Ministry of Education directs TVETS to re-hire retired tutors to curb shortage

The Ministry of education has directed Technical and Vocational Education and Training, TVET, institutions to rehire retired trainers to curb the biting shortage that has rocked the institutions. The Ministry decries the lukewarm response by the Public Service Commission to a request for recruitment of more trainers.

Now, the Principal Secretary for the State department of Vocational and Technical Training has directed the institutions to hire retired trainers for a period of one year. “This is to kindly and urgently request you to contract the retired trainers and advise them to liaise with this office and provide us with their contact addresses to enable us formalize the appointments for those who will accept the offer, ” says Mrs. J. K. Gichomo in a circular dated 7th January 2019, on behalf of the Principal Secretary.

According to Mrs Gichomo, the State department of Vocational and Technical Training appealed to the Public Service Commission, PSC, to recruit trainers to address the serious shortage of trainers in the TVET institutions. But, Mrs Gichomo says the PSC observed that recruitment of staff would take a long time while the institutions continue to suffer from the acute shortage.

“The Commission (PSC) resolved that as a stop gap measure, pending recruitment of trainers to address staff shortfalls, the retired trainers be appointed to their former posts on local agreement Terms for a period of one year with effect from the date(s) they report for duties but not later than 31st January, 2019,” adds Mrs Gichomo.

TVET institutions offer training in Craft, Certificate and Diploma Courses.

Other public learning institutions, More so Primary and secondary schools, are also grappling with heightened staff shortages.

List of institutions offering Competency-Based Education and Training (CBET) curricula as approved by the Technical & Vocational Education and Training Authority (TVETA)

Background

The Technical and Vocational Education and Training Authority (TVETA) is a public corporate agency established under the Technical and Vocational Education and Training (TVET) Act No. 29 of 2013 to regulate and coordinate training in the country through licensing, registration and accreditation of programs, institutions and trainers. Section 7 of the Act, 2013 gives the powers and functions of the Authority to regulate and coordinate training; inspect, license and register and accredit training institutions; accredit and inspect programmes and courses; promote access and relevance of training programmes; determine the national technical and vocationaltraining objectives; assure quality and relevance in programmes of training among other functions.

The Authority is governed by a Board appointed by the Cabinet Secretary responsible for Technical and Vocational Education and Training while the day to day affairs are managed by the Board’s Secretariat, headed by a Director General. Prior to the establishment of TVETA, a Directorate of Technical Accreditation and Quality Assurance and Directorate of Youth Training had been established to undertake inspection and registration of TVET institutions with the purview of the mandate of the Ministries of Higher Education Science and Technology and Youth Affairs and Sports respectively.

The Kenyan TVET sector comprises of National Polytechnics, Technical Training Institutes (TTIs), Vocational Training Centres (VTCs), Technical Trainer Colleges and any other category specified by the Cabinet Secretary, Ministry of Education Science and Technology.
