INTRODUCTORY MODULE

Training Programme

Introduction

The introductory module has five (5) chapters which are expected to be completed within one year. The content of each chapter is based on current knowledge and research applicable to the practical needs of a Kenyan classroom teacher. The content and activities are applicable to real-life situation of a practicing teacher, are self-directed and experiential. They reflect a diversity of perspectives and address the knowledge, skills and attitudes required of a teacher in line with the TPD Policy Framework.

Introductory Module Learning Outcomes

Participants will:

1) Deepen understanding of the concept of Teacher Professional Development and its application
2) Enhance knowledge and skills in Pedagogical Content Knowledge and Instructional Strategies
3) Enhance knowledge and skills in Competence Based Curriculum and Core competencies of basic education
4) Enhance awareness of inclusive practices
5) Enhance knowledge and skills in designing of Formative and Summative Assessment
6) Develop skills and competency in comprehensive school health and safety
7) Enhance knowledge and skills in instructional leadership
8) Enhance knowledge and skills in Financial Literacy

KCSE graduates to join NYS before proceeding to university, college- Residents

Residents of Narok County want students set to join local Universities to undergo National Youth Service (NYS) training to inculcate discipline and patriotism at the institutions of higher learning.

The proposal was made to the NYS reforms task force meeting held at the Narok North Youth Empowerment Hall where speakers recommended the reintroduction of the mandatory enlistment to the service to help the young people mature emotionally, psychologically, socially and physically before resuming their classwork.

Narok Principal Chief Moses Dapash said indiscipline cases reported from tertiary institutions were rampant and could be curbed if the learners first underwent the NYS training.

“In the 1990’s, the students would pass through NYS colleges for training before they joined universities. This made the students resilient in the many challenges they face in their education hence produced high quality graduates,” he said.

The principal chief proposed the establishment of NYS colleges in all the regions in the country to avoid congestion in the few institutions that are already existing.

The Narok Boda Boda Chairman Lemayian Punyua recommended an NYS training center to be built in Narok County citing the expansive land and high levels of illiteracy.

Punyua said the presence of NYS training institutions in every region will create job opportunities for many young people and more youths will benefit from the training.

Narok Peace Chairman Joseph Kileu stressed the need of youths who successfully complete the NYS training to be absorbed in the job markets so that they can get an opportunity of building the nation.

He reiterated that many NYS graduates end up engaging in criminal activities like drug abuse and theft because of frustrations after the six months training.

Narok Persons with Disability Chairman Paul Ole Sopia asked the government to admit physically challenged persons to NYS training institutions as they too have unique talents.

Ole Sopia also recommended for the entry point to NYS colleges to be lowered from a D plain to below E so as to accommodate all youths who did not have an opportunity of completing school.

The task force was led by former Interior Secretary Moffat Kangi and Elizabeth Mueni who promised to present the views of the people in their final recommendations.

In March this year, President Dr. William Ruto extended the term of the Police Reforms taskforce by two months to include NYS.

The taskforce is mandated to identify the legal, policy, administrative, institutional and operational constraints on effective service delivery by the National Police Service (NPS) and Kenya Prisons Service (KPS) to review and recommend improvement of the terms and conditions of service.

The taskforce is led by former Chief Justice David Maraga. Others are John Ole Moyaki, Ibrahim Guyo, Richard Kirundi and Rosaline Odede.

National form one transition rate hits 90 percent as government steps up push for total transition.

The National transition rate has hit 90 percent as the Ministry of Education steps up efforts to have all learners who sat for the 2018 Kenya Certificate of Primary Education, KCPE, exams in form one. The Ministry has put up a strong drive in a bid to to attain 100 percent transition rate from primary to secondary school.

Education Principal Secretary, Dr Belio Kipsang, has today pitched tent at the Coast region where transition rate is still low. While addressing local leaders and education officials in Mombasa today, Dr Kipsang directed all Sub- County Education officials to locate all parents whose children have not joined form one as expected to report to the learners’ former primary schools. The parents are expected to report to the said schools tomorrow, Tuesday 12th February 2019, and on Wednesday to be assisted by the Sub- county officials to get their kids to schools.

It is all systems go at the Ministry as it continues to drive the last mile 100 percent transition tracer campaign. The campaign has yielded fruits as all the 2018 KCPE candidates in Nyeri county have reported to schools. Siaya, Bomet, Nyandarua, Kajiado and Murang’a counties have recorded transition rates of between 97 and 99 percent. According to data released by the Ministry, 9 counties have recorded less than 80 per cent turn out of students. These counties include: Isiolo , Taita Taveta, Narok, Lamu , Kilifi, Nairobi, Kwale, Tana River and Mombasa.
The Ministry of Education is solely depending on the local administration; chiefs and their their assistants, teachers and education officials to trace the missing learners.

Last week, education Cabinet Secretary (Dr Amina Mohammed) said the learners have no option than reporting to schools at the earliest time possible. “It is the constitutional right of every Kenyan child to acquire free and compulsory basic education. The ministry has, therefore, generated lists of students who have not reported to school per sub county for purposes of tracking them and ensuring that they are admitted accordingly,” Dr Amina said. She added that her Ministry has already prepared and dispatched data bearing details of learners who have not reported to form one; including their physical locations.

Dr Kipsang has now instructed Sub- County Education officials to identify challenges related to admission of the learners, yet to report to schools, and place them accordingly. A report on the outcome should be given to the head office by Thursday, 14th February 2019.

On registration of learners onto the National Education Management Information System, NEMIS, Dr Kipsang instructed the field officers to ensure the exercise is executed aggressively as data on the system will be used for future disbursement of government capitation. “NEMIS entry should be aggressively done by all principals and continuous update submitted to SCDE (Sub- County Directors of Education), CDE (County Directors of Education) and RDE (Regional Directors of Education) on daily basis. This is a condition for final funding to schools,” says Dr Kipsang.

  • Applied through head of institution in 48hrs for out patient and 7days for in patient.
  • A teacher on permanent terms of service is entitled to 3months sick leave with full pay, 3months with half pay. Any further extension will be without pay.

Government Releases Inua Jamii Funds To Beneficiaries

The Ministry of Labour and Social Protection, has announced the disbursement of funds for the January payment to beneficiaries enrolled in the Inua Jamii programme, alongside the Nutrition Improvement through Cash and Health Education (NICHE) programme.

Speaking at the event, State Department for Social Protection and Senior Citizen Affairs Principal Secretary (PS), Joseph Motari, stated that a total of Sh. 2,089,844,000, was released for Inua Jamii beneficiaries, and Sh. 5,930,000 for NICHE beneficiaries.

“The payment, slated to begin today 7th February 2024, follows a Presidential Directive to facilitate stipend disbursements through M-pesa,” said Motari.

The PS disclosed that the targets of this initiative through Cash Transfers are Orphans and Vulnerable Children (CT-OVC) and Caregivers of Persons with Severe Disabilities (PWSD).

To enrol for M-pesa payment, he posited, caregivers are required to dial *222# using their registered M-pesa phone numbers.

According to Motari, there are currently 207,000 beneficiaries enrolled for M-pesa payments, who have already received their December stipends. However, approximately 100,000 beneficiaries are yet to enrol through *222#.

“These beneficiaries will receive their payments through bank accounts for the last time this month and are urged to enroll for M-pesa payments, to ensure continued receipt of Inua Jamii stipends,” he reiterated.

The Ministry emphasizes that caregivers for CT-OVC and PWSD must register for M-pesa payments to avoid disruption in stipend disbursements which are meant to cushion them from poverty, hunger and improve their lives.

FIFA turns down proposal to increase teams for the 2022 World Cup in Qatar

The 2022, Federation of International Football Association, FIFA, World Cup in Qatar will have 32 teams instead of 48.
This means, the African continent will present 5 teams at the Mundial.

‘In line with the conclusions of the feasibility study approved by the FIFA Council at its last meeting, FIFA and Qatar have jointly explored all possibilities to increase the number of participant teams from 32 to 48 teams by involving neighbouring countries at the FIFA World Cup Qatar 2022.

Following a thorough and comprehensive consultation process with the involvement of all the relevant stakeholders, it was concluded that under the current circumstances such a proposal could not be made now.

Additionally, FIFA and Qatar have once again explored the feasibility of Qatar hosting a 48- team tournament by in particular lowering certain key FIFA requirements.

A joint analysis, in this respect, concluded that due to the advanced stage of preparations and the need for a detailed assessment of the potential logistical impact on the host country, more time would be required and a decision could not be taken before the deadline of June. It was therefore decided not to further pursue this option.

The FIFA World Cup Qatar 2022 will therefore remain as originally planned with 32 teams and no proposal will be submitted at the next FIFA Congress on 5 June, 2019.’

The Teachers Service Commission, TSC, has released merit lists for the teachers shortlisted for the recruitment process.

The shortlisted applicants for all secondary and primary school teaching vacancies are included on the lists.

The Teachers Service Commission Recruitment Guidelines 2022 shall Apply.

According to the Commission, all teachers who are hired will serve under permanent and pensionable employment terms

“Interested and qualified candidates should submit their applications online through the Teachers Service Commission’s website, www.tsc.go.ke under ‘Careers or teachersonline.tsc.go.ke not later than 7 July, 2022,” the Commission said.

In the breakdown, 5,000 teaching positions will assist the government’s policy on achieving a 100 percent transition of students from primary to secondary schools and the current teacher shortage.

Of the 5, 000 vacancies, 3, 972 will be filled by recruits for secondary schools, 28 for teacher training colleges, and 1,000 positions are set aside for primary school teachers.

“The list of shortlisted candidates, interview dates and venues will be published on the Teachers Service Commission website by July 15, 2022,” the Commission said.

The Commission has also declared 8, 230 vacancies to replace teachers who exited service through attrition. 6, 539 posts will be for primary and 1, 691 posts for secondary schools.

2021 teachers salary increase

The Teachers Service Commission (TSC) has adjusted salaries for the newly promoted teachers. This is after an out cry from the affected teachers and through the Kenya Union of Post Primary Education Teachers – KUPPET.

Via a circular titled ‘CBA IMPLEMENTATION ANOMALIES FOR SENIOR MASTER IV’ the Commission says the salaries for the affected teachers will immediately be revised up wards.

New salaries and allowances for teachers.

Earlier, the Commission had paid the newly promoted teachers at Senior Masters IV, T-Scale 9 (C4), a monthly pay of between Sh52,308 and Sh55,604. This has now been adjusted to between Sh55,604 and Sh65,333.

Additionally, the teachers will get increased monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000) and monthly House Allowance (to Sh28,000).

“Upon signing of the CBA 2017-2021, the Senior Master IV was reserved as a promotional grade. The grade has 7 salary notches. The minimum and maximum salary notches under the expired CBA was correctly captured at Kshs. 627,696-667,248 as per the Conversion Tables.” Explains the teachers’ employer.

During the preparation of the Conversion tables, the salary scales were structured in a manner that a teacher would attain the 4th Notch in the fourth (44) Year as per the CBA review cycle. This was in anticipation that every Fourth year, the Commission would review the salary component of the CBA in each review cycle and teachers will convert to new salaries before attaining the 7th notch.

“In view of the new CBA, which has elongated the salary notches, the Commission will revise the Promotion Letters for the Senior Master IV teachers to reflect the correct salary scale at Kshs. 667,248-784,000.” Promises the TSC.

The newly promoted 1,341 Deputy Principals I in T-Scale 13 (D3) will be the biggest beneficiaries. These teachers will now pocket a monthly basic salary of Sh104,644. Also to be increased will be their commuter allowances to Sh14,000 monthly. This is not all as their leave allowance will now be Sh10,000 per month. The highest house allowance paid to these teachers will now stand at Sh50,000 monthly.

The 1,096 Deputy Principals II T-Scale 12 (D2) will also receive increased perks. The teachers will receive a monthly pay of Sh91,041. This will come with increase in monthly Commuter allowance (to Sh13,000), Annual Leave Allowance (to Sh10,000) and monthly House Allowance (to Sh50,000).

The promoted 39 Senior Lecturers I T-Scale 12 (D2) will receive a monthly pay of Sh91,041. This will come with increase in monthly Commuter allowance (to Sh13,000), Annual Leave Allowance (to Sh10,000) and monthly House Allowance (to Sh50,000).

The promoted 1,590 Deputy Principals III T-Scale 11 (D1) will receive a monthly pay of between Sh77,840 and Sh85,269. This will come with increase in monthly Commuter allowance (to Sh12,000), Annual Leave Allowance (to Sh10,000) and monthly House Allowance (to Sh45,000)

The promoted 209 Curriculum Support Officers T-Scale 10 (C5) will receive a monthly pay of between Sh62,272 and Sh64,631. This will come with increase in monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000) and monthly House Allowance (to Sh35,000)

The promoted 2,111 Head Teachers 10 (C5) will receive a monthly pay of between Sh62,272 and Sh64,631. This will come with increase in monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000) and monthly House Allowance (to Sh35,000).

The promoted 7,030 Senior Masters IV T-Scale 9 (C4) will now receive a monthly pay of between Sh55,604 and Sh65,333. This will come with increase in monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000) and monthly House Allowance (to Sh28,000).

The promoted 1,765 Deputy Head Teachers II T-Scale 9 (C4) will equally receive a monthly pay of between Sh55,604 and Sh65,333. This will come with increase in monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000) and monthly House Allowance (to Sh28,000).

The promoted 45 Senior Lecturers IV T-Scale 9 (C4) will on their part receive a monthly pay of between Sh55,604 and Sh65,333. This will come with increase in monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000) and monthly House Allowance (to Sh28,000).

What TSC interns need when making online application

The Teachers Service Commission is inviting applications from suitably qualified candidates to fill 10,300 teacher internship posts (4,300 posts for Primary Schools and 6,000 posts for Secondary Schools).
Interested candidates who meet the required qualifications, should make their applications online through the TSC Website, online, so as to be received on or before Wednesday, 23rd October, 2019.

How to apply online:

A. PRIMARY TEACHERS

To apply for the posts, online, follow the procedure below:

  1. Visit the TSC Website by using the link https://hrmis.tsc.go.ke; orhttps://tsc.go.ke/
  2. From the Menu, select Careers followed by Teachers/ Secretariat. Next, click on ‘Apply for Teachers Internship Position.’
  3. In the screen displayed, Type in the TSC No, ID number and mobile and choose your selection either primary or secondary by clicking the drop down menu as shown below and click ok.
  4. An SMS from TSC will be sent to your line. Type in the sms code and click ‘OK’
  5. In the displayed, Click on Apply/view. Fill in your details, correctly.
