The Teachers Service Commission, TSC, online appraisal system is experiencing serious run time errors. The Teachers Performance Appraisal and Development, TPAD, system is unaccessible meaning teachers who are yet to file their 2019 term two data may not be able to do it after all, as the deadline nears.
TSC holds that teachers must continue uploading their performance appraisal data as per the Career Progression Guidelines. The Commission will use data captured on the TPAD system when considering teachers for promotions. Teachers who are yet to upload their data for term 2 have until Tuesday 17th September, 2019 to do so. This is the deadline for both the Appraisee and Appraiser. The system has been experiencing downtimes with the Commission being forced to push the deadlines ahead; in the past. The current system downtime is causing anxiety among teachers who now want the Commission to extend the deadline.
Meanwhile, TSC has reduced the number of teaching standards to be appraised for teachers from the previous seven to five on its online appraisal portal. To enhance implementation, the Commission has customized the TPAD tools targeting teachers serving in primary, secondary, special needs institutions and post secondary institutions, where, while the teaching standards are the same for all categories of teachers, performance indicators and verifiable evidence have been customized for various institutions.
The Commission requires teachers to upload their termly appraisal data via the Teacher Performance Appraisal and Development (TPAD) portal.
The Teachers Service Commission, TSC, usually carries out annual mass recruitment for new teachers in July/ August yearly. The commission at the same time periodically recruits advertises for vacancies to replace the primary and secondary school teachers who leave TSC through natural attrition.

Here are the latest regulations from TSC on primary school teachers recruitment;
GENERAL INFORMATION
Following the advertisement for recruitment of teachers for Primary schools, the TSC County Director is required to conduct a selection exercise for candidates wishing to be employed and submit the County Merit list to the TSC Headquarters. The list should be ratified by the County Selection Panel.
The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act and TSC Code of Conduct and Ethics (2015). The TSC County Director is expected to induct members of the County Selection Panel on the relevant Sections of the Act before the commencement of the selection exercise.
All applicants must be registered teachers in line with Section 23(1) of the Teachers Service Commission Act Cap 212. Those without Registration Certificates must attach a printout showing verified status as evidence of application for registration. However, applicants who do not meet registration requirements will not be recruited.
Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they submitted their application. It is their responsibility to ensure that the results are received within 14 days after the verification of certificates.
Applicants working in other Government Departments and who meet the requirements are eligible to apply.
Upon submission of application letters, all applicants shall be given a serial number. The selection date and venue should be communicated at the same time.
The Sub County Director MUST acknowledge all applications immediately upon receipt before the verification date and promptly advise those who do not meet the selection criteria (specifying the reasons).
During the selection applicants must present original and legible photocopies of the following documents; –
National identification card
National Council of Persons with Disability (NCPWD) Card (where applicable);
KCPE certificate;
KCSE certificates (include first attempt certificate if one repeated exams) or A Level Certificate (where applicable);
PTE certificate;
Primary, Secondary Schools leaving certificates and other relevant testimonials.
All applicants should be given equal opportunity. However, applicants with special needs should be considered on affirmative action, provided that they meet the stipulated recruitment criteria.
The selection date and venue must be displayed on notice boards at the County, Sub-County and Zonal offices at least seven (7) days before the selection exercise.
The selection panel shall vet each applicant to establish if he/she meets the requirements of the TSC advertisement.
Preference will be given to the applicants who have not been previously employed by the Commission.
The Selection Panel shall comprise of the following members: –

TSC Sub County Human Resource Officer – Secretary
All Zonal Curriculum Support Officers – Members
VERIFICATION EXERCISE
Documents presented by applicants shall be scrutinized thus;
The TSC Sub County Director shall verify the TSC registration status of all applicants;
The TSC Sub County shall present a list of all applicants to the Selection Panel;
Applicants must appear in person before the Selection Panel on the set date.
AUTHENTICATION OF ACADEMIC AND PROFESSIONAL DOCUMENTS
Original academic and professional certificates shall be scrutinized to verify their authenticity.
The TSC Sub County Director shall certify photocopies of the certificates before forwarding them to the TSC County Director.
Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence; shall be disqualified and can be deregistration in accordance with Code of Regulations for Teachers (CORT).
SELECTION CRITERIA
Applicants shall be awarded marks as per the score sheet (Appendix 1(a) and 1(b). Where applicants tie in score, the panel shall refer to the footnote on the panel score sheet for guidance.
DOCUMENTS TO BE SUBMITTED TO TSC COUNTY DIRECTOR
The Sub County Selection Panel will be required to submit the following to the TSC County Director: –
Registration list of all applicants in the Sub County (Appendix II);
Sub County merit list (Appendix III);
Summary of complaints raised(if any) together with action taken;
Minutes of the Sub-County Selection Panel duly signed by the Chairperson and Secretary.
COUNTY SELECTION PANEL
After submission of merit lists by the Sub County Directors, TSC County Director will constitute a selection panel comprising the following members;
TSC County Director – Chairperson
TSC Deputy County Director – Secretary
County Human Resource Officer – Member
All TSC Sub County Directors – Members
The TSC County Director will be required to convene a County Panel to ratify Sub County merit lists for onward submission to the TSC Headquarters within the stipulated timeline.
The selected applicants from the merit list shall correctly fill the TSC Application for Employment Form (APPT 1) without erasing or defacing it.
The merit list compiled during the selection process at the beginning of the financial year will be used in subsequent recruitment within the financial year. Selected applicants shall be informed through the short message service (SMS).
NB: It is the responsibility of the TSC County Director to ensure that the exercise is fair and transparent.
COMPLAINTS
Any applicant who is dissatisfied with the exercise should submit to the TSC County Director a written complaint immediately and send a copy to the TSC Headquarters not later than seven (7) days after the selection exercise;
The TSC County Director should, within seven (7) days analyze and address all complaints raised after the selection process has been completed and thereafter submit a report to the Headquarters on the action taken.
Where the complaint is made against the TSC County Director, the TSC Headquarters shall investigate the allegations and take appropriate action.
DOCUMENTS TO BE SUBMITTED TO TSC HEADQUARTERS
The TSC County Director shall submit the following to the TSC Headquarters;
County Selection Panel minutes duly signed by the Chairperson and
Secretary;
County merit list (Appendix IV).
List of all selected applicants drawn from the current merit list (Appendix V)
List of all the applicants who did not appear in the merit list (Appendix VI) with names of absent candidates during the certificate verification exercise;
Duly filled Application for Employment Forms (APPT I) for the selected applicants;
Original statement of confirmation of PTE/KCSE/KCPE results from KNEC for applicants without original certificates;
Certified copies of the following documents in the order indicated below: –
National identification card;
National Council of Persons with Disability (NCPWD) Card (where applicable);
Two passport size photographs;
KCPE Certificates;
KCSE Certificates (include first attempt certificate if one repeated exams);
PTE Certificate;
Primary and Secondary Schools and college leaving certificates and
other testimonials;
KRA PIN certificate, Bank form and Bank plate to facilitate appointment on payroll.
Written commitment by the applicant to serve in any county posted to, for a minimum period of five (5) years, and three (3) years in case of North Eastern region;
Panel score sheet (Appendix I) both in soft (excel) and hard copy for the selected applicants;
NB: Where names on submitted documents differ, the applicants will be required to submit a sworn affidavit.
IMPORTANT NOTES
Under no circumstances should the Application for Employment Form be defaced or photocopied for use.

Notwithstanding the decentralization of the function of teacher’s recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded from carrying out recruitment directly from the TSC Headquarters.

It is a mixed fortune basket for teachers as the Teachers Service Commission, TSC, implements the final phase of the 2017-2021 Collective Bargaining agreement, CBA. The salary increments will see some teachers walk home with hefty amounts while it is a dog’s life for others.
As teachers are set to make their ways to the banking halls at the end of July, some will be gnashing their teeth and in pensive mood as there is little for them to smile about. The teachers’ employer embarked on the process of implementing the CBA in July, 2017, with teachers in lower cadres getting salary increments in two phases; and others in four phases.
The biggest beneficiaries in the current CBA were administrators with some getting a pay hike of over 100%. Senior principals, for instance, got a pay rise of between Sh12,728 and Sh41,632. The lowest paid teacher in this category earned a monthly basic salary of Sh131,380 prior to the implementation of the CBA. These administrators will now pocket a cool Sh131,380 after July 2020. This is on top of the various allowances paid to them. The highest paid Chief Principal will earn a basic monthly salary of Sh157,656 up from the Sh122,928 in 2017. This reflects an increment of Sh12,728.
The lowest paid Senior Principal will now earn Sh118,242 from the Sh77,527 in 2017. This shows an increment of Sh40,715. The highest paid teacher in this grade is expected to earn Sh121,890.
Principals were the greatest beneficiaries from the current increment. The lowest paid principal received a pay hike of Sh63,054 that saw their salaries jump from Sh41,590 in 2017 to Sh104,644 after July, 2020. These teachers got a percentage rise of 152%.
Deputy principals received a pay hike of between Sh25,751 and Sh42,851. The lowest paid deputy principal is set to pocket Sh91,041; up from the Sh48,190 that they used to earn before the increments came.
Classroom teachers got a raw deal from the current CBA. For example, a secondary school teacher III at grade C1 (Formerly job group J) will earn a low of Sh27,195 and a high of Sh33,994 per month. The lowest paid teacher in this group got a pay rise of only Sh2,533 while the highest earner got Sh4,076.
Things are even worse for secondary school teacher 1 at grade C3 (Formerly job group L). With no promotions in site and an increment of only Sh7,244 to Sh8,063, in four years, these teachers will hope for better tidings in the next cycle of the CBA. The lowest paid teacher in this cadre will now earn Sh43,154 with the highest earner getting Sh53,943 per month.

The Teachers Service Commission, TSC, invites Applications from qualified candidates to fill 6,674 teacher internship posts in public primary and secondary schools in Kenya.
The posts include 1,998 for primary schools and 4,876 for secondary schools. This is part of the National Government post Covid-19 Economic Stimulus Programme, announced via the seventh Presidential Address on the coronavirus pandemic on 23 May, 2020.
The Teacher Internship Programme is a one (1) year programme meant to equip and sustain competencies of persons entering teaching service. The programme targets unemployed registered teachers to be assigned to learning institutions where their teaching experience will be enhanced through mentor-ship coaching and exposure to practical teaching experience.
BASIC REQUIREMENTS FOR THE INTERN TEACHER APPLICANTS
To qualify an applicant must at the time of Application meet the following basic requirements:

Must be a registered teacher with Teachers Service Commission.
Be a holder of a Pl Certificate for Primary school teachers and a minimum of a Diploma in Education Certificate for Secondary school teachers:

Transfer requests are normally considered for approval by the Appointment Board, once, at the end of the year. However, the Commission can transfer a teacher at its discretion. A teacher wishing to be considered for transfer should do so by:
Filling in a transfer application form through the head of institution. Transfer forms are available at TSC offices countrywide or can be downloaded from TSC website.
Completed application forms should be sent to the TSC or its agents by the head of institution.
Transfers for primary school teachers within the county will be handled by the TSC County Director.
Transfers outside the county will be handled by the TSC headquarters. Applications for transfer for tertiary institutions are processed at the TSC headquarters.
Transfer requests submitted to the Commission will be acknowledged promptly. The decision of the Appointment Board will later be communicated to the teacher. Transfers will be granted subject to availability of vacancy and replacement.
Teachers recruited as interns have something to smile about after their employer gave them green light to apply for the advertised permanent/ replacement vacancies. The Teachers Service Commission via a note on their official Twitter Account said the Intern teachers can tender in their applications to be considered for permanent employment.

The Teachers Service Commission has advertised 2,120 posts to replace teachers who have
exited service through Natural Attrition (1591 posts for Primary Schools and 529 posts for
Secondary Schools). All interested candidates should submit their applications to the respective County Directors and Boards of Management as above not later than Wednesday 5th February, 2020.
This is good news for the over 10,000 interns recruited in November 2019 and who have been at cross roads on their fate; as pertains the permanent jobs’ applications. The teachers are to serve for a period of one year.
Once absorbed, the Teacher Intern can then terminate the contract. “(The Teacher Intern shall) Submit a written letter of resignation/ termination of the contract to the Commission through the Supervisor by giving thirty (30) days Written Notice,” reads the internship terms and conditions; in part.
