TVETs Partner With Huawei To Improve ICT Training Capacity- Latest Education News

The Ministry of Education’s State Department for Vocational and Technical Training has today signed a partnership with Huawei to enhance ICT development within technical education and training.

State Department for Vocational and Technical Training Principal Secretary Dr. Margaret Mwakima said the Ministry of Education has taken note of Huawei initiatives to develop the digital talent of the youth in the country and beyond.This partnership reinforces Huawei’s commitment in developing local ICT talent whilst bridging the digital skills gap especially at a time when digital technology is developing rapidly.

“It is for this reason that the ministry will sign a partnership to expand Huawei ICT Academies in our TVET institutions,” she said.

The PS who was speaking at a Nairobi hotel during the launch said the Memorandum of Understanding will see institutions from across the country partner to enhance capacity building among their 150 trainers, while offering industry level training to over 1,000 students to prepare them to work in the ICT industry among other key areas.

Speaking at the event, which also saw Huawei sign partnerships with 10 national polytechnics appointed as ICT Academy partners, Ms Fiona Pan, Deputy CEO Huawei said, “As Huawei, we believe Kenya must have a skilled workforce empowered and equipped to take up new opportunities that new and emerging technologies will present as we work towards achieving a digital economy.”

In his remarks Eng. Stephen Rukaria, Principal of Meru National Polytechnic stated that embracing the Competence Based Education and Training (CBET) curriculum like the Huawei professional courses has ensured that skills imparted are industry relevant.

According to a report released by World Bank, it is estimated that 230 million jobs in Sub-Saharan Africa will require digital skills by 2030. It is therefore critical for everyone to partake in the development and take advantage of the opportunities brought about by the ever-changing digital economy.

Offer quality education- TVETs advised

Technical and Vocational Education and Training (TVET) institutions have been urged to focus on quality training to enable the country achieve its development goals.

Principal Secretary (PS) State Department for Vocational and Technical Training, Margaret Mwakima, said TVETs plays a significant role in the realization of Vision 2030 and the ‘Big Four’ agenda.

“The government commits huge resources to TVET institutions with an aim of improving access, equity, quality and relevance of training,” said Dr Mwakina.

The PS was speaking at Flamingo Beach Hotel in Mombasa, during the opening ceremony of a workshop for Kenya Association of Technical Training Institutions (KATTI), Nairobi region.

The forum was being attended by Principals, Finance Officers, Internal Auditors and Procurement officers in TVET institutions.

Dr Mwakima affirms that the ultimate objective is to ensure youths who go through TVET training acquire skills that are relevant to the job market.

She said the Ministry was keen in seeking more resources to meet the growing demand for TVET education and added that 3,000 thousands trainers have been recruited to address the current shortage as a result of the establishment of more institutions.

The PS also acknowledged that technical training was expensive and urged TVETs to be innovative and come up with other income generating activities to supplement Government funding.

At the same time, Dr Mwakima called on the Principals to manage financial resources prudently and avoid wastage and misappropriation of public funds.

“The Principals, finance and procurement officers must manage financial resources strictly according to the law and regulations,” she added.

She directed Principals, finance officers, procurement officers and internal auditors to prepare weekly reports to ensure financial accountability and transparency.

Dr. Mwakima challenged procurement officers to follow regulations and ensure due diligence in the procuring of goods and service, and warned them against involvement in any form of corruption.

The Chairman of KATTI Nairobi region, Sammy Waititu, said TVETs were faced with numerous challenges, including shortage of trainers, modern equipment, furniture and lack of water and power in some new institutions.

Waititu said TVETs are ready to play their rightful role if the government will urgently address the challenges facing them.

Technical Private Colleges ask for Helb student loans

The Ministry of Education has been asked to fast track the listing of private Technical and Vocational Education and Training, TVET, institutions to enable learners joining the institutions benefit from Higher Education Loans Board, HELB funding.

According to the principal of Bondo V-TECH College Mr Julius Nyerere Akoko, the delay in approval of private TVET institutions for HELB loans and bursary by the ministry is denying some learners the opportunity to access TVET training.

“Not all students can go to public institutions across the country to access TVET training and private institutions come in to bridge the gap. The government should therefore allow students who chose to join private institutions to access HELB funding just like their counterparts in public institutions,” Akoko said

Akoko disclosed that efforts by private intuitions offering TVET courses to get listing and approval for HELB funding have been frustrated for years despite such institutions having fully complied with the ministry of education standards and being certified to offer TVET courses.

“We have made applications to be considered for listing but nothing has been forth coming. The lack of access to HELB loan facility has affected our enrollment yet we play a critical role in training students,” he said.

Akoko said that just like the public institutions, private colleges offering TVET courses are training human resource necessary for the country’s development and attainment of Vision 2030.

“We are all contributing to one pool of highly qualified individuals who are expected to drive the growth of the country and therefore there should be fair treatment for students across the two divides because the loans will be given to individual students who will pay back the money,” Akoko said.

Akoko on the other hand asked principals at various secondary schools to redefine “success” saying the current definition of success at secondary school level has contributed to poor career choices by many students.

He said that majority of secondary schools’ work towards sending as many students as possible to universities without bothering the kind of courses they will pursue in the name of success, with the students ending in less marketable careers.

The principal suggested that focus should be shifted to strengthening career guidance at secondary school level to helping the students choose careers required in the job market and have them advised to pursue their careers from any level until they attain their goals.

“The parameters of measuring success in our secondary schools should be changed and students guided to pursue marketable careers instead of trying to send everybody to university. A student who has chosen to pursue a career in engineering can start off at a TVET institution before joining an Engineering degree program instead of joining the university directly to pursue any available or less marketable course,” Akoko stated.
