Kenya Institute of Professional Studies Training Revolving Fund

Students studying at the Kenya Institute of Professional
Studies (KIPS).

Award is based on approved MTI.

Online application in the HELB portal.

Recovery is based on the HELB loan recovery process and procedure.

Kshs.500 Administrative fee charged upon disbursement.

  1. Applicants should visit the HELB website www.helb.co.ke to access the HELB Students’
  2. Portal to register, create and activate account. (ensure you use your personal mobile number)
  3. Log in, and click Loan Application Tab, on the left dashboard.
  4. From the view window, select Kenya Institute
    of Professional Studies Training Revolving Fund.
  5. Read and agree on the Consent for the Collection and Processing of Personal Data.
  6. Access and fill the loan application form online.
  7. Print TWO copies of the duly filled Loan Application Form.
  8. Present one copy of the duly filled Loan Application Form and all the attached support documents HELB Offices select Huduma Centres or Mater Hospital offices.
  9. Retain a copy of the duly filled and signed Loan Application Form. [This is
    mandatory]

Eligibility

Kenya School of Law (KSL) partnered with the Higher Education Loans Board (HELB) to set up the Kenya School of Law Tuition Loan to offer loans to students sitting for their Advocates Training Program. Applicants Must be Students pursuing the Advocates Training Program at the Kenya School of Law.

Minimum of Kshs.40,000.00 and a maximum of Kshs.80,000.00 based on the level of need.

The loan caters for tuition and will be sent directly to the institution of study.

The interest rate applicable is 4% per annum on reducing balance chargeable upon disbursement.

The loans are due for repayment one and a half years after the first sitting of the Bar Exams by the applicant.

The maximum repayment period for the loan shall be 2 years.

A loan processing fee of Kshs.500 is charged on each disbursement.

The loans are insured for loss of life and there is a premium/deduction that is charged.

  1. Applicants should visit the HELB website www.helb.co.ke to access the HELB Students’ Portal to register, create and activate account. (ensure you use your personal mobile number)
  2. Log in, and click Loan Application Tab, on the left dashboard.
  3. From the view window, select KSL Tuition Loan First Time Loan Application Form.
  4. Read and appraise yourself on The Financial Literacy program.
  5. Access and fill the loan application form online.
  6. Print TWO copies of the duly filled Loan Application Form. Ensure you preview the form and correct where necessary before you submit for printing.
  7. Have the forms appropriately filled, signed, and stamped by the relevant authorities. The Guide is provided on the last page of the form.
  8. Read, understand and sign to accept the Loan Terms and Conditions and Data Protection Consent form.
  9. Present one copy of the duly filled Loan Application Form and all the attached support documents at KSL Offices in Karen.
  10. Retain a copy of the duly filled and signed Loan Application Form. [This is mandatory]

Helb Undergraduate Loans: First and Subsequent Student Loan, Bursary Applications

Helb loans are for students pursuing their studies in Public or Chartered Private Universities within the East African Community, placed either through the Kenya Universities and Colleges Central Placement Service (KUCCPS), Self-sponsored, Parallel and Module II Students studying for a Bachelor’s Degree only.

Pre-University, Certificate, Diploma or Postgraduate students are not eligible to apply for this loan. The loan attracts interest of 4% and Kshs. 1,000 ledger per year. Students are advised to apply for the loan at least one month before the opening date to allow ample time for processing.

Type of Loan Application

There are two types of undergraduate loan applications:

  1. First Time Application-This is for applicants who are applying for the first time.
  2. Second & Subsequent Application-This is for applicants who are applying for the second, third, fourth time as per the program duration.

Note: The number of loans one is eligible for depends on the program duration. For example, one is given loan 4 times for a 4-year program or 5 times for a 5-year programme.

How to apply for a HELB Loan as a First Time Applicant:

  1. Visit our website or hef.co.ke to access the Student Portal and click on “register” to create an account.
  2. Confirm whether you have your National ID and enter your ID number. Enter your KCSE Index number if you don’t have a National ID.
  3. Enter a valid email address and password and click “register”.
  4. You have successfully created an account. Check your email (Inbox or Spam/ Junk) to activate your account and log in after email activation.
  5. Enter a valid Telephone number where a verification code will be sent. If the verification code expires, click resend button to get a new verification code.
  6. Fill your profile & update your Biodata.
  7. Give consent to collection of your personal data.
  8. Read through the consent form to understand why we are collecting your personal data then tick the checkbox to agree with terms of use.
  9. Fill in your personal details then save to continue.
  10. When all details are complete, submit your scholarship/loan request.
  11. Consent to processing of your data by Accepting the loan terms and conditions.
  12. Update your guarantor details.
  13. Provide loan payment information as per the fields provided (Bank or mobile payment)
  14. Submit your loan application.

Note:

  1. Please ensure that you read through the consent form to understand why we are collecting your personal data before you tick the checkbox to agree. View HELB Data Privacy Statement.
  2. It is recommended that students prudently manage their HELB loans once disbursed to cater for Tuition, books, stationery, accommodation, and subsistence.

Requirements

  1. A valid email address for the applicant (Student)
  2. Valid telephone number (must be registered in your name to apply for a loan)
  3. KCPE and KCSE index numbers and year of examination
  4. Passport size photo
  5. Copy of your National ID (for loan application)
  6. College/University admission letter
  7. Your parents’ registered telephone number
  8. Your parents’ national ID number
  9. Death certificate if any of your parent is deceased.
  10. Your birth certificate.
  11. Two guarantors’ (Can be your parents) ID numbers and registered telephone numbers (for loan application)
  12. Copy of the sponsorship letter if you were sponsored in Secondary school.

How to apply on the HELB App as a second and Subsequent applicant

  1. Applicants should visit Google play store and download the HELB Mobile Application.
  2. Register your details (First name, Phone, Email Address, National ID and KRA PIN number) on the HELB App to generate a PIN which you will use to log in and accept the license agreement. Ensure that you use the Safaricom number that you use for Mpesa transactions and it should be registered in your name.
  3. Read the mandatory Financial literacy notes and undertake a brief Question & Answer to appreciate the purpose of credit. Scroll down to view results then click “proceed”.
  4. Click on loans then select undergraduate loans to get the Undergraduate Subsequent Loan Application Form [LAF].
  5. Follow each step to fill in the required details and submit. A pop-up message will appear to show that you have successfully applied. The loan serial number will also be displayed.

NB: You will be required to pay Kshs. 1 from your MPESA account during the application process to verify your telephone number.  Please note, the application is paperless hence no printing.

  1. Students that are not Safaricom subscribers will be directed to the Portal and apply using the application form, after which they will be required to print and submit the form to the HELB Student Service Centre on Mezzanine 1 Floor at Anniversary Towers.

The Universities Fund (UF) was established by Section 53 of the Universities Act,2012 of the laws of Kenya. The main mandate of the Universities Fund is to provide funds for financing universities in Kenya.

Scholarship and Loan Application

On May 3rd, 2023, the President of the Republic of Kenya unveiled the New Funding Model (NFM) to address the challenges faced by public universities and TVET colleges. The NFM adopts a student-centered approach, where scholarships, loans and bursaries will be allocated based on the assessed level of need for each student.

Under the NFM, financial assistance to students will be a combination of scholarships, loans, and household contributions, determined on a graduated scale using the Means Testing Instrument (MTI).

This instrument will accurately assess the financial needs of individual students, ensuring a fair distribution of funds. The NFM aims to support students from vulnerable and extremely needy fully. As a result, students facing significant financial hardships will not be required to pay any fees to colleges and universities.

Upon recruitment of any person, kindly check using the HELB Employers Portal on www.helb.co.ke. Your recruitment policy may also include all new staff to declare their credit status with HELB.
Refer the loanee to HELB. The dispute should be put in writing. Deductions must however continue until otherwise advised by HELB.

How to get HELB loan balance statement, compliance and clearance Certificates online

The Higher Education Loans Board, HELB, provides loan balance statements, compliance and clearance certificates to beneficiaries/ loanees. This information can be found online on HELB’s portal. Before proceeding, ensure you are registered for HELB’s online services. See procedure here: How to register and apply for HELB loans online.

Kindly have the following details in order to proceed to the HELB portal for loan balance statement, compliance and clearance certificates: Personal details (Phone number, Date of Birth, KRA PIN, Box number, County, Sub- county, Constituency, ward, location, Sub- location and village/ Estate.

This is how to go about it:

1). Log onto the system at https://portal.helb.co.ke/auth/signin
2). Complete your profile by updating the personal and current residence details.
3). Once updated, you will be logged onto the system and you can be able to get such services as:

How to apply as a First Time Helb Loan Applicant

Kenyan students pursuing Certificate, Diploma and Higher National Diploma courses in select Public Universities, select University Colleges, Public National Polytechnics, and approved TVET Colleges under the Ministry of Education are eligible for this loan and bursary. The loan attracts interest rate of 4% and a ledger fees of Kshs. 1,000 per year.

How to apply as a First Time Applicant

  1. Visit our website www.helb.co.ke  to access the Student Portal and click on “create an account” to register.
  2. Once the account is created, log in and select the appropriate TVET First Time Loan Application Form [TLAF].
  3. Read the literature or view the videos on Financial Literacy and participate in the brief exercise online.
  4. Access and fill the loan application form.
  5. Print TWO copies of the duly filled TVET Loan Application Form [Mandatory]
  6. Have the forms appropriately filled, signed, and stamped by the relevant authorities.
  7. Attach all the documents as per the checklist and present one copy of the duly filled Loan Application Form at:
    • Any of the following Huduma centers nearest to you: Bomet, Bungoma, Chuka, Eldoret, Embu, Garissa, Nairobi GPO, Kakamega, Kericho, Kilifi, Kisii, Kisumu, Kitale, Kitui, Lodwar, Machakos, Makueni, Meru, Migori, Mombasa, Murang’a, Nakuru, Nandi Narok, Nyeri, Taita Taveta, Thika and West Pokot for free and secure delivery; or
    • HELB Student Service Centre on Mezzanine 1, Anniversary Towers, University Way, Nairobi
  1. Retain a complete copy of the TVET Loan Application Form [This is mandatory]

Note:

  1. Please ensure that you read, understand, and follow the instructions provided at the beginning of the online TVET loan application process including reading and undertaking the HELB Financial Literacy Programme.
  2. It is recommended that students prudently manage their HELB loans once disbursed to cater for Tuition, books, stationery, accommodation, and subsistence.

Application requirements

  1. A copy of the applicant’s admission letter from the institution
  2. A copy of the applicant’s National Identification Card.
  3. Applicant’s KCSE result slip or certificate
  4. Copies of the parents’ National ID Cards or death certificate where the parent is deceased
  5. Copies of both guarantors’ National ID Card
  6. A copy of the applicant’s Bank ATM/Bank card
  7. One recent colored passport size photograph of the applicant.

Note:

  1. The applicant should access and complete the relevant TVET Loan and Bursary Application Form (TLAF).
  2. Print TWO copies of the duly filled Loan Application Form.
  3. Have the TVET Loan Application Form signed and stamped by the Dean of Students and/or Financial Aid Officer.
  4. Retain one copy of the duly filled TLAF (Mandatory).
  5. Drop the TLAF personally at the HELB students Service Centre on Mezzanine One, Anniversary Towers or any of the SELECT Huduma Centers nearest to you

Repaying the TVET Loan

TVET loan repayment starts within one year of completion of studies or within such a period as the Board decides to recall the loan, whichever is earlier. However, one can make voluntary payments before or after completing studies to reduce the loan balance. HELB Loans are charged 4% interest per annum and is repayable up to a maximum of 48 months.

Technical Private Colleges ask for Helb student loans

The Ministry of Education has been asked to fast track the listing of private Technical and Vocational Education and Training, TVET, institutions to enable learners joining the institutions benefit from Higher Education Loans Board, HELB funding.

According to the principal of Bondo V-TECH College Mr Julius Nyerere Akoko, the delay in approval of private TVET institutions for HELB loans and bursary by the ministry is denying some learners the opportunity to access TVET training.

“Not all students can go to public institutions across the country to access TVET training and private institutions come in to bridge the gap. The government should therefore allow students who chose to join private institutions to access HELB funding just like their counterparts in public institutions,” Akoko said

Akoko disclosed that efforts by private intuitions offering TVET courses to get listing and approval for HELB funding have been frustrated for years despite such institutions having fully complied with the ministry of education standards and being certified to offer TVET courses.

“We have made applications to be considered for listing but nothing has been forth coming. The lack of access to HELB loan facility has affected our enrollment yet we play a critical role in training students,” he said.

Akoko said that just like the public institutions, private colleges offering TVET courses are training human resource necessary for the country’s development and attainment of Vision 2030.

“We are all contributing to one pool of highly qualified individuals who are expected to drive the growth of the country and therefore there should be fair treatment for students across the two divides because the loans will be given to individual students who will pay back the money,” Akoko said.

Akoko on the other hand asked principals at various secondary schools to redefine “success” saying the current definition of success at secondary school level has contributed to poor career choices by many students.

He said that majority of secondary schools’ work towards sending as many students as possible to universities without bothering the kind of courses they will pursue in the name of success, with the students ending in less marketable careers.

The principal suggested that focus should be shifted to strengthening career guidance at secondary school level to helping the students choose careers required in the job market and have them advised to pursue their careers from any level until they attain their goals.

“The parameters of measuring success in our secondary schools should be changed and students guided to pursue marketable careers instead of trying to send everybody to university. A student who has chosen to pursue a career in engineering can start off at a TVET institution before joining an Engineering degree program instead of joining the university directly to pursue any available or less marketable course,” Akoko stated.

Higher Education Financing Scholarship

Scholarship does not require a student to have National ID card. Must be 2022 [and above] KCSE candidate for University applicant Admitted through Kenya Universities and Colleges Central Placement Service (KUCCPS)

Higher Education Financing Scholarship For undergraduate Students:

  • Must be admitted in public universities. For TVET students:
  • Must be admitted by approved TVET institutions and also placed by KUCCPS [Not necessarily 2022 KCSE graduate].

Higher Education Financing Loan Requirements

  • National ID/KCSE index number.
  • Admission to university/ approved
  • TVET institution recognzied by the Ministry of Education.

Note:

1. Allocation for loans and scholarship will be done based on the applicant’s level of need as determined by the Means Testing Instrument.

Government Releases Sh3.9 Billion In Scholarships In Public Universities

The Government has released Sh3.9 billion as the first tranche financing to cover scholarships for Government-sponsored First-Year students in public universities under the new higher education funding model.

Beneficiaries of the scholarships are those who successfully made their applications through the Higher Education Financing portal (www.hef.co.ke) that was launched on the 31st of August 2023.

In a press statement, the Cabinet Secretary for Education Ezekiel Machogu revealed that a total of 115,892 First-Year students had successfully applied for scholarships by 29th of November 2023.

He added that Universities Fund will disburse the Sh3.9 billion directly to individual universities for the successful applicants to cover their tuition fees based on the student’s individual need under the new funding model.

The CS assured that all Universities will receive the scholarship portions for their respective students by 4th December 2023.

Further, Machogu stated that the release of the scholarship amount brings to Sh9.2 billion the amount of money the Government has so far released to first year students under the new higher education funding model that President William Ruto launched on May 31, 2023.

He said that early this month, the Government, through the Higher Education Loans Board, disbursed Sh5.3 billion for loans to the First-Year students.

“The allocation of funds to students was based on a reliable scientific method, Means Testing Instrument (MTI), used to determine the student’s level of financial need, to ensure they are supported adequately. First-year students who sat the Kenya Certificate of Secondary Education Examination in 2022 are the first cohort to benefit from the new model,” he disclosed.

According to the CS, the Ministry of Education reiterates the Government’s unwavering commitment to promoting access to university education, and providing financial support to all deserving students, to ensure no one is left out.
