The Teachers Service Commission, TSC, has rolled out the Community Based Learning program (CBL). The program that kicked off on August 12, 2020 will see all learners in primary and secondary schools committed until schools reopen. The learners are at home as a result of the deadly Covid-19 pandemic.
The program, that will be offered by all teachers in the Commission’s payroll, is free to all learners in the country.
HERE ARE THE HIGHLIGHTS OF THE CBL PROGRAM
- All teachers will be mapped and allocated the nyumba kumi where they will be working.
- The curriculum for use will be posted next week by KICD to help teachers plan for CBL; to be guided by SCDs (Sub-county Directors) and CSOs (Curriculum Support Officers).
- Teachers to report daily at their venues.
- Venues will include school facilities, community centres, social halls, churches or other convenient venues.
- There will be at least 15 learners per venue
- Teachers to prepare a programme of daily activities by the learners-programme is not formal but activity based.
- Learners need to be engaged in daily activities e.g values, life skills, environmental education, physical activities, education activities, numeracy, literacy, health and fitness as well as other age/class/level related activities to ensure that the programme succeeds.
- Psychosocial support/G&C to be provided since learners are facing several challenges as teenage pregnancy, loss of parents through death, sickness, sexual abuse, learners who have become gangster etc. This is to help them fit in society.
- Teachers are not to stick to the curriculum but to be innovative enough to expand on the activities on the programme.
- Teachers to engage learners from Monday to Friday for 4-5 hours a day and report on the activities covered.
- The CBL programme is not for covering the syllabus
- Existing programmes for learners(eg SMASE,STEM,Pri. School teachers on ICT integration and any other programmes considered to be relevant should not be stopped). They are helping enhance competencies of teachers to be more effective in delivery.
- There will be teachers to check on ongoing programmes.
- Heads of institutions will report to their schools at least once a week or as required to help teachers in their venues access materials for teaching/other required duties.
- ALL MUST OBSERVE MOH (Ministry of Health) GUIDELINES AND PROTOCOLS.
ROLES
TSC-TSC to play a critical role of checking that our teachers are doing the right thing.
MOE/TSC- Coordinate, monitor and supervise the implementation of the programme.
MOH-train teachers on MOH guidelines and protocols to contain the spread of COVID- 19 and (social distaning, face masks etc)
MINISTRY OF INTERIOR-ensure no learner fails to participate in the programme within their jurisdiction.
