Ireland To Support Kenyan Students Interested In Science & Technology

Education Cabinet Secretary (CS) Mr. Ezekiel Machogu has commended the Republic of Ireland for supporting young Kenyans with interest in science and technology education through the Young Scientists Kenya.

Considered a joint venture between the Ministry of Education and the Government of Ireland, Young Scientists Kenya (YSK) is a unique platform for young people to demonstrate their innovation and showcase their scientific talents.

Machogu said that learners have enormous talent and potential and through exposure, YSK could develop in ways that benefit them and the country.

The CS made the remarks at his Jogoo House office during a courtesy call by the Ambassador of Ireland to Kenya, Ms Fionnuala Quinlan.

In her remarks, Ambassador Quinlan stated that Ireland has invested heavily in Education.

She reiterated that her government continues to support its youth through BT Young Scientist and Technology Exhibition, commonly called the Young Scientist Exhibition, and Irish Annual school Students’ Science competition.

“Young Scientist exhibition encourages young people not to see science as scary but exciting,” remarked Quinlan.

The Ambassador maintained that YSK has provided a platform for secondary school students to compete and showcase practical solutions to the problems faced within their communities adding that the winners take part in the Irish annual school students’ science competition in Dublin, Ireland.

Also present during the occasion were the Principal Secretary (PS) for Basic Education, Dr. Belio Kipsang and the Director in Charge of Administration in the State Department of Technical and Vocational Education, Ms Joyce Mwale and other senior Ministry officials.

Dr. Kipsang vowed that the Ministry will follow up on the winners in establishing how far they are faring.

He said the experience should enable the participants to develop a lifelong interest in Science as a discipline and a tool for solving problems in society.

TSC introduces new subject combinations for teachers

The Teachers Service Commission, TSC, has identified key learning areas for teachers. The Commission now wants universities and colleges to introduce these new subjects in their teacher training in preparation for the roll-out of the Competency Based Curriculum (CBC) in junior and senior school.

Via a note sent to the Ministry of Education,TSC Boss, Dr Nancy Macharia, said the alignment of the training programmes by universities and private colleges is intended to equip teachers with requisite skills, in line with the Kenya Institute of Curriculum Development Basic Education Framework.

“The purpose of this letter is to submit the commission’s advisory on teacher preparation and requirements to facilitate a smooth implementation of junior and senior school curriculum delivery,” said Dr Macharia in a letter dated July 30 addressed to the principal secretary for the State Department for University Education and Research, Simon Nabukwesi.

It is copied to the PS for Implementation of Curriculum, Prof Fatuma Chege, the CEO of the Commission for University Education, Prof Mwenda Ntarangwi, and vice chancellors of universities that train teachers.

According to the TSC, the new learning areas that universities need to give special attention include pre-technical and pre-vocational education, life skills, agriculture and health education.

Optional subjects include indigenous languages, Kenya Sign Language, visual arts, and performing arts. It further identifies various subjects where skills gaps exist, such as leatherwork, Mandarin, woodwork technology, plumbing and ceramics.

To implement the teaching of some of the learning areas, there is a need to retool teachers in home science and biology to facilitate learning in health education, social studies to include content on citizenship and sports and physical education to include the aspect of sports and health introduced in the learning areas, added Dr Macharia.

“We advise and recommend that the teacher education curriculum should be flexible and aligned to enable one to teach and instruct a variety of subjects,” she said.

This is a departure from the current practice where secondary teacher trainees specialise in only two teaching subjects.

The commission has not yet begun training secondary school teachers in service for the CBC despite the fact that the pioneer class, now in Grade Five will be moving to Grade Seven (the first junior secondary school class) in January 2023. It is expected that more teachers will be required in secondary schools when the curriculum is fully implemented.

To alleviate the perennial shortage of teachers and reasonably meet the demand of teachers in the country, TSC has recommended that universities be appropriately informed about the new subject areas to guide their admission of students pursuing teacher education to meet the projected demands.

“The commission is expected to project teacher demand levels and appropriate areas of focus that will inform the strategies for training and preparation of teachers who will be available and ready to handle the junior and secondary learning,” she said.

Recently, the commission stoked debate on its role when it sent a document to universities advising them to scrap the Bachelor of Education degree which has been in place since 1970. It recommended that teacher trainees undertake either a three-year Bachelor of Arts (BA) or Bachelor of Science, study three teaching subjects and later take a post-graduate diploma in education.

The proposal, which drew opposition from some universities, is still awaiting stakeholder engagement and approval from the Commission for University Education.

Speaking to the Nation a week ago, Kenya Institute of Curriculum Development (KICD) chief executive Charles Ong’ondo said universities should be able to churn out graduate teachers with relevant skills to handle learners in junior and senior secondary.

“We call upon universities to ensure their teacher training programmes are aligned with the CBC,” said Prof Ong’ondo.

According to the KICD basic education framework, all learners in junior secondary will learn the same subjects but will branch off to one of the pathways in senior secondary. The pathways include arts and sports science, social sciences, and science, technology, engineering and mathematics (Stem).

List of activities banned in schools between January and March 2021 by the Government

The Kenyan Government has banned a number of activities in schools for a period of three months; between January and March 2021. This is in a bid to curb spread of the spread of the Corona virus disease among learners as schools fully reopen for the first time.

Top on the list of banned activities is all non-essential visits to schools by parents and guardians. President Uhuru directs that the parents and guardians should only be allowed in exceptional circumstances – in fidelity with the guidelines issued by the Ministry of Education; with all visitors to schools being registered in the school records and being subject to all infection prevention protocols.

The government has also suspended all extra-curricular activities such as sports, drama, music and prize giving days, involving more than one school. The activities remain suspended for the next 90 days. All exchange visits between schools shall remain prohibited for the same period. This means that the earliest that schools will have co-curricular activities is in third term of 2020 (May 2021).

With term 3 of 2020 kicking off on May 5, 2021 to July 16, 2021 (for seven weeks only) it will be practically impossible to hold these activities.

It is a relief though for the aged teachers and those with re-existing conditions. To cushion aged teachers, Uhuru ordered that Teachers and other Staff who are aged 58 years or above, or who have pre-existing conditions, shall deliver on their duties through remote means or by holding their classes/lessons in open spaces with natural flow of air. The Teachers Service Commission, TSC, had earlier asked the teachers to work from home.

All schools shall ensure that they have adequate hand-washing stations corresponding to their student population, in line with the guidelines issued by the Ministry of Health and the Ministry of Education; schools experiencing water problems must ensure that there is adequate availability of hand sanitizers for both the students and the teachers.

Masks will be mandatory in schools with the Head of State directing that Teachers and Students to wear appropriate face masks when on the school premises or within school transport, in addition to strictly applying hand-hygiene and physical spacing.

TSC releases list of 3,500 teachers, staff who failed to file wealth declarations; removes them from payroll

The Teachers Service Commission, TSC, has released a list of 3,500 teachers and staff who failed to file their 2019 wealth declarations. Via a circular dated April 14, 2020, the Commission boss says the said teachers and staff have been expunged from the TSC payroll until they meet certain set conditions. All TSC employees, just like other workers in the formal sector, were required to declare their 2017/2019 Income, Assets, and Liabilities by 31 December, 2019 through the TSC Wealth Declaration online portal.

“Over 3,500 employees (secretariat staff and teachers) did not declare their Wealth within the stipulated deadline. Consequently, the Commission has stopped the employees’ salaries for Non-Compliance from March and April 2020 payrolls,” says the TSC Boss.

The Kenyan law requires all public officers to declare their wealth; periodically. This declaration is made online and there are hefty penalties for officers who fail to declare their income, assets and liabilities within the stipulated time. According to the Public Ethics Act of 2003, It is mandatory for all public officers to declare their income, assets and liabilities once in every two years.

All teachers in employment of TSC are required to declare their Income, Assets and Liabilities. These include teachers on: Any kind of leave, Interdiction, Suspension or Sick leave.

Here are links to the most important news portals:

About 40,000 teachers had not submitted their returns, online, by December 30, 2019. This prompted the Commission to extend the deadline by one more week. Those affected were given the grace period to file their data between 8th – 14th January, 2020.

For the teachers and staff to be reinstated into the TSC payroll they will be required to write an letter through their immediate Supervisor/Head teacher/Principal to explain why they did not adhere to the instructions to declare their wealth as stipulated in law.
“To fast track reinstatement, the letters be scanned and emailed to TSC headquarters with a covering letter listing the forwarded cases, by the TSC County Director,” says the Commission.
School heads must also give evidence that the teacher is indeed in active service.

“The Headteacher/Principal/Supervisor to confirm in writing that the employee has been in active service and /or has been teaching all along. The letter should be validated and forwarded to TSC Headquarters by the TSC County Director/TSC Sub-County,” adds the Commission.

Those affected will be hoping that the Commission will not take further action. This is because any teacher in the TSC employment who fails to submit a declaration or gives false or misleading information is liable to a fine of Kshs 1,000,000 or be imprisoned for a term not exceeding one year or both upon conviction.
