Hon. Dr. Yaw Osei Adutwum; Keynote Speaker

Hon. Dr. Yaw Osei Adutwum is the current Deputy Education Minister in charge of Basic and Secondary Education of the Republic of Ghana. He is the founder of New Designs Education Group and served as its Chief Executive for over ten years. He previously taught Mathematics and information technology in high schools. He holds a PhD in Educational Policy, Planning and Administration of the University of Southern California.

Rakesh Rajani; Keynote Speaker

Rakesh Rajani is a Tanzanian civil society leader currently serving as Vice President of Co-Impact, a global philanthropic collaborative focused on systems change in education, health and economic opportunity. He founded hakielimu.org, that advocates for quality education in Tanzania and twaweza.org, that promotes evidence informed reforms in education and governance in East Africa. He previously served as Director of Democratic Governance and Participation at the Ford Foundation. He sits on Boards of the Hewlett Foundation, Innovations for Poverty Action and International Budget Partnership.

Hellen Akoth Mtawali; Speaker

Hellen is a performer who teaches African and Western music at Daystar University. She has eight recorded albums in Dholuo, Kiswahili and Giriama. Hellen is an accomplished vocal coach, performer, music judge and lecturer who speaks sixteen languages all learnt through music. She is a brand ambassador for Daystar University and motivational speaker.

Prof. Dynamite Munkumba; Speaker

Prof. Dr. Munkumba is an accomplished trainer, consultant and lecturer in management and finance. He has conducted various sessions with delegates from all over the world. He has worked in the private sector.
He currently heads the ESAMI (Eastern and Southern African Management Institute) Business School.

CS Amina- Full press statement on the Status of the Competency Based Curriculum in 2019

Below is the full press statement by the Education Ministry’s Cabinet Secretary (Dr. Amina Mohammed) on the status of the implementation of the New Competency Based Curriculum, CBC;

“This morning, the Multi-Sectoral National steering Committee met to review the current status of the Competency Based Curriculum (CBC) with a view to provide necessary direction for 2019.

The Committee reviewed the findings of the National External Evaluation, which was commissioned by the Cabinet Secretary following the release of the internal evaluation report concluded in June, 2018. The following key findings emanating from the two studies provided the context of the meeting:

  • A majority of the stakeholders are still optimistic about the capacity of the CBC to improve learning and teaching pedagogy in Kenyan schools.
  • The policy framework for the CBC framework was not adopted at the start of the pilot and currently remains in draft form.
  • There is inadequate alignment between the CBC formulation, teacher capacity development, selection and supply of learning materials and assessment. This has led to inadequate coordination and ad-hoc workshops in place of teacher training compounded by the absence of relevant CBC materials.
  • The Curriculum was poorly planned and hastily introduced in schools.
  • The process did not carefully consider resource constraints and was not given the necessary strategic interventions at the inception stage.
  • The role of the teacher in the curriculum design was marginal, leading to lack of by-in and comprehension of the structure by teachers.
  • The procedures for developing a learning programme are deemed complex, decreasing the quality of lesson plans and teacher interventions.
  • Assessment tools are unavailable in all the schools that were assessed.

Based on the observed gaps during the National pilot in 2018, the National steering committee has resolved as follows:

  • The CBC National Pilot be extended for one more year up-to grade 3 to allow alignment in implementation, particularly, intensive in-service teacher training.
  • The National roll-out will take place in January 2020.
  • We will finalize and launch the National Curriculum Policy Framework in January 2019.
  • We will present the Sessional Paper on Reforming Education and Training Sector in Kenya before Parliament in February 2019, when the Houses resume sessions. Once passed, it will ensure a new instructional paradigm in the Kenyan Education System.
  • We will launch the National Education Sector Strategic Plan for the period 2018-2022 in February, 2019.
  • A Secretariat will be established within the Ministry to coordinate the priorities, activities, communication and implementation infrastructure to support the CBC.
  • Coordination in the next two months must be done by all the stakeholders, together, to ensure consistency and concentration.
  • The Directorate of Quality Assurance and Standards be tasked to rigorously track the implementation of the CBC in all the Sub- Counties across the country. Training of Quality Assurance Officers for this purpose will commence in February, 2019.
  • The Curriculum focus at the Ministry of Education will be re-organized to secure supervision and evaluation of the CBC in all public, private and special needs institutions across the country.
  • We will step-up intensive teacher training programmes across the country. Training of Tutors for Teacher Training Colleges will commence in January, 2019, and will follow a College-based teacher training model.
  • A dedicated Fund for teacher training in the 2019/2020 and 2020/2021 financial years will be negotiated, set aside and ring-fenced.
  • Link Digital Literacy Programme to the CBC to secure comprehensive training on digital literacy as a key component of the CBC.
  • Develop an assessment framework with clearly spelt-out  competencies at every level. KICD (Kenya Institute of Curriculum Development) to provide crisp competencies to guide this process to allow the Kenya National Examinations Council (KNEC) develop and release the Assessment Framework.
  • The realities on the ground and aspirations for the CBC must be aligned.”

Education Ministry launches CBC County dialogues; gives information on study findings of monitoring learner achievements in schools

The Cabinet Secretary Prof George Magoha on Monday July 15th 2019 launched the County CBC Quality Dialogues at Nakuru High in Nakuru County. The occasion also marked the release of critical findings of five studies on monitoring learner achievements (MLA) conducted by the Kenya National Examinations Council (KNEC).

There were also similar events in all eight regions of the country as shown in the attached document.

Background

Since 2018, the Kenya National Examinations Council (KNEC) through the National Assessment Centre ( NAC) has conducted five Monitoring Learner Achievement (MLA) studies. These studies include Early Grade Mathematics Assessment (EGMA) studies at Grade 2, National Assessment System for Monitoring Learner Achievement (NASMLA) at Class 3 and Class 7, and Monitoring Learner Achievement (MLA) Baseline Study at Form 2.

The EGMA Studies, unlike the others, assessed learner achievement only in Numeracy and went a step further to establish the achievement levels of learners with special needs and disabilities. The NASMLA Class 3 study assessed pupils Competency levels in English, Kiswahili and Mathematics.

This Study also assessed learners attainment of essential life skills in line with SDG 4. Although the NASMLA Class 7 Study assessed the same areas as the NASMLA Class 3 study, it went further to assess learner competencies in Science.

On the other hand, the MLA Form 2 Baseline study assessed learner achievement in Mathematics, English, Kiswahili, Biology, Physics and Chemistry.

The five studies further sought to establish the combination of inputs such as learner, school and home characteristics which impact on learner achievement

Dissemination of Study findings

In order to effectively disseminate the findings of Monitoring Learner Achievement (MLA) studies, and ensure adequate stakeholder engagement in discourses of education quality, the Ministry of Education (MoE) institutionalized Education Quality Dialogues at National county levels in 2018.

Objectives of the 2019 Education Quality Dialogues

The overarching objective of the Education Quality dialogues is to report on the status of learning outcomes among learners at basic education level, and engage stakeholders in discussions towards improvement of learning outcomes and overall quality of education.

This year’s Dialogues come in the wake of the National roll out of the Competency Based Curriculum (CBC) in Early years. The Dialogues will therefore allow for stakeholder discussion on how best the CBC can be implemented in order to address gaps reported in the current 8-4-4 system of education.
