of the meeting hall and ordered the media and teachers present to vacate the area. This agitated the situation as the angry teachers started chanting slogans for removal of Mr. Shem Ndolo. Mr. Mafuta who heads Mofu primary school in Embu is accused of corruption and diverting KEPSHA monies to funding own projects. More to follow…….

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.
  • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.
  1. 1. How you can Choose a Career Pathway:

    • Identify your interests and potential career aspirations.
    • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
    • Confirm your choice to proceed with the pathway.
  2. 2. Select Subject Combinations:

    • The portal will provide you with a list of subject combinations available within your chosen pathway.
    • Choose three subject combinations that align with your interests and strengths.
  3. 3. Select Preferred Senior Schools:

    • For each subject combination, select four schools from the available clusters.
    • This ensures a diverse range of options and equal representation from different categories of schools.
    • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

KCPE New Release Date 2023

The Ministry of Education, through Education Principal Secretary Belio Kipsang, has announced the release date for the Kenya Certificate of Primary Education (KCPE) 2023 examinations. Kipsang mentioned that the release date has been backdated to allow the government to adequately prepare for the placement of candidates in high schools.

Speaking during an inspection tour at Naivasha Girls High School to monitor the ongoing KCSE examinations, PS Kipsang assured KCPE candidates that their results will be out on Thursday 23rd November, 2023. This revised date aims to facilitate the placement of students in secondary schools and assist parents in preparing for school fees.

The KCPE and KPSEA exams took place from October 30 to November 1. Over 1.4 million candidates are now waiting for their results, with more than a million sitting for the KCPE exams and over a million for the KPSEA assessments. This year’s KCPE exam was the last of its kind, marking the end of a 38-year history as Kenya transitions to the Competency-Based Curriculum (CBC).

Simultaneously, the Kenya Certificate of Secondary Education (KCSE) examinations are ongoing in the country, with minimal reports of exam malpractice. The KCSE exams started on October 23, 2023, and are expected to conclude on November 24, 2023.

KIANDERI GIRLS SECONDARY SCHOOL’S BRIEF HISTORY

The school was started in 1969 but officially registered in 1971. It was managed by the Board of Governors under the sponsorship of the Anglican Church of Kenya. It was developed as a Harambee school until all the schools were categorized as either private or public.

Currently it is a Public County school that offers 844 Curriculum. It is managed by Board of Managers and sponsored by the Anglican Church of Kenya.  It has a population of 570 students, 25 teaching staff and 20 non-teaching staff.

Over the last decade, the school has registered tremendous growth both academically and infrastructure-wise rising from a non-descript school with only a handful number of students into an institution we are today. The discipline of the girls and their academic performance is impressive, moulding them into responsible women of substance, contributing positively to the nation building.

Applications and placement to the TVC are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and passwordOnce logged in, you can explore available programs and institutions, and then submit your preferred choices. The Minimum requirements are: C- for diplomas, D+ for craft certificates and E for artisan courses. But, different Courses may have more specific requirements.

TECHNICAL AND VOCATIONAL COLLEGE FEES STRUCTURE

The annual tuition fee for TVET courses at many Kenyan Technical and Vocational Colleges (TVCs) is Ksh 67,189This includes a government capitation of Ksh 30,000 per trainee, leaving a balance of Ksh 26,420 to be paid by the student, which can be paid in installments. Additionally, students may be eligible for a HELB loan of Ksh 40,000. Other potential costs include KUCCPS registration fees, industrial attachment fees, and examination fees.

GOVERNMENT SCHOLARSHIP AND LOAN FOR TVC STUDENTS.

Following your placement, you are eligible for a Government scholarship, Loan and Bursary to assist with your educational expenses. If you need Government financial support, you MUST make an application for consideration through the official website www.hef.co.ke. In the case Government scholarship, Loan and bursary do not cover the entire cost of your program, the deficit will be met by your parent/guardian.

1. A valid email address
2. Valid telephone number (must be registered in your name to apply for a loan)
3. KCPE and KCSE index numbers and year of examination
4. Passport size photo
5. Copy of your National ID (for loan application)
6. College/University admission letter
7. Your parents’ registered telephone number
8. Your parents’ national ID number
9. Death certificate if any of your parents is deceased.
10. Your birth certificate.
11. Two guarantors’ (Can be your parents) ID numbers and registered telephone
