Full list of 2019 Wealth Declaration non-compliant teachers Per County- Marsabit County

Close to 46,000 teachers are yet to declare their wealth online ahead of the deadline slated for 31/12/2019. All teachers in employment under TSC are required to declare their Income, Assets and Liabilities

The online portal has been open since 1st November 2019.

The Kenyan law requires all public officers to declare their wealth; periodically. This declaration is made online and there are hefty penalties for officers who fail to declare their income, assets and liabilities within the stipulated time. According to the Public Ethics Act of 2003, It is mandatory for all public officers to declare their income, assets and liabilities once in every two years.

Any teacher in TSC employment who fails to submit a Declaration or gives false or misleading information is liable to a fine of Kshs. 1,000,000 or imprisonment for a term not exceeding (1) one year or both upon conviction.

TSC in a move to ensure all lessons are attended by teachers

The Teachers Service Commission, TSC, has moved to ensure teachers are in school most times. The Commission has instituted a raft of measures to curb absenteeism among the over 300,000 teachers on its payroll.

“In order to optimally utilize the teaching resources institution and ensure delivery of quality teaching services, the commission reiterate the need for all teachers and Head of institutions to be available in schools at all times to undertake the assigned teaching and administrative duties. In this regard you are directed to ensure absence from school is minimized at all costs,” the Commission says in a circular to school Heads and Curriculum Support officers.

AUSTERE CONDITIONS

The Commission has been in logger heads with the Ministry of Education after canceling most functions organized by the latter and involving teachers. To be absent from school, teachers will now have to seek for written permission.

“A written permission should be granted through the Headteacher and absence and reason for the same recorded in the school logbook,” says the Commission.

Heads of primary institution are to obtain written permission from TSC subcounty director to be away from school. The School heads must also seek for permission from the Sub County Director whenever they are to use funds for meetings taking place away from their schools.

Activities that require teachers’ participation should be scheduled over the weekends and school holidays to minimize absenteeism. This also includes all the Kenya Secondary Schools Heads Association, KESSHA, and Kenya primary Schools Heads Association, KEPSHA, activities and conferences.

All elected SACCO, union and societies officials are required to schedule their programs during weekends and school holidays.

Activities that are not core to teaching administrative duties assigned to teachers and school administrative staff should not be carried during the programmed teaching hours.

In a move to ensure no lesson goes unattended, arrangements should be made for all classes to be attended in the absence of assigned teacher. Make up arrangements for untaught lessons should be recorded in the logbook.

2019 KCSE results for Maranda school

Maranda High school had the highest number of candidates who sat for the 2019 Kenya Certificate of Secondary Education, KCSE, examination. The school had 704 candidates who garnered a mean score of 8.90628 (B plain).

618 candidates scored a mean grade of C+(plus) and above; hence, booking direct tickets to university; which translated to 87.78% of the total candidature. 19 students scored straight A’s while, Candidates who scored mean grade of A- (minus) were 142. Others scored B+ (156), B (133), B- (99) and C+ (69 candidates).

Education Ministry in a move to promote teaching of Sciences, Applied subjects and Mathematics in Schools

The Ministry of Education is seeking to promote the teaching of Science, Technology, Engineering, and Mathematics (STEM) subjects in Schools across the country. Through a circular dated 10th April, 2019, and sent to all County Directors of Education (CDEs), the Ministry directs schools to provide data on enrollment in Sciences, Applied subjects and available Science Laboratories and Workshops. The Circular by the Director General Statement for Early Learning Mr Elyas Abdi reads in part; “As you are aware, the teaching of STEM subjects is a major priority in Kenya’s education system. In order to promote standards and quality of STEM Education, the Ministry directs that the County Directors of Education submit accurate data on the number of students taking STEM subjects and the number of science laboratories and workshops in schools.” This is seen as a move to enable the Ministry make informed decisions on funding plans to enhance the teaching of STEM subjects in Secondary schools.

While releasing the 2019 Universities and Colleges placement results, on Monday 15th April- 2019, Education Cabinet Secretary Prof George Magoha castigated universities for turning a blind eye on Sciences. The CS noted that Humanities take a larger portion of Courses taught at Kenyan Universities.

“Another concern is the mismatch between the academic programmes offered in many of the universities and the development agenda.
Humanities programmes continue to account for the higher proportion of programmes compared to STEM programmes. This is a heavy threat to the realisation of Kenya Vision 2030 and the Big Four Agenda,” said Prof Magoha at the Catholic University of Eastern Africa in Karen, Nairobi.

According to the CS, the government is keen on promoting teaching of STEM subjects so as to realize vision 2030.

“Going forward, I am asking universities to subject themselves to greater scrutiny and be aware that the government is keen to carry out the following measures:….Strengthening academic programmes that greatly contribute to the national and global development agenda (STEM), through increased provision of resources, including finances, facilities, equipment, infrastructure and human, for their support,” the CS added. A number of organizations are partnering with the Kenyan government to promote STEM subjects in the country. One of such organizations is the United Nations Educational, Scientific and Cultural Organization (UNESCO). According to UNESCO, ‘since 2014, annual Scientific Camps of Excellence for Mentoring Girls in Science, Technology, Engineering, and Mathematics (STEM) are organized by the UNESCO Nairobi Office, together with the Government of Kenya, the National Commission for Science, Technology and Innovation, and the University of Nairobi organize annual Scientific Camps of Excellence for Mentoring Girls in Science, Technology, Engineering, and Mathematics (STEM).

These one week long camps involve career choice discussions, life skills mentoring, experience-sharing with STEM university students, science experiments, and industry visits.’

The Centre for Mathematics, Science and Technology Education in Africa (CEMASTEA) also works with the Ministry of Education to enhance the uptake and persuasion of Science, Technology, Engineering and Mathematics (STEM) courses right from the lower levels of education.

CEMASTEA has supplied teaching and learning equipment such as robotics kits, laptops, cathode ray oscilloscopes, LCD projectors, digital cameras, white-boards and light microscopes to selected model schools under the CEMASTEA STEM Model Schools program. This is alongside offering training to teachers on STEM subjects teaching.

Giant Telecommunications company, Safaricom, has also offered support to STEM subjects uptake by students through its BLAZE programme.

The STEM education and training applies inter-disciplinary research in learning and cognition, STEM integration, instructor development and evaluation and assessment to STEM teaching from early childhood through graduate education.

KISUMU BOYS HIGH SCHOOL’S BRIEF HISTORY

What is now Kisumu Boys’ High School has a history which stretches back to the early parts of this century. The history of the school dates back to the early 20th century and the construction of the Kenya-Uganda Railway. The Kenya-Uganda Railways, whose construction began at the Coast town of Mombasa in 1896, reached Kisumu in 1901. The bulk of the labor in the construction of this railway was provided by indians who had been recruited back at home by the British.

When the project was completed, many of the Indians decided to stay on in Kenya and acquired citizenship. Through government loans they started businesses in towns, particularly, Nairobi, Mombasa, Kisumu and Nakuru. The Indian population grew fast in Kisumu and in 1925, the colonial government started an Indian Primary School in the town to cater for education of their children. In 1948, the school became a government Indian High School, the primary being moved to another  near by site.

Initially the school was co-educational but in 1961 a separate school was started for girls in the vicinity and our school took its present name Kisumu Boys’ High School. Three years later in 1964, A-level was started with girls and boys taking both Sciences and Arts courses. Prior to 1966, the school was catering only for Indian children and did not have any African in its management.

With the first African Board of Governors chairman being appointed, immediately thereafter, the school began to enroll pupils of African descent. Today the schol is almost entirely African with only a few Asian students and Board members.

3,500 TSC teachers, staff to miss salaries for failing to file wealth declarations

The Teachers Service Commission, TSC, has released a list of 3,500 teachers and staff who failed to file their 2019 wealth declarations. Via a circular dated April 14, 2020, the Commission boss says the said teachers and staff have been expunged from the TSC payroll until they meet certain set conditions. All TSC employees, just like other workers in the formal sector, were required to declare their 2017/2019 Income, Assets, and Liabilities by 31 December, 2019 through the TSC Wealth Declaration online portal.

“Over 3,500 employees (secretariat staff and teachers) did not declare their Wealth within the stipulated deadline. Consequently, the Commission has stopped the employees’ salaries for Non-Compliance from March and April 2020 payrolls,” says the TSC Boss.

The Kenyan law requires all public officers to declare their wealth; periodically. This declaration is made online and there are hefty penalties for officers who fail to declare their income, assets and liabilities within the stipulated time. According to the Public Ethics Act of 2003, It is mandatory for all public officers to declare their income, assets and liabilities once in every two years.

All teachers in employment of TSC are required to declare their Income, Assets and Liabilities. These include teachers on: Any kind of leave, Interdiction, Suspension or Sick leave.

About 40,000 teachers had not submitted their returns, online, by December 30, 2019. This prompted the Commission to extend the deadline by one more week. Those affected were given the grace period to file their data between 8th – 14th January, 2020.

For the teachers and staff to be reinstated into the TSC payroll they will be required to write an letter through their immediate Supervisor/Head teacher/Principal to explain why they did not adhere to the instructions to declare their wealth as stipulated in law.
“To fast track reinstatement, the letters be scanned and emailed to TSC headquarters with a covering letter listing the forwarded cases, by the TSC County Director,” says the Commission.
School heads must also give evidence that the teacher is indeed in active service.

“The Headteacher/Principal/Supervisor to confirm in writing that the employee has been in active service and /or has been teaching all along. The letter should be validated and forwarded to TSC Headquarters by the TSC County Director/TSC Sub-County,” adds the Commission.

Those affected will be hoping that the Commission will not take further action. This is because any teacher in the TSC employment who fails to submit a declaration or gives false or misleading information is liable to a fine of Kshs 1,000,000 or be imprisoned for a term not exceeding one year or both upon conviction.

Knec puts scheduled exams on hold due to Covid-19 Shutdown

The Kenya National Examinations Council, Knec, has postponed examinations that were to kick off this month as a result of the CoronaVirus shutdown. This is after the government ordered for a total close down of all learning institutions across the country in order to curb further spread of the deadly virus. Consequently, the exams council has taken this drastic move ‘in compliance with the Presidential Directive on suspension and closure of all learning institutions to control and manage the spread of COVID -19 virus.’

Via a circular dated Monday March 16, 2020, Knec Acting Chief Executive Officer (Dr. Mercy Karogo) advises that ‘Business and Technical theory examinations scheduled to start on Monday, 23rd March, 2020 have been postponed until further notice.’

But, according to Dr. Karogo, ‘Business and Technical Practical/Oral examinations scheduled to end on Friday, 29th March, 2020 shall continue as scheduled.’

 ‘The Diploma in Teacher Education examinations shall continue until Friday 20th March, 2020 and thereafter be postponed from Monday, 23rd March, 2020 until further notice,” She adds in the Circular.

This comes even as the fate of reopening of the closed institutions remains unknown as the Government puts up Spirited efforts to Control the Disease.

Dr. Karogo says ‘the Council shall review the directive from time to time and communicate when the postponed examinations will resume.’

The Council is yet to give an update on the fate of the Kenya Certificate of Secondary Education, KCSE, and Kenya Certificate of Primary Education, KCPE, examinations; more so, status on upload of the 2020 Project based milestone one marks and data considering the fact that the deadline for uploading the same (onto the Knec portal) is March 31, 2020 and schools have been closed down.

Education Ministry releases disbursement Status of the 2019 term 1 Free Day Secondary Education funds

The Ministry of Education has released the status of Free Day Secondary Education, FDSE, funds disbursement for the 2019 first tranche. According to the disbursement status some schools missed out on the disbursement for failing to update their details on the National Education Management Information System, NEMIS.

Following the disbursement of FDSE capitation for first term 2019, the following scenarios have emerged: Some schools had missing bank accounts on NEMIS,” reads, in part, a circular by Paul Kibet; for the Basic Education Permanent Secretary.

According to Kibet, other reasons that made some schools to miss out on the disbursement include: having zero enrollment on NEMIS, providing invalid bank accounts, having one bank account (instead of two) and interchanging their tuition and operation bank accounts. The Ministry released funds to schools last week meant for the first tranche. A total of Khs 36 Million was released to the schools’ accounts. Fast forward, the Ministry has directed the schools to undertake the following interventions, immediately:

  1. Schools with missing and erroneous bank accounts to update them on NEMIS portal by Monday, 4th February, 2019.
  2. Schools with erroneous bank accounts will receive their capitation towards the end of the week ending 10th February, 2019 if they (would) have corrected their bank accounts on NEMIS and communication (sent) to MOE (Ministry of Education) .
  3. Schools with missing accounts are required to upload their bank accounts on NEMIS by Tuesday, 5th February, 2019. Their capitation will be based on the data on NEMIS portal as at 23rd January 2019, 7.00pm.
  4. For inter-changed accounts, schools are advised to transfer the net amounts to the correct account before expenditure. They then must correct the accounts on NEMIS for future disbursement.

To ease communication in regard to FDSE capitation, the schools can send their official complaint through the Ministry’s official E-mail, as provided on the Circular to Regional Coordinators of Education dated 1st February, 2019.

The Ministry uses the NEMIS to disburse funds to schools, monitor students’ reporting & mobility and provide medical services via the National Hospital Insurance Fund (NHIF).

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate. In case of any discrepancy, please notify your principal or KNEC immediately for correction.

List of transferred, delocalized Head Teachers in Embu County; December 2019

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. A total of twenty six (26) head teachers have been moved in Embu County. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first term on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

Full list of teachers who have not filled 2019 Wealth Declaration form online- Kirinyaga County

Close to 46,000 teachers are yet to declare their wealth online ahead of the deadline slated for 31/12/2019. All teachers in employment under TSC are required to declare their Income, Assets and Liabilities

The online portal has been open since 1st November 2019.

The Kenyan law requires all public officers to declare their wealth; periodically. This declaration is made online and there are hefty penalties for officers who fail to declare their income, assets and liabilities within the stipulated time. According to the Public Ethics Act of 2003, It is mandatory for all public officers to declare their income, assets and liabilities once in every two years.

Any teacher in TSC employment who fails to submit a Declaration or gives false or misleading information is liable to a fine of Kshs. 1,000,000 or imprisonment for a term not exceeding (1) one year or both upon conviction.

ABOUT THE COURSE

Bachelor of Science Nursing is one of the most marketable course in the health industry.

COURSE DURATION

The Course takes the below specified time frames, depending on the type of student’s entry:

  • Direct Entry- Four (4) academic years on a full time basis
  • Upgrading-    Two and a half academic years on part-time basis (2 days in a week)
  • Graduates of the programme will undertake a one year internship programme and sit for a licensing examination as prescribed by the Nursing Council of Kenya

Your silence when teachers are maimed by their students is Sickening- KUPPET leader tells TSC, Education Ministry

Come to think of this.. A teacher is hacked to death by his own students; the ones he endeavors to help garner a bright future! This, to the Teachers Service Commission, TSC, is just a normal happening! This has irked Union Leaders who feel there is a disconnect between the teachers and their employer; the TSC. See the reaction below;

“In August 2018, a teacher Mr. Manase Ong’ole was killed by three students on his way home. The other day, another teacher Peter Omare was killed by students, because a student had a phone in school . Very few people talk about it, authorities seem disinterested. A few months ago, another teacher was murdered by students in Kisumu but again the silence was deafening.
If the same students who killed a teacher were punished for having the phone in school, by the same teacher, It would be big news by now. The teacher would be having his interdiction letter by now and would probably be in police cells for all sorts of accusations, the education officials and human rights activists would have loudly condemned the teacher and possibly visited the school to issue several threats but they are all silent yet a life is lost. A life of a Kenyan who was discharging his mandate professionally and dutifully. Life of a teacher, a son, a husband, a father, a friend, a breadwinner.
The rising cases of teachers being killed by students should be a cause for worry to all and should not only be condemned but also addressed firmly. This is a serious red flag on our social fabric as a nation. How many more teachers will be killed by the very students they are tasked to nurture before it captures the authorities eyes? I appeal to the government to address this new trend firmly.”
