The TSC Disciplinary Process: Interdiction, Hearing of cases, determination and dismissal

As role models, we the Teachers Service Commission (TSC) employees are expected to uphold high standards of discipline and champion for sanity in the society.

We should avoid any action which may go against the expectations,to deliver the best of what our employer requires of us.

The core mandate of the union is to oversee the well being of a teacher,which includes ensuring that he/she doesn’t get into stressful situations due to misconduct.

It’s prudent for the union of this time to adopt a proactive and informative approach to disciplinary issues in order to improve its efficiency.

Teachers are equally advised to be well conversant with the general guidelines and provision of the Code of Regulations for Teachers, CORT.

Teachers who violate the provisions of the Code of Regulations for Teachers and the TSC Code of Conduct and Ethics will face disciplinary action which may include warning or interdiction.

WHEN CAN TSC TAKE DISCIPLINARY ACTION AGAINST A TEACHER

The Commission may take disciplinary action against a teacher who commits any of the following offences: Immoral behaviour, including but not restricted to:

Sexual intercourse
Sodomy
Lesbianism and
Sexual harassment
Professional misconduct including but not restricted to:
Negligence of duty (failure to do the duties as assigned, including not able to meet the set deadline)
Lateness to duty
Chronic absenteeism
Desertion (being absent from duty for 14 days without permission)
Incitement
Insubordination
Infamous conduct including but not restricted to:
°Drunkeness
°Fighting
°Conduct or behaviour which in the opinion of the Commission contradicts the spirit and tenor of Chapter six of the Constitution
Forgery/ presentation of forged documents, Mismanagement, misappropriation and embezzlement of public funds, Any other act of conduct that is incompatible with the teaching profession

The TSC Disciplinary Process

A Head of institution may initially issue a verbal warning or caution the teacher in writing on minor breaches.

In case of persistent misbehavior, the teacher may be required to show cause why disciplinary action should not be taken against him/her. _(Call a union leader immediately to help in writing a response ,which is required within a period of two weeks (14 days).Submit the response on the last day to lock out the principal from amending the allegations)_

From the teacher’s response, the head of institution may serve the teacher with a warning or present the case before the agent.

The agent shall;

✓Investigate and assemble relevant evidence.
✓Invite the accused teacher in writing to defend himself/herself against specified allegation (a two weeks’ notice must be given. Inform the union to send a representative to be part of the panel).
✓Call witnesses to give evidence in the presence of the accused teacher.
✓Allow the teacher to cross-examine each witness. (most witnesses are always coached ,play with their minds to establish if they had a meeting with the accuser before the hearing date)

In case of desertion where teacher’s whereabouts is unknown, the agent will interdict without any delay.

After the preliminary hearing the agent may reach any of the following decisions;

✓No case to answer.
✓Warn the teacher administratively.
✓Interdict the teacher.

NB: In some cases TSC or agent can interdict a teacher without inviting him/her for preliminary hearing.

An interdicted teacher should write a defense statement within 21 days from the date of interdiction and provide contact address ( consult the union in the process). Normally a case will be heard within three months after interdiction.

In case of delay the teacher is advised to make inquiries.

Teachers interdicted on cases of incitement, insubordination, infamous conduct and negligence of duty will be paid half salary during the period of interdiction

TSC Disciplinary Process: Determination

After interdiction and submission of the required evidence the teacher shall be given a chance to defend himself/herself in person before the Commission. A case shall be heard and determined in the absence of the teacher if he/she fails to appear during the hearing.

From the evidence gathered, the Commission may;

✓Revoke the interdiction.
✓Warn the teacher.
✓Suspend the teacher from duty.
✓Dismiss the teacher from service.
✓Retire the teacher in the public interest.
✓Dismiss and remove from the register of teachers.

It is an offence for a teacher to engage in teaching in any institutions (public or otherwise) during the period of interdiction or suspension or on removal from the registry of teachers.

Where a teacher has been suspended from duty, he/she will be posted 14 days before the expiry of the suspension.

A teacher will be posted immediately in cases of revocation and warning. A teacher who does not receive communication within 28 days after hearing should make enquiries to the Commission Headquarters in person.

TPAD 2 appraisal rating meeting online

A TSC teacher is expected to schedule an appraisal rating meeting with the appraiser. This is done online at the TPAD 2 portal. Before the appraisal rating meeting, you are required to evaluate and rate yourself. Your appraiser is also required to assess and rate you.

After the completion of the self-evaluation and evaluation by the appraiser (you), the interface will show a completed appraisal which should be “Appraisal completion 100%”.

The appraiser should notify the appraisee of the time, venue and agenda of the meeting, before the appraisal rating meeting which should be in line with the institutional calendar of activities.

The appraisal rating meeting is scheduled by the appraiser and it happens between the appraiser and the appraisee.

The appraiser and appraisee will hold a meeting and the purpose of the rating meeting is to review their joint rating and then reach an agreed rating.

HOW TO BOOK AND CONDUCT AN APPRAISAL RATING MEETING.

After Self Appraising yourself, it will be the turn of your appraiser to rate you;

Log into your TPAD 2 account and select “Appraiser Appraisals” from “My dashboard”. This will show the “pending appraisals” and “schedule meeting” buttons.
The appraiser can schedule a meeting by clicking “schedule meeting” button. This will open the “schedule appraisal rating meeting” interface.
The “schedule appraisal rating meeting” portal has a list of all the Appraisees Awaiting appraisal meeting (these are the appraisees awaiting to be scheduled for appraisal rating meeting)”. On the other hand, the appraisees “scheduled appraisals” are the appraisees already scheduled for the rating meeting.
On the teacher being appraised, click the “schedule meeting “button. The appraiser will see a pop up window on schedule Appraisal Meeting which shows “Appraisal date” and “Appraisal time” as shown in the screen shot.
Next, click on “Appraisal date” on the pop up window and from the calendar select a date for the appraisal rating meeting.
Click on “Appraisal time” from the drop down button on the pop up window and select time for the Appraisal meeting. Then click “save schedule” button to complete the process.
Once the meeting is successfully scheduled a success message will be shown on your window.
Now, click “OK” to complete the scheduling. A notification of the scheduled meeting will be sent to the appraisee.
Once the meeting is scheduled, it moves to the “scheduled appraisals”.
To proceed with updating the ratings, appraiser should click on “scheduled appraisals” button. It will open a portal with the list of all the teachers scheduled for appraisal rating meeting.
On the teacher being appraised, click “start meeting” button and at this point the appraiser and appraisee can now proceed with updating the ratings or “Update Schedule”.

TSC to collect data of teachers not receiving Special Allowances

The Teachers Service Commission, TSC, has embarked on an exercise to collect data of teachers not currently receiving Special Allowances. Through an Internal Memo to all County Directors, TSC’s Acting Director in Charge of Staffing, Madam Rita W. Wahome, says: “You are hereby requested to submit data of all teachers teaching in special schools and units who are currently not receiving Special Allowances.”

Special Allowances are paid, monthly, to teachers handling physically challenged learners in special schools and units.

According to Madam Wahome, this data will ‘the commission (to) have a data base of all teachers with special allowance.’ The data to be collected and submitted by the County Directors include the respective teacher’s: County, Sub-county, school, Teacher’s name, TSC NO, Job Group, Date of Deployment to the Unit/ Special School, Officer who made the deployment and area of specialization.

The data is to be filled in a prescribed form and sent to the TSC head quarters by 7th November, 2018.

Special allowance is one of the allowances paid to the teachers, others being: Annual Leave Allowance, Commuter Allowance, House Allowance, Hardship Allowance and Responsibility Allowance.

TSC to get real time school attendance by all teachers through Biometric Registration

Daily School attendance by all teachers will now be monitored by the Teachers Service Commission (TSC), in real time. This is after the Teachers Service Commission, TSC, announced that it will roll out the Biometric registration of all teachers in May this year. Once completed, the Commission shall then install Biometric gadgets in schools for teachers to clock in and out. Currently, teachers manually sign in and out of school.

The electronic registration of teachers will therefore expose teachers who miss lessons without written permissions. This enlisting of teachers is also expected to help the Commission to balance the teaching staff since it will unravel the imbalances across all public schools.

“We shall ensure optimal utilization of teachers and also balance areas that we shall feel are not well covered,” said Ibrahim Mumim (the TSC Director in charge of Administrative Services) on Thursday; during a stakeholders’ consultative meeting in Nairobi.

The meeting was attended, by among others, the Kenya National Union of teachers (KNUT) boss Wilson Sossion who supported these new developments.

“We shall support this program in totality… we are happy that the TSC is engaging us at the beginning.. It is only a mad man who can refuse and oppose a program of this nature that is supposed to help in planning,” said Sossion.

The electronic capture of the tutors will help the TSC to plan for the exit and replacement of aging teachers.

TEACHERS TO HANDLE MORE LESSONS

The Teachers Service Commission, TSC, is in a new bid to ensure maximum utilization of all teachers is achieved. Reports from the Electronic registration of all teachers that is expected to kick off in May, 2020, will help the Commission realize this object. Teachers should handle a minimum of 32 lessons of 40 minutes per week. This would translate to some 22 hours per week in line with the TSC staffing norms. The internationally recommended class size is 40 students per teacher.

Important details for teachers who applied for the TSC Internship vacancies in Kiambu County. The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:

i. A valid certificate of Good conduct
ii. A valid personal accident cover
iii. National ID card
iv. Disability card if any
v. Two passport size photographs
vi. KCSE certificate
vii. KCPE certificate

There has always been a, perceived, frosty relationship between teachers and their employer, TSC, with teachers blaming the TSC of high handedness when it comes to matters policy and disciplining of teachers. Teachers feel the employer acts harshly when unleashing disciplinary action on them.

Last week, the TSC boss announced that a total of 62 teachers were facing disciplinary action for involvement in alleged exam malpractices; during the administration process of the 2018 Kenya Certificate of Secondary Education (KCSE) exams.

Here is the speech by the Teachers Service Commission, TSC, boss Dr Nancy Macharia during the launching of the new Curriculum training exercise for teachers at Uhuru Gardens primary school in Nairobi; on Tuesday 23rd April, 2019.

“I am pleased to be here today during the launch of this very important CBC teachers training programme for April.
First and foremost, I wish to thank all the teachers for putting everything aside during this holiday period to attend this important event. Reports reaching us indicate that teachers have turned out in large numbers in each of the 1,191 Zones in the country for similar trainings. I am once again proud of the Kenyan teacher.

This is just one of the many robust training programmes that the TSC plans to mount in our determination to ensure that all teachers are adequately prepared to successfully steer the implementation of the Competency-Based Curriculum (CBC).

This week alone, we will train 91,320 teachers to handle Grades 1-3 and Grades 4. As you well know, CBC was implemented in January up to Grade 3. It will be implemented for Grade 4 learners in 2020, a reason we have moved fast to prepare for the next level.

I wish to thank the Treasury for allocating us Sh.500million for the teachers training for CBC this month. Similar trainings will be conducted in August and December even as we explore ways of using ICT to ensure continuous interaction with CBC for all teachers. This should be seen as a clear sign that CBC must succeed at any cost.

At this juncture, I wish to confirm that the training on CBC is fully funded by the government and teachers will not be required to meet any cost for the training. Their meals and travel are fully taken care of.

The main objective of this workshop is to train teachers on how to handle the CBC in order to facilitate effective implementation. As a prelude to this weeks activities, the TSC has in the last two weeks facilitated the training of 181 master trainers who in turn have trained 1,165 regular and Special Needs Education (SNE) Curriculum Support Officers, and 1,320 CBC champions as Trainer of Trainers.

These officials are therefore required to train the teachers this week at all the 1,191 zonal training centres countrywide.
The training this week will involve head teachers, Early Years Education teachers and grade four teachers. Teachers of private schools are also involved in the training.

Effective delivery of curriculum requires continuous teacher professional development through innovative ways in order to match the pressure to provide access and quality education in knowledge-based societies and economies in the 21st Century.

Clearly, we recognise that teachers are going to be vital agents in the drive to effectively implement CBC. It is why we at TSC emphasise on continuous Teacher Professional Development (TPD). We will do everything we can to ensure that teachers are prepared and ready to deliver CBC. This will include the teacher trainees in our colleges who must be prepared on the demands of the new curriculum before they graduate.

I wish to promise the country that teacher preparedness for CBC isnt going to be a switch-on-switch-off affair. We will make it a rigorous, but continuous and sustained, activity to ensure it is a way of life for our teachers.

Our determination to ensure success of this training stems from the fact that provision of quality education is to a large extent determined by the capacity of teachers to effectively interpret and implement the curriculum.
This entails structuring the learning environment in line with the prevailing trends in education and learners needs.

We are sure this training will empower the teachers with the necessary skills and capacities to embrace and implement change in curriculum and assessment.

The TSC shall support and develop highly knowledgeable, reflective and professional teachers who have enhanced skills and confidence in a range of modern pedagogical tools such as coaching, facilitating and mentoring. These tools will allow teachers to act as role models for learners who are able to care for and inspire every child to achieve their full potential.

We hope that by the end of this weeks training, participants should be able to:
Acquire the knowledge, skills and attitudes necessary for effective implementation of CBC.

Apply innovative pedagogical approaches and models.

Demonstrate competencies in assessment.

Be self- reflective, self-improving and supportive learners themselves.

It is hoped that through this training of teachers will assist them to keep abreast with the ever-changing dynamics in the curriculum content and assessment.

As I conclude my remarks, I wish to restate that through the support of the government, the Commission will conduct rigorous training to enhance implementation of CBC. I have already indicated that in the next four days 64,830 headteachers will be trained.

In August and December this year another 68,490 will be trained in each of the school holidays. Thus by end of December, a total of 228,3000 teachers will have been trained.

This will ensure teacher readiness on implementation of CBC. Finally, I wish all teachers fruitful training on CBC.”

TSC appraisal portal, TPAD, experiencing hitches as many teachers are yet to file data ahead of set deadline

The Teachers Service Commission, TSC, online appraisal system is experiencing serious run time errors. The Teachers Performance Appraisal and Development, TPAD, system is unaccessible meaning teachers who are yet to file their 2019 term two data may not be able to do it after all, as the deadline nears.

TSC holds that teachers must continue uploading their performance appraisal data as per the Career Progression Guidelines. The Commission will use data captured on the TPAD system when considering teachers for promotions. Teachers who are yet to upload their data for term 2 have until Tuesday 17th September, 2019 to do so. This is the deadline for both the Appraisee and Appraiser. The system has been experiencing downtimes with the Commission being forced to push the deadlines ahead; in the past. The current system downtime is causing anxiety among teachers who now want the Commission to extend the deadline.

Meanwhile, TSC has reduced the number of teaching standards to be appraised for teachers from the previous seven to five on its online appraisal portal.
To enhance implementation, the Commission has customized the TPAD tools targeting teachers serving in primary, secondary, special needs institutions and post secondary institutions, where, while the teaching standards are the same for all categories of teachers, performance indicators and verifiable evidence have been customized for various institutions.

The Commission requires teachers to upload their termly appraisal data via the Teacher Performance Appraisal and Development (TPAD) portal.

Latest TSC marking scheme, score sheet, for primary school teachers’ recruitment; Guidelines

The Teachers Service Commission, TSC, usually carries out annual mass recruitment for new teachers in July/ August yearly. The commission at the same time periodically recruits advertises for vacancies to replace the primary and secondary school teachers who leave TSC through natural attrition.

If you are looking forward to be recruited by TSC to teach in a primary school, then you need to familiarize yourself with the recruitment guidelines, interview marking scheme and score-sheets.

Here are the latest regulations from TSC on primary school teachers recruitment;

GENERAL INFORMATION

Following the advertisement for recruitment of teachers for Primary schools, the TSC County Director is required to conduct a selection exercise for candidates wishing to be employed and submit the County Merit list to the TSC Headquarters. The list should be ratified by the County Selection Panel.

The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act and TSC Code of Conduct and Ethics (2015). The TSC County Director is expected to induct members of the County Selection Panel on the relevant Sections of the Act before the commencement of the selection exercise.

All applicants must be registered teachers in line with Section 23(1) of the Teachers Service Commission Act Cap 212. Those without Registration Certificates must attach a printout showing verified status as evidence of application for registration. However, applicants who do not meet registration requirements will not be recruited.

Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they submitted their application. It is their responsibility to ensure that the results are received within 14 days after the verification of certificates.

Applicants working in other Government Departments and who meet the requirements are eligible to apply.

Upon submission of application letters, all applicants shall be given a serial number. The selection date and venue should be communicated at the same time.

The Sub County Director MUST acknowledge all applications immediately upon receipt before the verification date and promptly advise those who do not meet the selection criteria (specifying the reasons).

During the selection applicants must present original and legible photocopies of the following documents; –

National identification card
National Council of Persons with Disability (NCPWD) Card (where applicable);
KCPE certificate;
KCSE certificates (include first attempt certificate if one repeated exams) or A Level Certificate (where applicable);
PTE certificate;
Primary, Secondary Schools leaving certificates and other relevant testimonials.
All applicants should be given equal opportunity. However, applicants with special needs should be considered on affirmative action, provided that they meet the stipulated recruitment criteria.
The selection date and venue must be displayed on notice boards at the County, Sub-County and Zonal offices at least seven (7) days before the selection exercise.
The selection panel shall vet each applicant to establish if he/she meets the requirements of the TSC advertisement.
Preference will be given to the applicants who have not been previously employed by the Commission.

SUB COUNTY SELECTION PANEL

The Selection Panel shall comprise of the following members: –

The Sub County Director – Chairperson
TSC Sub County Human Resource Officer – Secretary
All Zonal Curriculum Support Officers – Members

VERIFICATION EXERCISE

Documents presented by applicants shall be scrutinized thus;

The TSC Sub County Director shall verify the TSC registration status of all applicants;
The TSC Sub County shall present a list of all applicants to the Selection Panel;
Applicants must appear in person before the Selection Panel on the set date.

AUTHENTICATION OF ACADEMIC AND PROFESSIONAL DOCUMENTS

Original academic and professional certificates shall be scrutinized to verify their authenticity.
The TSC Sub County Director shall certify photocopies of the certificates before forwarding them to the TSC County Director.
Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence; shall be disqualified and can be deregistration in accordance with Code of Regulations for Teachers (CORT).

SELECTION CRITERIA

Applicants shall be awarded marks as per the score sheet (Appendix 1(a) and 1(b). Where applicants tie in score, the panel shall refer to the footnote on the panel score sheet for guidance.

DOCUMENTS TO BE SUBMITTED TO TSC COUNTY DIRECTOR

The Sub County Selection Panel will be required to submit the following to the TSC County Director: –

Registration list of all applicants in the Sub County (Appendix II);
Sub County merit list (Appendix III);
Summary of complaints raised(if any) together with action taken;
Minutes of the Sub-County Selection Panel duly signed by the Chairperson and Secretary.

COUNTY SELECTION PANEL

After submission of merit lists by the Sub County Directors, TSC County Director will constitute a selection panel comprising the following members;

TSC County Director – Chairperson
TSC Deputy County Director – Secretary
County Human Resource Officer – Member
All TSC Sub County Directors – Members

The TSC County Director will be required to convene a County Panel to ratify Sub County merit lists for onward submission to the TSC Headquarters within the stipulated timeline.

The selected applicants from the merit list shall correctly fill the TSC Application for Employment Form (APPT 1) without erasing or defacing it.

The merit list compiled during the selection process at the beginning of the financial year will be used in subsequent recruitment within the financial year. Selected applicants shall be informed through the short message service (SMS).

NB: It is the responsibility of the TSC County Director to ensure that the exercise is fair and transparent.

COMPLAINTS

Any applicant who is dissatisfied with the exercise should submit to the TSC County Director a written complaint immediately and send a copy to the TSC Headquarters not later than seven (7) days after the selection exercise;

The TSC County Director should, within seven (7) days analyze and address all complaints raised after the selection process has been completed and thereafter submit a report to the Headquarters on the action taken.

Where the complaint is made against the TSC County Director, the TSC Headquarters shall investigate the allegations and take appropriate action.

DOCUMENTS TO BE SUBMITTED TO TSC HEADQUARTERS

The TSC County Director shall submit the following to the TSC Headquarters;

County Selection Panel minutes duly signed by the Chairperson and
Secretary;
County merit list (Appendix IV).
List of all selected applicants drawn from the current merit list (Appendix V)
List of all the applicants who did not appear in the merit list (Appendix VI) with names of absent candidates during the certificate verification exercise;
Duly filled Application for Employment Forms (APPT I) for the selected applicants;
Original statement of confirmation of PTE/KCSE/KCPE results from KNEC for applicants without original certificates;
Certified copies of the following documents in the order indicated below: –

National identification card;
National Council of Persons with Disability (NCPWD) Card (where applicable);
Two passport size photographs;
KCPE Certificates;
KCSE Certificates (include first attempt certificate if one repeated exams);
PTE Certificate;
Primary and Secondary Schools and college leaving certificates and
other testimonials;
KRA PIN certificate, Bank form and Bank plate to facilitate appointment on payroll.
Written commitment by the applicant to serve in any county posted to, for a minimum period of five (5) years, and three (3) years in case of North Eastern region;
Panel score sheet (Appendix I) both in soft (excel) and hard copy for the selected applicants;

NB: Where names on submitted documents differ, the applicants will be required to submit a sworn affidavit.

IMPORTANT NOTES

Under no circumstances should the Application for Employment Form be defaced or photocopied for use.
All enquiries arising from these guidelines should be made to the TSC County Director.
Notwithstanding the decentralization of the function of teacher’s recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded from carrying out recruitment directly from the TSC Headquarters.

FOLLOW THE PROCEDURE BELOW TO APPLY FOR A NEW TSC NUMBER, IN KENYA.

The procedure is to be used for new teacher registration.

Type https://teachersonline.tsc.go.ke into your browser. Ensure you have first paid the mandatory processing fee.
On the TSC home page, click on https://teachersonline.tsc.go.ke/Regintro.aspx tab.

3. Locate the ID Number box at the bottom of the new page and fill in the following (ID/ Passport Number and Surname and Click Next Page Button to Continue.

4. This will take you to the Applicant’s Basic Details Page: Fill out the boxes correctly and click on NEXT, once done.

5. Fill in the Educational and Professional Qualifications fields (Section C); starting with primary level, properly. Click on NEXT once done. Remember to save each record by clicking on the save icon.

[Section C: Educational and Professional Qualifications (Date Should Be Picked from Calendar)]

6. On the next window, upload the required documents. Select the NEXT tab, once you have uploaded all the necessary documents.

On the new window, provide any other necessary details (Other Details) and Click on the SAVE AND FINALIZE tab.

TSC new salaries for teachers; A tale of mixed fortunes

It is a mixed fortune basket for teachers as the Teachers Service Commission, TSC, implements the final phase of the 2017-2021 Collective Bargaining agreement, CBA. The salary increments will see some teachers walk home with hefty amounts while it is a dog’s life for others.

As teachers are set to make their ways to the banking halls at the end of July, some will be gnashing their teeth and in pensive mood as there is little for them to smile about. The teachers’ employer embarked on the process of implementing the CBA in July, 2017, with teachers in lower cadres getting salary increments in two phases; and others in four phases.

The biggest beneficiaries in the current CBA were administrators with some getting a pay hike of over 100%. Senior principals, for instance, got a pay rise of between Sh12,728 and Sh41,632. The lowest paid teacher in this category earned a monthly basic salary of Sh131,380 prior to the implementation of the CBA. These administrators will now pocket a cool Sh131,380 after July 2020. This is on top of the various allowances paid to them. The highest paid Chief Principal will earn a basic monthly salary of Sh157,656 up from the Sh122,928 in 2017. This reflects an increment of Sh12,728.

The lowest paid Senior Principal will now earn Sh118,242 from the Sh77,527 in 2017. This shows an increment of Sh40,715. The highest paid teacher in this grade is expected to earn Sh121,890.

Principals were the greatest beneficiaries from the current increment. The lowest paid principal received a pay hike of Sh63,054 that saw their salaries jump from Sh41,590 in 2017 to Sh104,644 after July, 2020. These teachers got a percentage rise of 152%.

Deputy principals received a pay hike of between Sh25,751 and Sh42,851. The lowest paid deputy principal is set to pocket Sh91,041; up from the Sh48,190 that they used to earn before the increments came.

WORST HIT

Classroom teachers got a raw deal from the current CBA. For example, a secondary school teacher III at grade C1 (Formerly job group J) will earn a low of Sh27,195 and a high of Sh33,994 per month. The lowest paid teacher in this group got a pay rise of only Sh2,533 while the highest earner got Sh4,076.

Things are even worse for secondary school teacher 1 at grade C3 (Formerly job group L). With no promotions in site and an increment of only Sh7,244 to Sh8,063, in four years, these teachers will hope for better tidings in the next cycle of the CBA. The lowest paid teacher in this cadre will now earn Sh43,154 with the highest earner getting Sh53,943 per month.
