KNBS well prepared for the 2019 Census; Recruitment to be completed by July 14

The Kenya National Bureau of Statistics (KNBS) has assured Kenyans that preparations for 2019 Population and Housing Census slated for the night of August 24th2019 are proceeding as scheduled.

The Director General, Mr. Zachary Mwangi says for the first time Kenya will leverage newer technology to ensure the census exercise is conducted as per expected global standards.

“The KNBS is working round the clock to ensure preparations for the census are completed within the agreed timelines and meet the internationally recognized thresholds,” said Mr. Mwangi during a media briefing.

He added: “This time round census data will be captured electronically through a paperless process. It will incorporate use of data collection tablets that have been locally assembled at the Jomo Kenyatta University of Agriculture and Technology, and Moi University.”

About 170,000 enumerators and supervisors are being recruited to work in this year’s Housing and Population Census. The recruitment process is ongoing and will be completed by 12th of July 2019.

“This exercise has to adhere to internationally recognized guidelines which advocate for the values of professionalism, transparency, accountability and integrity required of statistical systems in maintaining credibility and public confidence,” he emphasized.

The Kenya Bureau of Statistics, knbs, has concluded the process of recruiting personnel who will be in charge of this year’s Housing and Population Census. 2,700 ICT Supervisors, 27,000 Content Supervisors and 135,000 Enumerators have been recruited and contacted. The recruitment process is being handled by County Census Committees (CCCs). Those recruited will undergo rigorous training ahead of the August Census exercise.

Short-term Data Enumerators for Annual Outcome Survey

Project Summary

Kenya Crops & Dairy Market Systems (KCDMS) is part of Feed the Future program,

America’s initiative to combat global hunger and poverty. In this regard, USAID is

partnering with RTI International on a 5-year new cooperative agreement to help increase agricultural production and reduce poverty and malnutrition in Kenya. The project will also spur competitive, resilient market systems in Kenya’s horticulture and dairy sectors.

Job Summary

The enumerators will provide technical assistant of data collection exercise using ODK

configured tablets from the list of sampled program participants working with Kenya Crops and Dairy Market Systems Activity. The survey will involve three levels: household level survey, market actors level survey as well as social inclusion & nutrition targeted surveys.

The survey will cover twelve (12) counties of program operations which are: Bungoma,

Busia, Kakamega, Vihiga, Kisumu, Homabay, Siaya, Kisii, Migori, Makueni, Kitui and Taita Taveta.

The enumeration exercise will last a maximum of 13 days inclusive 10 of enumeration and 3 days of enumeration training, tool testing and logistics planning.

In addition, the enumerators are expected to conduct themselves in a proper manner during this engagement as a representative of the program, are responsible for the safe keeping and care of program assets assigned to them including tablets and should maintain confidentiality of the information collected from program beneficiaries.

Essential Duties and Responsibilities

1). Understanding the objectives and activities of Kenya Crops and Dairy Market Systems Activity 2019 Annual Outcome Survey

2). Attend three days enumerators training which will equip you with skills that are necessary for conducting effective interviews, understanding data collection tools and how to use ODK tablets while conducting the survey

3). Participate in the actual pilot of the data collection tools in order to assess the validity and reliability of the questionnaire so as to improve its practicality while conducting the interview with farmers

4). Obtaining informed consent by the farmer respondents prior to starting interview/survey with the support of KCD staff

5). Collect data from farmers survey respondents using tablets in accordance with formalities illustrated by the monitoring and evaluation team

6). Collect, record and submit data as accurately as possible and within the established time frame (including daily targets).

7). Provide a technical report following the format that will be provided for, by the monitoring and evaluation team with high level summaries and key insights from the survey

8). Seek technical assistance from monitoring and evaluation team members as needed while conducting the survey in the field

9). Represent RTI – KCD project in a professional and courteous manner at all times during the entire exercise of engagement.

10). Diligently following instructions received from the KCD monitoring and evaluation staff at all the time

Qualifications and Competencies

1). Diploma or University education required

2). Computer / mobile application experience

3). Must be a residence of the enumeration area or neighboring enumeration area they are assigned to work in

4). Be conversant with the local language / dialect

5). Previous experience with survey-based work as an enumerator is added advantage

6). Ability to work independently as well as an effective team player

NOTE: The successful enumerators must be available for at least uninterrupted period of thirteen (13) days from 7th to 23rd August 2019 working days only.
