2020 Co Curricular activities/ Games guidelines: Referees, Coaches and Team Managers’ payment rates as set by the Ministry

The Ministry of Education has released new guidelines for all Co-Curricular activities. In the new guidelines, responsibilities of various officials to be in charge of the Co-curricular activities have been stipulated. Financing for Co-Curricular activities has also been outlined. The sources for funding include: Co- Curricular Activity (CCA) Vote head, Free Primary Education (FPE) funds and Free Day Secondary Education (FDSE) funds. The Ministry of education disburses Co- Curricular Activity funds to the Sub- county Directors of Education (SCDEs), County Directors of Education (CDEs) and Regional Directors of Education (RDEs). These field officers have Authority to incur expenses for the various activities.

In the new guidelines, Counties will now pay referees as Sub Counties bear the responsibility of paying their coaches and Team Managers. This means that referees will now receive a flat rate payment unlike in the past where they would receive payments depending on the number of matches officiated. The same will be applied to Regional level championships.

‘RE: THE 2019/2020 REVISED GUIDELINES ON FINANCIAL OBLIGATIONS DURING THE CO-CURRICULAR ACTIVITIES CHAMPIONSHIPS/ FESTIVALS, AT VARIOUS LEVELS

During the co-curricular activities retreat held on 23rd to 25th September, 2019 at Machakos University, the stakeholders revised the guidelines that were earlier released on 5th November, 2018 and 28th January, 2019 on the above mentioned subject.
This revision is aimed at promoting fairness in co-curricular activities expenditure at the various levels. The guidelines are as follows;

School – zonal level

The participating schools are to meet all costs at school up to the zonal level. Such expenses include:

  •  Provision of sports/festival facilities
  • Preparation and training of teams in various sports
  •  Transport teams to zonal championship
  • Pay lunch allowances to school teams officials and referees at zonal championship
  •  Provide meals/refreshments to the school teams

The schools are expected to get funds for this purpose from the activities fund and should not charge parents.

Sub-county Level
  • The school to transport the teams to and from the sub-county competitions and also pay lunch allowances to team official e.g. coaches, driver etc
  • Schools to feed their own teams
  • The SCDE to pay for the referees, judges, sub-county committees, field preparations, certificates and other related administrative costs
County level

During the county championship, the respective SCDE and CDE will be responsible for their teams as follows;

Sub-county Director of Education
  • Transport the teams to and from the county championships/ festivals
  •  Provide lunch to the sub-counties teams
  •  Pay the coaches, chaperons, team managers, drivers and sub-county committee
County Director of Education
  • The CDE to pay the referees, county executive committee and other championship/festival administrative costs e.g. field preparations, security etc.
  • Allowances will be paid as per approved budgets
Regional level

At this level, the CDE and RDE will be expected to share the expenses as follows:

  •  CDE to transport the county teams to and from the regional competition
  • CDE to pay allowances to the coaches, chaperons, team managers and county executive committee allocated duties, as per the approved budget
  • CDE feeds the county teams/accommodation
  • RDE pays the referees allowances, as per the approved budget
  • RDE to pay administration costs, such as field preparation, security, first aid, executive committee, refreshments, etc
National level

At this level, the RDE and MOE HQs will share expenses as follows;

  •  The RDE to transports teams to and from the national venue
  • The RDE to pay allowances to team officials such as, coaches, chaperons, team managers, drivers and executive committee assigned duties
  • MOE HQs to pay for teams accommodation in the host schools
  • MOE HQs to pay the referees allowances as per the approved budget
  • MOE HQs to cater for officials and teanis refreshments
  • MOE HQs to subsidize on field preparations/hire
  • MOE HQs to pay for badges, certificates, security, ambulance and other related administrative costs.
Host RDE

If a region is hosting the national championship, the RDE will be required to;

  •  Identify the schools to accommodate teams
  • Identify and book venues/play fields
  • Form and cater for the hosting committee
  • Ensure the field/venues are prepared to the required standards
  • Provide and pay for chairs & tents used during opening and closing of the games championship’

How to create, use and log into the new TPAD 2 User Account.

The new Teacher Performance Appraisal and Development (TPAD 2) system is here with us. The new system created by the Teachers Service Commission (TSC) is now up and running. Unlike the old TPAD system (which had seven teaching standards), the new system has only five teaching standards.

The new TPAD standards are broadly categorized into three;

  1. Instructional Delivery/ Teaching which has: Professional Knowledge and Practice, Comprehensive Learning Environment and Teacher Professional Development.
  2. Teacher Conduct and Professionalism,

In a nut shell, the new TPAD online system has the following features:

CREATING A NEW TPAD ACCOUNT

It is time to create your new TPAD account. Creating this account is now fast and easy. Here are the easy steps to follow:

  • Access the new TPAD 2 home page by clicking on this link; https://tpad2.tsc.go.ke/auth/login
  • Next, click on ‘Create Account’. You will be prompted to enter the following details onto the dialog box that appears:
  1. Your TSC Number
  2. National Identity Number/ ID Number
  3. Phone Number
  4. Email Address
  5. Password
  6. Mode of notification (SMS)
  • Once done, now click on ‘Create Account’. Your new account will be activated after automatic verification of your details.
HOW TO LOG INTO YOUR NEWLY CREATED ACCOUNT

After successfully creating your new TPAD account, you now need to explore the system. To log into your account follow the following simple steps:

  1. Visit the new TPAD home page by following this link; https://tpad2.tsc.go.ke/auth/login
  2. Enter your TSC Number, ID Number and Password (that you had set when creating the new account).
  3. Finally, click on ‘Login’.

Government releases free secondary education fee capitation to schools

The government has released Sh32.5 billion to secondary schools tp cater for first term, 2020. This comes at a time when schools are grappling with high students’ populations occasioned by the 100 percent policy. Over 92 percent of the learners who sat for the 2019 Kenya Certificate of Primary Education, KCPE, have now reported to form one following the Ministry’s spirited move to actualize the transition policy.

The revelations were made by the Education Cabinet Secretary, Prof George Magoha, about a fortnight ago at Moi Girls High School, Nairobi.

“The government has sent money for free day secondary today. Do not listen to what other people are saying. No principal is allowed to send children home for lack of fees,” the CS said.

NEMIS CAPTURE OF LEARNERS

This comes even as some schools claim the money is yet to hit their accounts.

Disbursement of capitation funds is done on a ratio of 50 per cent for first term, 30 per cent and 20 per cent in second and third terms respectively, where each student receives at least Sh22,240 every year.

Schools have also been urged to capture all their learners on the National Education Management System, Nemis. While dispelling rumours that the Ministry was planning to do away with Nemis, the CS reaffirmed that the system is ‘here to stay’.

This is how to do it. CS George Magoha helps this young girls to dress up as he led the Form One admission mop up exercise in Nairobi that saw more than 15 students admitted to various schools. The CS said 92pc of last year’s one million students have been admitted in the spririt of 100pc transition.
SCHOOL FEES

Magoha has been leading the Form One admission mop up exercise in different parts of the Country. In Nairobi, on Monday January 27, 2020, the exercise saw more than 15 students admitted to various schools. The CS warned schools turning away students for lack of fees that stern action will be taken against them.

Magoha directed schools to follow the stipulated school fee guidelines to the latter. For all national schools and Extra County schools located in major towns, the maximum fees has been set at Sh75,798 per year. Of this, the government through its FDSE programme will pay Sh22,244. The remaining balance will be paid by the parent or guardian.

The government will provide capitation for each learner in a boarding school that is equal to capitation for each learner in a day school. In order to meet the cost of boarding, parents will pay the boarding fees applicable to different categories of schools and location.

Tables 3, 4 and 5 below provide the details of the fees.

DAGORETTI HIGH SCHOOL’S BRIEF HISTORY

Dagoretti High School was initially started as Ruthimitu Independent School in 1929 after the expulsion of African pupils from mission schools for supporting the female circumcision rite of passage for Kikuyu girls.  However, it was closed in the early 1930’s as a result of opposition from the missionaries and the colonial government.

The school opened its doors to its first batch of students in January, 1962. Within 2 years, the school had 200 students.   A committee of eminent personalities from the community was selected to run the school.  These were Mr. Eliud Njuguna Kuria, Mr. Tiras Waiyaki, Mr. Peter Kuria Ndwaru and Mr. Geoffrey Kiuna.

St Anne’s secondary is a catholic sponsored school which started in 2010 in order to meet the rising demand for girl child education within the locality.

Located along Jogoo road, next to St Anne’s Primary School and Our Lady of Visitation Catholic Church, St. Anne’s started with two blocks of eleven classrooms that were actually marked as the Principals’ office, Deputy Principals’ office that was also a store, a Library, a Laboratory, Staffroom, kitchen, two form one classrooms, two form two classrooms and one form 3 classroom.

The school has had only one principal since its inception, Dr. Mrs. Beatrice Ndiga Odiero who reported on the 20th of January 2010 from Limuru Girls. With her came great and vast wealth of experience from 16 years in school management.

St. Anne’s secondary was registered by the Ministry of education on March, 2010 and started out as a single stream school with only two students. The first school board of management was inaugurated in June 2010 with Dr. Andrew Ndegwa Makanya as its first Chairman.

Through time, the school has managed to be a two and a half streamed school and enrolled up to 450 students all in boarding. It has also inaugurated a school board of management that is recently chaired by Mr. Julius Osoro. The school has also expanded its infrastructure not only on boarding facilities but also on academic facilities as proved by the recent establishment of a cutting edge computer laboratory. A school bus has also been purchased and has really facilitated transport during school extra curriculum activities.

Within school compound, is an educational assessment centre placed to the southern side of the school. There is also an ample land for expansion of the school into a neat girls’ boarding secondary school.

Asumbi Girls’ 2020 Maths Contest: Here are the details

The Asumbi Girls High School annual Maths Contest is slated for the 8th of March 2020. Schools are thus invited to this year’s 5th edition of the contest that will kick off at exactly 8.00a.m.

The competition will be in two categories; Form Four (Senior) and Form Three (Junior) teams. Please note that:

  •  Each team shall comprise of ten (10) students.
  • You can register as many teams as you wish.
  • Each team shall be charged a registration fee of Ksh. 2000 ( Two thousand shillings only).
  • The Form Four contest will cover book three and four up to trigonometry III, while the Form Three contest willcover book one to three up to Further logarithms.
  • Participation schools are advised to organize lunch and mathematics instruments for their students.
  • There will also be a Symposium session and a motivational talk. Current revision materials in all subjects will be sold on that day.

All the candidates who sat 2013 KCSE at Ichuni, a top the second highest hilltop after the famous Kiabonyoru hills in Kisii, attained the requisite university entry grade of C+. Out of the 82 candidates who sat the exam, the mean grades were distributed as follows: 16 A-, 24 B+, B 26, 14 B- and 2 C+.

Besides Kisii High School no other school in Kisii County beat the mean of 9.4 attained by the school in the just released KCSE result. The school is ranked at position 2 in the county, 23 nationally in the county schools category and 65 overall in the national ranking.

The school beat hitherto known academic giants in Gusii land notably, Nyabururu girls, Kereri girls and Cardinal Otunga Mosocho Boys. However, in non-academic ranking nationally the school stands tall at position 10.

CONTRIBUTIONS

Formal sector employees’ contributions are deducted and remitted to the Fund by their employers. This is done by Cheque or through E-banking.
For members under the voluntary category, they pay Kshs.500 per month (Kshs.6000 per annum). For those in formal employment, contributions are made as per their income.


HOW DOES NHIF PAY FOR CLAIMS

Claims are submitted by hospitals directly to NHIF after the contributors have been discharged from the hospitals. The claims are examined by the Fund to ensure validity before payment.

A claim can however be rejected and the hospital informed accordingly to incorporate either the missing documents or to address the abnormalities identified.
The Fund strives to pay claims within 14 days upon receipt of the claim from the hospitals. Members who opt to clear the bills with the hospital may launch a general claim directly to NHIF for reimbursement.

MUSINGU HIGH SCHOOL’S BRIEF HISTORY

The friends Church that worshipped at Lirhanda moved to Musingu in 1920 and was at Musingu tree.  The tree was both a place of worship and acted as a class.  The school was known as ’A’ and ’B’ school equivalent to a nursery school, after that, one would proceed to class 1 and 2.

A church was built in 1922 where current administration block is and it served both as a church and as a classroom.  The contruction of the current main church at the present site started in 1936.  This was to pave way for the expansion of the school.  By 1940, the construction was over.  The two chuirches (former and new) were used as classrooms.  The school comprised of a ‘A’ school and ‘B’ school together with the sector school up to class three then one would sit the elementary exam after which they would sit the Common Entry Exam (C.E.E.) to go to primary school in Kaimosi, Kiima, Maseno and Kakamega.

In 1945-1948 a school called Junior Secondary was started and it was headed by Mr. Simeon Litsanga Isabwa and an exam was done in form two.  The graduates of education went to work with Kenya Railways and Posta.  From 1942, people started moving to allow space for the construction of the school.  The school was for Idakho and Isukha communities who were united by the church.

In 1949, the Junior school was discontinued to allow the creation of intermediate classes (5-8), the Headmaster was Mr. Benjamin Shitsukane Ngaira and the school’s registration number was 404.  Other teachers included:

  • Mr. Thomas Ganira Lung’aho
  • Mrs Solome Nolga
  • Mr. Seth Lugonzo

In 1963,Mr. Seth Lugonzo was sacked from teaching because of his association with KNUT.  The same year, many pupils sat and passed the class seven exams but there wetre no school to join.  A community delegation led by Mr. Noah Adema met the P.E.O. (The Provincial Education Officer.  Mr. Isabwa decided to start a Secondary School (Harambee or unaided) specifically for Isukha and Idakho.  Mr. Seth Lugonzo was recalled by the community to head the Secondary School that started in June, 1964.

The first BOG members were as follows:-

  • Mr. Francis Andabwa      –       Chairman
  • Mr. Noah Adema           –       Treasurer
  • Mr. Seth Lugonzo          –       Secretary

The government took over the school in 1965 and there were admissions from over the country.  This left the locals disadvantaged.  A community delegation went to the Permanent Secretary, Ministry of Education (Mr. Githinji) who allowed a stream specifically for locals (20 Isukhas and 20 Idakhos).

The local children were day scholars but it became hard for them since some came from far away places.  There was need for them to be boarders.  The community led by Mr. Adema agreed to make a dormitory for them.  The dormitories which costed Ksh.27,000.00 were Harambee and Jamhuri specifically for locals.  These two dormitories are still in school to date.  The Principal by then was Mr. Bwosi Manase.  In 1964, the Vice President (Mr. Odinga Oginga) was the Guest of Honour in a harambee that he gave Ksh.2,000.00  Recently, a fifth stream was added in 2004 to meet the increasing demand for admission with now a total of 1060 students.  We have 20 new classes with six functional laboratories, Electricity and Power Mechanics workshops, Music and Art rooms.  Two laboratories with 60 computers and a modern administration block.  A modern basketball court, 16 seater school van, additional bathrooms.

MBAGA GIRLS HIGH SCHOOL’S BRIEF HISTORY

Bishop Okoth Girls’ Mbaga Secondary school was established in 1977 by the Catholic Church Franciscan Sisters of St. Joseph- Asumbi on the piece of land that was given by the “JOKAKAN” of Alego Mbaga Community. The Franciscan Sisters of St. Joseph established the school to mitigate the impact of illiteracy in Siaya County and the entire Nyanza Region. The first group of students were 75. They used two class rooms within the school compound and shared one room as a dormitory at Mbaga Complex, currently the Mbaga Mixed Boarding Primary.

Years later, the Catholic Church through the leadership of Arch Bishop Okoth of Kisumu Arch Diocese spearheaded the expansion of the school land from the late Osuri, who surrendered the parcel and migrated to Yimbo to allow extension of the schools’ facilities

Since then, the school has gone through a transition of leadership and the dynamic group of students who have posted tremendously good results across the years.

Her population has since then grown from the 75 pioneer students to the current 1448 students

We are a happy family, made up of the peaceful surrounding Mbaga community, the teaching and the none-teaching staff and our brilliant students. We celebrate our Excellence in core-curricular activities this year and the years before.  This year, our music and scouting students had flown our school flag high at the national levels.

SCHOOL’S BRIEF HISTORY

gara Girls’ High School started as an Asian mixed secondary school during the colonial era in 1957. The first head of the school was Mr. Waller. Five years later, in 1962, the boys were moved to Nairobi South ‘B’ where they started the present day Highway Secondary School. The following year, 1963, which was Kenya’s year of independence, the school, being a girls’ day school, received its first lady headmistress, Mrs. Serah Joseph who served the school for only one year. She was replaced by Mrs. Reina D’Souza in 1964. It was this year when the Ominde Commission abolished the system of education in Kenyan schools based on racial lines. Ngara Girls’ High School was now open to all races. However, the school still remained under the management of Asian heads up to 1987 when Mrs. Ottaro (the first African headmistress of the school) took over from Mrs. Vimala Chaudry, the longest serving head of the school (1968-87)

For a long time, efforts were made to turn the school from a day school to a boarding school. The project took root in 1986 when classrooms that used to be for ‘A’ level tuition were renovated to make dormitories for Form Four girls. This was done after the Kenyan government had adopted the recommendations of the McKay Commission which did away with the 7-4-2-3 Educational System and adopted the present 8-4-4 system. At this time, Mrs. Macharia was the principal of the school. One factor that made it easy to turn Form Fours into boarders was because the previous principal, Mrs. Ottaro had organized for the school canteen to be renovated into a kitchen which was already serving hot lunches for the students.

Under Mrs. Macharia, parents, students and teachers embarked on various activities to raise funds to put up more boarding facilities for the students. This was done through harambee contributions, sale of raffle tickets, walks and even variety shows.

In 1996, the Community Development Trust Fund (CDTF) gave a grant and together with the parents’ contribution and money raised by the students from walks, sale of raffle tickets and variety shows, a new hostel complex was started. The phase one part of the hostel complex had two floors which managed to accommodate 372 girls after completion. These were Form 3 and 4 students. The 348 day scholars continued to waste a lot of time commuting to and from their homes. The matatu menace continued to interfere with their discipline and therefore academic performance. The boarders were also getting a lot of influence from outside through the day scholars. There was therefore one urgent need; to have all the students in the hostel so that we could concentrate on only one agenda which was to uplift the academic standards of the school. This was one of the tasks which Mrs. Josephine Mwandoe who became the new principal of the school in 2000 took in her stride.

Mrs. Mwandoe wasted no time and organized for a harambee which was held on 8th September 2001. The money collected helped to complete the two top floors of the hostel complex and 180 girls were accommodated in it leaving 168 girls out as day scholars. This was not enough. The school community wanted all the girls in the hostel.  New challenges also came up for example, the security of the students and frequent blackouts. Therefore, as parents continued digging deeper into their pockets to raise funds to put up a new hostel block, they also had to try and raise funds for the construction of a  perimeter wall round the school and for the purchase of a generator.

The new hostel block was constructed and completed in 2004. It accommodated the rest of the students who had been locked out of boarding. Ngara Girls’ High School therefore, became a full boarding school. A stone wall was constructed round the school and Securicor Company (the present day Group 4 Security) was approached to install a security alarm system in the school. The school is now under 24 hour surveillance by the company. To curb the problem of frequent blackouts, parents contributed money and a generator was bought, which goes on automatically whenever there is a blackout.

The school has a clinic which is run by a full time school nurse. This clinic is an important facility in the school because it deals with the health of the students, both mentally and physically. The clinic is fully equipped with adequate drugs and other medical tools.

The school can also boast of a computer laboratory which was opened in May 2007. This is a great inspiration to the students. The ones taking the computer lessons enjoy them very much.

Mrs Munyasya came on board in January 2009 and under her able leadership the school’s infrastructure has been renovated and both the students and staff are enjoying the change that has come. Higher academics standards have started taking root.

2020 Kisumu Boys’ Geography Contest: Full details and invitation letter

The Kisumu Boys annual Geography Contest is here with us, again. You can not afford to miss this great contest where learners will be equipped with the latest skills and techniques on how to answer questions in the subject. You, as a teacher, will also get a chance to gauge your learners’ performance against their peers.

Kisumu Boys High school is pleased to invite you to the Kisumu Ceography Contest to be held on Sunday, 17″ May, 2020 at Kisumu Boys High School as from 8.00 a.m.

You are requested to:-
  • Carry a set of eight to ten students for Senior Entry and another set of eight to ten students for the Junior Entry.
  • Senior entry will cover both paper one and two topics. Junior entry will cover form one to two and the first three topics of form three (see attached topics to be covered).
  • You can enter as many sets as you wish in each category.
  • For each set you will be required to pay a non refundable registration fee of Sh2,000 (two thousand) only.
  • Carry packed lunch for the day.
  • Each school will be required to carry at least one teacher to participate in the marking exercise.
  • Carry Yimbo map for each student participating in the contest.

All students are required to revise thoroughly for the contest. Form fours will register for Seniors while form threes can be registered for Junior.

TVETA closes colleges operating illegally

Officers from Technical and Vocational and Education Training Authority (TVETA) in together with Anti-Terror Police Unit (ATPU) on January 21, 2020 raided two institutions in the Eastleigh area, Nairobi that has been operating illegally.

During the operation that targeted Atlas College and Alison Community College, more than 50 students, most of them without valid identification documents were arrested.

Atlas College located along 8th street, off 1st avenue in Eastleigh was assessed by TVETA in September 2015 and licensed to offer two courses; Diploma in Business Management and Diploma in Community Development.

However, the college has since opened four more branches within the Eastleigh area and training over 40 courses in ICT, Tailoring, and Dressmaking, and teaching English and Kiswahili, IGSCE, among others, illegally.

During the morning swoop, the TVETA officers and the police found learning was still going on and some of the trainees found in the class were underage while others were foreigners without valid identification documents.

Consequently, a number of trainees were taken for further questioning by ATPU.

Two employees who were arrested said the institution had enrolled 69 trainees at the time of the operation. They are expected to be charged with offering training without registration contrary to section 17(1) of the TVET Act 2013. The offense attracts a penalty of one million or five years in prison or both.

Alison Community College that is located in a building adjacent to Atlas College was closed with immediate effect by TVETA for operating and offering training without registration as required by the TVET Act 2013. The institution had enrolled about 50 trainees. The training was also taking place at the time of the operation in tailoring and ICT.

“We’ve closed the college (Alison) until it is registered by law,” Dr. Langat said.

The trainer in charge, Mr. Ali Yussuf, a staffer, claimed the college was registered but he could not produce any documents to back the claim.

Yussuf and some trainees were arrested by ATPU for further questioning as some of them were underage and foreigners who could not produce valid identification documents.

Speaking during a crackdown on illegal colleges, Kipkirui stated the college was also doing business despite it not being registered by the Authority.

“I want to ask Kenyans whenever you are looking for training first confirm the licensing and programmes offered to ensure the certificates are of quality,” he said.

Kipkirui said a similar crackdown will be carried out across the country, in a bid to weed out institutions operating unlawfully.

All set for the Mwalimu National SACCO elections

A gruesome contest is in the offing as aspirants for Mwalimu National SACCO’s delegates positions hit the ground in search for votes. The SACCO has lined up a number of Annual General Meetings (AGMs) for members, this month and next month, and part of the agenda will be to elect delegates in zones ripe for the exercise.

In the Siaya/ Bondo branch, the AGM is slated for Sunday February 2, 2020 at Kitu Moto Resort; in Siaya town. Elections for delegates to fill up slots in Boro/ Karemo/ Uranga and Madiany/ Rarieda zones will be held.

Tough requirements

For one to contest for the delegate’s post you must have a minimum saving and deposit of Sh300,000. One should also not be a defaulter and shall not be on interdiction. One should at the same time be an active WSF account holder and channeling salary through the SACCO’s FOSA account.

Kisii central’s AGM will take place at Nyaguta SDA Secondary School on Sunday February 2, 2020; at 11.00a.m. To participate in the election process one must be a member of Mwalimu National SACCO.
