The Teachers Service Commission, TSC, has advertised the following vacancies at its Secretariat:

DEPUTY COMMISSION (SECRETARY) TSC SCALE 15 (1 POST) ADVERT NO:201909S1501

Reporting to the Commission Secretary, the holder of the post is the Principal Assistant to the Commission Secretary.
He/she is responsible for strategic management of the teaching services, and compliance with teaching standards as prescribed by the Commission.
In addition, the Deputy Commission Secretary oversights the implementation of the Commissions strategic plan and all other functions of the institution.

Key responsibilities include:
i. Assisting the Commission Secretary in the Provision of strategic leadership to all TSC employee’s; Management and Development;
ii. Coordinating the implementation of Teachers Service Commission Strategic Plan;
iii. Analyzing and review the Teacher’s service commission strategic plan; iv. Coordinating performance management in the Commission;
v. overseeing development of performance targets, workplans, budgets and strategies for the employees of the Commission;
vi. Coordinating, oversee and direct all support services to ensure all activities run smoothly;
vii. Overseeing security of commission staff and assets;
viii. Evaluating career progression and professional development of employees to ensure that the Commission has staff with the requisite competencies to drive its strategic plan;
ix. Advising the Commission Secretary on training needs of staff;
x. Cordinating Commission resource mobilization and investment activities;
xi. Overseeing proper implementation of Contracts in the Commission within the stipulated timelines;
xii. Coordinating the preparation of various report(s) of the Commission and their timely submission to the relevant agencies;
xiii. Initiating the development and implement of sound policies, regulations, procedures, strategies and programmes for all Teacher management activities
xiv. Providing leadership in mentoring and coaching to inspire and motivate staff;
xv. Coordinating formulation of appropriate strategies designed to fastrack implementation of the Commission programmes;
xvi. Coordinating preparation of all reports for submission to the Commission on a quarterly basis or as advised from time to time.

Candidate should have-;
i. Bachelor’s Degree in Education or Bachelor’s Degree plus a postgraduate Diploma in Education from a recognized university;
ii. Master’s Degree in either Education, business administration, strategic leadership, Finance, HRM from a recognized University;
iii. Ten (10) years’ experience, three (3) of which should have been in a senior management position in a large and reputable organization;
iv. Certificate in leadership course lasting not less than four (4) weeks from a recognized institution;
v. Certificate in computer applications skills;
vi. Knowledge of education matters and labor laws;
vii. knowledge of teaching standards;
viii. Knowledge in basic Financial Management;
ix. Leadership, communication, and presentation skills;
x. Ability to build and lead cohesive teams;

Terms of Service: –

Basic Salary TSC Scale 15: – Kshs.308,423-Kshs.468,054. DIRECTOR (STAFFING) – TSC SCALE 14 (1 POST) ADVERT NO:201909S1401


Reporting to the Commission Secretary, the holder of this position is responsible for the deployment of teachers in public learning institutions and provision of strategic leadership for the staffing directorate.

Key responsibilities include:
i) Providing guidance in the development of the Directorates budget to drive its objectives;
ii) Overseeing the development of timely and quality work plans for staff in the staffing Directorate, derived from the Commissions’ strategy, to ensure effective delivery of service.
iii) Development of linkages to ensure that promotion of teachers is linked to their performance;
iv) Analyzing and reviewing the strategic objectives of Staffing directorate;
v) Providing leadership in the development of budgets for the division and ensure sufficient allocation of resources required for the implementation of the directorates strategy;
vi) Participating in the formulation and implementation of the Commissions policies and procedures that provide guidelines in the directorates operations, to assist in the delivery of quality service and support compliance with the relevant policies;
vii) Coordinating the development of procurement plans for the directorate and liasing with the procurement unit to ensure goods and services are procured as per the plan;
viii) Monitoring the implementation of contracts for goods or services relating to the directorate;
ix) Supervising Regional and County Directors and appraising the performance of Regional Directors;
x) Ensuring efficiency in the utilization of funds to enhance implementation of the Directorates Strategic Objectives;
xi) Preparing reports on various activities of the directorate on quarterly basis or as required;
xii) Ensuring compliance with TSC regulations and policies to enhance teacher discipline, in order for the Commission to earn the trust of stakeholders, on the ability of TSC to deliver on teacher management 6 xiii) Offering leadership in the development of policies on Recruitment and deployment of teachers, to ensure equitable distribution and optimum utilization of teachers in learning institutions.
xiv) Liaising with Director of Quality Assurance and Standards Directorate to enforce teacher’s compliance with continuous professional development of teachers in line with best practice and set standards, to ensure teachers are equipped with the required competencies necessary for the provision of quality teaching
xv) Liaising with the Director of Quality Assurance and Standards Directorate to establish a rich database of qualified teachers; xvi) Liaising with Director ICT to ensure continuous updating of TMIS for real time data for teachers in the employment of the Commission;
xvii) Liaising with Director Field Services on discipline matters for teachers and Field Staff;
xviii) Providing leadership in mentoring and coaching of directorate staff to inspire and motivate staff.
xix) Advising the Commission on the demand and supply of teachers in order to maintain optimal staffing levels in all learning institutions;
xx) Advising the Commission Secretary on training needs for staff in the directorate;
xxi) Advising on staff requirements of the directorate;
xxii) Liaising with Human Resource Management to ensure proper implementation of Collective Bargaining Agreements;
xxiii) Evaluating performance appraisal of the staff in the Directorate to ensure competency and training gaps are addressed.

Candidate should have:
i) Bachelor’s Degree in Education
ii) Ten (10) years’ experience in management three (3) of which should have been at a senior management position in a large institution;
iii) Master’s Degree in Education from a recognized University;
iv) Knowledge in relevant legislation in education and labor laws;
v) Demonstrate Knowledge of teaching standards;
vi) Ability to mentor, coach and guide staff;
vii) Leadership, communication, and interpersonal skills;

DIRECTOR (HUMAN RESOURCES MANAGEMENT AND DEVELOPMENT) – TSC SCALE 14 (1 POST) ADVERT NO:201909S1402


Reporting to the Commission Secretary, the Director Human Resource Management and Development will be required to provide effective leadership in the management and administration of Human Resource services.

Key responsibilities include:
i) Developing and implementing Human Resource Management and Development policies, systems, procedures, strategies and programmes;
ii) Developing and reviewing the terms and conditions of service for the Commission employees;
iii) Overseeing evaluation of organizational structure and review of job descriptions and specifications to support the operations of the Commission;
iv) Managing recruitment, promotion and discipline of Secretariat staff;
v) Overseeing the management of promotion of common cadre grades for all Tsc Employees;
vi) Overseeing the entire payroll administration process for both teachers and secretariat;
vii) Ensuring that the institution maintains adequate and appropriate human resource skills and competences;
viii) Overseeing the management of pension process;
ix) Overseeing employees’ welfare schemes such as medical, insurance cover and mortgage;
x) Overseeing performance management processes;
xi) Overseeing development, implementation and review of human resource plans and career guidelines;
xii) Prepairing reports on quarterly basis or when required on the directorates programs;
xiii) Overseeing the training and development of TSC employees;
xiv) Managing succession planning;

Candidate should have:
For appointment to this grade, an officer must have:
i) Ten (10) years’ experience in Human Resource Management, three (3) of which should have been in a senior Management position in a large organization;
ii) Bachelor’s Degree in Human Resource Management; OR Bachelor’s Degree in Social Sciences plus a diploma in Human Resource Management;
iii) Master’s degree in any of the following disciplines: Human Resource Management, Business Administration from a recognized institution;
iv) Be a member of a professional body and have a valid practicing Certificate from the Institute of Human Resource Management;
v) Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
vi) Meets the requirements of Chapter Six of the Constitution;

DIRECTOR LEGAL, LABOUR & INDUSTRIAL RELATIONS TSC SCALE 14 (1 POST) ADVERT NO:201909S1403

Reporting to the Commission Secretary/CEO, this position is responsible for the implementation of the Commission’s legal strategy, offers leadership in litigation, arbitrations, and Labour issues. The position is also responsible for the provision of legal advisory service and the interpretation of legal matters, specifically related to Labour relations, effective management of legal and contractual risks.

Key responsibilities include:
i) Participating in the development and implementation of the legal directorates strategy through the development and implementation of the legal affairs strategy
ii) Participating in, Settlement of industrial disputes through enforcement of Labour laws to maintain industrial peace between the Commission and the unions;
iii) Developing the directorates work plan to facilitate the implementation of the strategy, and to ensure delivery of the strategy under the set timelines and quality standards;
iv) Overseeing the implementation of legal and governance policies, systems and procedures, in line with the institution’s strategy to, ensure the achievement of the Commission’s strategic plan;
v) Providing leadership in mentoring and coaching of directorates staff to inspire and motivate them;
vi) Coordinating preparation of quarterly reports on programs of the directorate;
vii) Participating in reviewing the Teachers Service Commission Strategic Plan and align it to directorates legal strategy derived from the overall Commission strategy
viii) Participating in the preparation of contracts/agreements/leases and other legal documents to ensure the interests of the Commission are well represented, and protect the Commission-against any liabilities.
ix) Overseeing the preparation of pleadings on behalf of the Commission, to ensure case documents are well drafted,
x) Advising the Commission on the legal obligations of the Commission on disciplinary hearings, and the legal implications for any decisions taken by the Commission, to ensure the Commission is protected from litigation;
xi) Reviewing drafted collective bargaining agreements (CBA) to ensure that both the teachers and the Commission’s interest are well represented, and advise the Commission on how to uphold its end of the bargain;
xii) Monitoring outstanding litigation, liaising with and managing external lawyers to facilitate quick ruling on Commission cases;
xiii) Providing technical services in development of policies and procedures of the Commission;
xiv) Representing the Commission during Labour disputes resolution including the conciliation and arbitration process;
xv) Conducting performance appraisals of staff and liaising with the training Division to ensure competency and training gaps are addressed. xvi) Participating in the departmental budgeting process;
xvii) Prepare the procurement plan for the Directorate;
xviii) Advising on staff training needs;

xx) Reviewing, identifying and recommending to the Commission gaps or contradictions in its documents;

Candidate should have:
i) Bachelor’s Degree in Law (LLB);

Reporting to Director – ICT, this position is responsible for the security and efficient operations of all computer systems, related applications, hardware and software.

Key responsibilities include:
i. Evaluate the functionality of systems;
ii. Consult with users, vendors and management and technicians to assess technology needs and system requirements;
iii. Implement and manage the security and integrity of back up procedures;
iv. Provide user training;
v. Test and modify systems to ensure that they are reliable;
vi. Manage secured network access for remote users;
vii. Design maintenance procedures and putting them into operations;

iii. Professional ICT qualifications e.g. CISCO, CCNA, CISA, CISM;

Reporting to Commission Secretary, this position is responsible for development of prudent corporate communications strategy, policies and guidelines in compliance with Commission overall strategy.

Key responsibilities include:
i. Leading in the development and the implementation of corporate communication strategy;
ii. Providing leadership in the development and implementation of communication policies and procedures;
iii. Developing and monitoring proper utilization of the corporate communication budgets;
iv. Leading in the design of appropriate programmes and infrastructure to facilitate implementation of corporate communication strategy;
v. Coordinating the preparation of communication strategy for the Commission;
vi. Establishing and maintaining good relations with the media and development of intervention strategies to maintain good relations with the public;

ASSISTANT DEPUTY DIRECTOR (CORPORATE COMMUNICATIONS) – TSC SCALE 11 (1 POST) ADVERT NO:201909S1101

Reporting to the Deputy Director – Corporate Communications, this position is responsible for implementation of corporate communications strategy, policies and report guidelines in compliance with statutory corporate communications regulations to enable the Commission to run efficiently.

Key responsibilities include:
(i) Developing and implementing corporate communication strategy;
(ii) Developing policies and procedures to manage complaints in line with the departmental strategy;
(iii) Cascading communication strategy to team members and supervise the delivery of work to achieve set quality standards and timelines;
(iv) Analyzing customer complaints;
(v) Planning and coordinating corporate social responsibility activities on the Teacher’s service Commission;
(vi) Providing protocol guidance for both internal and external events to ensure compliance to the set standards;
(vii) Lobbying the media on articles affecting the Teachers Service Commission to enhance corporate image of the Commission;

ASSISTANT DEPUTY DIRECTOR (SUPPLIES CHAIN MANAGEMENT SERVICES) – TSC SCALE 11 (2 Posts) ADVERT NO:201909S1102

The holder of the post will be reporting to Deputy Director (Supplies Chain Management- Services):

Key responsibilities include:

i. Ensuring the development and implementation of the stores management strategy;
ii. Providing leadership in the development of the Division’s work plans;
iii. Supervising the maintenance of stock levels;
iv. Monitoring the implementation of the procurement budget;
v. Supervising the consolidation and disposal of obsolete and excess goods in line with the policy and procedures;
vi. Ensuring compliance to safety and security regulations of the stores;
vii. Coordinating periodic physical inventory checks and preparation of monthly inventory reports;
viii. Ensuring procurement needs are justified and within defined specifications and budgetary allocation;
ix. Facilitating the preparation of contracts between the user and the legal Directorate;

i. Served in comparable position for a minimum continuous period of nine (9) years three (3) of which must have been at a senior management position in a large organization.
ii. Bachelor’s Degree in Commerce, (Supplies Management Option), Economics, Business Administration or equivalent qualification from a recognized institution;
iii. Master’s degree in any of the following fields: Business Administration, Supply Chain Management, Economics or equivalent qualification from a recognized institution;
iv. Membership to the Kenya Institute of Supplies Management (KISM) or Chartered Institute of Purchasing and Supplies (CIPS);
v. A Certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution will be an added advantage.
