IEBC Advert For 9th August 2022 General Election Polling Officials

POLLING OFFICIALS FOR 9TH AUGUST 2022 GENERAL ELECTION

A. GENERAL ELECTION

The Independent Electoral and Boundaries Commission invites qualified applicants for the following temporary positions for General Election to be held on 9th August 2022.

B. REQUIREMENTS FOR THE VARIOUS POSITIONS

1. DEPUTY COUNTY RETURNING OFFICER (DCRO) (47 POSTS)

The Deputy County Returning Officer (DCRO) will deputize and report to the County Returning Officer (CRO).

i) Duties and Responsibilities

a) Deputize the County Returning Officer in making all necessary arrangements for the conduct of a free fair and credible General Election;

b) Any other duty assigned by the County Returning Officer.

ii) Requirements

a) Be a Kenyan citizen, and non-partisan;
b) Hold a Degree certificate from a recognized institution;
c) Have at least six (6) years of work experience at supervisory level in the public or private sector;
d) Must be computer literate;
e) Computation of data skills will be an added advantage;
f) Must be of good character with no political affiliation;
g) Must be willing to work anywhere in the country;
h) Willing to work for long hours with minimal supervision;
i) Must be of high integrity and abide with the Commission’s Code of Conduct; and
j) Must be a resident of the County applied for.

iii) Terms and Conditions

a) Deputy County Returning Officers will be engaged for at least Sixty (60) days.
b) Wages will be Kshs. 4,000/= for each day worked with no additional benefits or allowances.

2. DEPUTY CONSTITUENCY RETURNING OFFICER (290 POSTS)

The Deputy Constituency Returning Officer will deputize and report to the Constituency Returning Officer.

i) Duties and Responsibilities

a) Deputize the Constituency Returning Officer in making all necessary arrangements for the conduct of a free fair and credible General Election;
b) Any other duty assigned by the Constituency Returning Officer.

ii) Requirements

a) Be a Kenyan citizen, and non-partisan;
b) Hold a Degree or Diploma certificate from a recognized institution;
c) Have at least six (6) years of work experience at supervisory level in the public or private sector;
d) Must be computer literate;
e) Demonstrated skills in people management;
f) Computation of data skills will be an added advantage;
g) Must be of good character with no political affiliation;
h) Must be willing to work anywhere in the country;
i) Willing to work for long hours with minimal supervision; and
j) Must be of high integrity and abide with the Commission’s Code of Conduct; and
k) Must be residents in the Constituency in which they apply for.

iii) Terms and Conditions

3. IEBC PRESIDING AND DEPUTY PRESIDING OFFICERS 2022

i) Requirements

a) Be a Kenyan citizen, and non-partisan;
b) Hold a Degree/Diploma certificate from a recognized institution;
c) Computer literate;
d) Have effective communication;
e) Good report writing skills;
f) Ability to manage people, sensitive data and materials;
g) Have skills in data computation;
h) Must be available for the entire period of the General Election;
i) Must be of high integrity and abide with the Commission’s Code of Conduct; and
j) Must be residents in the Constituency or Ward in which they apply for.

ii) Wages/ Payment For Presiding and Deputy Presiding Officers 2022

a) Presiding Officers will be paid Kshs. 2000/= per day; and
b) Deputy Presiding Officers will be paid Ksh. 1,800/= per day.

4. LOGISTICS OFFICERS

i) Requirements

a) Be a Kenyan citizen, and non-partisan;
b) Hold a Degree/Diploma certificate from a recognized institution;
c) Computer literate (Competent in Ms Office);
d) Have effective communication skills;
e) Have good report writing skills;
f) Proven organizational skills;
g) Residents in the Constituency/Ward in which they apply for;
h) Must be knowledgeable in logistics, distribution and retrieval of materials;
k) Should be conversant with the Geography, infrastructure and terrain of the Constituency/Ward he/she applies to work in;
i) Must be of high integrity and abide with the Commission’s Code of Conduct; and
j) Must be available for the entire period of the General Election.

ii) Wages

Logistics Officers will be paid Kshs. 1,500/= per day.

5. SUPPORT ELECTORAL TRAINERS (SETs)

i) Requirements

a) Be a Kenyan citizen, and non-partisan;
b) Hold of Social Science Degree or Diploma certificate from a recognized institution;
c) Computer literate;
d) Have proven and demonstrated training skills;
e) Should have participated in adult training programmes;
f) Ability to manage people;
k) Must be available for the entire period of the General Election;
l) Must be of high integrity and abide with the Commission’s Code of Conduct; and
g) Residents in the Constituency/Ward in which they apply for.

ii) Wages

Support Electoral Trainers will be paid Kshs. 2,000/= per day.

6. ICT CLERKS

i) Requirements

a) Be a Kenyan citizen, and non-partisan;
b) Hold a Diploma qualifications in ICT or other IT or related field;
c) ICT Certification (MCSE, CCNA or Equivalent) will be an added advantage;
d) At least 2 years industrial experience in ICT support in a busy environment;
e) Hands on experience and skills in Computer Hardware, Network and Software diagnosis;
f) Have effective communication skills and good report writing skills;
g) Must be available for the entire period of the General Election;
h) Must be of high integrity and abide with the Commission’s Code of Conduct; and
i) Residents in the Constituency/Ward in which they apply for.

ii) Wages

ICT Clerk will be paid Kshs. 1,500/= per day.

7. POLLING/COUNTING CLERKS

i) Requirements

a) Be a Kenyan citizen, and non-partisan;
b) KCSE Aggregate C- and above;
c) Must be of good character and non-partisan;
d) Must be available for the entire period of the General Election;
e) Must be of high integrity and abide with the Commission’s Code of Conduct; and
f) Residents of the Constituency/County Assembly Ward in which they apply for.

ii) Wages

Polling Clerks/Counting Clerks will be paid Kshs. 1,000/= per day.

8. COUNTY-BASED VOTER EDUCATORS

i) Requirements

a) Minimum Degree in Social Sciences/Education/Project Management;
b) Minimum 3 years’ experience in voter/civic education community mobilization and social work within the Constituency/County applied for;
c) Residents in the County in which they apply for;
d) Must be able to speak the main language of communication used by residents of the County;
e) Must be non-partisan with exceptional understanding and knowledge of social-cultural, economic and political dynamics of the Constituency/Ward;
f) Proof of having successfully conducted voter/civic education activities or informal training with existing networks within the Constituency/County;
g) Must be of high integrity and abide with the Commission’s Code of Conduct; and
h) Proven report writing skills.

ii) Wages

County-based Voter Educators will be paid Kshs. 2,000/= per day plus transport allowance depending on the geographical area.

d) Residents in the Constituency/Ward in which they apply for;
e) Must be able to speak the main language of communication used by residents of the Constituency/Ward;
f) Must be non-partisan with exceptional understanding and knowledge of social-cultural, economic and political dynamics of the Constituency/Ward;
g) Proof of having successfully conducted voter/civic education activities or informal training with existing networks within the Ward/Constituency/County;
h) Proven report writing skills; and
i) Must be of high integrity and abide with the Commission’s Code of Conduct; and

ii) Wages

Ward-based Voter Educators will be paid Kshs. 1,000/= per day plus transport allowance depending on the geographical area.

All applications to be submitted not later than close of business on 5th May 2022.

Note from IEBC:

i. The payments will be taxable in accordance with prevailing KRA regulations;

ii. Applicants attention is drawn to Section 30 of the IEBC Act in which Members or Employees of the Commission will be held liable on conviction to a term of imprisonment not exceeding three years or to a fine of not more than one million shillings or both for subverting the process of free, fair elections or interfering with the functions of the commission in discharging its duty;

iii. Only shortlisted candidates will be contacted. Successful candidates will be vetted as per Chapter Six of the Constitution;

IEBC Tallying Centre Results Announcement – Constituency, County and National Tallying Centres

TALLYING PROCEDURES

  • Tallying Centre Receiving Desk
  • The receiving desk has retrieval checklists for all the polling stations within the constituency together with names and telephone numbers of the POs and DPOs.

The PO in charge of Receiving Desk:

  • Checks to confirm that all results declaration forms have been duly signed and stamped
  • Checks that all the unused and/or spoilt forms are included in the
  • Confirms the security seals and the serial numbers of the ballot boxes
  • Confirms packages to be delivered to the RO as per the Materials Retrieval checklist
  • Confirms that the PSD has been duly filled, signed and stamped where
  • Reports immediately any anomalies to the
  • Directs the PO to the Constituency ICT Clerk

The Constituency ICT Clerk at the Receiving Desk:

  • Retrieves and confirms the components of the KIEMS Kit as per the KIEMS Kit issuance/retrieval checklist in the
  • Switches on the KIEMS kit and confirms transmission of the results and
  • Documents any missing components or malfunctioning on the issuance/retrieval checklist in the PSD and reports to the
  • Packages the retrieved kits in a proper and safe
  • Delivers all the KIEMS kits to the
  • Directs the PO to the DRO

The DRO at the RO’s desk:

  • Receives results forms, ballot boxes and PSD from the PO
  • Counter checks result declaration forms for completeness and accuracy
  • Counter checks the filing, signing and stamping of PSD by the PO
  • Fills and signs PSD Handing over/Taking over form
  • Hands over the forms and PSD to RO for signature and stamp

The RO:

  • Verifies result declaration forms for completeness and
  • Verifies the filling, signing and stamping of the PSD by the PO
  • Invites tallying centre agents to sign the PSD
  • Completes, signs and stamps the Handing over/Taking over section in the PSD
  • Announces the polling station name and code, votes in favour of each candidate as recorded in the result declaration forms to the stakeholders present in the Constituency Tallying Centre
  • Hands over result declaration forms to Data clerks

The RO must :

  • Display/project the collation or result declaration form during collation/tallying of election results
  • Enter results in favour of each candidate in collation or result declaration form as recorded in the result form without alteration.
  • ACCURATELY enter results from each polling station in the appropriate row in the respective collation or result declaration form
  • Enter results in the result collation or declaration form in three separate laptops to ensure accuracy and
  • Compare entries in polling station declaration forms and the collation or declaration form frequently to verify if data entered is identical; If there is any variation, verification of entries MUST be done to establish the cause of difference

The RO must:

  • Disregard results of a polling station if the total count of votes exceeds the registered voters in that polling station and indicate the PSD for the respective polling station and notify the Commission through the DVREO and DLS on the same
  • disregard the results of the count of a polling station where the total votes exceeds the total number of voters who turned out to vote in that polling station
  • Arrange polling station result declaration forms serially as per the order of the Polling Stations’ codes per elective position.

The RO must:

  • On completion of data entry and verification of results, print a draft copy of result collation and declaration form on a copy of the pre-printed A3 letterhead form
  • VERIFY that figures entered in the result collation and declaration form are a true reflection of those in the polling stations result forms
  • Invite agents to inspect the draft
  • If satisfied with the draft, print the result collation and declaration form on the provided pre-printed A3 letterhead form

The RO must:

  • Invite the agents to append their signature in the result collation and declaration forms
  • Sign, date and stamp the result collation and declaration forms
  • Announce results from the signed, dated and stamped forms
  • Make copies of the signed, dated and stamped results form
  • Distribute copies to the agents present
  • Prepare Forms 35C and 36C
  • Declare the winners for the election of MNA and MCA
  • Issue Forms 35C and 36C to the winners

The RO must:

  • Serially scan all the forms A, B and C series and save into a flash disk
  • Upload the scanned copies of forms A and B series to the public portal
  • Submit original duly filled Forms 38A, 39A, 37A, 38B, 39B and 37B to the CRO
  • Submit the soft copies in excel format of 38B, 39B and 37B to the CRO
  • Submit original Forms 34A, 35A, 36A, 34B, 35B, 36B and copies of 35C and 36C to the National Tallying Centre
  • Submit the excel format of 34Bto the NTC

The PO on the RO’s Desk (in charge of PSD, Forms and marked Register of Voters):

  • Ensures that the
  • forms are filed serially per elective positions in different box For forms 36A each county assembly has its file
  • copies of all forms are made and filed for the Constituency Office
  • Each file has a copy of the B and C series form filed as the top most page for the MNA and MCA files
  • The file with form 34As has a copy of the duly filled form 34B at the top
  • For the County elections form As in respective files with copies of duly filled Bs at the top
  • PSDs are placed in a labeled ballot box
  • Marked printed Registers of Voters are put in a labeled ballot box

The RO Incident Reporting Template

  • The RO shall document any incident by making an entry in the RO incident reporting template which shall include;
  • Name of the Constituency
  • Name of RO
  • Date
  • Details of the issues
  • Decision(s) taken, if any
  • Recommendation
  • Signature

IEBC scrutiny report on 15 polling stations presidential results

Scrutiny Report.

A total of 45 presidential ballot boxes were availed for scrutiny. While 54 ballot boxes were expected, IEBC indicated that 9 fell on what they termed ‘non-existent’ polling stations and were therefore not available, this could probably be attributed to typos in the order/request or mismatch.
On arrival of the ballot boxes, we did visual inspects and noted that:

1. The boxes looked intact and clean, and the seals were in place;
2. Majority of the boxes did not have form 34A affixed to them as is the norm;
3. Each ballot box was accompanied by the Polling Station Diary.

After receipt of the ballot boxes, actual scrutiny commenced on each ballot box.
Generally, the following observations were cross-cutting in numerous ballot boxes:

1. In numerous ballot boxes, the serial numbers of seals affixed to the ballot boxes did not match those indicated in the Polling Station Diary. In other cases, the entries in the Polling Station Diary had been overwritten to hide the true serial numbers for the seals.
2. In numerous ballot boxes, the duplicate of form 34A was not available inside the ballot box thus casting doubt on the credibility of the “original” form 34A used to declare results when the duplicate is not independently available within the box to confirm its authenticity.
3. Book 2 of Form 34A was supposed to be securely sealed within the ballot box, unused. In numerous cases the book was missing within the box. This cast doubt on where the book was and whether it had been used elsewhere against IEBC’s own commitment that it won’t be used during the elections.
4. In numerous cases, the manual register was not available within the box. This casts doubt on how the manual register was used, or how many entries were made therein. This was contrary to IEBC’s own directions to the officers as communicated to presidential candidates.
5. It was also observed that in majority of the cases there was no form 32 within the ballot boxes. The form could confirm how the manual register was used thus give accurate figures on those identified through the manual register.
6. In numerous cases, the various materials were not secured within sealed envelopes. Within the evidence of seals being inconsistent, this cast doubt on credibility of the contents of the ballot boxes.

Specific to the ballot boxes:

1. Majengo Primary School Station 1 – the following were observed:
a. There was no record of the aperture seal serial number in the Polling Station Diary. The authenticity of the seal on the ballot box could not therefore be confirmed.
b. The ballot box did not have form 34A affixed to its wall.
c. All the seals on the ballot box had serial numbers recorded in the Polling Station Diary but the same were overwritten and altered to make them ineligible and cast doubt on their authenticity.
d. There was no Form 32 in the ballot to confirm how the manual register was used.
e. The duplicate of form 34A was not placed inside the ballot box and was therefore not available.
f. Book 2 of form 34A was not available in the ballot box.
g. A count of ballots attained by Raila Odinga showed he had 129 votes, while the form 34A on the IEBC portal showed a less vote of 128.
2. Majengo Primary School Station 2 – the following were observed:
a. There was no record of the aperture seal serial number in the Polling Station Diary. The authenticity of the seal on the ballot box could not therefore be confirmed.
b. The ballot box did not have form 34A affixed to its wall.
c. There was no Form 32 in the ballot to confirm how the manual register was used.
d. The duplicate of form 34A was not placed inside the ballot box and was therefore not available.
e. Unused Book 2 of form 34A was available in the ballot box.
3. Mvita Primary School Station 1 – the following were observed:
a. There was no record of the aperture seal serial number in the Polling Station Diary. The authenticity of the seal on the ballot box could not therefore be confirmed.
b. The ballot box did not have form 34A affixed to its wall.
c. The cast ballots were not secured in a sealed envelope.

d. Unused Book 2 of form 34A was not available in the ballot box.
5. Mvita Primary School Station 3 – the following were observed:
a. The ballot box did not have form 34A affixed to its wall.
b. The duplicate of form 34A was available but not stamped.
c. Unused Book 2 of form 34A was not available in the ballot box.
d. Form 32 was not available to confirm use of manual register.
6. Mvita Primary School Station 4 – the following were observed:
a. The ballot box did not have form 34A affixed to its wall.
b. The duplicate of form 34A was available but not stamped.
c. Unused Book 2 of form 34A was not available in the ballot box.
d. Form 32 was not available to confirm use of manual register.
7. Mvita Primary School Station 5 – the following were observed:
a. The aperture seal’s serial number was different from the one recorded in the Polling Station Diary thus lending doubt to the authenticity of the seal or credibility of the content of the ballot box.
b. The ballot seals’ serial numbers recorded in the Polling Station Diary were altered and overwritten thus casting doubt on their credibility.
c. Form 32 was not available to confirm use of manual register.
8. Mvita Primary School Station 6 – the following were observed:
a. The ballot box did not have form 34A affixed to its wall.
b. The duplicate of form 34A was available but not stamped.
c. Form 32 was not available to confirm use of manual register yet the manual register itself was available with 232 crossings indicating it was used but without the required statutory forms.
9. Mvita Primary School Station 7 – the following were observed:
a. The ballot box did not have form 34A affixed to its wall.
b. The ballot papers and contents of the ballot box were not secured in sealed envelopes.
c. The manual register was not enclosed in the ballot box.
d. The duplicate of form 34A was available but not stamped.
e. Unused Book 2 of form 34A was not available in the ballot box.
f. Form 32 was not available to confirm use of manual register.
g. There was inconsistency in the number of registered voters as recorded in form 34A and as presented in the register.

New Salaries For MCAs, Speaker at County Government 2022 to 2027

Remuneration and Benefits for State Officers in the County Assembly

IN EXERCISE of the mandate of Salaries and Remuneration Commission (SRC) as set out under Article 230 (4) (a) of the Constitution, SRC has reviewed the remuneration and benefits for State officers in the County Assembly under the Third Remuneration and Benefits Review Cycle that covers Financial Years (FY) 2021/2022-2024/2025. Consequently:

  • for the period 2021/2022, as applicable during the second remuneration review cycle; and
  • for the period 2022/2023, SRC has set the remuneration and benefits as published in this Gazette Notice; and
  • for the period 2023/2024 – 2024/2025, SRC shall set the remuneration and benefits on or before the commencement of FY 2023/2024.

  • The remuneration set herein takes into account the reviewed job evaluation grading and includes compensation for plenary
  • Salary Market Adjustment is a salary modification that takes into account market positioning, and constitutional and statutory principles on remuneration and benefits.

State officers in the County Assembly, who serve in Committees, shall be paid Committee Sitting Allowance as follows:

  • Chairperson: KES 6,500 per sitting up to a maximum of KES 104,000 per
  • Vice-Chairperson: KES 5,200 per sitting up to a maximum of KES 83,200 per
  • Member: KES 3,900 per sitting up to a maximum of KES 62,400 per
  • Official Transport:
    • The Speaker of the County Assembly: Shall be provided with an official car of engine capacity not exceeding
    • Deputy Speaker and Member of County Assembly: Shall be provided a Motor Vehicle Reimbursement of KES 2,212,000 for purchase of a car of engine capacity not exceeding 1800cc, for official duties as a Member of County Assembly. The Motor Vehicle Reimbursement shall be payable once in a county assembly term.
    • Car Maintenance Allowance: Shall be paid to Deputy Speaker and Members of County Assembly at the rate of KES 30,167 per
    • Mileage Claim: A Deputy Speaker and a Member of County Assembly shall be reimbursed a claimable mileage allowance of one return journey per week from respective county assembly office to respective ward office at the rate of KES 77.35 per kilometre using a car of engine capacity not exceeding 1800cc. The claimable mileage allowance is zoned and claimable up to a maximum for respective zones as follows:

Notes:

  • Special County Assembly Duty Allowance is paid to State officers in the County Assemblies whose duties involve added responsibility over and above the duties stipulated in one’s terms of service for which a regular salary is paid.
  • Special County Assembly Duty Allowance is applicable to State officers in the County Assemblies who are serving in the enlisted leadership positions and it ceases to be paid when the jobholder ceases to hold the leadership position.
  • Medical Benefit for Speaker and Member of County Assembly: An annual medical cover shall be provided to the State officer, one spouse and up to four children below twenty-five years fully dependent on the State officer, as follows:

Inpatient: KES 3 million Outpatient: KES 200,000

 

Maternity: KES 100,000

Dental: KES 50,000

Optical: KES 50,000

  • Retirement Benefit:

There shall be two types of retirement benefits for State officers, pension and gratuity as follows:

  • A State officer serving or appointed on permanent and pensionable terms shall be eligible to pension benefit in line with existing
  • A State officer serving or appointed for a fixed term of office shall be paid a service gratuity at the rate of 31 percent of the annual pensionable emoluments for the term served.

Notes:

  • Where an employer establishes a pension scheme for its State officers appointed for a fixed term of office, the SRC shall review and set the rate of the employer’s contributions to the scheme and any other financial retirement benefits.
  • No State officer shall benefit from both pension and gratuity benefits from the same public body for a similar
  • Group Life Insurance: A State officer shall be covered for a value equivalent to three times of the annual pensionable
  • Group Personal Accident: A State officer shall be covered for a value equivalent to three times of the annual pensionable
  • Car Loan and Mortgage Benefit: Shall be provided, as follows:

  • The applicable rate of interest shall be three (3) percent per annum on a reducing balance for the duration of the

  • The car loan shall be recoverable within the contract term of a State
  • The car loan and mortgage shall be administered and managed centrally by the County Assembly Service Board within existing applicable regulations to govern the schemes, and subject to availability of funds.
  • Daily Subsistence Allowance for local and foreign travels: Shall be paid to State officers in the County Assembly as per the rates reviewed and set by SRC from time to time.
  • Airtime: Shall be paid at the following rates:
    • Speaker of the County Assembly: Up to KES 10,000 per
    • Member of the County Assembly: Up to KES 5,000 per
  • Official Residence: The Speaker of the County Assembly shall be provided with an official residence together with commensurate home utilities and attendants by the State. The official residence shall be a physical building/house owned by the county government. The benefit shall not be commuted to cash in lieu of an official residence.
  • Security: Shall be provided as advised by the Inspector General of Police and shall not be commuted to cash in lieu of
  • Abolished Benefits and Allowances: The following benefits and allowances are abolished and cease to be payable:
    • Transport Facilitation Benefit in the form of a Car Grant; and
    • Sitting Allowance for Plenary

IN EXERCISE of the powers conferred by Article 88 (4) (b) of the Constitution of Kenya, sections 4, 6A, 11 and 12 of the Elections Act, 2011 and Regulations 27A and 27B the Election (Registration of Voters) Regulations, 2012, of the Independent Electoral and Boundaries Commission gives notice that the new Preliminary Register of Voters has been completed and is available for verification

IN EXERCISE of the powers conferred by Article 88 (4) (d) and

(f) of the Constitution of Kenya, section 11 of the Independent Electoral and Boundaries Commission Act, 2011, sections 39 (1A) and (1B) of the Elections Act, 2011 and Regulations 3 and 4 of the Elections (General) Regulations, 2012, the Independent Electoral and Boundaries Commission appoints the persons named in the Third Column of the First Schedule as the County Returning Officers, the persons named in the Fifth Column of the Second Schedule as the Constituency Returning Officers, the persons named in the Fifth Column of the Third Schedule as the Deputy Constituency Returning Officers and the persons names in the second Column of the Fourth Schedule as Returning and Deputy Returning Officers for Kenyan citizens residing outside the Country.

The appointments are for the purpose of the 9th August, 2022 General Election exercise.

Note: The Constituency Returning and Deputy Returning Officers shall also be Registration and Registration Assitants for purposes of the verification of the register of voters execise scheduled to be conducted from the 4th May, 2022 to the 2nd June, 2022.

News Salaries and allowances for MCAs released by SRC

The Salaries and Remuneration Commission, SRC, has released updated salaries and allowances for Members of County Assemblies (MCAs).

According to SRC, an MCA earns a salary of Ksh 144,375 per month. This includes a basic salary of Ksh 86,625, a house allowance of Ksh 45,000 and a market adjustment of Ksh 12,750.
