How to file TSC 2019 Wealth Declaration form online for teachers: TSC Guide

All Teachers Service Commission, TSC, employees and other Civil Servants will be required to declare their income, assets and liabilities for the year 2017-2019 by December 31, 2019. This is in line Section 26 and 27 of the Public Officer Ethics Act (POEA) which requires all public officers to declare their Income, Assets and Liabilities (IAL).

Wealth Declaration is a surveillance instrument to hold public officers accountable and track any unexplained acquisition of wealth. This exercise is conducted after every two years; the latest being in 2017.

In 2017, the Commission introduced an online declaration portal that will be used in filling and submitting the declaration. This year’s Declaration will start on 1st October. The online declaration can be filled and submitted by accessing the Teachers Online Portal https://tsconline.tsc.go.ke and selecting the declaration of income, assets and liabilities tab. This can be done using a smart phone.

Required information during the declaration process.

One needs to have the following information in order to fill out the declaration forms: Name of the public officer, Information on birth (place and date), marital status, address (postal and physical), employment information (designation, employer name, terms of employment, TSC number, Work station and Sub- county), Name of Spouse (s), Name (s) of dependent children who are eighteen years & below, income (salary, emoluments and other incomes from businesses, rent e.t.c), assets (e.g land, buildings, vehicles, machinery e.t.c), Liabilities (e.g loans) and a witness (like a colleague at work is required).

1). Access the TSC portal by using the link: https://tsconline.tsc.go.ke
2). Enter your TSC number and click on ‘Next’.
3). In the next window, enter your TSC Number and password and click on ‘Login’. In case you forgot your password, click on the ‘Forgot password’ link.
4).After logging in, check on the ‘Wealth Declaration’ tab at the top of your Window.
5). From the drop down list, click on ‘Basic Information’. The following information is already preloaded: First Name, Middle Name, Last Name, Phone Number, Email, ID and D.O.B.
Now enter the following: Gender, Place of Birth, Marital Status and Postal details.

6). Once done, click on ‘Next’. In section B, enter your approximate income, assets and liabilities.
7). The next window requires that you input your Dependant’s information (Spouse and Children under the age of 18 years).
8). You will now be expected to enter the Witness’s details (Names, Address and ID) in order to complete the upload.

9). Click on the view Summary button to view your declaration. In case you need to
make corrections, click on the appropriate menu on the left side of the window or
use previous button to move back to the page you want to edit. Once you are
satisfied, click on the Submit button to complete your declaration. A copy will be
sent to your e-mail which you provided above.

Resetting password for TSC wealth declaration Portal

  1. In case you forget your password, click on the Forgot password button.
  2. Enter your TSC No then click Continue button to re-set your password. Follow the instructions given in your e-mail to create a new password.

Changing password for TSC wealth declaration Portal

  1. In case your password is compromised and you need to change, click on the drop down Arrow at the top of the right side of the window and click on the Profile menu.
  2. Click on Account
  3. Enter the new password in the New password field and the old password in the Current password field. Click on the Save button to save. Use the new password next time you want to log in.

Ensure that you have logged out of the system when you are not using it for security reasons. To log out, Click on the drop down Arrow at the top of the right side of the window and click on Sign out.

The Teachers Service Commission (TSC) has signed an agreement with the Ethics and Anti-Corruption Commission (EACC) in which the TSC has agreed to report teachers with questionable wealth to the anti-graft body for investigation and prosecution. 

Apart from the EACC, the Commission will also report the teachers to other law enforcement agencies like the Attorney General or Director of Public Prosecutions. Also to be reported are teachers who fail to declare their wealth or provide falsified and even incomplete information.

Section 26 and 27 of the Public Officer Ethics Act (POEA) requires all public officers to declare their Income, Assets and Liabilities (IAL). This is done after every two years.

After elapse of the wealth declaration window, the teachers’ employer will submit the following information to the EACC:

  • the number of public officers in the payroll as at 31st October of the declaration year;
  • the total number of public officers who have submitted declarations within the prescribed time;
  • the total number of public officers who have failed to submit declarations within the prescribed time;
  • any action taken by the Commission in relation to any public officer who has failed to comply with the Wealth Declaration Act;
  • number of declarations verified;
  • findings in respect to the verification of declarations;
  • any action taken pursuant to the verification of the declaration and
  • any relevant remarks relating to the returns.

By December 31, 2019 9,855 teachers had not filed their returns prompting the Commission to extend the declaration period.

“Majority of employees complied within the stipulated time. However, 9,855 teachers and 120 Secretariat Staff are yet to submit their declarations, which is a contravention of the law,” read the TSC memo; in part.

Those affected were given a grace period to file their wealth returns; between 8th – 14th January, 2020.

Any teacher in the TSC payroll and who fails to submit a declaration or gives false or misleading information is liable to a fine of Kshs 1,000,000 or be imprisoned for a term not exceeding one year or both; upon conviction.

THE WEALTH DECLARATION FORM.

The Declaration of Income, Assets & Liabilities form contains the following fields:

1). Name of the Public Officer.

The Officer is expected to give the Surname, First Name and/ or Other Names

2). Birth Information.

Here, the officer gives:

a). Date of Birth
b). Place of Birth

3). Marital Status: 

The officer declares whether married or not.

4). Address i.e:

a). Postal Address
b). Physical Address

5). Employment Information 

This includes:

a). Designation/ Job group.
b). Name of Employer
c). Nature of Employment(Permanent, Temporary, Contract, e.t.c.)
d). Employment Number/ T.S.C.
e). Work Station/ School/Institution
f). Sub County

6). Name of Spouse or Spouses; 

The Employee lists the spouse (s) detailing the Surname, First Name and/ or Other Names

7). Name of Dependent children under the ages of 18 years 

Required dependants’ details are: the Surname, First Name, and/ or Other Names.

8). Financial Statement; 

The officer gives the:
a). Statement Date
Statement date is the first date of the month preceding the month in which the declaration is due.
b). Income (as of Statement Date); Which include: Income, including emoluments, for the declaration period.
d). Liabilities (as of Statement Date) that are: Loans etc.

9). Other Information that may be useful or relevant; 

The officer is expected to provide any other information deemed relevant to the declaration.

10). Declaration by the Officer

‘I solemnly declare that the information I have given in this declaration is, to the best of my knowledge, true and complete.’

b). Date: Date when declaration is filed.

11). Witness details;
