TSC promotions and the latest Teacher salary scales

The Teachers Service Commission (TSC) has effected the promotions of over 16,000 teachers. This followed an intensive and competitive selection process in which a number of factors were considered. Some of the factors considered include: Lengthy of stay at the current grade, satisfactory performance and regional balance.

Also considered was the teacher’s rating in the Teacher Performance and Appraisal Development (TPAD).

New salaries and allowances.

The promoted teachers are lucky as they will now receive increased salaries and allowances. It is important to note that these new salaries and allowances will be back dated to March, 2021. Consequently, a salary boom awaits these promoted teachers.

The newly promoted 1,341 Deputy Principals I in T-Scale 13 (D3) will be the biggest beneficiaries. These teachers will now pocket a monthly basic salary of Sh104,644. Also to be increased will be their commuter allowances to Sh14,000 monthly. This is not all as their leave allowance will now be Sh10,000 per month. The highest house allowance paid to these teachers will now stand at Sh50,000 monthly.

TSC Promotions 2021

The 1,096 Deputy Principals II T-Scale 12 (D2) will also receive increased perks. The teachers will receive a monthly pay of Sh91,041. This will come with increase in monthly Commuter allowance (to Sh13,000), Annual Leave Allowance (to Sh10,000) and monthly House Allowance (to Sh50,000).

The promoted 39 Senior Lecturers I T-Scale 12 (D2) will receive a monthly pay of Sh91,041. This will come with increase in monthly Commuter allowance (to Sh13,000), Annual Leave Allowance (to Sh10,000) and monthly House Allowance (to Sh50,000).

The promoted 1,590 Deputy Principals III T-Scale 11 (D1) will receive a monthly pay of between Sh77,840 and Sh85,269. This will come with increase in monthly Commuter allowance (to Sh12,000), Annual Leave Allowance (to Sh10,000) and monthly House Allowance (to Sh45,000)

The promoted 209 Curriculum Support Officers T-Scale 10 (C5) will receive a monthly pay of between Sh62,272 and Sh64,631. This will come with increase in monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000) and monthly House Allowance (to Sh35,000)

The promoted 2,111 Head Teachers 10 (C5) will receive a monthly pay of between Sh62,272 and Sh64,631. This will come with increase in monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000) and monthly House Allowance (to Sh35,000).

The promoted 7,030 Senior Masters IV T-Scale 9 (C4) will receive a monthly pay of Sh52,308. This will come with increase in monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000) and monthly House Allowance (to Sh28,000).

The promoted 1,765 Deputy Head Teachers II T-Scale 9 (C4) will equally receive a monthly pay of Sh52,308. This will come with increase in monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000) and monthly House Allowance (to Sh28,000).

The promoted 45 Senior Lecturers IV T-Scale 9 (C4) will on their part receive a monthly pay of Sh52,308. This will come with increase in monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000) and monthly House Allowance (to Sh28,000).

New 2021-2025 CBA offer by TSC rejected

A new 2021-2025 Collective Bargaining Agreement (CBA) counter offer by the Teachers Service Commission (TSC) has been rejected by teachers’ unions. A meeting convened by the Commission did not bore any fruits; meaning that teachers will have to wait a little bit longer for the new salary increments.

Instead of a salary hike for teachers, TSC instead reviewed the maternity and paternity leave days. According to details from the discussions, female teachers will now ‘enjoy’ an enhanced maternity leave of 120 days; up from the current 90 days.

On their part, male teachers will now proceed on a 21 days’ paternity leave; up from the current 14 days.

The Commission has at the same time offered a preadoptive leave for teachers adopting kids plus a promise to fast track promotions of teachers in arid and semi-arid areas.

Also in the TSC basket of ‘goodies’ for teachers is a transfer allowance for teachers; equivalent to one month’s salary.

But, the Kenya Union of Post Primary Education Teachers – KUPPET, and Kenya National Union of Teachers (Knut) have jointly rejected this offer by TSC; terming it a joke of the century.

Addressing the media after the collapsed talks, Kuppet Secretary General Akello Misori said teachers want nothing short of a salary increment. Misori says teachers will have to down their tools in the new term; if a new CBA would have not been signed by then.

On her part, TSC Boss Dr Nancy Macharia has urged the tutors to accept the offer saying the economy can not support a salary hike due to the ripple effects of the Covid 19 pandemic.

Already, the Salaries and Remuneration Commission (SRC) has freezed salary increment for teachers and other public servants; for a period of two years.

TSC teacher promotions and new salaries 2021

TSC new salary structure for teachers 2021- Latest news on new 2021-2025 CBA

The Salaries and Remuneration Commission (SRC) has given the timelines when the new teachers’ salary increments will be announced. This puts to rest fears of teachers’ missing out on salary increments as the 2021-2025 Collective Bargaining Agreement (CBA) is yet to be agreed on.

But, SRC Chairperson Lyn Mengich has now confirmed that the commission is studying the salary proposals by the Teachers Service Commission (TSC) before coming up with the final recommendations.

In the proposals, TSC wants a basic salary increment of between 16 percent and 32 percent; with classroom teachers getting the higher perks.

The 16 percent rise in basic pay should be for teachers in administrative grades (C4 to D5) who reaped big from the 2016-2021 CBA. Classroom teachers in lower grades (B5 to C3) are to be awarded an increment of 30 percent; if the TSC proposals are adopted

Mengich says the recommendations from the SRC will be made public before 20th June, this year.

“Please note that the commission is looking into the submission, the outcome will be communicated. We will give directives in the next two weeks,” Mengich was quoted by the media.

The SRC advisory will then be used by TSC to work out the new salary scales for teachers.

Already, the Kenya Union of Post Primary Education Teachers (Kuppet) is expressing concern over the slow pace in drafting the new CBA by the TSC.

“I am writing to express our concern at the Commission’s delay in concluding the negotiations for the new Collective Bargaining Agreement (CBA). With the expiry of the current CBA imminent, the union is yet to receive a counter offer to our demand, as per the laid down process.” Reads a memo to TSC by Kuppet Secretary General Akello Misori and dated 19th May, 2021.

The Commission had earlier on kick started the process of signing of the new CBA. And, in fact, TSC and Kuppet met between 29th and 31st October, 2019 at Sawela Lodge in Naivasha.

“Due to the urgent need to commence the journey towards the finalization of the 2021-2025 CBA, the Commission has decided to initiate the process as early as possible to give parties sufficient time to negotiate and conclude the 2021-2025 СВА.” Dr. Macharia had informed Kuppet.
