Wamy High school has maintained high flying performances in the Kenya Certificate of Secondary Education, KCSE, competing with other academic giants in the top 100 slots; nationally.

In the 2018 KCSE exams, Wamy High School registered a total of 94 candidates who managed an impressive mean of a B+ (plus); with a performance index of 73.414. During the 2019 KCSE exams, the school had a total candidature of 85 students.

This is the detailed marking process of the 2019 KCSE exams

Every year the Kenya National Examinations Council, KNEC, administers national examinations for thousands of Candidates in Primary and Secondary Schools. The Kenya Certificate of Secondary Education (KCSE) is an exam administered by Kenya National Examination Council (KNEC) to mark the end of secondary education level. This exam is usually administered during the month of November and results released before the end of the year.

Marking of the Exams

The KCSE exams are marked by trained examiners. The exams are marked at designated marking centres in Nairobi and its environs. This is a rigorous exercise and is closely monitored by the Council and the Government at large.

The marking process for all papers is the same. This is the detailed process:

  • INVITATION OF EXAMINERS

The Council invites trained examiners (teacher) who apply for the marking exercise; online. Once selected, the examiners then download the invitation letters that spell out the terms of engagement. On the invitation letters are the reporting dates and marking centres; Examiners report to the centres on the stated dates. First to report are the subject specialists followed by Chief Examiners, Assistant Chief Examiners, Team Leaders and then the examiners.

COORDINATION OF THE MARKING SCHEME

The scheme which is already made and has been ratified by the marking top brass team is then co-ordinated to accommodate all possible answers. Examiners take time to come up with all possible answers.

MARKING OF DUMMIES

Dummies are copies of student’s scripts whose identity is concealed. They are made to enable examiners to internalize the marking scheme. Each examiner marks his/her dummy and the results recorded. After discussing the answers for each question, deviations are recorded. The dummies marked are usually more than ten.

FORMING TEAMS/ BELTS

The belt system is applied during the marking of KCSE scripts. Examiners are divided to various rooms. Various factors are considered including region and experience. Each room forms about 4 teams of 6 examiners each. A room is led by an assistant examiner and each team has a team leader.

MARKING LIVE SCRIPTS

A live script is the candidate’s real work. Examiners carry boxes from script rooms and return them in the evening. The exercise is such involving.
A single script is marked by 6 examiners. The team reader checks 10% of scripts marked by remarking with a green pen. The Assistant chief also does the same. These minimizes deviations.

CROSS CHECKING

The examiners use red pen to check each paper weather all questions are marked and transferred correctly. It is involving too.

CHECKING OF SCRIPTS

Some will wonder about these terms. It just means checking totals for each question and the final total. This is to ensure that the correct scores are recorded.

ENTERING MARKS IN MARK SHEETS

The marks are carefully entered in mark sheets provided by KNEC.

ADJUDICATION

Computer generated mark sheets are again returned to the examiners. The marks are confirmed by reading each script against the marks recorded.

REPORT WRITING

The examiners in each room write a report about the marking process. The report is presented to KNEC.

Once all is done and KNEC is satisfied that the marking process is complete, the examiners are cleared and released from the marking centres.

The council then takes over the remaining process of moderation, grading, analysis and releasing of results to candidates.

2020 form ones selection for Sub County schools to be completed by December 11; Details

The Sub County schools are expected to complete their selection of 2020 form ones by 11th December, 2019. They will select the form ones from the Lists generated from the Education Ministry’s selection portal. The schools will then generate their own lists and write admission letters that will be forwarded to the Sub County Director for transmission to the students.

After the selection has been done, the schools will then enter details of the selected students in the National Education Management Information System,NEMIS.

Sub County Directors of Education would then display, on their noticeboards, the selection lists of the sub county schools.

A student who presents a request to a private or Sub County school for selection and had been selected to other categories of schools, will be deemed to have requested for change of placement. The system will process and transfer such cases to their new schools.

Biology paper one KCSE examiner collapses, dies in Nairobi; KNEC to meet KUPPET over grievances

An examiner in this year’s Kenya Certificate of Secondary Education, KCSE, has died. The examiner in Biology Paper one collapsed and was pronounced dead on arrival at Kikuyu hospital. The examiner identified as Veronicah Wanjiku collapsed while marking at Lenana High school in Nairobi. The cause of her death is yet to be established.

This comes even as teachers staged go slows last week over what they termed as low pay and poor working conditions. Teachers marking Business studies where the first ones to down tools on Monday citing low pay. It took the intervention of the top KNEC brass to cool the teachers at Machakos Girls.

On Wednesday, their physics paper 3 examiners followed suit. The teachers wanted the council to increase their payment rates per script from Sh46 to Sh80; among other grievances. After three days of pushing and shoving, KNEC promised to increase their pay Sh52 per paper marked.

The Council has scheduled a meeting with the Kenya Union of Post Primary Education Teachers, KUPPET, on this coming Tuesday to chat the way forward. The meeting comes after the Council agreed to adjust the payment rates per script for all subjects. KNEC has already promised to harmonize payments for all papers effective 2020.

The teachers have always raised such issues as: poor pay, Congestion, low quality meals, tough regulations and long working hours. In fact, in some marking centres the teachers must wake up at 5am and retire to bed at 11pm.

The KCSE exams are marked via a belt system; where a candidate’s script passes through several teachers who mark different questions. Team leaders and Assistant Chief examiners then sample some scripts from each group of markers for moderation. This is done so as to achieve high accuracy in awarding marks. An examiner can mark up to 1,500 scripts. Apart from this, the examiners also receive a Coordination fee, fare reimbursement and a basic fee (which is a flat rate)

This year, the Council has engaged the services of over 26,000 markers. 

Last week photographs of examiners sharing beds and some sleeping on the floor due to congestion at the marking centres were trending online.

The Education CS Prof George Magoha promised to release the results before Christmas (December 25th). Last year (2018) the results were released on Friday 21st December.

KNEC finally increases scripts’ rates for all KCSE examiners; Details

The Kenya National Examinations Council, KNEC, has bowed to pressure from examiners and decided to increase the payment rates per script for all KCSE markers.

This is after examiners marking this year’s Kenya Certificate of Secondary Education (KCSE) Business Paper 2 scripts downed tools on Monday; demanding an increase in perks.

This move threatened to paralyze the whole marking exercise as the council feared the same could escalate to other centres. The angry examiners stood their ground prompting the council to increase the rate per paper from 46 to 52. The examiners were demanding a minimum of Sh68 per script, though.

KNEC has today communicated to examiners for other subjects on the new rates. “Please note that the Council has reviewed script rate..,” reads the communique sent via SMS to to all examiners.

In the new rates, Biology paper three examiners will now be paid Sh50 per script marked while their computer paper one counterparts will pocket Sh54 per script.

The Kenya Union of Post Primary Education Teachers, KUPPET, had on Tuesday given an ultimatum of one week for KNEC to pay all examiners a flat rate of Sh100 per script; for all subjects or face industrial action.

“We demand that the pay be increased to Sh100 per script,” Said KUPPET Secretary General, Akello Misori, while adding that the teachers were receiving low perks despite carrying out an important National exercise.

Pictures leaked online by examiners showed that they were forced to sleep on floors while others shared beds in what has been caused by congestion at the marking centres.

Misori gave the Education Ministry seven days to improve the conditions or the teachers would withdraw their services. “Machakos and Starehe Girls have grossly insufficient facilities for hosting the high number of examiners,” noted the KUPPET SG. He said such poor living conditions exposed teachers to communicable diseases and other health hazards.

The SG warned KNEC not to victimize any examiner involved in agitating for better pay.

The Marking exercise for this year’s KCSE exams kicked off last week across about 18 centres in and around schools in Nairobi. The exercise is expected to be complete in coming few days so as the candidates can receive their results before Christmas.

Form one 2024 Selection Criteria, Results and Admission Letters

The Ministry of Education has released the criteria that was used in the selection and placement of the 2023 KCPE candidates in 2024 form one.

According to the Ministry, public secondary schools are categorized as shown below; for purposes of form one selection and placement.

National Schools

These are boarding schools whose catchment is 100% national for purposes of fostering national unity and social cohesion.

National schools are grouped into four (4) clusters and named accordingly as cluster 1, cluster 2, cluster 3 and cluster 4. Candidates (2023 KCPE cohort) were expected to choose one school from each cluster in this category in order of preference.

Extra-County Schools

These are boarding schools that complement national schools in fostering national unity and social cohesion. Their catchment is the host county and other counties nationally.

The schools are clustered into three (3) and each candidate was expected to choose one school from each cluster. One of the choices should be a school outside the host county.

County schools

These are boarding secondary schools in the county other than national and extra-county schools. Their catchment is the host county and each candidate was required to choose two (2)schools in this category.

Sub-County schools

These are day schools. Candidates were required to choose two (2) sub-county schools within commutable distance from their parents/guardians’ areas of residence.

Special Needs Education (SNE) Secondary Schools

These are special or integrated boarding schools that cater for students with special education needs and disabilities.

Their catchment is mostly national.Candidates were required to choose special or integrated schools which cater for their respective special needs.

In total, each candidate was required to choose eleven(11) secondary schools as shown in the table below;

THE SELECTION PROCESS FOR THE 2024 FORM ONE STUDENTS

The selection for admission into Form One will be premised on the principles of merit, equity and choice of schools as well as capacity and category of schools.

All candidates will be placed in secondary schools based on the eleven choices. However, if one misses his/her choices, they will be placed in any available vacancies based on merit and equity.

All learners will be accorded equal opportunity to transit to secondary education. The selection and placement process will be fully computerized and restricted to candidates who sat for their KCPE examination in 2023 and will follow the steps listed and explained below:

  3. Actual Selection
  • Pre-select schools
  • National Schools
  • Extra County schools
  • County schools
  • Sub-County Schools

Data verification and validation

This involves receiving and compiling data on capacities for each and every public secondary school by county. This data is then analyzed and validated for use in the form one selection.

Pre-Selection for regular schools

Pre-selection will be conducted before the main selection. This will apply to seven schools namely: Starehe Boys; Starehe Girls; Moi Forces Academy Nairobi; Moi Forces Lanet, Utumishi Academy, Utumishi girls and Moi Tea Girls. Starehe schools will select 100% of their capacities while the Forces schools will select 80%.

The remaining 20% in the Forces schools will be filled by the Ministry during the main selection. Moi Tea Girls will select 40 % while the remaining 60% will be filled in the main MOE selection.

Lists of pre-selected candidates submitted to the Ministry will be captured into the Computer System to avoid double selection.

All candidates selected under this category will be assigned “Pre-select” status.

Candidates to be considered for pre-selection will be expected to have chosen the schools for consideration.

The pre-select lists will be expected to have a national outlook.

Pre-Selection for Special Needs Schools

Candidates with hearing and visual impairments will be pre-selected to special or integrated secondary schools which cater for the respective disabilities.

Computation of Quotas and selection:

In order to ensure equity in form 1 selection, available places are shared out using a formula that computes quotas for each sub county.

Computation of Quotas is applied based on sub county candidature. In 2024 the capacity for each school will be computed on the basis of 48 (forty-eight) students per stream for national, extra county and county schools while sub county schools may accommodate 50 students.

Candidates with special education needs will be considered for selection to special or integrated secondary schools depending on their choice, merit and disability/need.

Candidates with special needs who will have chosen regular schools will be given priority in the selection per category of choice.

National School selection.

The slots in national schools are shared among all sub-counties in the country with candidature ratio of public to private of 50: 50.

The following formula is applied for computation of sub-county quotas for the candidates to be admitted in a national school:

Sub-county Quota=Sub-county KCPE Candidature of a given gender/ National KCPE Candidature of given gender X Available Vacancies in the National school

When a Sub-county misses a slot due to low candidature, affirmative action will be applied.

The national schools’ selection process is as follows:

  • The top five candidates of either gender in each sub-county will be considered for placement to national schools of their choice where possible.
  • To reward merit, candidates who scored 400 marks and above will be placed in National schools of their choice where possible. Where a candidate fails to be selected into a national school, they will be considered for placement in Extra County school of their choice.
  • Candidates who score below 400 marks will be selected using quotas and cutoff marks to any of their national school choices by order of preference, where possible. The cut off mark of 280 will be used to fill the remaining vacancies in National schools while adhering to 50: 50 share for public and private schools.

 Extra-County Schools selection.

Selection of candidates to extra-county schools will be based on the ratio of 15:35:50.

Where, 15% is reserved for the host sub-county, 35% for host County and 50% for other counties other than the host county.

In addition to its 15% allocation, the host sub-county also has a share in the 35% of the county allocation.

The ratio of public to private schools will be determined by the percentage of unplaced candidates in private and public school in each sub county.

Sub-county quota in the host county in an extra-county school is based on its candidature using the following formula:

Sub-county Quota = (Sub-county Candidature of a given gender)/(Total County Candidature of same gender) X Available Vacancies in the extra-county schools

County Schools selection

Available places in county schools are shared out between sub-counties in the ratio of 20:80 where 20% of places are reserved for the host sub-county and 80% for the host county shared out equitably among all the sub-counties therein, the host sub-county inclusive.

Students are selected based on merit and choice.

Sub-County schools Selection

Selection of candidates to this category will be based on merit, choice and commutable distances from parents/guardians homes.

Affirmative action for slum areas

In order to promote equity and enhance allocation of proportionate slots for candidates from slum areas, the following interventions will be put in place;

  • National schools: the top 1 boy and 1 girl will be selected to national school of their choice from identified primary schools in the slums. This will be an additional share to the sub county where the slums are located.
  • Extra -county schools: In addition to the sub county share, the top 3 boys and 3 girls will be selected to extra county schools of their choice from the identified primary schools in the slums

SNE schools selection

Selection will be based on choice, merit and type of need/disability. KCPE candidates with hearing and visual impairment will be pre-selected to the relevant schools.

Those with physical disabilities may be placed in regular, special or integrated secondary schools.

 Day Wings in Boarding Schools selection

The Ministry of Education is encouraging the opening of day wings in existing boarding schools for the following reasons: –

  1. Expanding capacities in the already established schools and maximizing the use of available resources;
  2. Decongesting the boarding facilities
  3. Delinking admission from bed capacity;
  4. Enhancing parental responsibility in management of students’ discipline,
  5. Catering for learners with health challenges
  6. Demystifying the perception that boarders perform better than day scholars.
  7. Preparation to standardize all schools in a move to embrace exclusive day schooling in the country.

Parents will place requests in schools offering day schooling and are convenient for their children to commute. The learners admitted under this programme will meet the cost of lunch like other day schools and be integrated seamlessly into the school routine.

Handling of form one joining instructions.

Joining instructions for all schools will be available online. The letters are not transferable; hence no endorsement will validate change of addressee or student selected.

Black Saturday! Another saloon car plunges into the Indian ocean, passenger buses collide (photos)

It is another sad morning in Kenya. We are waking up to the news that a saloon car with unknown number of people plunged into the Indian Ocean along Likoni channel in Mombasa; this morning. Rescue operations are ongoing to recover the car.

There are about forty nine (49) County schools in Kericho County. These schools are either Mixed or Single.County schools are the third best schools after National and Extra County schools.
