We were wrong on the teacher internship feature- Standard Newspaper tells TSC

The Standard Newspaper has apologized to the Teachers Service Commission, TSC, over an erroneous feature that it published about teacher interns; last week. The story caused frenzy amongst the teaching circles as it reported that the interns (who were employed late lats year) had been offered permanent and Pensionable terms.

“In our Friday’s issue of The Standard, we carried a story indicating that the Teachers Service Commission (TSC) has employed 8,141 tutors on permanent and pensionable terms. We have since established that this is the number of intern teachers hired.
The Commission has, however, recruited 8,920 teachers on permanent and pensionable terms,” reads a presser by the Standard.

“TSC targeted to hire 10,300 interns and 9,069 teachers. Consequently, the commission is still processing 2,159 interns who will soon be put on payroll. Also being processed are 149 teachers to be hired on permanent and pensionable terms. We apologise to the commission for the error,” the Standard added.

TSC kicked off the internship programme in 2019 with about 10,000 teachers enrolled on the program. An intern teacher in secondary school earns Sh15,000 per month while their primary schools’ counterparts pocket Sh10,000 per month.

The Commission on Friday dismissed the report by the Standard terming it unfortunate. “It has come to my attention that the hardcopy edition of today’s Standard newspapers has reported that TSC had hired 8141 intern teachers on permanent basis. I wish to state here that this information is incorrect and it’s unfortunate. The same is being addressed,” said TSC’s Head of Communications, Beatrice Wababu.

20 Boarding schools to be identified, equipped per county for Corona patients as Positive cases soar

The Kenyan Government has directed the ministry of education to work with all county governments to identify at least 20 boarding schools per county to be prepared for use as health facilities as part of Covid-19 preparedness. The facilities are to be well equipped, complete with all necessary facilities to handle COVID19 patients. This has been revealed by the Deputy President, Dr. William Ruto.

“The health ministry will work with governors to ensure it done as quickly as Possible,” says the DP.

“This pandemic poses an existential threat therefore every effort counts. This is no time for blame game. Let’s pull TOGETHER,” added the DP.

This comes even as the Health Cabinet Secretary Mutahi Kagwe announced 8 new cases of coronavirus disease on Monday. Then new development now brings the total number of those who have tested positive of COVID-19 in the country to 50.

“In the last twenty-four hours, we have tested 172 samples. Out of this number a total of Eighty Four (84) samples from quarantined guests have been analyzed,” reported the CS.

The CS warned Kenyans about fake news being circulated on a possibility of existence of a vaccine to COVID19. “There is a lot of information circulating about Coronavirus, it’s important to know what’s true and what’s not. We appeal to all Kenyans to embrace this fight against coronavirus as their own and avoid misinformation. Don’t believe the myth that a vaccine for COVID-19 is available,” warned the CS.

CS Kagwe has at the same time directed motor Cycle operators, commonly known as BodaBoda) to only carry one passenger so as to curtail spread of the virus. “Most of the new infections are coming from the community and all boda boda operators are advised only carry one passenger henceforth,” he ordered.

In other measures, Employers have now been directed to release all workers by 4pm without slashing their salaries. This is in order for the workers to operate within the set curfew times. The Council of governors are also to have joint communique with interior ministry on other raft of measures.

Nairobi continues to lead with cases of Coronavirus patients which now stand at 34. While, Kilifi and Mombasa have recorded 6 and 3 cases; respectively. Kwale and Kitui have one case each.

Of the 50 confirmed cases, 26 are Males while 24 are Female.

TSC response on news that 3,500 wealth declaration non-compliant teachers will miss salaries

The Teachers Service Commission, TSC, has come out to denounce the circular doing rounds on social media purporting that a section of teachers risk missing their salaries for failing to declare their 2017/2019 assets, liabilities and income. According to the Commission, the circular and lists are fake and should be ignored.

“Please ignore posts circulating on social media purporting that TSC will stop salary for employees who did not comply with the requirements of Declaration of Income Assets and Liabilities,” says the Commission.

A circular supposed to have originated from the Commission held that over 3,500 teachers and TSC staff will be removed from the payroll for failing to declare their wealth after expiry of the deadline.

TSC Circular on expunging over 3,500 teachers and staff from the payroll for failing to declare their 2017/ 2019 wealth.

The Kenya Union of Post Primary Education Teachers, Kuppet, had on Tuesday written to the teachers’ employers to protest the move, terming it unfortunate. But, TSC says affected teachers will be contacted once normalcy ensues. This is because all learning institutions are currently closed as a result of the current Covid-19 pandemic.

“The Commission will communicate to the affected employees individually when normalcy resumes,” TSC adds.

A list of over 45,000 teachers who purportedly will be missing out of the TSC payroll has been making rounds on various Social media platforms. This is believed to be an earlier list released by the Commission in December, 2019.

Guidelines by President Uhuru to manage the spread of Covid-19

As the number of Corona virus Disease patients continue to soar in Kenya, President Uhuru Kenyatta has provided a number of guidelines to slow down the spread of the deadly disease. If you are not keen some of these guidelines may find you on the wrong side of the law and you may suffer dire consequences. We have pieced together the guidelines as given by the government.

The Government has already suspended all international travels and limited some others; locally. There is no movement of people into and out of the country. Only allowed to operate are cargo planes. There has, also, been restrictions on movement in and out of areas seen as covid-19 hot-spots. These areas include: the Capital City (Nairobi); which has recorded the highest number of Covid-19 cases. Others are: Mombasa, Kwale, Kilifi and Mandera counties. There is at the same time a daily dusk to dawn curfew. For all parts of the country, there shall be no movement of individuals between 7.00p.m and 5.00a.m. Only exempted from this curfew are individuals and organizations classified to be offering essential services.

Here are links to the most important news portals:

Also prohibited are social gatherings like funerals, weddings and parties. For funerals, there should be a maximum of fifteen mourners; family members attending the ceremony. Religious gatherings (churches) haven’t been spared either. Other prohibited events are political rallies and all sporting events.

The Government has, in a bid to reduce social interactions, closed down a number of public meeting places. These are: Bars, Pubs, night clubs, social clubs and Learning centres. Others being Sports and recreational centres.

In the public transport sector a raft of measures have been instituted. There is now mandatory and regular sanitization of PSV and bus stations. Before boarding public vehicles all passengers must be provided with hand sanitizers. PSVs have also been instructed to carry limited numbers of passengers in order to ensure social distancing.

To cushion the vulnerable in the society, the government has released a sum total of Sh10 billion to them. This will benefit such groups as the elderly, orphans and other vulnerable members in society.

The government has at the same time given a green light to some events but with necessary precaution. To access any public area one must always wear a mask. Events allowed include: Food markets, shopping malls and supermarkets. Banks, media houses, medical facilities, pharmacies, hospitals, door to door deliveries, telecommunication companies and private security companies can continue operating with the necessary precautionary measures in place. Restaurants will only be allowed to give clients take away services only.

To cushion businesses and the public at large, the President has come up with new measures and tax regime. Persons earning a monthly pay of Sh24,000 and below have been awarded a 100% tax relief. This means that their salaries will not be taxed. Value added tax for all goods has been reduced from the current 16% to 14%.

Employees have also been given a reprieve in the amounts of Pay As You Earn, PAYE, taxes. They will now be subjected to a monthly income tax at a rate of 25% down from the current 30%.

For those seeking credit facilities, there has been a temporary freezing of the Credit Reference Bureau, CRB. This will make it easier for everybody to access loans; unconditionally. Those blacklisted for defaulting in the repayment of loan amounts of below Sh.1,000 will have something to smile about as they will now be de-listed; unconditionally.

Small to Medium Enterprises, SMEs, have been awarded a reduced turnover tax; from the current 3% to 1%.

Revise form one school choices- Ministry tells KCPE candidates

The Ministry of Education has asked the 2020 KCPE candidates to revise their 2021 secondary school choices. Learners will have an opportunity of making necessary changes to Sub County (Day school) choices before sitting their KCPE exams in March this year.

“In order to enable the Ministry place all learners to secondary schools centrally, candidates must revise their subcounty schools choices (referred to day schools).” Reads a circular sent to all Sub County Directors of Education.

According to the Circular, the Kenya National Examination Council (Knec) has therefore made it possible for learners through their schools to revise the choices between 15th February, 2021 and 26th February, 2021.

This latest move has been informed by the recent disruptions caused by the Covid 19 pandemic and wgich may have led to migration of families to other areas as a result of job losses.

“Kindly advise all primary schools presenting candidates for KCPE that the choice of day schools will be based on the parents/guardians/area of residence.” The circular further says.

This is a departure from the past where candidates made choices from schools within sub counties where they sat for examinations. In essence day schools should be within commutable distance from their residence.

KIJABE BOYS HIGH SCHOOL’S BRIEF HISTORY

Kijabe Boys High School was established in 1939 when the Missionaries concerned with literacy began a form of teacher training. In the year 1950 Kijabe became a college for teachers before it was transformed into primary school for boys. In 1962 it was converted into a boarding high school for boys.

In 1957 a boarding primary school for girls was started and later changed into a boarding girl’s high school. In 1964 the girls and boys were amalgamated into one, which grew into a three-streamed school from form one to form six offering science, arts, and technical subjects. In 1987 the school was split into a boy’s high school and a girl’s high school.

Kuppet now has reservations on use of Secondary Schools as Covid-19 isolation Centres; Give demands

Secondary schools teachers have now developed reservations over the use of schools as Covid-19 quarantine centres. Through their representatives the Kenya Union of Post Primary Education Teachers, Kuppet, the tutors are demanding for ‘a review on the use of learning institutions as quarantine centres.’

“The government’s recent announcement that secondary schools around the country would be used as isolation centres has created widespread alarm. Many local communities are apprehensive that the use of institutions close to them will bring COVID-19 to their areas. Indeed, in some areas, local leaders have expressed opposition to the use of their schools to host people suspected of having COVID-19,” Kuppet Secretary General Akelo Misori via an internal memo dated April 7, 2020.

A number of schools, mostly in the secondary section, have been identified and prepared in all counties to be utilized as Covid-19 isolation centres; with the government directing that each county to have at-least 20 centres.

Whereas Kuppet says it has no objection with the move by the Government to utilize select schools, the union says all stake holders should be considered before such a move is implemented.
“To allay widespread fears and win over the trust of communities, the government must engage all stakeholders – including school Boards of Management, local leaders and teachers’ unions – in an honest, transparent and accountable dialogue about it intends to use the schools,” Misori advises.

KUPPET’S DEMANDS

Among Kuppet’s requirements is the suggestion that selected schools be used only to house persons isolated from health institutions within the county. Thus, there should be no cross county transfers of individuals supposed to be quarantined.

Below are other demands by Kuppet, as contained in the memo:

  • That Sub-County Directors of Education, Sub-County Directors of the Teachers Service Commission and Health officials will brief school Boards of Management, Principals and local
union officials on the procedures to be used in isolation persons.
  • The principals, support staff and other persons who will come into contact with the isolated persons will be provided with sufficient protective gear, such as N95 masks, disinfectants, gumboots and gloves which they need to protect themselves from COVID-19.
  • The Ministry of Health will provide for the upkeep of the isolated persons in terms of bedding, food and other essentials. Where school resources are used for that purpose, the government will reimburse the institutions.
  • The Ministry of Health will avail officers to check on the health of the isolated persons on a daily basis and take infected persons to medical facilities as soon as their infection is proven.
  • Principals and other workers to handle the isolated persons will be taken through induction and be psychologically prepared for the intense work involved in handling COVID-19 patients and isolated persons. Such psychological support should also be provided at the end of the quarantine process.
  • Immediately the isolated persons finish their quarantine period, the Ministry of Health should comprehensively fumigate the institutions and sterilize all facilities the isolated persons shall have used during their stay in the institutions.

Kuppet’s latest move follows a dissenting opinion also raised by the sister union, Knut (Kenya National Union of Teachers). Last week Knut Boss Wilson Sossion rejected the proposal to use boarding secondary schools as Covid-19 isolation centres. “We plead with the Government to drop the option of using boarding school facilities in treating victims of Covid 19 due to post-corona stigma that will affect the management of schools,” he said.

Hon. Sossion was also quick to oppose suggestions to postpone this year’s national examinations (Kcse and Kcpe exams); that are slated for November/ December; according to the time tables released by Knec earlier in the year. “The Government should not entertain such a proposal but work towards early resumption of normalcy to business in all learning institutions,” said Sossion in a statement.

Already, the Ministry of Education has denounced a circular doing rounds on Social media platforms on the possible resumption dates for term one, 2020.
