Here are schools yet to upload their 2020 form one selection list on Nemis, per county- Tharaka Nithi

About 5,397 schools are yet to upload their 2020 from one selection lists onto the National Education Management Information System, Nemis. This is according to the latest data from the Education Ministry. This mostly affects the Sub County and Private schools whose selection was done manually. The list detailing the school’s name and location indicates that the schools are yet to upload their selection lists onto their Nemis accounts in readiness for the admission exercise in January 2020.

The Education Ministry has set reporting date for the 2020 form ones to secondary schools to be between January Monday 13th to Friday 17th. This will be about one week after the other students would have reported back to school for the new year.

Plans to hold 2020 Kenya Music Festivals regional workshop for teachers thwarted as TSC- Education Ministry clash

The fate of this year’s Nyanza Region Kenya Music Festivals regional workshop remains unknown after the Ministry of Education and local Teachers Service Commission (TSC) Officials sent conflicting directives. Teachers were expected to assemble at Kisii school on Tuesday ahead of the official opening of the training on Wednesday.

According to an invitation letter sent by the Nyanza Region Director of Education Richard Chepkawai, reporting and registration was to be on March 3, 2020. Training of the Music trainers would then be executed between March 4 and 6, 2020.

TSC-MOE CLASH

“Training shall be in the following (areas): Music, Dance and Elocution. There shall be a participation fee of KShs. 2,500 per ‘participant,” says Chepkawai in the circular dated February 26, 2020.

Then came a warning note to the Principals. “Please note that the Commission (TSC) has not given clearance for the Regional music workshop at Kisii School. Do not release teachers for the workshop until clearance is given from TSC headquarters,” read the message sent to one of the Principals.

This would then send teachers into confusion mode. “I have been released from school already. In fact I have booked into a hotel in Kisii and paid for three days. Stopping the meeting at this stage will mean that I do not the refund of the accommodation fees. Again, my Principal will be unwilling to release me at a later date for the same training; in case it is rescheduled,” said a worried teacher who sought anonymity due to the sensitivity of the matter.

OFFICIALS INSIST ‘TRAINING IS ON’

But, Music officials who had reported to Kisii school on Tuesday insisted the meeting was on as planned. But the Music trainers (teachers) urged the officials to make official communication to the Principals to release teachers.

These supremacy wars between TSC and Ministry officials seem to be weighing-in heavily on the harmonious execution of Co-curricular activities. It should be noted that the activities are run by the Ministry of Education but teachers who perform various roles (as coaches, officials and referees) in making the activities successful are under TSC.

As at the time of going to press it was not clear whether the Kisii Seminar will go on as planned or the officials would consider postponing it; to a later date and preferably over the Weekend.

KCSE 2019 national results and ranking per subject- Biology

Strathmore school posted a Biology mean of 8.9 (B plain) to lead in the 2019 Kenya Certificate of Secondary Education (KCSE) examination. The Nairobi based private school took position seven (7) in the overall ranking with a mean score of 9.88.

The Kenya High School  and Kapsabet Boys High School clinched second and third positions, respectively, in the Biology national ranking.

2020 Teacher of the Year Award (TOYA), iTOYA, POYA Guidelines, Requirements, Marking Scheme and Timelines

The Teachers Service Commission (TSC) in conjunction with the Kenya Secondary School Heads Association (KESSHA) have released the 2020 instructions for the Teacher of the Year Award (TOYA), innovative/ICT teacher of the year (iTOYA) and principal of the year (POYA) awards. The 2020 TOYA, iTOYA and POYA assessment tool has been aligned to the policy framework to make the award system fair, competitive and open to all teachers where only merit will count.

In 2019, eligibility to contest in the iTOYA was expanded to include teachers in any subject as long as they can present their innovation and creativity in curriculum delivery.The main objective is to: encourage compliance with teaching standards; facilitate career progression; promote professional development; promote best practices in curriculum implementation.


REQUIREMENTS FOR TOYA

To qualify for participation one must be a TSC employed teacher and must have taught for at least three years under TSC and should have a subject mean score of 5.0 (C-) and above in 2019 KCSE results in the teaching subject being presented for contest. To proceed to the next level, one must attain at least 60% on the scoring tool. Teachers with special needs are encouraged to participate.

REQUIREMENTS FOR iTOYA

To qualify for participation one must be a TSC employed teacher and must have taught for at least three years under TSC and should have a subject mean score of 5.0 (C-) and above in 2019 KCSE results in the teaching subject being presented for contest (however, this should not deter teachers with innovative projects from proceeding to the next level even if they do not meet the C- criteria).It is open to all teachers in all subjects.

To proceed to the next level, one must attain at least 60% on the scoring tool.Teachers with special needs are encouraged to participate. SMASE County Trainers’ Representatives are not eligible for the competition to avoid conflict of interest.

REQUIREMENTS FOR POYA

Principals must be employed by TSC and fully paid up members of KESSHA. In addition, one must have served as a principal for at least three years and should have a school mean score of 5.0 (C-) and above in 2019 KCSE results.  In addition, one must have submitted books of accounts for the year 2019 for audit. To proceed to the next level, one must attain at least 60% on the scoring tool. Principals with special needs are encouraged to participate. KESSHA NEC officials, county and sub-county chairpersons are not eligible for this competition.  A principal is not eligible to participate in the iTOYA or TOYA awards.

Any participant who reaches the National Level in any of the above categories cannot take part in the exercise again.

The award criterion is in adherence with the TSC performance recognition, reward and sanction policy; focusing on school based quality management systems, professionalism and application of educational legal provision in teaching and learning and in managing learning institutions.

Further the criterion is based on indicators that are key pointers to the quality of a national education system, which include:

  1. Learners’ achievement; improvement index in the national examination.
  2. Enhancing access and retention in provision of Secondary Education.
  3. Improving the learning environment.
  4. Integration of ICT in learning and innovativeness in curriculum delivery.
  5. Exhibition of high levels of professionalism and integrity.
  6. Prudent financial and human resource management.
  7. Networking with other stakeholders in the provision and management of education programmes.

Time Frame

Below is the calendar for 2020 POYA/TOYA/iTOYA awards

  • Schools should have come up with their TOYA/iTOYA by 2ndMarch 2020.
  • Sub-counties should have come up with their iTOYA/TOYA/POYA by 16th March 2020.
  • Counties should have come up with their iTOYA/TOYA/POYA by 13th April 2020.
  • Regions should have come up with their iTOYA/TOYA /POYA by 4thMay 2020.
  • Documents to be verified at County level and certificate of verification signed by panel chair and submitted to next level.
  • Regional winners’ profiles to be submitted to KESSHA secretariat and TSC headquarters by 11thMay 2020.
  • Evidence verification visits by TSC headquarters by 23rdMay 2020.

 Mode of Presentation

The official reports in a prescribed summary draft at each level should be signed by all panelists and promptly presented to the next level of selection.

 Procedure:
  1. KCSE Mean Score/improvement index for each category of schools shall be used to shortlist participants
  2. Talent identification and development shall also be used to shortlist participants
  3. Innovation in curriculum delivery shall also be used as criteria for short listing.
  4. Individual schools shall present the name of the winning teacher to the sub-county selection panel.
  5. The sub-county selection panel shall then conduct the short listing. The best 5 teachers shall be eligible for interviews.
  6. Principals shall be shortlisted by the sub-county selection panel; the best 5principals shall be interviewed.
  7. Each County shall forward the names of the winning principal and teacher to the Regional selection panel.
  8. The regional selection panel shall short list and interview a minimum of 4 and maximum of 8 principals and teachers.
  9. The regional winners, one principal and one teacher from each region shall be eligible for interview by the National selection panel.
  10. All KESSHA chairpersons at various levels and members of the National Executive Committee are not eligible to participate.
  11. There shall be school visits by members of the national panel and or as the Commission may guide for further verification for those qualifying for National Competition.

Presentation to the National KESSHA Conference

Each nominee shall be given an opportunity make a brief presentation to the conference audience. The aim of the presentation is to give the audience an opportunity to learn from best practices and strategies which can be emulated by other institutions. The presentations provide an opportunity for the audience and the assessors to also objectively evaluate the articulation skills of the POYA, TOYA and iTOYA nominees.

The nominees are further assessed on various performance parameters which include;

  • honesty
  • mannerism,
  • articulation,
  • audibility and audience control,
  • resource utilization and management,
  • effective preparation and
  • time management.

The presentation content will further be corroborated with evidence provided by each nominee for authentication. In addition, indicators relating to;

  • access (to school and subject),
  • retention,
  • completion,
  • attendance,
  • academic achievement,
  • innovativeness,
  • resourcefulness and
  • focus to professionalism will be considered.

The Award
The Teacher’s Award Assessment Tool
  1. This tool will be used to evaluate both the teachers and the principals in regard to performance while offering teaching service.
  2. The criteria will be used to evaluate the teacher professional performance competencies in maintaining of teaching standards during curriculum implementation process.
  3. It is recommended that all the national finalists be evaluated at their work station by the TSC National adjudicators. This will offer an opportunity to verify and authenticate their performance and works; it will also create opportunity to access live evidence and experience of the teacher’s performance.

The Principal’s Award Assessment Tool

  1. The principals’ will be evaluated in their multidimensional roles as the lead educators and administrators. Equally their capacity to perform the role of quality assurance within their institutions will be assessed. The assessment will focus on the head of institution personal achievement in both PC & TPAD.
  2. These criteria will be used to evaluate the principal’s professional performance competencies in maintaining of teaching standards during curriculum implementation process.
  3. It will also assess the principal’s competencies in management of human, material and financial resources during the teaching and learning process with a view to enhancing learning outcomes
  4. It is recommended that all the national finalists be evaluated at their work station by the TSC National adjudicators. This will offer an opportunity to verify and authenticate their performance and works; it will also create opportunity to access live evidence and experience of the principal’s performance.

Alliance Boys High school posted a Chemistry mean of 9.763 (B+ plus) to lead in the Kenya Certificate of Secondary Education (KCSE) examination. The Kiambu based Boys’ only national school took position four (4) in the overall ranking with a mean score of 10.019.

TULWO GIRLS HIGH SCHOOL’S BRIEF HISTORY

Tulwo Girls High School was founded in 1965 as Tulwo county primary school under District Education Board (DEB). In 1978, it was regestered as Tulwo Mixed Day Secondary school under the sponsorship of the Anglican Church of Kenya(ACK). In 1987, the school was registered as a Provincial mixed School. In 2001, it was changed to a Provincial Girls Boarding School. It is now a County Girls School.

The school is situated about 34km from Mosoriot along Mosoriot – Chepterwai road. It is in Surungai location, Kipkaren Division, Nandi North Sub-County, Nandi County. It borders Kakamega County to the west and Uasin Gishu County to the North.

The school sits on eleven acre farm acquired from the community through the help of Sirikwa County Council- currently under Nandi County. It is on high altitude area (2250m above sea level). The surrounding community practices mixed farming.

TSC Teacher Interns: TSC and Government got it wrong

The Teachers Service Commission, TSC, is under intense pressure for recruiting teachers on the internship programme. Not only the recruited interns who are opposed to the contractual terms. But, also, Members of Parliament have now joined the bandwagon of the naysayers. Come to think of it! That a graduate can earn as low as Sh10,000 per month in this century!

Indeed, the Government’s resolve to employ workers on internship is not only bad but also, quite unfortunate. A group of lawyers and individuals have taken the Commission to court and hearing of the petition is live in the corridors of Justice. Hope the interns will get justice.


Here are a few points that give the internship programme a grim picture:

  • LOW PAY

The recruited interns have nothing to smile about, if their monthly perks are anything to go by. For the record, the Commission pays a graduate teacher, plying his/ her trade in high school, a paltry Sh15,000 per month. Their Primary school counterparts walk home with just Sh10,000 per month. And wait. I did not tell you that this meager pay is subjected to statutory deductions! They remit Pay as You Earn (PAYE) and National Hospital Insurance Fund (NHIF) among other deductions. To make matters worse for this group of teachers, the government does not offer them any extra allowances.

It should be noted that teachers on Permanent and [pensionable terms earn such allowances as risk, commuter, annual leave and rental allowances.The Commission in its defense attributes the low pay to the stifled budgetary allocations from the National Treasury. As such the Treasury should be serious. The Government expects maximum productivity but with low investment in the human resource.

Come to think of it, that a colleague with similar qualifications (but employed on permanent and pensionable terms) and working in the same school earns triple this amount. This is quite demoralizing to the interns. You know what? The Intern teachers can not raise their voice for fear of victimization. Teachers employed by Boards of Management (BoMs) earn higher salaries than these interns.


  • NO ASSURANCE OF EMPLOYMENT ON PERMANENT BASIS

The internship period is one year. So, what next? This is the big Q in the heads of the interns. There is no guarantee that the recruited interns will be absorbed on permanent and pensinable terms after serving their internship contract period.

The Government should start thinking seriously. That these teachers be absorbed without subjecting them to further agony. This way it will be a win-win situation for both parties.

  • DISCRIMINATORY TERMS

An intern teacher is expected to ‘complete assignments by the mentor teacher and/or supervisor and fulfil all learning and assessment as required by the programme.’ This is good for orientation purposes but should not be misused by the so called Supervisors.


The list is long. But hopefully the government will change tact and offers these teachers permanent jobs. Imagine going to school for all that long and you end up receiving pay that is much lower than that paid to a maid!

RIBE BOYS HIGH SCHOOL’S BRIEF HISTORY

The school was started in the year 1940 as a primary school by the Methodist Church. It sits on a 25 acre piece of land that is owned by the Methodist Church who are their sponsors. The school was later on changed to a mixed secondary school in the year 1963 after which the girls were phased out to the current Ribe girls high school in the year 1969. Neighbouring school include Ribe Methodist Academy, Ribe Primary School and Ribe Girls Secondary School.

Procedure for downloading the TSC P9 form for filing KRA individual income tax returns

The P9 form (Tax deduction card) is a very important document that is used when filing individual income tax returns online. Income tax is a direct tax that is imposed on income derived from Business, Employment, Rent, Dividends, Interests, Pensions among others. Individual Income Tax is charged for each year of income on all the income of a person and based on the Individual Tax Bands and Rates as formulated by the Kenya revenue Authority, KRA.

The P9 form is generated by the employer i.e the Teachers Service Commission for all teachers working under the Commission. Every month, TSC deducts a given amount of money from a teacher’s earnings; this amount is called the income tax or simply Pay As You Earn (PAYE). This amount is reflected on a teacher’s payslip that can be accessed online and is indicated as PAYE Auto. The good news for teachers is that it is the TSC that deducts this amount monthly and surrenders the same, directly, to the KRA. Thus, teachers are not faced with the burden of having to do this on a monthly basis; all by themselves.

Every employee is entitled to a monthly tax relief of Ksh. 16,896 per annum (Kshs.1,408 per month). People with disability are granted a tax exemption on their income for the first Kes. 150, 000 of their monthly income.

HOW TO DOWNLOAD THE P9 FORM

To get your P9 form follow the simplified steps below (Remember that you first have to register for Payslips online service):

  • By using your phone or Computer, simply visit the T-pay online platform by using the address https://payslip.tsc.go.ke/login.php
  • Then, enter your TSC Number and Password. Click on Login.
  • Now, on successful login, click on P9(s) and it will be displayed.
  • You can print the P9 by clicking on ‘Print’ tab at the bottom of your P9.

Your P9 form has Bio data and seven columns thus;

  • Tax- date: This is the first month of the monthly taxable income; for the whole financial year.
  • Taxable Pay: This is your monthly taxable pay (Gross income; Basic Salary plus allowances).
  • Pension: Monthly pay for retirees.
  • Pay Auto: This is the total monthly deductible individual income tax.
  • Unused MPR: This is any unutilized Monthly Personal Relief.
  • MPR Value: Which is the Monthly Personal Relief that is entitled to all residents.
  • Vote: This is the vote head under which the income tax is placed/ deducted by the employer.

How to download 2020/2021 KUCCPS Admission letter to Laikipia University; 2020 KUCCPS Admission list pdf

Congratulations for getting admission at Laikipia University after your successful application. Students joining Laikipia University are selected by the Kenya Universities and Colleges Central Placement Service, KCCPS. The students are selected after sitting their Kenya Certificate of Secondary Education, KCSE, examination and getting the minimum University entry requirement. The KCSE students must first apply to KUCCPS to be selected to preferred programmes. The students can apply at school level or apply individually during the first and second revision windows.

Once the applications are closed, KUCCPS then places the KCSE students in preferred courses depending on the student’s score, number of available vacancies against applicants among other selection criteria. In not satisfied with the University that you have been selected to join then you can apply for Inter-Institution Transfer.

The placement body then announces the selection results and students can access the admission lists and download their admission letters.
