TSC announces massive teacher transfers

As teachers proceed to the April holiday most of them will be waiting with bathed breaths as their employer is expected to roll out massive transfers. The Teachers Service Commission (TSC) has announced that there shall be a major shake up administration of public schools; mostly mixed ones.

A new policy adopted by the Commission is seeking to reorganize placement of heads and deputies in mixed schools to ensure that they are not of the same gender.

“In its efforts to promote gender mainstreaming and equity, TSC is reorganizing placement of heads and deputies in mixed schools to ensure that they are not of the same gender. This is among a raft of measures taken by the Commission to conform to the requirements of the Constitution on inclusiveness, equity, equality, non- discrimination and affirmative action.” Says the Commission.

This comes a week after the International Women’s Day when Dr Nancy Macharia said that the Commission has put measures in place to ensure that it conforms with the constitution on the inclusion of both genders in leadership positions. This move is expected to foster a gender inclusive learning environment in public schools.

Already, TSC Boss Dr. Nancy Macharia has directed all the TSC Regional Directors to implement the policy that is aimed at fostering inclusivity in public schools. She directs regional directors are to liaise with the county directors who are to identify mixed schools that have heads and deputies of same gender and subsequently place the deputies appropriately after the national examinations.

“Identification and deployment of institutional administrators is premised on career progression guidelines and the policy on appointment and deployment of institutional administrators (2017). The process is underpinned on values and principles of governance which include but not limited to: equity, equality, inclusiveness, non-discrimination and affirmative action,” Macharia says in a circular addressed to all Regional TSC Directors.

Mixed schools with Principals who both are of the same gender will see one of them getting the marching orders. Macharia wants the list of the heads and deputies sent to her before April 30 once the placement is completed. This will lead to massive transfers of the affected administrators; mostly deputies.

Implementation of this new policy follows the commission’s research findings that showed a majority of the mixed schools in the country having heads and deputies of the same gender.

Macharia says a scenario where both heads and deputies are of the same gender leads to unprecedented gender imbalances in the learning institutions.

“The scenario neither fosters gender-inclusive learning environment nor provides a supportive atmosphere for all learners…Accordingly, to ensure a supportive learning environment for learners of both gender the commission’s policy is to appoint and deploy administrators of applicable gender to head and deputise learning institutions,” notes Dr.Macharia.

This policy will supplement the contentious delocalization exercise that has seen thousands of heads and their deputies moved away from home counties.

Shocker for KNUT members as TSC slashes July, 2019, salaries

The Teachers Service Commission, TSC, has isolated teachers aligned to the Kenya National Union of Teachers, KNUT, from salary increments as per the current Collective BArgaining Agreement. The payroll for teachers who are not KNUT members has factored in implementation of Phase Three of the 2017-2021 CBA. The payroll for KNUT members has not factored in Phase Three of the CBA because the Court ordered that their terms be based on the Schemes of Service and not CPG. This will apply to 103,624 teachers who also include Head teachers, Deputy Head teachers and senior teachers. Inevitably, this will also lead to KNUT members losing all the benefits embedded in the Career Progression Guidelines, CPG, as an implementation tool for the CBA. This follows the recent court ruling in which KNUT won over the Commission.

‘THE IMPLICATIONS OF THE JUDGEMENT OF JUSTICE BYRAM ONGAYA DATED 12/7/2019 ON TEACHER PROMOTION, CAREER PROGRESSION, PROFESSIONAL DEVELOPMENT AND APPRAISAL

On 31st December, 2018, the Teachers Service Commission filed a Petition at the Employment and Labour Relations Court at Nairobi, after the Kenya National Union of Teachers (KNUT) issued a strike notice to take effect from 2nd January, 2019. In calling the strike, KNUT was opposing current promotion model, Career Progression Guidelines, Teacher Professional Development Programmes and Teacher appraisal system.

On 12th July, 2019, the Court issued its judgement touching on the above outlined issues. After studying the implication of the ruling on various aspects of teacher management and the ongoing implementation of the 2017-2021 Collective Bargaining Agreements, the Commission immediately applied to the court to stay its orders to allow for appeal. The stay was not granted.

On 30th July 2019, the Teachers Service Commission ran the July payroll for all the teachers in its employment. However, owing to the Court ruling of 12th July 2019 on the issues outlined above, several challenges have been experienced particularly in the preparation of the teachers’ payroll and implementation of the Kshs 54 Billion 2017- 2021
CBA.
Arising from the Judgment, KNUT has maintained that all its members should be promoted in accordance with the Schemes of Service (SoS) which were last revised in 2007. It is important to note that the Commission discontinued SoS and adopted Career Progression
Guidelines (CPGs) in 2017 to enable implementation of the Job Evaluation and the 2017-2021 CBA signed between TSC and Unions in 2016.

In view of the Court ruling and the position taken by the KNUT, the Commission wishes to explain the following:
1). Benefits of Career Progression Guidelines in teacher promotion;
The Career Progression Guidelines were developed in 2017 after a Job Evaluation in the teaching service was carried out and CBAs signed in October 2016. The Guidelines are considered superior because they enabled the implementation of the Job Evaluation and the Collective Bargaining Agreement that were signed in 2016. The Guidelines outline the descriptions, specifications, and competencies for each job.
Prior to the implementation of CPGs, the Commission was promoting teachers using three Schemes of Service. Crucially, application of schemes of service did not, and cannot, guarantee automatic promotion since it is subject to availability of vacancies, among other factors.
The second key benefit is that all the serving 300,000 teachers were promoted with effect from 1st July 2017 when the implementation of the CBA commenced. Moreover, under the Career Progression Guidelines teacher promotion can be accelerated without the requisite three years’ service in a grade which was the case in the Schemes of Service.
Third, under the CPG the salary grades have been expanded such that a teacher will enjoy more annual incremental credits within a Grade.
In view of the foregoing it has become impossible to implement the CBA without the Career Progression Guidelines.

2). Impact of the Court Ruling on Teacher Promotion;
The immediate consequence of the Court ruling with regard to teacher promotion is that some major promotional benefits that had been achieved through the CPG have been lost. Specifically, under the CPG, 96,000 teachers formerly designated as P1 and who were promoted to B5 with effect from 1st July 2017 will not be promoted under common cadre to C1 on 1st July 2020. This is because promotion of teachers who are members of the KNUT shall strictly be as per the provisions of the Schemes of Service.

3. Implications of the Judgment on the Payroll;
The judgement of the ELRC, has necessitated preparation of two parallel payrolls in order to comply with the Court ruling without disadvantaging teachers who are not KNUT members. In this regard, the payroll for teachers who are not KNUT members has factored in implementation of Phase Three of the 2017-2021 CBA. Their payslips will, therefore, reflect the enhanced pay in line with their grades.
The payroll for KNUT members has not factored in Phase Three of the CBA because the Court ordered that their terms be based on the Schemes of Service and not CPG. This will apply to 103,624 teachers who also include Head teachers, Deputy Head teachers and senior teachers. Inevitably, this will also lead to KNUT members losing all the benefits embedded in the CPG as an implementation tool for the CBA. In addition, reversal of grades and full recovery of the previously enhanced salaries and allowances since 1st July 2017 shall be effected.

4. Conclusion
In conclusion, the Commission wishes to inform all teachers and other stakeholders that it is committed to continuous improvement of terms and conditions of service for all teachers in the public service. This was the essence of the Job Evaluation and the 2017-2021 CBAs.’

TSC teacher promotions- Latest news today

Promotions of Teachers Serving under the Teachers Service Commission (TSC) has been a thorny issue over the years. The Commission in 2018 introduced a new policy on teacher promotions referred to as the ‘ Career Progression Guidelines (CPG)’.

Under the new arrangement by TSC, NO teacher will be promoted based on academic qualifications.

Cries of teachers who stay in the same job groups (grades) have always fallen on deaf ears. Teachers stay in the same grades for longer periods of time with being promoted.

While debating on a petition by 16 teachers in Kajiado County (who complained about being locked out of promotion by the commission) on Wednesday, 17th February, 2021, Senators hit hard on TSC for failing to promote teachers.

The Senators raised pertinent issues concerning the state of recruitment and promotion of teachers in the Country.

Here is a summary of the Senators’ reactions on the Teacher Promotions’ Debate;

“Senator Mwaruma

Thank you, Mr. Speaker, Sir, for giving me this opportunity to weigh in and support the Petition by the teachers of Kajiado County.

The issues raised by the petitioners are not unique to Kajiado County; they run in most parts of the country. There are teachers who seek promotions, yet their students are not doing well.

This is because one of the parameters that is used to promote teachers is that the students that they teach must be doing well. However, the question is: Who determines the performance of students? Is it the teacher per se?

There are many factors that affect the performance of students, including environment and poverty levels, where students do not have food at home.

Therefore, to grade teachers depending on the performance of their students is unfair.

Mr. Speaker, Sir, at one time, I raised a Petition to the same effect and requested the TSC to produce the names of how the teachers have been distributed in terms of promotion across the country.

However, the response that we got, at that time – in 2017 -when the Chair of the Committee on Education was Sen. (Dr.) Langat is, the TSC agreed that they were skewed towards a particular region. However, they requested for time so that in future, they can balance promotions across the country.

Mr. Speaker, Sir, I request that the Committee on Education chaired by Sen. (Dr.) Milgo looks into these issues, so that we ensure that our teachers across the country are fairly promoted and rated depending on the performance as per the students’ targets.

This is because the targets for teachers in group of schools should be different from that of students in day schools, county schools et cetera. We also need to look at the number of years that a teacher has worked. Some teachers work for 20 years in the same job group.

Therefore, I look forward to how this Petition will be adjudicated and prosecuted, so that the teachers of Kajiado, Taita-Taveta and across the country get fair promotions.

This is because if they are not promoted, they will not perform well.

Thank you, Mr. Speaker, Sir, for giving me this opportunity to make my contribution concerning this important Petition from Kajiado County.

This is not unique to Kajiado. Issues of promotion and matters of recruitment have become a big problem in the country. I remember that there were a lot of complaints in Bomet County. This is because teachers who graduated as late as 2013 got promoted, yet those who graduated many years ago, for example, 12 or 13 years, have not been promoted despite the fact that their performance is good in class.

This has demoralized teachers in most places. This is because unfair promotions lead to demoralization of teachers who are performers.

Mr. Speaker, Sir, the worst part is when it comes to recruitment. Policies on recruitment should be revised. This is because there are many complaints everywhere.

When I was the Chairperson for the Committee on Education, we used to receive the same complaints. We forwarded our recommendations and resolutions to TSC, but up to date, it has not acted on them.

Last week, I visited a school in Bomet where in the staff room, there is a local P1 teacher who graduated in 2009 and others who have been recruited from other counties and brought to Bomet, and graduated in 2015.

Those who graduated a long time ago and have not been recruited are so demoralized and are questioning the processes that the TSC uses when it comes to promotion and recruitment.

Therefore, I urge the Chairperson of the Committee on Education, whom I am sure will act with a lot of diligence, to make sure that these particular irregularities, which are demoralizing teachers, are brought to book and streamlined.

Senator (Dr.) Musuruve:

Thank you, Mr. Speaker, Sir, for giving me this opportunity to support this Petition from Kajiado. Issues of promotions are not only for one section; they cut across the country.

We need to find out whether the TSC has allocated money for purposes of promotion.

Also, as we push for teachers to be promoted, we should be careful not to bend standards. This is because there are many variables that come into play when it comes to promotion, for example, how many years a teacher has served, whether there is money available and many other factors.

I know that this Petition will come to the Committee on Education where I sit. We will have to look at it with an open eye, so that it will help with the issue of promotion of teachers across the country and not only in Kajiado County.

We should have a situation where we give promotions to teachers on the basis that they come from marginalized areas et cetera. Let all teachers be compensated, so that they are happy about the service that they have given this country.

Senator (Dr.) Zani:

Thank you, Mr. Speaker, Sir. I also stand to support this Petition. For most teachers all over the country, the issue of promotion is key. This is because it determines many things, for example, salaries, personal achievements, et cetera.

This is a question that has been asked severally in this House. It is not the first time that it is coming up. The TSC has also tried to answer this. However, there seems to be a disconnect between what happens in the counties, teachers and the TSC.

The TSC will say that they promote from the criteria of the person and whether they qualify or not. However, people in institutions know who qualifies and who does not.

For example, they know whether a person has attained a particular degree, and so, they qualify. Therefore, there seems to be lack of transparency in this area. This is what causes this question to come over and over again.

Mr. Speaker, Sir, we project that it will worsen due to the Competency Based Curriculum (CBC), where the current Standard Six and Grade Four pupils will have a double intake as they go to Form One. This is from the media.

I know that we do not quote it, although it is a form of news. It has predicted that about 60,000 teachers will need to be added by 2023. This means that the issues of recruitment, criteria for promotion and fairness need to come out clearly.

Mr. Speaker, Sir, I suggest that as the Committee progresses with this Petition to find out where the gaps are. Whether it is a perception or reality, the data will show for itself where promotions seem to be skewed.

Sometimes, it is not only skewed within a county, but also across various counties. Certain counties feel that their criteria for promotion and recruitment is limited compared to another county. This is a big issue that the Committee needs to raise.

I stress that let there be a transparent system. This Committee can come up with a way to make it transparent, so that people know how teachers have been promoted, recruited and the levels they are at. This is so that there is no perception. That will help.

There should be some mechanism to make this clear.

Senator (Rev.) Waqo:

Thank you, Mr. Speaker, Sir, for allowing me to support this very important Petition regarding the promotion of teachers in Kajiado County. As many of my colleagues have already said, this is a matter that affects all the counties.

We are aware that teachers are very important people in our society. We are the way we are because of the teachers who molded our lives when we were young.

Most of the time, people experience unfair practices in promotions, recruitment and postings. Of course, we know that many people in the entire nation complain about these issues.

Nonetheless, at this particular time when we are talking about teachers and the teaching profession, we know that many teachers have been demoralized because their qualifications and experience have never been put into consideration.

We have many jobless graduates who are out there. To be employed or considered by the TSC has become a real problem.

It is my prayer that the Committee on Education, led by Sen. (Dr.) Milgo, will take into consideration this matter and give it the attention that it deserves. They should not only concentrate on Kajiado County, but the entire nation so that we can help
teachers.

If we do that, we will ensure they are not demoralized. Going by past experience, most of them are demoralized and negatively affected. However, if we help teachers, we will help our children who will receive that positive mind and input from them.

I support the Petition and pray that the teachers get the attention they deserve.

Senator Wambua:

Thank you, Mr. Speaker, Sir, for this opportunity. I also want to thank the petitioners for having faith in the institution of the Senate to deal with this very important matter on the promotion of teachers in Kajiado County.

However, as my colleagues have said, this is a matter that affects virtually every county in this country.

As Senator (Dr.) Zani has mentioned, this matter has come up on the Floor of this Senate many times. It is now time that the Committee on Education finds a way of getting a solution to this issue in collaboration with the TSC, so that we have a clear
progression path for teachers.

What happens in the absence of this is that it breeds disaffection among the teachers. These days we are dealing with many of cases of teachers engaging in side activities to earn a living because the career progression path is not clear.

They do not even know whether they will grow into anything.

Promotion in employment is a very serious issue because it helps employees plan their lives and future. Promotion should be based on a clear criterion, which rewards both time and performance. There are teachers who have been in the classroom for the longest time, perform well and never get promoted.

There are others who get in today, and in a few years, are at the top of the pyramid. It is important that this matter is dealt with.

As I conclude, in my County of Kitui, last year but one, this matter was raised and we brought it on the Floor of this Senate. About 100 vacancies for the positions of deputy head teachers arose in Kitui, but almost all those vacancies were occupied by teachers from outside the county.

What that means is that in future when positions for head teachers arise in that county, they will be filled by teachers from outside the county, and all those teachers from within the county, who are qualified to occupy those positions, will be disgruntled.

I hope that the Committee on Education will deal with this matter precisely and decisively to avert a crisis in the education sector.

TSC releases a revised schedule for the 2020 mass recruitment of teachers; See new interview dates

The Teachers Service Commission, TSC, has released a new schedule for recruitment of teachers. This is after the earlier timelines elapsed. The Commission advises applicants that they will receive communication on the interview venues per County, in due course.
   “The timelines for the recruitment of teachers have been reviewed as shown. Successful applicants will be informed about the venues of the interviews by county officers. Report any fraudsters to any TSC office or the nearest police station.” Reads a note from TSC  to the general public.

TSC set to promote Principals, Deputy Principals, Head Teachers and Deputy Head Teachers not enjoying new salaries after the CBA implementation

The Teachers Service Commission, TSC, is set to promote school administrators who are currently not enjoying the responsibility allowances effected in the current Collective Bargaining Agreement, CBA. This will put a smile on the faces of hundreds of these administrators who have not benefited from the increased perks as implemented in the current CBA. Via an internal memo by Acting Director (Staffing) Rita Wahome and dated 13th September, 2019, the commission has instructed select regional directors to submit data on the effected teachers from their regions so as appropriate affirmative action can be taken.

The affected areas are: Rift Valley (Baringo–Baringo North, Marigat, East Pokot & Tiaty, Samburu, Kajiado – Mashuru, Loitokitok, Kajiado West & Kajiado Central, Narok– South, East, West and North, and West Pokot) NORTH EASTERN -(Garissa, Mandera, Marsabit, Turkana, Wajir) EASTERN  (Isiolo, Kitui, Machakos) COASTKilifi, Kwale, Lamu, Tana River) and NYANZA (Homabay – Suba & Mbita).

  2. Deputy Principals, Grade ‘C3‘ (Job group ‘L) assigned to perform the duties of Deputy Principals on affirmative action before the Policy came into effect and after;
  3. Head teachers in Grade ‘C3′ (Job group ‘L) deployed to perform duties of Head-teachers after the policy came into effect;
  4.  Deputy Head teachers serving in Grade C3‘ C2‘ (Job group ‘L’ & ‘K’ respectively) deployed to perform duties of deputy head teachers after the policy came into effect.

Masters Requirement

The Kenya Union of Post Primary Education Teachers, KUPPET, has already written to TSC to protest a requirement that one must have a Masters degree to be promoted to be an  administrator. According to the Union such a requirement should only be an added advantage and not a mandatory selection criterion. KUPPET is at the same time agitating for the appointment of administrators currently serving on acting capacity.

A move by the Commission not to advertise vacancies for other administrative posts like Senior Teacher (for Primary Schools)  and Master (Secondary schools) has not been received well by teachers. TSC is yet to advertise the posts three years after it created them under the Career Progression Guidelines. Most schools have teachers in acting capacities but who are not recognized by the Commission and thus do not get responsibility perks as heads and their deputies do. Currently, the Commission has only advertised a handful vacancies for Principals, Deputy Principals, Head Teachers and Deputy Heads.

List of transferred, delocalized Head Teachers in Embu County; December 2019

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. A total of twenty six (26) head teachers have been moved in Embu County. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first term on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

PAYMENT RATES FOR CBC TRAINING

Here are the TSC set payment rates for travel allowance, remuneration and meals entitled to Curriculum Support Officers (CSO), teachers and Headteachers attending the training;

CSO AND CBC CHAMPIONS TRAINING

  • Every participant will be reimbursed travel expenses to and fro as per prevailing fares up to a maximum of Kshs.1000 (For CSO) and 800 (for the Champions)
  • Training institution to provide venue and meals (2 teas and lunch) at Kshs.400 per day for 3 days and stationery at Kshs.100 per participant.
  • Every participant shall be paid Kshs. 3,000 daily subsistence allowance to cater for accommodation for 4 days.

TEACHERS AND HEADTEACHERS ZONAL TRAINING

  • Every teacher shall be reimbursed Kshs.300 per day to cater for travel expenses.
  • Every CSO and CBC champion shall be paid Kshs.1000 as facilitation allowance per day for 5 days.
  • Every participant shall be paid Kshs.1000 per day for 5 days to cater for their accommodation.
  • Common lunch shall be provided at Kshs.400 per day per participant and facilitators for 5 days.
  • Kshs.100 per participant has been provided for stationery.
  • Fuel of Kshs.5000 per vehicle for maximum of 2 vehicles per county and 3 vehicles for counties hosting the Regional Director.
  • Lunch allowance up to a maximum of Kshs.1500 per day shall be paid for 5 days to the Regional Directors, County directors, Deputy County Directors, 2 drivers and the County Accounts. This shall be paid as per the prevailing rates per job groups.

WITHDRAWALS

  • All payments shall be processed through bank and not cash. There shall be no cash withdrawals to pay participants and venues.
  • The funds may be disbursed through bulk M-pesa services offered by the bank.
  • The County Account shall prepare payment schedules in the format prescribed by their respective banks.
  • All payment schedules must be approved by County Director before dispatch to the bank
  • The Accountant shall retain a copy of schedule acknowledged by the bank.

How to use the new TPAD sysytem by TSC; Logging in, creating an account and entering appraisal data- https://tpad2.tsc.go.ke

The Teachers Service Commission, TSC, has created a new user friendly portal for capturing the teachers’ appraisal data. The Commission has at the same time reduced the number of teaching standards to be appraised for teachers from the previous seven to five on its online appraisal portal.

To enhance implementation, the Commission has customized the TPAD tools targeting teachers serving in primary, secondary, special needs institutions and post secondary institutions, where, while the teaching standards are the same for all categories of teachers, performance indicators and verifiable evidence have been customized for various institutions.

How to Log onto the new TPAD system

To log onto the new system, use the procedure below:

1). Type or click on this link to access the new TPAD system; https://tpad2.tsc.go.ke
2). Click on the three line layered hyperlink at the top; after the word ‘TPAD’
3). From the drop down menu, select Login. A new window pops up.
4). Scroll to the bottom of the page and click on ‘Create Account’
5). Enter your TSC Number, ID Number, Phone Number, Email Address and password (more than 6 characters).
Then click on Create account. A successful message is displayed on your screen.
6). You will get a message, SMS, from TSC with your verification code thus, “Hello.., your account has been created successfully. Please use this code….to activate your account.
7). Enter the code and click on the box next to, ‘Am not a robot’. Next, click on ‘Verify’. Adding your Bio Data.

Next, you need to add your level of Education and subject combination details.

1). Select ‘Subjects Combination’ and add your teaching subjects. Select your subjects combinations from the list and click on ‘Submit’ when done.

2). Then, click on ‘Level of Education’ to add details. Select your KCSE grade, Highest level of Education and Institution of Study. Next, click on Submit.

Proceeding to Login and Filing Appraisal data

1). Click on the tab ‘Proceed to Login’; highlighted in green
2). Enter your TSC Number, ID Number, Password and click on the verification box at the bottom. Then, click on Log in to access the Teacher’s Portal Dashboard.
3). Click on ‘Start Appraisal’. Next, click on ‘Create New Appraisal’. The default year is 2019 and term three for the term.
4). Select Eligibility and click on ‘Save Appraisal’. A success message will be displayed on your screen.

List of Shortlisted candidates for 2019 TSC Teacher Internship vacancies; Samburu County

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:
  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate

  • xi. Bank plate

Eligibility for Internship

Eligible candidates should meet the following basic requirements:
  • Be Kenyan Citizen;
  • Have original academic and professional certificates
  • Be unemployed and has not previously been employed by the Commission on permanent terms;
  • Must be registered as per the TSC ACT 2012:
  • Be a holder of a P1 Certificate for Primary Schools and a minimum of a Diploma in Education Certificate for Secondary Schools applicants
  • Be ready to be posted to any public educational institution in Kenya where their services are required:
  • Must have a Personal Accident Insurance to cover for personal risks during the internship period;

In addition to the above requirements, successful Interns shall be required to produce:

  • A valid Certificate of Good Conduct:
  • National Identity Card (ID) or copy of passport and a copy of KRA PIN Certificate:
  • Two (2) coloured passport size photographs
  • Teacher Registration Certificate.

Duration of internship

The Internship period will be twelve (12) months.

Remuneration

This is not a remunerative position. However, interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend is subject to statutory deductions where applicable)

New guidelines for teachers visiting TSC head quarters at Upper Hill, Nairobi

The Teachers Service Commission, TSC, has allowed visitors to the Headquarters Offices, to be served at the Customer Care Centre.

But, to be served at the Head office in Upper Hill (Nairobi) you have to produce a written permission from your County or Sub-county TSC Director.

“Effective 1st March, 2021, the Commission will only serve teachers who have been referred by the County / Sub County Offices for cases that cannot be resolved there.” Reads a latest TSC memo.

Apart from the County/ Sub- County referral you will also be expected to get a wwritten permission from your principal or head teacher.

“Further, the teachers must have written permission from their HTs/Principals in order to visit TSC Offices ( Sub County, County & Regional).” The circular adds.

TSC teachers visit the commission’s offices to receive various services. processing TSC registration certificates and issues to deal with online registration on the T-Pay system are some of the issues that compel one to make visits.

2019 TSC Teacher Internship vacancies; List of Shortlisted Candidates in Narok, Trans mara

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:
  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate
  • x. Kra pin
  • xi. Bank plate

Eligibility for Internship

Eligible candidates should meet the following basic requirements:
  • Be Kenyan Citizen;
  • Have original academic and professional certificates
  • Be unemployed and has not previously been employed by the Commission on permanent terms;
  • Must be registered as per the TSC ACT 2012:
  • Be a holder of a P1 Certificate for Primary Schools and a minimum of a Diploma in Education Certificate for Secondary Schools applicants
  • Be ready to be posted to any public educational institution in Kenya where their services are required:
  • Must have a Personal Accident Insurance to cover for personal risks during the internship period;

Remuneration

This is not a remunerative position. However, interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend is subject to statutory deductions where applicable)

TSC Officials to visit schools to check progress of implementation of new TPAD

Top level officers from the Teachers Service Commission,  TSC, are set to visit schools to monitor implementation of the new Appraisal system. Schools are expected to have started implementing the new Teacher Performance Appraisal and Development, TPAD 2. and  Performance Contracting, PC, for heads and Principals.

“TSC Commissioners will be visiting to monitor TPAD/PC implementation in schools next week 24- 28th February 2020 (this week), kindly ensure that all the teachers in your school have prepared, used, updated and maintained all the professional documents as per the teacher’s check list,” reads a memo sent to Principals.

“As a head of institution check that all documents that are expected to be endorsed on weekly basis are complied to. Also prepare your documents as per the head of institution check list,” adds the memo.


According to the 2020 TPAD/ PC Calendar from TSC teachers should have, by now, downloaded Performance Contracting documents from the TSC Website.
Other tasks that ought to have been accomplished include: setting targets, signing of Performance Contracting Forms (By heads and Principals) and creating the new TPAD 2 accounts. Weekly lesson attendance reports are also supposed to have been filed online among other periodically executable tasks.

School heads are also to display the TPAD cycle activities and the Kenya Certificate of Secondary Education (KCSE) results for at least five years. Also to be displayed on the school’s noticeboard are Lesson observation schedules and KCSE 2020 targets.

OTHER RECORDS

The Clock in/out register for teachers should be up to date. This register shows the daily reporting and departure times for all teachers. Other records to be in order include: school log book, lesson attendance summaries, 2020 TPAD target setting meeting minutes and staff/ students registers.


The Commission, this year, rolled out the new system to solve inadequacies experienced with the old TPAD system. The new system is more detailed and advanced.


List of teacher shortages per county according to TSC

Kakamega county has the highest teacher shortage in the country. This is according to the latest data provided by the Teachers Service Commission, TSC. The Western region county, Kakamega, needs about 3,544 more teachers in order to attain its curriculum based establishment (CBE).

Bungoma county, also from the western region, has a shortfall of 2,813 teachers while Bomet county (from the Rift Valley region) requires an extra 2,813 tutors.

Kirinya county (in the central region) has the lowest teacher deficit as it requires only 30 more teachers.

TSC says primary schools currently have a total of 211,046 teachers out of  the required number of 259,219. This gives a shortfall of 48,173 teachers in the whole country.

In terms of percentage shortfalls, Kirinyaga, Kiambu, Uasin Gishu, Nyeri, Nyandarua, Murang’a, Meru, Laikipia, Isiolo, Elgeyo Marakwet, Embu and Nairobi have the least shortage of teachers. Kakamega, Kitui, Bungoma and Nakuru have the highest percentage shortfalls.

Dr. Nancy Macharia the TSC CEO. She says the country is faced with a shortfall of about 50,000 primary school teachers.

The commission says it has become difficult to address the teething gaps due to budgetary constraints. The commission has since started employing teachers on internships (alongside those on permanent and pensionable terms) to try and address the shortages. This is because lesser funds are required to enlist teachers’ services under the internship programme as opposed to the permanent and pensionable terms. The redeployment of teachers from primary to secondary schools has further created staffing gaps in the primary schools.

The Teachers Service Commission, TSC, has decided to have teacher trainees in Teacher Training Colleges (TTCs) compete in Drawing Artistic Designs on Patriotism and National unity in response to the Presidential directive on mainstreaming of National Values.

This is in tandem with the provisions of Article 10 of the Constitution which requires state organs to promote National Values and Principles of Governance.

An advert on the competition has been posted on the TSC website and students in the colleges are expected to register by 20th November 2019.

The Teachers Service Commission is inviting applications from suitably qualified candidates to fill 10,300 teacher internship posts (4,300 posts for Primary Schools and 6,000 posts for Secondary Schools).

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertised 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:

Are you intending to pursue a Diploma in Primary Teacher Education(DPTE)? Well. You should realize that the Kenyan Government has since abolished the P1 Training Course and replaced it with DPTE. This new course comes with new joining requirements.

TSC requirements for primary teachers

The Teachers Service Commission, TSC, has set minimum requirements for teachers. For you to be considered for employment as a primary teacher in Kenya, you have to satisfy all the following TSC requirements for primary teachers.

  1. Be a Kenyan citizen.
  2. Hold a PTE Certificate (P1 certificate) from KNEC Or.
  3. A Bachelors of Education degree (Primary education) from a university recognized by the government of Kenya (with 2 teaching subjects.).

Other requirements

You must be registered with the TSC and have a TSC number according to the specifications of the TSC Act Cap 212, Section 23(1) at the time of application.

If you lack the physical TSC registration certificate (perhaps you’re yet to receive it), make sure that you attach a printout of your TSC number application (as made online) showing the verified status.

This is taken to be evidence that you have met the basic requirements to be registered as a primary teacher in Kenya.

A word on primary teacher training and job groups in Kenya

Please note that the government has abolished the P1 certificate and replaced it with a Diploma Training program for primary school teachers.

Subsequently, new primary school teachers are now being employed under job grade B5 and not the older job group G as it has been the tradition for fresh P1 teachers.

Other grades, starting with J, K, L, M, and N, have been renamed C1, C2, C3, C4, and C5 in that order.

When will TSC employ new teachers?

It’s not clear the exact dates but TSC employs new teachers every year.

There is usually a major recruitment exercise where thousands of teachers are hired then a few others across the year where the TSC fills positions left vacant by teachers who have left the service through natural attrition.

Can I apply online?

Sure, the TSC online teachers recruitment portal is always on and you can upload your documents there and wait if the advert has a position you qualify for.

Note that a hard copy application to the commission is not necessary if you apply online.

What is the age limit for TSC employment?

As previously mentioned, the maximum age for you to get employment as a teacher in Kenya is 45 years.

But under TSC act 2012, TSC sometimes hires those over 45 years in contract terms.

Those engaged under contract can only serve up to 65 years of age.

How many teacher has the TSC employed in Kenya?

The number of TSC teachers in Kenya stands at slightly above 220000 primary school teachers and 105000 tutors in the local secondary schools.

Does TSC employ special needs teachers?

Yes, they do (keep checking their adverts on the website to know when they have openings).

And the good thing is that all you need is to have undergone special needs education (for the visually and hearing impaired) in an accredited institution.

You, of course, have to meet the other requirement for primary teacher including the age limit.

The Teachers Service Commission, TSC, requires each school to plan for the termly appraisals for teachers. All the teachers are to be appraised under the new Teacher Performance Appraisal and Development (TPAD 2) system.

The New/ Revised TPAD Online System provides a module where all TPAD activities will be uploaded throughout the appraisal period by appraisee, appraiser and countersigning officer.

The planning for the term’s appraisal activities should be done few days before the schools open. There should be continuous monitoring and reporting of the appraisals during the term.

The Teachers Service Commission, TSC, has come out to denounce the circular doing rounds on social media purporting that a section of teachers risk missing their salaries for failing to declare their 2017/2019 assets, liabilities and income. According to the Commission, the circular and lists are fake and should be ignored.

“Please ignore posts circulating on social media purporting that TSC will stop salary for employees who did not comply with the requirements of Declaration of Income Assets and Liabilities,” says the Commission.

A circular supposed to have originated from the Commission held that over 3,500 teachers and TSC staff will be removed from the payroll for failing to declare their wealth after expiry of the deadline.

The Kenya Union of Post Primary Education Teachers, Kuppet, had on Tuesday written to the teachers’ employers to protest the move, terming it unfortunate. But, TSC says affected teachers will be contacted once normalcy ensues. This is because all learning institutions are currently closed as a result of the current Covid-19 pandemic.

“The Commission will communicate to the affected employees individually when normalcy resumes,” TSC adds.

A list of over 45,000 teachers who purportedly will be missing out of the TSC payroll has been making rounds on various Social media platforms. This is believed to be an earlier list released by the Commission in December, 2019.
