The school started with a total number of 35 students (boys), drawn from the then Murang’a Administrative Divisions of Kangema (5 Students), Kigumo (5), Kandara (5) and the host Kiharu division (20) boys. First among equals- KUPPET Migori branch to sponsor over 100 teachers for KNEC examiners’ training in April

The Kenya Union of Post Primary Education Teachers, KUPPET, Migori branch is targeting to sponsor over 100 secondary schools teachers from the area; to the forthcoming Kenya National Examinations Council, KNEC, examiners’ training in April. According to the branch union’s Executive Secretary, Mr Orwa Jasolo, the local branch will partner with the Kenya Secondary Schools Heads Association, KESSHA- Migori, to ensure teachers attend the training. According to Jasolo, this is the third year in a row that KUPPET and KESSHA will be sponsoring teachers to the KNEC training.

“We intend to sponsor over 100 teachers from Migori county to the KNEC training, this year. We can even sponsor more if resources allow. Last year, in 2018, we sponsored 68 teachers to a tune of over Kshs 600,000,” said Mr. Jasolo when contacted, today. Jasolo explains that KUPPET and KESSHA share the costs equally and will continue empowering the teachers through such training opportunities.

KNEC is yet to release an advert on the training which is supposedly to be conducted in April, 2019; during the school holidays. KNEC has been charging a sum total of about Kshs 10,000 for those wishing to train as examiners.

KUPPET- Migori branch has already released a circular on the same requiring those who may be willing to go for the training to make a formal application. “KUPPET Migori branch in collaboration with KESSSHA will be sponsoring members who wish to train as KNEC examiners in all subjects areas. It is expected that the said training will be (held)n in April, 2019. By a copy of this circular, interested members are invited to apply for sponsorship through their principals,” says Mr. Jasolo via a circular dated 11th February, 2019. The applications are to be hand delivered to KUPPET branch’s office by 15th March, 2019.

Jasolo who also marks English Paper 3, says the marking conditions need to be improved; from pay, meals to bedding. “The facilities used are not befitting for teachers. KNEC should do something about this,” adds Jasolo.

Jasolo says the union will be targeting to sponsor another group of teachers to the Kenya Education Management Institute, KEMI, training in August this year.

KUPPET- Migori branch has a total membership of about 1,800.

Masinde Muliro to resume lectures as CS Magoha extends holiday for learners

Masinde Muliro University of Science and Technology, MMUST, has announced plans to offers lectures to all students in May, 2020. This is in a bid to ensure that their academic calendar is not affected much by the current Covid-19 pandemic that has seen a total shutdown of all learning institutions. MMUST just like other learning institutions in Kenya was shutdown in March, 2020, following a directive by President Uhuru Kenyatta. The closure was meant to curb further spread of the deadly Corona vijrus.

“Online lectures will resume on 4th May 2020. Students are advised to liaise with their respective schools and and departments for more information concerning online lectures,” says the Acting Academic Affairs Registrar (Prof. Thomas sakwa); In a memo to all students dated April 23, 2020.

According to Prof. Sakwa, the students will then be subjected to examinations once the semester duration is covered. “you are further reminded that only bonafide students shall be admissible for end of semester examination,” he adds.

The university joins others that are offering lectures online.

But, this move has elicited mixed reactions from the students. Whereas some are for this idea others are all arms up against online lectures saying it will disadvantage those from poor backgrounds.

“You have never been serious. How do you expect those students from poor backgrounds who sum up to be more than 50% of the students body to access e-learning yet they can’t even access smartphones,or afford the cost at their cybers not to talk of poor network at their homes,” writes one Dan Miguna; in response to the circular.

CS Magoha hints on possible schools’ opening date

It is not only universities that are offering Electronic learning. The Ministry of Education in collaboration with the Kenya Institute of Curriculum development (KICD) is offering E-learning education services to learners in both primary and secondary schools via various online platforms. To address gaps in access to the electronic gadgets and platforms the ministry is mulling provision of mobile phones to learners in disadvantaged setups.

Elsewhere, the government has reiterated its resolve to ensure this year’s Kenya Certificate of Secondary Education, KCSE, and Kenya Certificate of Primary Education, KCPE, examinations will not be affected. The assurance has been given by both president Uhuru Kenyatta and Education CS Prof. George Magoha.

Education CS Prof. George Magoha. He has extended the April holiday for learners by one Month.

Education CS George Magoha on sunday evening announced the postponement of schools opening by a month, and maintained that no decision has been made yet to reschedule national examinations.

Schools were scheduled to start their second term on May 4th, 2020 but learners will now stay at home for a further four weeks as the Government battles to contain the spread of Covid-19. This means the new opening date would be June 4, 2020; subject to the status of containment of the Corona virus pandemic.

After the extended one month, learners would’ve lost a total of seven weeks of the school calendar. From April 9th, 2020 to May 3rd, 2020, learners were expected to be on their April holidays meaning that the three weeks should not be counted as learning days lost.

TSC to part with Sh5 million as compensation for learners sexually abused by their teacher

The Teachers Service Commission will be forced to pay a whooping sum total of Sh5 million Kenyan shillings as compensation to two pupils defiled by their head teacher. In a land mark ruling by court of appeal judges, the Commission should bear responsibility for failing to ensure safety of the learners while at school.

TSC had moved to the court of appeal to protest a ruling by high court judge Justice Mumbi Ngugi’s ruling that awarded the minors the compensation. Justice Mumbi had blamed the Commission for not instituting measures to safeguard the minors while at school. But, Court of Appeal judges Martha Koome, Roselyn Nambuye and Fatuma Sichale turned down the plea by TSC; and thus affirming Justice Mumbi’s ruling.

“As innocent victims, the minors are entitled to compensation for having been subjected to such humiliation, shame, and pain that may have a lifelong effect on them. It is inconceivable how the minors in their tender years are made to carry that kind of burden of shame due to selfishness of a caregiver,” said the Judges in a ruling read by Justice Martha Koome.

Astarikoh Henry Amkoah (a deputy head teacher at Jamhuri Primary School in Nakuru county) is said to have defiled the two minors on July 4 and 10, 2010; in his house. At that time the two girls were both in class six. In her ruling, on May 19, 2015, Justice Mumbi had found the teacher guilty.

“I award Sh2 million for the first girl and Sh3 million for the second girl who dropped out of school. I note that at the time the events the subject of this petition occurred, the petitioners were minors aged 12 and 13 respectively, and should now be aged 16 and 17 respectively. I therefore direct that the above awards, upon payment, be deposited in an interest-earning account in trust for them and be utilised to further their education or training with a view to their being able to make a sustainable living for themselves,” she ruled.

Justice Mumbi had urged the Commission to go an extra mile in dealing with sex pests at schools.

“With respect to the State through the TSC, it must up its game with respect to protection of minors. It cannot shuffle paedophiles from one school to another, and finally, content itself with dismissals. It has to put in place an effective mechanism, whether through an inspectorate department within TSC or the Quality Assurance Department within the Ministry, to ensure that no-one with the propensity to abuse children is ever given the opportunity to do so. Dismissal, and even prosecution, while important, can never restore the children’s lost innocence,” she added.

The awarded cash will be spent on the girls’ education until they complete their university studies.

The case was filed by two parents from Nakuru.

The Commission has been taking stern action against teachers accused of sexual harassment by serving them with dismissals.

TSC hardship allowance areas and rates per job group

The Teachers Service Commission, TSC, pays extra allowances (hardship allowances) to teachers working in areas classified as hardship. While classifying an area to be a hardship area, the locality must meet any of these conditions:

  • Lack of or unavailability or inaccessibility to food,
  • Inadequate transport and communication network,
  • Limited basic social services and amenities,
  • Persistent harsh climatic conditions like flooding, landslides and drought,
  • Insecurity and high possibility of security threats.

Hardship allowance is therefore paid in an effort to compensate for the cost of living for teachers working in areas designated as hardship. Like stated above, teachers working in hardship areas face a myriad of challenges; from lack of water, flooding to hostile living conditions characterized by constant spates of attacks.

Hardship allowances

In December, 2014, the Salaries and Remuneration Commission, SRC, reviewed hardship allowance to be paid at a flat rate for all equivalent grades/ job groups. The Commission effectively abolished the pegging of the hardship allowance as a percentage of basic pay.

The table below summarizes the monthly hardship allowance rates that are paid to teachers working in hardship areas; per job group:

S/NO GRADE TSC SCALE FORMER JOB GROUP Hardship Allowance- in Kshs per Month
