KNUT demands that student capitation be paid out right away.

KNUT demands that student capitation be paid out right away.

For effective functioning, the Ministry of Education has been urged by the Kenya National Union of Teachers (KNUT) to promptly disburse capitation money to schools.

The union’s Secretary General, Hesbon Otieno, said in a speech on Sunday, April 27, that this would help the planned shift during the second term.

The SG says that the second term is when ninth graders will choose their senior secondary school courses, therefore sufficient financing is essential for a seamless transfer.

As a result, he advised the government to give the headship and any remaining balances from the first semester before classes start, not halfway through the term or at the conclusion.

“The ministry must release the 30 percent that is scheduled for release during the second term. It should be published in a timely manner before the start of classes, and any remaining balances from the first semester should be released so that the schools can start on a positive note as a result of the transfer, he stated.

“I realize that pupils are about to start selecting the routes they will take in grade 10. Schools must be prepared to make sure this procedure occurs quickly so that there are no delays or annoyances for the heads of institutions and the school administration.”

The first senior secondary pupils under the Competency-Based Education (CBE) program will be the current Grade 9 students, who will begin to concentrate in different pathways beginning in Grade 10.

According to the updated curriculum, there are three possible routes — Arts and Sports, Social Sciences, and Science, Technology, Engineering, and Mathematics (STEM) — and each student is expected to choose no more than two.

Students will be started on their desired career paths through pathways that are based on both their aptitude and their preferences.
Nevertheless, this has run into difficulties since the ministry announced that mathematics, a compulsory topic in the 8-4-4 curriculum, would only be required for STEM students, which sparked a lot of opposition.

As a result of the demonstration, the ministry reversed the mandate and declared that students in the other two routes would also be taught some form of mathematics.
In order to make education more affordable, accessible, and relevant for students, the Competency-Based Curriculum was renamed to Competency-Based Education (CBE) on Friday, April 15, in an effort to simplify learning pathways.

KUPPET branch elections in 2021; Here are the latest guidelines

In order to ensure the conduct of free and fair 2021 elections, KUPPET has made these Regulations for its branch elections. These Regulations are meant to facilitate a smooth electoral process in the COVID era.

The Regulations borrow from national laws governing Trade Union elections and KUPPET’s Registered Constitution which stipulate procedures for the entire election process

MANAGEMENT OF KUPPET BRANCH ELECTIONS

The Elections are managed by the office of the Commissioner of Labour. KUPPET has provided the election managers with its Registered Constitution, the Register of Members for each county and ballot materials.

KUPPET National Officials will be present at polling stations to observe the elections and resolve any logistical challenges that might occur.

RIGHTS OF KUPPET BRANCH ELECTIONS CANDIDATES

Each candidate has the right to inspect voting materials including the Venue of Elections, the Register, Ballot Papers and Ballot Boxes, before the start of voting.

Candidates are encouraged to hold a joint meeting with Returning Officers (Labour Officers) between 7.00 am and 8.00 am on the material day to set ground rules and generally improvise on these Regulations based on local contexts.

ARRANGEMENTS IN POLLING STATIONS

Due to the COVID pandemic, the union advises that the election be conducted in open space. Measures should be taken to protect ballot boxes and other materials under shade and away from rainfall.

The Returning Officers will ensure that the positioning of candidate agents and observers does not breach COVID protocols.

ENTRY INTO POLLING STATION

The union has made arrangements to ensure compliance with COVID-19 management protocols. All members, election managers and observers will be required to wear facemasks at all times. People will be allowed entry into the stations only after their body temperatures have been checked.

IDENTIFICATION OF MEMBERS

From the health check, members will proceed to the Registration Desk where they will be directed to queues in accordance with the last digit of their TSC Numbers.

Verification of full KUPPET membership will be based on TSC Numbers and National Identity Cards.

Trainers from TVET institutions will be identified through the same process, using their Personal Numbers from the Public Service Commission.

Only teachers and trainers whose names appear in the Register will be issued with one ballot paper in respect of all the 10 positions being contested, upon which their names will be crossed from the Register.

The voter will then proceed to the designated booths/tables, mark his/her ballots and cast them in the ballot boxes.

EASE OF MOVEMENT

To ease pressure in polling stations and avoid over-crowding, the union will provide one clearing/voting desk for every 300 registered members per station.

Members are advised to leave the station immediately after voting. No backward movement of voters will be allowed at the station. This will allow the process to be completed in time for polling stations to close at 5.00 pm.

CLOSURE OF VOTING

The polling station will close at 5.00 pm. Any members still on the queue by then will be allowed to vote, but no new members will be admitted at the stations.

COUNTING AND TALLYING

During the counting process, only the candidates, their designated agents and accredited observers will be allowed into the counting hall. With the guidance by the Returning Officers, candidates will agree on the order of vote-counting and declaration of results.

UNION MANDATE

As provided in law, the Labour Officers will take full charge of the election process, with the union’s responsibility being limited to providing logistics and observation.

JKUAT Students Emerge Top in Microsoft Mentorship Programme

Five Jomo Kenyatta University of Agriculture and Technology (JKUAT) students have emerged top in the just concluded Microsoft University Partner Mentorship Programme.

The quintuple, Lumbert Omwag, Diana Iminza, Joram Mwangi, Sophie Uchi and Veronica Juma trounced other competitors drawn from various universities during the mentorship programme dubbed ‘Sustainable Agricultural practices to support Kenyan farmers’

The use of outdated technology is one of the major bottlenecks facing farmers in Kenya with obsolete technology reducing the potential productivity-boost that could take place in Kenya. In a move that will address this issue, Microsoft Africa Development Centre (ADC) introduced a semi-annual programme that targeted 2nd – 4th year University students to come up with technology-based solutions.

“In our pilot we had 125 students from five universities which include JKUAT, University of Nairobi (UoN), Dedan Kimathi University of Technology (DeKUT), United States International University (USIU) and Strathmore University,” she said, adding, “in our next cohort we will double the number of institutions and go beyond Kenya.”

Lumbert Omwag, lauded the programme saying it equipped them with practical skills in farming and rearing of livestock “I am now well quipped to tackle challenges farmers face in their day to day activities”.

On his part, the Dean, School of Computing and Information Technology, Dr. Michael Kimwele, thanked the ADC team for selecting students from JKUAT for the first cohort. He said he was elated to realize that another 20 students had been picked to participate in the 2nd cohort.

With each University producing five teams, the programme included five weeks of virtual instructor-led and self-paced learning on programming and developer tolls and practicing agile development. This is geared towards building a solution that addresses the challenges presented by ADC.

2022 Kuppet Annual Delegates Conference – Venue, Dates, Agenda, Resolutions

2022 ADC goes to Central

At its meeting of 16th September 2022, the National Governing Council resolved that this year’s Annual Delegates Conference will be held in Central Kenya. The resolution was in keeping with the practice of rotating the ADC meetings around the country. The date and venue of the conference will be set at the next NGC meeting to take place later in the year.

According to the resolution, branch officials from the Central Kenya cluster will determine which county to host the meeting from amongst Kirinyaga, Nyandarua and Murang’a. Kiambu and Nyeri counties have previously hosted the conference, and were thus excluded. Nyeri hosted it in 2012, since which the conference has rotated through Rift Valley (Nakuru), Western (Bungoma), Coast (Malindi), Nyanza (Kisii), Nairobi, Eastern (Kitui) and Rift Valley (Eldoret) regions respectively.

The ADC has been held each year since the union’s formation in 1998, except in 2020 when it was not feasible due to the COVID-19 pandemic.

The resolution to host the meeting in Central was met with joy from the Central cluster leaders at the NGC. Speaking on the leaders’ behalf, Kiambu branch chairperson Rose Kiiru promised that the town to be selected would provide the delegates with a conducive meeting venue and all amenities befitting the conference.

2019 KNEC Grade 3 Exams- How to register learners for the 2019 Kenya Early Years Assessment; Requirements

INTRODUCTION

Following the adoption of the Competency Based Curriculum into the Kenyan Education System, the Kenya National Examinations Council (KNEC) developed a Competency Based Assessment Framework (CBAF) for Basic Education guided by the Basic Education Curriculum Framework (BECF) and the Curriculum Designs for Early Years of Education (EYE).

In this regard, KNEC has developed assessments tools to be used by schools to assess competency levels among Grade 3 learners who are currently undertaking the Competency Based Curriculum (CBC)
The instructions herein are therefore to guide in identification and enrollment of all learners in Grade 3 in all schools for the administration of KEYA. It is therefore important that all those concerned with enrollment read and understand the contents of this communication before undertaking the enrollment exercise

PROCEDURE FOR IDENTIFICATION/ENROLLMENT OF GRADE 3 LEARNERS

Identification/enrollment of learners for the KEYA will be done ON-LINE and is
scheduled to take place between 1 July and 30 August, 2019. All head-teachers are urged to ensure that all Grade 3 learners in their schools are identified and enrolled within the stipulated period.

KNEC has developed a KEYA portal for use in enrolling Grade 3 learners. The portal is using data from National Education Management Information System (NEMIS) to enable head-teachers identify their learners.

To access the KEYA Portal, head-teachers are expected to do the following:

Visit the KNEC website and click on the link called ‘KEYA portal. – which will direct you to https://cba.knec.ac.ke

Schools which already have a KNEC School Code will log into the KEYA portal using the KNEC School Code as the Username and the Password which they use during KCPE Examination Registration

For Schools that do not have a KNEC School Code, the head-teacher will liaise with their respective Curriculum Support Officer (CSO) who will contact the relevant Sub County Director of Education (SCDE) for coding of the School and onward submission of the School Code details to KNEC to facilitate it’s activation.

 Upon successfully logging onto school account, the head-teacher shall be expected to click on the Menu provided on the extreme left of the portal and take the following steps:

 Step 1: Click on the KEYA E-readiness questionnaire and provide information required on the school’s capacity to administer KEYA;
 Step 2: Click ‘Identify/Enroll Learners’ to confirm whether all Grade 3 learners are captured in the KEYA portal provided through NEMIS. By clicking on the button Enroll’ which is on the extreme right on the screen, you will have enrolled the learner. If you wish to edit details on the learner who is already enrolled, click on the ‘Edit’ button;
 Step 3: Click the button “Add Learner’ to enroll a new Grade III learner who may be missing from the list of learners in your school from the data provided. You will be provided with an option to search details of a learner from the NFMIS database. If you choose NO, the portal will then allow you to register the learner.
NB: The option of ‘SNE Pathway’ is for learners who have severe disab lities and do not follow the regular Pathway.

The following are the details of the learner to be captured online:
 1). Name of the learner: The names used for KEYA enrollment shall be a replica of the
official names of the learner as they appear in the Birth Certificate. The head teacher shall use the correct combination and order of names as they appear on the learner’s Birth Certificate. This must be done in consultation with the parent/guardian of the learner; The name of the learner should not be initialized, it must be written in full
 2). Gender of the learner: The gender of the learner shall be indicated as “M” for male or “F” for female.
 3). Birth Certificate Number: The Birth Certificate Number, which is the Entry Number (NOT the Serial Number), shall be indicated.

 4). Date of birth of the learner: The date of birth of the learner shall be correctly indicated as it appears in the birth certificate.
 5). Citizenship of the learner: The status of citizenship of the learner shall be indicated either as Citizen or a Non-citizen.
 6). Special Needs and Disability: For learners with Special Needs and disabilities, the nature of disability shall be indicated and the Pathway.
The head-teachers can continually amend enrollment details of their learners during the enrolment period before 30 August, 2019 as need arises.

RESPONSIBILITIES OF STAKEHOLDERS FOR THE KEYA ENROLLMENT

The following are the responsibilities of key stakeholders in ensuring effective and accurate enrollment of Grade 3 learners:
1). Sub County Directors of Education (SCDEs);
The SCDEs are responsible for the successful enrolment of all Grade 3 learners in their Sub Counties. They are expected to ensure that:-
i).  All schools in the Sub County are enrolled in the KNEC KEYA portal;
ii). All schools without KNEC codes are issued with codes for purposes of enrollment of learners;
iii). Once a school has been coded, the Sub county Director of Education is expected to submit the information to KNEC immediately for activation of the school code;
iv). Head teachers within their administrative zones identify their learners, edit the details where errors are noted and enroll learners who are not captured in the KEYA data within the stipulated period:
v). Assistance/intervention is provided for schools that may experience challenges in accessing KEYA portal;
vi). Feedback on the infrastructure required for KEYA (e-Readiness) in schools is submitted to KNEC by 15 July 2019; Head-teachers

2). The Head Teachers.

The head of the institution is directly responsible for enrollment of learners in their schools and are expected to ensure that:

i). All eligible learners in Grade 3 are identified in the KEYA database and those missing are enrolled online;
ii). Parents/Guardians of the learners are involved in the enrolment process to ensure that their bio data details are correctly captured in the KEYA database;
iii). learners with Special Needs and Disabilities are accurately identified and their information correctly captured during enrollment under the following categories:
a). Hearing Impairment;
b). Totally Blind:
c). Low Vision:
d). Deaf Blind;
e). Cerebral Palsy;
f). Autism;
g). Gifted and Talented;
h). Intellectual Disability,
i). Physical Disability:
j). Speech and Language Disorders;
k). Emotional and Behavioural Difficulties.
iv). Learners with Special Needs following the Regular Pathway and those following SNE pathway are identified and correctly enrolled;
v). Cases of transfer of learners from one school to another are brought to the attention of the Sub County Director of Education and KNEC.

OTHER INFORMATION ON THE KEYA

 1). Assessment Schedule for the KEYA;
The schedule for the KEYA shall be provided on the KNEC website: https://www.knec.ac.ke for schools to download for planning purposes.
 2). Assessment Areas;
The following assessment areas shall be covered under the two Pathways:
 a). Regular Pathway: Having English Activities; Mathematics Activities;
Integrated Learning Areas: (Kiswahili Activities/KSL, Environmental Activities, Movement and Creative activities, Religious activities, Hygiene and Nutrition Activities).
NB:
Adapted assessment tools will be provided for learners with visual impairment, hearing impairment and physical Disability.
 b). Stage-Based / SNE Pathway: In this category, Learners will be assessed in the following learning areas:
i). Communication, social and Pre-Literacy Skills:
ii).  Activities of Daily Living (ADL) and Religious Education;
iii). Integrated Learning Areas (Orientation and Mobility Skills, Pre- Numeracy skills and Sensory- Motor and Creative activities).
