ADVERTISED TSC SECRETARIAT VACANCIES

The Teacher Service Commission, TSC, has announced 21 internship opportunities in various specialization.

In line with the Government internship policy ,the commission intends to offer internship opportunities to qualified youths in various areas of specialization to enable them gain practical work experience which will improve their competencies and competitiveness in career progression.

The opportunities have been distributed as follows;

1.Information Communication Technology (ICT)  -6 vacancies.

2.Records Management -6 vacancies

3.Human Resource Management/Development-6 vacancies

Basic requirements 

1.Information Communication Technology 

Bachelors in Computer Science, Information Communications Technology, and Computer Technology, Software Development, Information Security and Forensic and other Recognized Bachelors of Science ICT Courses.

2.Records Management 

Bachelor’s degree in Information Science/Records and Archives Management/Library Science, Knowledge of Electronics Documents and Records Management Systems (EDRMS)

3.Human Resource Management and Development 

Bachelor’s Degree in Human Resource Management or Bachelor’s Degree in social Sciences plus a Diploma in Human Resource Management.

4.Finance and Account 

Bachelors of Commerce

Bachelors of Business Administration

Bachelors of Arts Economics

5.Legal

Bachelor’s Degree in Law (LLB)

Completed the Post Graduate Diploma in Law from the Kenya School of Law.

Ability to undertake research and provide legal opinions

Fluent in written and spoken English and Kiswahili.

2. Be a Kenyan youth aged between 21 and 35 years.

3.Must have completed their training and graduated in the last 3 years from a recognized institution.

4.Must have a certificate of proficiency in ICT

5.Should have a Credit Bureau Certification (CRB)

6.Should not have done internship in any other organization.

7. Should have a Certificate of Good Conduct during selection.

Personal Attributes 

1.Must be a person of integrity

2.Must be goal oriented, dynamic, self driven and diligent individual

3.Should possess good interpersonal, communication skills and be a team player.

The Internship positions will be for  a period of 12 months

The positions are non-renumerative position, however, the selected interns will be paid a stipend of twenty-five thousand (Kshs.25000)per month.

Successful applicants may be deployed either to the TSC Headquarters or County offices

Method of  Application 

Applications should be submitted online through TSC recruitment portal website www.tsc.go.ke.

Candidates who meet the above requirements should submit their applications by Monday 22nd November, 2021. 

Successful candidates shall be required to have a personal accident insurance to cover for personal risks during the internship period. They will also be required to have medical Insurance cover by the NHIF or any other reputable medical insurance firm.

TSC warning to schools over fees

The Teachers Service Commission (TSC) has issued a stern warning to teachers over claims of over charging school fees. The Commission says investigations are being carried out over some allegations that some schools are asking parents to pay extra fees; above the stipulated Ministry of Education Guidelines (on school fees).

“The TSC is investigating a few allegations that some teachers are not complying with Government directives on fees,” TSC chief executive Nancy Macharia now says.

The Ministry of Education slashed school fees for national schools by Sh8,500 and that for extra-county and county schools by Sh5,500 to ease the financial pressure on parents.

According to the new fees guidelines, Learners in national and extra-county schools in Nairobi, Mombasa, Kisumu, Nakuru, Eldoret, Thika and Nyeri will pay Ksh 45,000 per year; down from the Sh53,554 that they have been paying annually. This represents a reduction of Sh8,554.

On their part, learners in all other boarding schools including extra county schools that are located in other areas other than the town of Nairobi, Mombasa, Nakuru, Kisumu, Nyeri, Thika and Eldoret will now pay Sh35,000. These learners have been paying Sh40,535 per year. Consequently, their fees has been slashed by Sh5,535.

Students in special needs schools will pay ksh10,860 annually, down from the Sh12,790; that they have been formerly paying.

The new reduced fees structure took effect on July 26, 2021.

Macharia now directs schools to strictly adhere to the fees guidelines.

“I direct that all heads of school to stick to stipulated school fees and avoid loading parents with unnecessary levies,” she says.

FREE DAY SECONDARY EDUCATION CAPITATION TO SCHOOLS IN 2021-2022

Government subsidy (Capitation) to schools to actualize Free Day Secondary Education (FDSE) will be KES. 22,244.00 annually per learner as stipulated in table below;

TRAINING REVOLVING FUND FOR PUBLIC SERVICE

Vision 2030, the blue print for the Country’s long-term development envisions a globally competitive and adaptive human resource base that will contribute significantly to the economic, social, and political pillars that are the foundation of national development.

This, therefore, calls for well-trained, efficient, and motivated public service personnel equipped with the appropriate skills and competencies acquired through training and education.

In this regard, the Government, through the Ministry of Public Service and Gender (MPSG) has established the Training Revolving Fund (TRF) for public servants including, teachers, and persons involved in public teaching service from which, they will borrow funds for professional self-development. In this regard, the Ministry has signed a Memorandum of Understanding (MoU) with the Higher Education Loans Board (HELB) to facilitate access and administer the Fund on behalf of Government:

The purpose of this Circular is to inform all TSC employees that they can access the facility and sponsor themselves for training in the relevant professional fields.

TERMS AND CONDITIONS OF THE LOAN

ELIGIBILITY FOR THE LOAN

To be eligible for TRF, applicants must have met the following considerations:

  • Be a public servant,
  • Have completed the probation period,
  • Have completed two (2) years since completion of a long course,
  • Have completed one (]) year since the completion of a short course,
  • Commence their studies during the financial year when the funds are awarded,
  • Course applied for must be relevant and among those identified as critical (see 5.0 below),
  • Have ability to commence repayment of borrowed funds immediately after disbursement as per the I/3rd rule requirement under the Service Regulations,
  • Have ability to repay borrowed funds within the stipulated period,
  • Previous beneficiaries of HELB loans should have completed repayment or have been servicing the loan for at least six (6) months.

LOAN APPLICATION REQUIREMENTS

The following shall be the requirements to be submitted to HELB during the TRF loan application process: –

  • Duly filled loan application forms in hard copy or electronic form,
  • Certified copy of the applicants National Identification Card,
  • Certified copies of the latest three (3) months’ pay slips,
  • Copy of admission letter from a recognized institution,
  • A recommendation letter from the employer signed by the Accounting Officer or designated officer indicating the approved course, personal number and designation of the officer proceeding for training,
  • Certified copies of national IDs of guarantors who must be serving in a Ministry /Department/Service Commission/County Government.

                    FUNDING

The Fund shall consider applications for courses which cost between Kenya shillings thirty thousand (Ksh.30, 000.00) and five hundred thousand (Kshs.500, 000.00) per year subject to ability to pay.

Funding consideration will include:

  • The award of funds for courses shall be restricted to costs related to tuition, examination, library, comptiter and research;
  • Fees for accommodation and tuition on residential short courses will be treated as one item (where applicable) for the purpose of funding;
  • Ensuring no one shall benefit more tan once from the fund at the same time;
  • Successful completion of the course should be within the stipulated period, The TRF will not meet expenses occasioned by repetition of course,
  • Courses offered in local training institutions,
  • Application for further funding upon proven reasonable grounds,
  • Where beneficiaries exit the public service further disbursements will

APPLICATION PROCESS 

The applicant shall be required to:

  • Fill an application
  • Sign a loan agreement form when applying for the funds,
  • The forms will be available at the HELB website on helb.co.ke for online application.
  • The forms will be submitted along with the required supporting documents,
  • Applicants will be required to provide two guarantors who should be serving public servant in Ministries/Departments/Service Commissions/County

TSC to train Junior Secondary Schools teachers

The Teachers Service Commission, TSC, will this January 2023 begin training teachers who will teach junior secondary school (JSS). Both primary and secondary school teachers will be trained.

Teachers with degrees, diplomas, and TPD certifications who are qualified to teach in junior secondary have already been subjected to an audit by TSC.

The TSC will work with the Ministry of Education and the Kenya Institute of Curriculum Development (KICD) on how to educate grade 7 teachers, according to Hussein Mohammed, the State House Spokesperson.

The Ministry of Education, Kenya Institute of Curriculum Development, and the Teachers Service Commission will work on modalities of fast-tracking retooling teachers to ensure the country has sufficient numbers who are compliant with CBC. Priority will be given to those teachers who will be handling Grade Seven learners,” said the State House spokesperson Hussein Mohammed.

The training will be aimed at all teachers in grades 7, 8, and 9 from both public (regular and SNE) and private schools.

The Commission intends to train teachers in the areas of languages, pure sciences, applied sciences, mathematics, humanities, and technology.

These subjects and areas offered in the junior secondary school part will be included in the training of Grade 7 teachers.
