TSC new job grades and salary scales (A simplified illustration)

The Teachers Service Commission (TSC) has developed new job grades for teachers under the Career Progression Guidelines (CPG). These grades replaces the former job groups that were identified by alphabetical letters A to R.

Each of this grade is attached to a TSC salary scale.

8Grade D2 (T- Scale 12)Deputy Principal II and Senior Master IThis is a promotional position for Deputy Principals in secondary schools. One must have served as Deputy Principal III or Senior Master II T-Scale 11 for a minimum period of three (3) years; so as to get promoted. This is additional to other requirements as outlined by the Commission.
9Grade D3 (T- Scale 13)Principals and Deputy Principal IThis is a promotional grade for Deputy Principals in secondary schools. Among others, the two basic requirements for appointment to this grade are: a teacher must have served as Deputy Principal II or Senior Master I T-Scale 12 for a minimum period of three (3) years and be a holder of Master’s degree in a relevant area.
10Grade D4 (T- Scale 14)A job group for Senior principalsThis is a promotional grade for administrators in secondary schools. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment. To get appointment to this grade, a teacher must have served as Principal/Deputy Principal I T-Scale 13 for a minimum period of three (3) years and also be a holder of Master’s Degree in a relevant area; on top of other conditions as set by the Commission.
11 Grade D5 (T- Scale 15)This is the job group for all Chief Principals.This is the highest grade that can be attained by a secondary school teacher. This is a promotional grade for administrators in secondary schools. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment. To qualify for appointment to this grade, a teacher must have served as Senior Principal T-Scale 14 for a minimum period of three (3) years and be a holder of Master’s Degree in a relevant area.

1). Primary teacher II (T- Scale 5): 

This is an entry grade for Primary school teachers. The basic requirements for this grade are: having a Kenya Certificate of Secondary Education (KCSE) minimum mean Grade C (Plain) or other recognized equivalent qualifications; and must be in possession of a Primary Teacher Certificate (PTE) or its approved equivalent;

2). Primary Teacher I (T- Scale 6): 

This is a promotional grade for primary school teachers. Among other requirements, to get promoted to this grade one must have served as Primary Teacher II T-Scale 5 for a minimum period of three (3) years

3). Senior Teacher II (T- Scale 7): 

This is a promotional grade and an entry to the administrative cadre. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment.

One of the major requirement to get promoted to this grade is that one must have served as Primary Teacher I T-Scale 6 for a minimum period of three (3) years.

4). Senior Teacher I (T- Scale 8): 

This is a promotional grade for institutional administrators in Primary Schools. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment.

To get promoted to this grade one must have served as Senior Teacher II T- Scale 7 for a minimum period of three (3) years; among other conditions for promotion.

5). Deputy Head Teacher II (T- Scale 9): 

This is a promotional grade for institutional administrators in primary schools. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment.

To be promoted to this grade a teacher must have served as Senior Teacher I T- Scale 8 for a minimum period of three (3) years; have satisfactory rating in the performance appraisal; among other requirements.

6). Deputy Head Teacher I (T- Scale 10): 

This is a promotional grade for institutional administrators in primary schools. One must have served as Deputy Head Teacher II T-Scale 9 for a minimum period of three (3) years so as to garner promotion to this grade; on top of other requirements.

7). Head Teacher (T- Scale 10): 

This is a promotional grade for institutional administrators in primary schools. Among other requirements, one must have served as Deputy Head Teacher II TSC Scale 9 for a minimum period of three (3) years in order to be promoted to this grade.

8). Senior Head Teacher (T- Scale 11): 

This is a promotional grade for institutional administrators in primary schools. A major requirement is one must have served as Head Teacher or Deputy Head Teacher I T-Scale 10 for a minimum period of three (3) years so as to be promoted to this grade.

Secondary School Teacher III (T- Scale 6; Grade C1) 

This is the entry grade for secondary school teachers who are holders of Diploma in Education.

To get placed into this grade one must be in possession of Kenya Certificate of Secondary Education (KCSE) with a minimum mean grade of C+ (Plus) or its equivalent, have a Diploma in Education (with two teaching subjects) or its equivalent and have attained a minimum grade of C+ (plus) in the two teaching subjects at KCSE level; among other requirements. A teacher in this grade can be promoted to the next Job group; Grade C2. 

The three basic requirements for this grade (Grade C2) are: One should be: in possession of a Kenya Certificate of Secondary Education (KCSE) with a minimum mean grade of C+ or its equivalent, in possession of a Bachelor’s Degree in Education with two teaching subjects; or a Bachelor’s Degree in a relevant area with two teaching subjects plus a Post Graduate Diploma in Education (PGDE) and having a minimum grade of C+ (plus) in the two teaching subjects at KCSE level.

Secondary School Teacher II (T- Scale 7; Grade C2)

This is an entry grade for secondary school teachers who are holders of a Bachelor’s Degree in Education or its equivalent. A teacher in this grade can be promoted to Secondary School Teacher I (T- Scale 8; Grade C1) .

To qualify for appointment to this grade, a teacher must have served as Secondary School Teacher II T-Scale 7 for a minimum period of three (3) years; among other requirements.

3). Secondary School Teacher I (T- Scale 8): 

This is a promotional grade for teachers in secondary school. To qualify for appointment to this grade, a teacher must have served as Secondary School Teacher II T-Scale 7 for a minimum period of three (3) years; among other requirements.

4). Senior Master IV (T- Scale 9): 

This is a promotional and an entry grade for institutional administrators in secondary schools. Among other requirements, A teacher must have served as Secondary Teacher I T-Scale 8 for a minimum period of three (3) years to qualify for appointment to this grade.

5). Senior Master III (T- Scale 10): 

This is a promotional grade for institutional administrators in secondary school. One of the basic requirement for appointment to this grade is a teacher must have served as Senior Master IV T- Scale 9 for a minimum period of three (3) years.

6). Senior Master II (T- Scale 11): 

This is a promotional grade for institutional administrators in secondary schools. To qualify for appointment to this grade, a teacher must have served as a Senior Master III T-Scale 10 for a minimum period of three (3) years; among other requirements.

7). Senior Master I (T- Scale 12): 

According to the TSC establishment, this is a promotional grade for institutional administrators in secondary schools.

To qualify for appointment to this grade, a teacher must have served as Senior Master II or Deputy Principal III T- Scale 11 for a minimum period of three (3) years. This is on top of other requirements as stipulated in the Career Progression guidelines for teachers.

8). Deputy Principal III (T- Scale 11):

This is a promotional and an entry grade for Deputy Principals in secondary schools. To get appointed to this promotional grade, one must have served as Senior Master III T-Scale 10 for a minimum period of three (3) years; among other requirements.

9). Deputy Principal II (T- Scale 12):

This is a promotional position for Deputy Principals in secondary schools. One must have served as Deputy Principal III or Senior Master II T-Scale 11 for a minimum period of three (3) years; so as to get promoted. This is additional to other requirements as outlined by the Commission.

10). Deputy Principal I (T- Scale 13): 

This is a promotional grade for Deputy Principals in secondary schools. Among others, the two basic requirements for appointment to this grade are: a teacher must have served as Deputy Principal II or Senior Master I T-Scale 12 for a minimum period of three (3) years and be a holder of Master’s degree in a relevant area.

11). Principal (T- Scale 13): 

This is a promotional grade for administrators in secondary schools. To qualify for appointment to this grade, a teacher must have served as Deputy Principal II/Senior Master I T-Scale 12 for a minimum period of three (3) years and be a holder of Master’s degree in a relevant area; among other conditions.

12). Senior Principal (T- Scale 14): 

This is a promotional grade for administrators in secondary schools. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment.

To get appointment to this grade, a teacher must have served as Principal/Deputy Principal I T-Scale 13 for a minimum period of three (3) years and also be a holder of Master’s Degree in a relevant area; on top of other conditions as set by the Commission.

13). Chief Principal (T- Scale 15): 

This is the highest grade that can be attained by a secondary school teacher. This is a promotional grade for administrators in secondary schools. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment.

To qualify for appointment to this grade, a teacher must have served as Senior Principal T-Scale 14 for a minimum period of three (3) years and be a holder of Master’s Degree in a relevant area.

2019 TSC Intern teachers’ Interview dates, time and Venues; Bomet County

The Teachers Service Commission, TSC, has lined up interviews to fill the 10,300 teacher internship posts for Primary and Secondary Schools. This is after the Commission carried out the shortlisting of the thousands of applicants who expressed interest to take up the slots. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office.

Successful candidates will be absorbed for a period of one year; since the Internship period will be twelve (12) months.

Remuneration

Recruited interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend will subjected to statutory deductions where applicable.

Gov’t Set To Assess Numeracy Education In The Country

The Government in consultation with development partners in education, is set to assess the impact of a Global Partnership for Education (GPE) funded project on Numeracy Education in classes three and four in public primary schools.

The Project, worth USD 88.4million and implemented by the World Bank since 2015, is aimed at improving the teaching and learning of Mathematics to over 7 million pupils in the early years of learning in over 20 thousand public primary schools across the country.

According to a press release sent to news rooms, Senior Government officials, GPE’s Senior Operations Officer, Mr Wario Omuro, and UNESCO Regional Office for Eastern Africa Chief of Education, Mr  Saidou Jallow, are leading the Education Development Partnership Consultative Group (EDPCG) in a joint closing Project Support Mission of the Project, dubbed ‘Primary Education Development Project’ (PRIEDE).

The officials held an entry meeting, at the Kenya Institute of Curriculum Development (KICD), to assess the implementation status of the project before they visit schools in selected counties later in the week.

The Director for Projects Coordination and Delivery, Mr Elijah Mungai, thanked the development partners in education for this joint mission on numeracy education for children in lower primary school.

“Your support has helped all the stakeholders improve systems for managing education in the country,” he said.

The Project also targets 4,000 low performing schools in each county and ASAL counties in particular by strengthening School Management (SIP) and Accountability for results in the delivery of primary education in the country.

“Since 2002, GPE has helped and supported close to 70 developing countries and partners to develop and implement good quality education sector plans,” the statement read.

The GPE is a product of the 2,000 Dakar framework of action when the international community declared that ‘No country with a credible sector plan will be thwarted from achieving the education for all goals, by lack of resource’.

UHC, Dongo Kundu SEZ Top Agenda As President Kenyatta Meets Japan PM Abe

The ongoing roll out of the Universal Health Coverage (UHC) programme and the development of a Special Economic Zone (SEZ) in Dongo Kundu dominated talks between President Uhuru Kenyatta and Prime Shinzo Abe on the sidelines of the ongoing TICAD 7 conference in Yokohama, Japan.

During the bilateral meeting, Prime Minister Abe said Japan will continue supporting Kenya’s ambition to achieve UHC through Public Private Partnership (PPP) arrangements.

Prime Minister Abe had earlier, during the opening session of TICAD 7, announced his government’s pledge to support UHC programmes in Africa that will benefit over 3 million people.

On the Special Economic Zone (SEZ) in Dongo Kundu, the two leaders agreed that with the support of the Japanese government, Kenya will fast track the commencement of the SEZ as well as the construction of the Likoni Gate bridge.

Other matters that featured prominently during the talks included regional peace and security, sustainable blue economy and the need to address the trade imbalance between the two countries that is currently in favour of Japan.

President Kenyatta thanked Prime Minister Abe for hosting TICAD 6 in Kenya in 2016 saying the conference helped raise the country’s profile as an investment destination of choice on the African continent.

The President noted that in the last 3 years, the number of Japanese companies setting shop in Kenya significantly rose from 41 to 57, a feat he termed as a success indicator of the growing bilateral ties between Tokyo and Nairobi.

The leaders also discussed ongoing United Nations reforms with President Kenyatta asking his host for Japan’s support for Kenya’s bid to win a non-permanent seat on the UN Security Council.

President Kenyatta concluded by inviting PM Abe to attend the 25thInternational Conference on Population and Development (ICPD 25) that will be held in Nairobi between 12thand 14thNovember this year.

In another side meeting, President Kenyatta and the UN Secretary General, Antonio Guterres discussed regional peace and security in the Eastern Africa region.

At the meeting, the President invited Mr Guterres to the UN Oceans Conference that Kenya will co-host with Portugal in Lisbon between 2ndand 6thJune next year.

Earlier, President Kenyatta separately held talks with President Yoweri Museveni of Uganda and Prime Minister Pravind Jugnauth of Mauritius.

PM Jugnauth assured President Kenyatta of his country’s support for Kenya’s bid for a non-permanent seat on the UN Security Council when elections are held in June 2020.

The two leaders further agreed to conclude discussions on the “Avoidance of Double Tax Agreement” between the two countries by mid September and sign a Memorandum of Understanding on Standards by end of September 2019.

How To Apply For Kazi Mtaani Programme- Latest Guide

The government has announced the recruitment of the third phase of the Kazi Mtaani programme that commenced on Friday, November 19. Principal Secretary for State Department of Housing and Urban Development, Charles Hinga says all interested individuals should apply through the Kazi Mtaani Management System (KMS) Portal.

So far, employment created from the initiative has significantly reduced crime in the areas it was rolled out as well as accorded the youth a chance to earn.

“Another key aspect was to ensure the economic side of it. We needed to create a situation whereby we give some young people money to take home.

“The online portal will ensure those interested be registered in a timely, transparent and efficient manner that will be equitable across the board,” he said on Tuesday.

What is Kazi Mtaani?

 

The Kazi Mtaani Programme is an initiative designed to cushion the most vulnerable youth in the informal settlements from the effects of COVID-19 pandemic.

The objective of the programme is to provide a form of social protection for workers whose prospects for daily or casual work has been disrupted by the containment policies put in place to limit the spread of COVID-19.

Through this initiative, residents are recruited to undertake projects concentrated in and around informal settlements with   the aim of improving the environment, service delivery and providing income generation opportunities.

The State Department for Youth Affairs is currently implementing the training component of Kazi Mtaani Programme in the 47 Counties to equip youth with industry relevant skills to ensure they are employable and productive post COVID – 19 Crisis.

It is expected that after the training the youth will develop a saving culture, form and register groups, establish social enterprises and apply for funding from Government Affirmative Funds (YEDF, NGAAF, Women Enterprise Fund and Uwezo Fund). So far, over 200,000 youth have been trained on Entrepreneurship, Financing for business, Life Skills, Citizenship and National Values.

Kazi Mtaani initiative is a safety net programme for unemployed youth across the country

“KMS is a mobile and web-based system developed by the Government of Kenya to register and manage Kazi mtaani beneficiaries across the country. The web application will be used to register/recruit, process the data received from the mobile application, payments and reports; while the mobile application is used to collect workers, clock in and clock out and projects data,” he said.

Kazi Mtaani Kenya salary 

What is the Kazi Mtaani initiative salary? The government program has undoubtedly attracted numerous youths in Kenya, and it goes, therefore, without saying that the Kazi Mtaani payment package could be attractive.

In its first phase, the enlisted workers were paid a daily wage of Kenyan shillings 653.10 for Nairobi, Kisumu, and Mombasa. In contrast, those from the other municipalities were paid Kenyan shillings 600.00.

However, the Kazi Mtaani salary was lowered slightly in phase two to increase the recruitment bracket to 270,000. Each enlisted worker receives payment of shillings of 455.00 per day. The Kazi Mtaani initiative continues to empower youths in all parts of the country.

Since its launch, it has attracted the interest of numerous young people. The initiative provides employment opportunities for these energetic youths and keeps them away from criminal activities.

The jobs are open for both skilled and unskilled individuals expected to:

  1. be aged between 18 and 35 years.
  2. be Kenyan citizens with valid identification cards
  3. possess a certificate of good conduct
  4. be residents of areas in which they make applications

Possessing a KCSE or KCPE certificate is an added bonus.

In the application process, personal details are required which include:

  1. Individual’s name
  2. Identity Card number
  3. Telephone number
  4. Address
  5. The cluster name and village

Recruitment for the third phase of Kazi Mtaani will commence on November 19th 2021. All interested candidates are required to apply through the Kazi Mtaani Management System Portal, a web-based system specifically developed by the government to facilitate the registration and management of beneficiaries of the programme.

For phases one and two, those interested in the programme had to present their applications to the assistant chiefs of the areas in which they reside. The project falls under the National Hygiene Programme overseen by the Ministry of Interior.

Currently, enlisted workers from Nairobi, Kisumu, and Mombasa earn a daily wage of Kshs. 653.10 while workers from all other municipalities earn a daily wage of Kshs. 600.00 per day.  The wages are guided by the Wage Order of 2018. Payments are made once a week through mobile money transfer.

Specifics of the Kazi Mtaani job

  1. The youth are expected to work for a maximum of 8 hours from 8.00 am to 4.00 pm, Monday to Friday, every week with weekends and public holidays exempted.
  2. In Phase 2, the enlisted youth will be expected to work for a maximum of 11 days per month.
  3. The project will be expanded in phase 2 to include the upgrade of public sanitation facilities including building public toilets, and construction of projects.

The Kazi Mtaani duties include:

  1. Creating and paving walkways for people so that they are not walking on dusty paths and muddy areas, creating drainage within informal settlements
  2. creating community gardens within settlements;
  3. constructing green spaces and pocket parks where children can play, where land can be made available;
  4. repairing and refurbishing public offices, nursery schools, and community halls within informal settlements.

The Kazi Mtaani recruitment is done through a grass-root selection committee that identifies suitable workers. The selection committee is comprised of:

  • Informal settlements leadership;
  • Settlement Executive Committees (SECs), where they are operational;
  • Nyumba Kumi leaders; and
  • National Government Administration Officers (NGAOs).

Members of this committee are well versed with the localities and are known to the communities thus they are best placed to undertake this exercise.

The government started Kazi Mtaani in 2020 as a way to cushion the youth against the economic difficulties brought about by the Covid-19 pandemic. The initiative involves performing tasks such as cleaning streets, drainage lines, growing trees and rehabilitation of Public facilities.

The Kenya Ministry of Youth Affairs

The Ministry of Youth Affairs was first established in December 2005 to address youth concerns in the country upon realization that the government  needed to deal with the many socio-economic challenges facing the Kenyan youth to achieve the Millenium Development Goals.

With the promulgation of the new Constitution of Kenya, 2010 and subsequent re-organization of government ministries, the youth docket has been domiciled in several ministries and is currently one of the three state departments in the Ministry of ICT Innovation and Youth Affairs. Agencies under the State Department for Youth Affairs  are the Youth Enterprise  Development Fund (YEDF) and The National Youth Council (NYC).

Mandate and Functions of The Kenya Ministry of Youth Affairs

The mandate of the State Department for Youth Affairs is anchored in Article 55 of the Constitution of Kenya, 2010 from which the functions of the Department are derived and  outlined in the Executive Order No.1 of 2020 (Revised May, 2020) on Organization of the Government of the Republic of Kenya as follows:

  3. Harnessing and Developing Youth Talents for National Development;

📝 Application requirements.

✅ Application Fee of 1,500 (for those who didn’t apply while at school) and 1,000 for those who applied plus Mpesa charges.
