TSC sets deadline for filling 2019 term 3 TPAD data online by teachers; How to fill Teachers’ Appraisal form online, deadline for Appraiser and Appraisee data

The Teachers Service Commission, TSC, has opened the portal for filing teachers’ term three (3) 2019 appraisal data. This is to allow teacher file their Teachers Performance Appraisal and Development (TPAD) data online.

TSC holds that teachers must continue uploading their performance appraisal data as per the Career Progression Guidelines. The Commission uses data captured on the TPAD system when considering teachers for promotions. Teachers who are yet to upload their data for term 3 now have until Tuesday 13th December, 2019 to do so. This is the deadline for both the Appraisee and Appraiser. The Appraisee is the individual teacher while the Appraiser is the immediate Supervisor. For example, in a secondary school, the Appraisee is the classroom teacher while the Head of Department or the Deputy Principal is the Appraiser. Individual teachers log onto the sytem to fill in their self appraised data, while the Heads of Departments or Deputy Principals log onto the system to enter their data on the appraised teachers’ performance.

Meanwhile, TSC has created a new user friendly portal for capturing the appraisal data. The Commission has at the same time reduced the number of teaching standards to be appraised for teachers from the previous seven to five on its online appraisal portal.
To enhance implementation, the Commission has customized the TPAD tools targeting teachers serving in primary, secondary, special needs institutions and post secondary institutions, where, while the teaching standards are the same for all categories of teachers, performance indicators and verifiable evidence have been customized for various institutions.

The Kenya Institute of Curriculum Development (KICD) is mandated to perform the following functions:

  • Help head teachers and their staff maintain effective discipline among their students.

  • Curriculum – all planned learning programs that facilitate formal, non-formal and informal learning.
  • Co-curriculum – voluntary curriculum that includes sport, clubs, student government and school publications.
  • Core curriculum – the body of knowledge, skills and attitudes expected to be learned by all students, generally related to a set of subjects and learning areas that are common to all students.

 

Distinguish between formal, non formal and informal curriculum

  • Formal curriculum – the curriculum in which there are deliberately organized, planned and written processes in a formally organized learning institution such as a school with organized structures such as classrooms.
  • Non formal curriculum – refers to any organized, planned and written learning activity that operates outside the formal education system. It emphasizes practical skills and targets particular population group.
  • Informal or Hidden curriculum – curriculum that constitutes a lifelong process in which people learn from every day experiences which are not necessarily planned or organized.

A female teacher is entitled to 90 calendar days maternity leave from the date of confinement. This leave is exclusive of annual leave. The application for leave should be submitted to the DEO/MEO/DCE through the head of institution at least one month before the leave is due and must have supporting medical documents.

  1. Paternity Leave

A male teacher can apply for paternity leave of up to 10 days within the period of spouse’s maternity leave.

  1. Compulsory leave

30 days with full pay to allow investigations into allegations.

  1. Leave without pay

Special conditions eg accompanying a sick person for more than normal 15 days compassionate leave.

  • Has worked for the commission for a min. of 5 years
  • UT teacher seeking to undertake postgraduate diploma or degree in education.
  • A teacher studying in an area of great need as specified in the study leave policy.
  • Trained technical teacher admitted to a national polytechnic for a higher National Diploma provided the subject area is in demand in the teaching service.
  • Has demonstrated a good record in performance.

SELECTION CRITERIA FOR ADMINISTRATIVE POSTS

To ascend to any of the administrative position in school, the Teachers Service Commission (TSC) has set a wide array of conditions that must be met by the teachers. These conditions and criteria for deployment are contained in the Career Progression Guideline for teachers of 2018 and the Policy on Appointment and Deployment of Institutional Administrators of 2017. Below is an outline of the various administrative positions for various cadres of schools:

A). PRINCIPALS OF SECONDARY SCHOOLS

The secondary schools have been stratified and principals heading the various categories are placed in different grades, thus;

  • i). Principals of Sub- County and All Day schools: To be appointed so as to head this category of schools, one must have served as a Deputy Principal (Grade D2) for atleast 3 years. These schools are headed by a Principal having Grade 3 (T- Scale 13).
  • ii). County Schools with with over 540 students: These schools are headed by Senior Principals, Grade D4 (T- Scale 14). To be appointed to this grade, a teacher must have served as a Principal at Grade D3 for a minimum period of three (3) years.
  • iii). National and Extra County Schools with over 1000 students: Headed by a Chief Principal of Grade D5 (T- Scale 15). To be appointed to this grade, one must first serve for atleast 3 years at a Senior Principal; Grade D4.

  • i). Sub- County and All Day schools: Deputy Principal III of Grade D1 (T- Scale 11). To ascend to this position you must first serve as a Senior Master at Grade C5 for a minimum period of three (3) years.

  • iii). National and Extra County Schools with over 1000 students: Senior Master I with a qualification of Grade D2 (T- Scale 12). To ascend to this position, a teacher must have served as a Senior Master II with Grade D1 (T- Scale 11) for a minimum period of three years.

D). HEAD TEACHERS OF PRIMARY SCHOOLS.

  • i). Primary schools with enrollment of below 1000 learners: Head Teacher with Grade C5 (T- Scale 10). To be appointed to this grade a teacher must have served as a Deputy Head Teacher at Grade C4 for atleast three (3) years.
  • ii). Primary schools with enrollment of over 1000 learners: Senior Head Teacher with Grade D1 (T- Scale 11). To be appointed to this grade a teacher must have served as a Head Teacher at Grade C5 for atleast three (3) years.

Massive teachers transfers, delocalization looming- TSC latest news

Delocalization and mass transfers of teachers by TSC will go on even as teachers’ unions remain opposed to the exercise. According to the Commission transfers were in line with the provisions of the code of regulations for teachers and Collective Bargaining Agreements (CBA) signed between TSC and their unions.

“The Commission finds it an act of dishonesty and deceit on the part of the unions’ leadership to continue making public pronouncements calculated at misleading the same teachers the leaders are supposed to guide,” Dr Macharia was quoted by the media.

TSC is priming itself for massive teacher transfers in April this year. The Commission will be targeting Principals in County and Sub-County schools plus primary school head teachers.

Through a memo dated February 26 memo and addressed  to all Regional Directors, TSC seeks details of primary school head teachers and principals of secondary schools who have exited the teaching service. Also required are details for teachers who are currently working in their home counties and those who have stayed at their current stations for over nine years.

Those to be exempted from the transfers are teachers aged above 55 years. The delocalization exercise had been slowed down as a result of the Corona virus pandemic and prolonged closure of schools.

Regional directors have now been directed to capture the home county of the secondary school principals complete with details of their current station. Additionally, details on the  size of the school, the sponsor of the institution, and the category of the school and enrolment data should also be collected.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a few administrators were moved.

The exercise has seen the execution of transfers for thousands of long serving principals and school heads; with some supporting and others opposed to the delocalization policy. A number of school administrators moved, so far, were those serving in their homes.

Others had also served in the same stations for a long time. Targeted administrators were mostly transferred to other counties and in some instances different regions.

Teachers to get comprehensive medical cover, free Covid 19 jabs- TSC News Today

The Teachers Service Commission (TSC) has announced a new Covid 19 enhanced medical cover for all the teachers. This is in a bid to meet treatment costs for the tutors in case they contract the corona virus disease. The Commission has reached an agreement with the Medical cover provider (MINET-AoN).

In a press statement dated January 6, 2021, TSC Boss Dr.Nancy Macharia reported that the teachers’employer is working tirelessly with the Ministry of Health (MoH) to provide psycho-social support to teachers that are in need of the services, owing to the COVID-19 pandemic.

Dr. Macharia restated that teachers who are 58 years and above, and those with serious underlying conditions are encouraged to work from home. She assured them that their jobs are secure.

“If you are not able to go to school, no one will sack you. Even before Covid-19, teachers fell sick and nobody would wish to make matters worse for teachers… We have directed our county and regional directors to advise and guide the teachers whenever they come to their officers for direction,” said TSC Boss Dr. Nancy Macharia.

Teachers to get Covid 19 jabs     

By Friday January 8,2021 about 92 Teachers had been placed under the Covid 19 home-based care Programme. Another 209 tutors had also been reportedly recovered under TSC’s COVID-19 medical insurance cover.

Meanwhile, teachers have been classified among the front-line workers and are set to receive the Covid-19 vaccine expected in the country in February this year. Health Chief Administrative Secretary Mercy Mwangangi reported that other professionals who will be given priority are health workers and police officers, as well as older citizens aged 58 and above.

“When the vaccine arrives, which is projected to be around end of February, teachers will be among the first beneficiaries because they are now front line workers,” Dr Mwangangi said on Thursday.

TPAD 2 appraisal rating meeting online

A TSC teacher is expected to schedule an appraisal rating meeting with the appraiser. This is done online at the TPAD 2 portal. Before the appraisal rating meeting, you are required to evaluate and rate yourself. Your appraiser is also required to assess and rate you.

After the completion of the self-evaluation and evaluation by the appraiser (you), the interface will show a completed appraisal which should be “Appraisal completion 100%”.

The appraiser should notify the appraisee of the time, venue and agenda of the meeting, before the appraisal rating meeting which should be in line with the institutional calendar of activities.

The appraisal rating meeting is scheduled by the appraiser and it happens between the appraiser and the appraisee.

The appraiser and appraisee will hold a meeting and the purpose of the rating meeting is to review their joint rating and then reach an agreed rating.

HOW TO BOOK AND CONDUCT AN APPRAISAL RATING MEETING.

After Self Appraising yourself, it will be the turn of your appraiser to rate you;

  1. Log into your TPAD 2 account and select “Appraiser Appraisals” from “My dashboard”. This will show the “pending appraisals” and “schedule meeting” buttons.
  2. The appraiser can schedule a meeting by clicking “schedule meeting” button. This will open the “schedule appraisal rating meeting” interface.
  3. The “schedule appraisal rating meeting” portal has a list of all the Appraisees Awaiting appraisal meeting (these are the appraisees awaiting to be scheduled for appraisal rating meeting)”. On the other hand, the appraisees “scheduled appraisals” are the appraisees already scheduled for the rating meeting.
  4. On the teacher being appraised, click the “schedule meeting “button. The appraiser will see a pop up window on schedule Appraisal Meeting which shows “Appraisal date” and “Appraisal time” as shown in the screen shot.
  5. Next, click on “Appraisal date” on the pop up window and from the calendar select a date for the appraisal rating meeting.
  6. Click on “Appraisal time” from the drop down button on the pop up window and select time for the Appraisal meeting. Then click “save schedule” button to complete the process.
  7. Once the meeting is successfully scheduled a success message will be shown on your window.
  8. Now, click “OK” to complete the scheduling. A notification of the scheduled meeting will be sent to the appraisee.
  9. Once the meeting is scheduled, it moves to the “scheduled appraisals”.
  10. To proceed with updating the ratings, appraiser should click on “scheduled appraisals” button. It will open a portal with the list of all the teachers scheduled for appraisal rating meeting.
  11. On the teacher being appraised, click “start meeting” button and at this point the appraiser and appraisee can now proceed with updating the ratings or “Update Schedule”.

TEACHERS SERVICE COMMISSION SICK LEAVE, WHEN/ HOW CAN A TEACHER APPLY FOR A SICK LEAVE

A teacher can apply for a sick leave if he/ she can not attend to duties due to sicness. The teacher should apply to the Teachers Service Commission, TSC,  for the sick leave through the head of institution by filling form P.

HOW CAN THE TEACHER APPLY FOR A SICK LEAVE:

  • A sick teacher should fill the form P, Sick leave form, not later than 48 hours incase the teacher attended as an outpatient or not later than 7 days where the teacher is an inpatient.
  • The teacher’s sick leave form must be forwarded by the head of institution, after attaching medical evidence documents, to the Sub county Director.
  • In situations where the teacher can not apply for the sick leave in person, the head teacher is expected to write to the sub county director within a period of 14 days on receiving the sickness information.

HOW IS THE SICK LEAVE GRANTED:

  • A teacher will receive full pay for a sick leave not extending 3 months
  • A teacher will receive half pay for a sick leave granted for the next 3 months
  • If the sick leave extends past 6 months, the teacher goes without pay/ zero pay until she/ he resumes duty.

Types of Allowances paid to Teachers by the Teachers Service Commission, TSC

 

TSC tells schools’ heads to be wary of con men soliciting bribes to block their delocalization

The Teachers Service commission, TSC, has warned schools’ heads not to fall to con-men who are posing as the Commission’s officials so as to influence their delocalization. TSC rolled out the delocalization exercise for schools’ administrators targeting those who have stayed for over nine years in the same station. Also targeted in the delocalization are teachers working in their home counties.

“Some conmen and impostors have been calling  principals and head teachers claiming to be in a position to influence appointment and transfers of heads,” says the TSC’s Director of Corporate Communications, Kihumba Kamotho. The said impostors have reportedly been calling, some, heads to solicit bribes so as to ‘block’ their transfers or influence transfers to ‘preferred’ locations. The teachers’ employer moved over 5,000 school heads and their deputies in the first phase of the delocalization programme that occurred in December, 2017. During the exercise 31 principals of National schools and 154 teachers in extra county schools were moved to new stations.

The third phase was expected to be executed this month, December- 2018, but the Commission is yet to dispatch the delocalization letters. Unconfirmed reports indicate,though, that a total of about 3,000 teachers may be moved during the third phase of the exercise. This is despite the protests from the Kenya National Union of Teachers, KNUT, leadership who say the exercise is inhuman and leads to instabilities in families of the affected teachers. The President, H.E Uhuru Kenyatta, in August this year ordered the review of the ongoing teacher transfer programme so that families are not affected negatively by the transfers of teachers. “The delocalization programme has created some unforeseen challenges that have in some instances affected some teachers’ families. We are reviewing the policy guidelines to ensure that this policy is not implemented to the detriment of families,” the president had said. But, the Commission seems to be maintaining its hard-line stand claiming delocalization is ingrained in the 2016-2021 Collective Bargaining Agreement, CBA, signed by the teachers’ unions on behalf of teachers.

And now, Kihumba is advising head teachers to only rely on information from the commission’s agents; County and Sub- county Directors. “All heads of institutions are advised that communication with heads of all institutions and teachers is, as a matter of procedure, done through County and Sub- County Directors,” Kihumba said in a presser released yesterday. “The conmen should be ignored and numbers used (by them) to call forwarded to the police,” adds Kihumba. Teachers recruited as interns have something to smile about after their employer gave them green light to apply for the advertised permanent/ replacement vacancies. The Teachers Service Commission via a note on their official Twitter Account said the Intern teachers can tender in their applications to be considered for permanent employment.

The Teachers Service Commission has advertised 2,120 posts to replace teachers who have
exited service through Natural Attrition (1591 posts for Primary Schools and 529 posts for
Secondary Schools). All interested candidates should submit their applications to the respective County Directors and Boards of Management as above not later than Wednesday 5th February, 2020.

This is good news for the over 10,000 interns recruited in November 2019 and who have been at cross roads on their fate; as pertains the permanent jobs’ applications. The teachers are to serve for a period of one year.

Once absorbed, the Teacher Intern can then terminate the contract. “(The Teacher Intern shall) Submit a written letter of resignation/ termination of the contract to the Commission through the Supervisor by giving thirty (30) days Written Notice,” reads the internship terms and conditions; in part.

Equiloan for TSC Teachers from Equity Bank; Application procedure, requirements and repayment schedule

Are you a teacher employed by the Teachers Service Commission, TSC? Do you need a check-off loan facility with Equity Bank and you are wondering how to easily get it? Well. Here is a guide on how to apply for the loan, requirements and the loan repayment schedule.

EQUILOAN FOR TSC TEACHERS

Equity bank gives a loan product to teachers employed by the TSC. This loan is referred to as Equiloan and is a medium term loan that is granted to salaried customers for investing in various personal development projects.

FEATURES OF THE EQUILOAN FOR TEACHERS FROM EQUITY BANK.

If you are intending to apply for the loan, then you should know that;

  • You can be given up to Sh2Million; depending on ability to pay.
  • The loan has a flexible repayment period of up to six (6) years.
  • The loan is unsecured. Meaning, with your payslip Equity bank will process your loan.

REQUIREMENTS OF THE EQUILOAN FOR TEACHERS

You should keep in mind that this loan has the list number of requirements. These include:

  • Loan application and appraisal forms which you can get at your local Equity Bank Branch.
  • Three original and most recent payslips. These you can print from the TSC Payslips Portal.
  • Two authorization forms which you can also get at your local branch.
  • Two clear copies of your national identity card, ID.
  • Two clear copies of your KRA PIN Certificate.

EQUILOAN APPLICATION PROCEDURE

To apply for the Equiloan follow the procedure below;

  • Visiting your local Equity Bank Branch and pick the authorization, loan application and appraisal forms. Fill the forms correctly.
  • Have the forms duly certified by your principal/ head teacher and TSC.
  • Attach the required documents and return the form to your Equity Bank Branch.
  • You will be informed of the application status after 48 hours (2 days).
  • The next step will involve approval of the loan online.

HOW TO APPROVE YOUR LOAN ON THE TSC PAYSLIP ONLINE PORTAL.

  • Log into the TSC Pay-slip portal so as to send your payslip online to your bank/ Sacco.. This can be done by logging into the T-pay portal at https://payslip.tsc.go.ke/login.php
    • Enter your TSC number and password correctly and click ”Login’

    • Once logged in, under third party transactions, select ‘click here to send your payslip’.
    How to send your payslip to your bank/ Sacco.
    • In the next window, select the third party category as ‘Bank/ Sacco’ and Company to be ‘Bank/Sacco’. You now should click ‘send payslips’. You will get a success message on your screen thus; ‘Payslip for this month has already been sent to a 3rd party’.

    • Your Pay-slip will be immediately received at the Sacco/ Bank and the loan application is then processed.
    • Once the loan appraisal is complete, you will receive an sms alerting you to login into the TSC pay-slip portal to give your loan consent.
    • Log into the TSC Pay-slip portal and click ‘confirm loan’.In the next window, tick the box next to the current loan and click on ‘approve loan’.

    • Now select ‘back’ and you will be able to see the loan status as ‘confirmed’.

    • Once consent is given by TSC (by seeing the status indicated ‘confirmed’), you will need to alert your bank/ Sacco in order for the loan to be finalized and funds deposited into your account.

    • When your loan has been approved, the loan amount will be deposited into you account number and you will be notified.

EQUILOAN REPAYMENT SCHEDULE FOR TSC TEACHERS

It is important that you know how much loan you will qualify for. This you can check on the Equiloan repayment sheet (see below). Remember your payslip must have ability to support the monthly installments towards the loan and that a third of your basic salary must remain after all deductions.

TSC issues new TPAD 2 guidelines for 2021

The Teachers Service Commission, TSC, has now issued fresh guidelines on how the Teacher Performance Appraisal and Development (TPAD 2) for term 2 and 3 should be carried out. According to the latest memo from the Commission, the TPAD system will be opened for term 3 for grade 4, class 8 and form 4 teachers and term 2 for teachers of the grade 1,2,3, class 5,6,7 and form 1, 2 and 3 will be opened from 11th January 2021 to 26th March 2021.

TSC has at the same time indicated that the TPAD 2 portal was opened for term 2 2020 on  12th October 2020 and closed on 31st December. When the TPAD 2 portal is open, teachers are able to perform the following tasks:

  1. Create a TPAD 2 Account and Log in
  2. Schedule an Appraisal Rating Meeting online
  3. Undertake Lesson Observation
  4. Capture learner progress records
  5. Fill weekly lesson attendance data
  6. Reach an agreement on Appraisee and Appraiser marks plus countersigning
  7. Create a lesson observation request 

ACTIVITIES TO BE EXECUTED IN THE NEW TPAD 2 FOR TERM 2 AND 3

To comply fully with the TPAD filing requirements, the Commission directs the field officers as follows:

  • All teachers create appraisal depending on the classes they teach i.e. Teachers teaching grade 4, class 8 and form 4 should create appraisal for term 3 whereas the teachers teaching the other classes should create for term 2. This only applies for primary and secondary schools.
  • Submit a list of schools missing from the TPAD system in your respective Counties.
  • Submit list of schools yet to be provided with IPPD codes in your respective counties.
  • That all teachers are mapped in their respective schools, zones, sub counties and counties respectively.
  • Submit a list of teachers yet to appear on TPAD online system (kindly provide their TSC numbers and work stations).
  • Inform all heads of institution that the Performance Contract (PC) for heads of institution and the PC calendar have been uploaded in the TPAD online system. All heads of institution should start filling their Performance Contract by developing the operational work plan by the 11th January 2021.
  • Generate appraisal reports from the TPAD online system. Where there are discrepancies of the total number of appraisals exceeding the total number of teachers, establish the root cause and take necessary action.

TSC says teachers are not getting adequate support from the field officers.

It has also come to the attention of the Commission that teachers are not getting adequate support in navigating the TPAD online system from field officers. This is due to the several enquiries being raised through different communication channels of the Commission. This has been noted even after County Directors, County ICT officers and other field officers
have been assigned rights in the TPAD online system. You are required to ensure that teachers are supported as part of effective service delivery.” Says Dr. Mugwuku Menduni; the TSC Director of Quality Assurance and Standards

SPECIFIC ROLES/RIGHTS OF OFFICERS IN THE TPAD ONLINE SYSTEM

The Teachers Service Commission, TSC, has lined up interviews to fill the 10,300 teacher internship posts for Primary and Secondary Schools. This is after the Commission carried out the shortlisting of the thousands of applicants who expressed interest to take up the slots. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office.
