TSC promotes 1,000 primary school teachers, posts them to secondary schools

The Teachers Service commission, TSC, has effected the promotions for 1,000 primary school teachers and posted them to secondary schools. This is good news for the teachers who had attained higher qualifications but still plying their trade at primary level.
 
  “I am pleased to inform you that your application for Appointment as a Secondary school Teacher II (T-scale 7) has been successful..” reads the appointment letter dispatched to one of the teachers.
 
The promoted teachers will have to report to their new stations between January 6, 2020 and January 20, 2020 after officially clearing from their current stations.
 
  To be considered for these promotions, one had to meet the following basic requirements:
  • Be Kenyan Citizens;
  • PI Certificate;
  • Bachelor’s Degree in Education with 2 teaching subjects;
  •  Must have minimum mean grade C+ (Plus) at Kenya Certificate of Secondary Education (KCSE) or its equivalent and minimum C+ (Plus) in the two teaching subjects.
  • Must be employees of the Teachers Service Commission (TSC).

According to the Commission, interested candidates under this category were required to submit their applications to the Secretary Teachers Service Commission through the online platform www.teachersonline.tsc.go.ke; not later than 30th August, 2019.
 
  Those Successful have now been appointed at T-Scale 7 (Grade C2) and posted to secondary schools where vacancies (in their subject combinations) existed.
 
  The good news to these teachers is that the new grades come with increased perks as they will earn between Sh34,955 and Sh43,694 per month. “Your allowances will be paid in accordance to your new grade and station,” adds the appointment letter.
 
 The appointment letters were written December 30, 2019 and dispatched to Counties for onward transmission to the teachers. The posting of the one thousand teachers to secondary schools will try to bridge the staff shortages; which has been worsened by influx on form ones under the government’s 100% transition policy.

PSC promotes over 3000 TVET Trainers after years of stagnation in the same job groups.

The Public Service Commission promoted 3,353 Technical and Vocational Education and Training (TVET) trainers in the last 4 weeks. PSC Chairperson Amb. Anthony Muchiri observed that some TVET trainers had stagnated in the same Job groups for over 20 years, and that the promotion aims to motivate them.

Amb. Muchiri was speaking during his official closing of the 2021/2022 Values and Principles Compliance Evaluation Report dissemination to the TVETs service sector through Webinar. The dissemination that started on 28th February and ended today, 3rd March 2023 targeted MDAs, Public Universities, Constitutional Commissions and TVETs.

“We did notice that you (TVET trainers) were treated unfairly and embarked on a process to ensure you are motivated and can hold your heads high,” said the PSC Chairperson.

Amb. Anthony Muchiri however expressed dissatisfaction with the low compliance rates with the Value and Principles of public service in the TVET service sector. According to the report, the TVET institutions’ compliance level stood at 41.7%.

“It is worth noting that the Value and Principles compliance level in TVETs improved by 1.7% to 41.7% compared to the previous year; this is still below average and is unacceptable,” said Amb. Muchiri.

He also noted that the Commission will be seeking to establish the causes of low compliance with Value and Principles of Public Service in TVETS and put in appropriate intervention measures.

“The Commission will not hesitate to take stern actions on non-compliance in public institutions as required by the law,” he said.

The webinar was attended by Commission Deputy Secretary Mr. Remmy Mulati, the PSC Values technical team led by the Director Compliance and Quality Assurance (CQA), Mr. Simon Wachinga, Human Resource Director for TVETs in the Ministry of Education Mr. Elicanah Mosiori, Principals, Registrars and officers from the TVETs.

TSC promotion list for Deputy Head Teacher II 2021

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 1,765 teachers have been promoted to Deputy Head Teacher II at T-Scale 9 (C4). These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2021.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 16,152 teachers were promoted after the recent interviews.

TSC- You will now be able to track status of your third party deductions from your salary

The Teachers Service Commission, TSC, has introduced an online feature that will enable teachers and other TSC staff to track the deductions effected on their salaries. The new feature will enable the teachers and staff to monitor the status of third party deductions which include: loans, insurance and Unions’ monthly fee; among others. These third party deductions are effected via the check off system.

In a communique to teachers this week, the Commission informed them of a new feature that it has introduced on its payslips’ online platform. “Dear…. ( name of teacher) Open the TSC online payslip portal to check status of your third party,” reads the message from the Commission for those registered under the TSC Bulk SMS service in the Teachers Management Information System (TMIS) portal.

This new feature will enable teachers to track the monthly deductions, balance, reference account and the status of the deductions. Some of the information here can as well be extracted from the monthly online payslips.

To access this feature, visit the TSC online payslips portal at https://payslip.TSC.go.ke and look out for a new link (My Transactions) under 3rd Parties.

This comes at a time when some teachers have fraudulently lost portions of their salaries to third parties ( Loans and Insurance schemes); without their approvals.

DECE 300: DIPLOMA IN EARLY CHILDHOOD TEACHER EDUCATION


This is a three years programme. At the end of the course students should achieve the following objectives

  • To equip the learner with knowledge and skills in developing and utilizing ECDE instructional materials and strategies for ECDE programmes.
  • To enable the learner understand the philosophical, sociological, historical and psychological perspectives in ECDE.

KUCCPS OPENS 2022 APPLICATIONS FOR TVET STUDENTS

Are you a KCSE holder looking for placement to Diploma, Certificate and Artisan course in a TVET college under Government sponsorship?

TSC transfers latest news

The Teachers Service Commission (TSC) has released the list of transferred teachers who had applied online. The list features the teachers’ basic details and application status.

In March, 2021, TSC introduced a new online portal for online transfer applications; replacing the manual application process. The TSC online transfer portal is https://hrmis.tsc.go.ke/tm-app/apply_transfer.

The transfer application status can be confirmed with the TSC County Director. This status can be either Acknowledged or Pending.

How to proceed with your application process

To make your application, proceed as follows:

  • Visit the TSC online transfer application portal by using the link; https://hrmis.tsc.go.ke/tm-app/apply_transfer.
  • In the new window, enter your TSC Number, ID Number and mobile phone number. You will get a notification from TSC with your security code (A six-digit authorization code) after clicking on ‘Login’.
  • Enter the authorization code that was sent to your mobile number,
    before logging in. Now, click ‘login.’
  • On successful login, the system is able to detect if you are
    either a primary or a post primary teacher.
  • Click ‘Submit a Request for Transfer’ to proceed.

Schools reopening coming soon as TSC gives reopening instructions to Heads and Principals

Preparations for schools’ reopening are in top gear if the current circular by the Teachers Service Commission, TSC, is anything to go by. The teachers’ employer has asked school Heads and Principals to report to schools and lay ground for reopening.

“Monitoring on preparedness of school for reopening due to covid 19 pandemic is ongoing,” reads a circular by TSC to all principals and head teachers.

“All Principals and Head teachers are expected to be present in their institutions and work closely with BOMs (Boards of Management) in the establishment of all protocols required for reopening of schools,” adds the Commission in the circular dated September 7, 2020.

Schools will be required to ensure that guidelines given by the Ministry of Education to control spread of corona virus disease are adhered to. See the guidelines here; Reopening of schools- Education Ministry releases final reopening process.

The schools will be expected to form school reopening preparedness committees with immediate effect. Such committees will in turn convene urgent meetings to plan for school reopening. This will be done in collaboration with immediate school neighbors and other stake holders.

Education Cabinet Secretary George Magoha has given strong indications that schools may reopen in November. But, this will only happen if the infection curve continues to drop or flatten out. In his plan, that is yet to be made public, schools may have a phased reopening; by allowing form fours and class eight learners to reopen first.

A meeting of all stake holders, to chat the way forward, is scheduled for September 14, 2020.

SOME TVETs ARE READY FOR REOPENING

According to the CS, only three Technical and Vocational Colleges (Eldoret, Nyeri Polytechnic and Rift Valley Institute) were ready for reopening by close of last week.

An agitated Magoha blamed other institutions for exhibiting lukewarm preparations.

“About 50 per cent of the institutions are on a trajectory towards reopening. What has annoyed me is that this is the sixth week, yet we have to keep on saying the same things over and over. Once we are ready we will allow students to sit their exams,”the CS told the media last week.

FINAL YEAR MEDICAL STUDENTS ALLOWED BACK TO CLASS

Magoha has at the same time allowed final year medical students to resume physical classes. Via a circular sent to the nine universities that offer training in medicine, the CS more medical personnel were required to tackle the covid 19 pandemic and that this can be achieved by having the students graduating.

“In light of the Covid-19 situation which has precipitated an urgent need to train and assess medical students to support the dearth inadequate healthcare personnel to fight the pandemic, consideration has been given to the request for face-to-face learning and assessment of medical students. This is further informed by a physical inspection of facilities to ascertain the level of preparedness for the resumption of face-to-face learning.” Read the Circular, in part, by CS Magoha.

The circular goes on to instruct universities on what to do in case of an outbreak of covid 19 occurs.

“The University must manage any suspected Covid-19 cases affecting their students in their isolation and quarantine facilities awaiting results. The decision of home-based care or hospital management must be in accordance with Ministry of Health guidelines and protocols,” adds the circular that was sent to the Universities on Monday.

The move by CS Magoha has stirred a storm. On Tuesday September 8, 2020, Narc Kenya party leader Martha Karua criticized the decision by Education CS George Magoha to only reopen medical schools for face to face learning.

“If medical students can be recalled then all students can be recalled!” she demanded.

The Government of Kenya through the Kenya Housing Fund is set to roll out a mandatory housing scheme for all workers. The housing scheme targets a minimum of Kshs. 3.4 Billion annually from employers and employers after the housing fund levy was signed into law by the President in the 2018 Finance Bill. provision of low cost housing units is part of President Uhuru Kenyatta’s big 4 Agenda.   • Rationale behind the introduction of the Housing Scheme:

The implementation of the Housing Scheme is geared towards helping the government to deliver 500,000 affordable housing units in 5 years. This is in a bid to curb the expansion of slums in major towns in Kenya: Nairobi, Mombasa, Kisumu, Nakuru and other towns. Presently, Kenya as a country requires a minimum of 250,000 housing units annually. Unfortunately, the government and other private developers are able to build about 50,000 housing units. This leaves an unmet demand/ deficit of 200,000 housing units per year.

How much will each worker contribute?

Under the Affordable housing scheme, employees will contribute 1.5 percent of their monthly basic salaries towards the National Housing Development Fund while the employer tops up with an equal amount; provided that the sum of the employer and employee’s contributions do not exceed Kshs. 5,000 per month. Employees earning over kshs. 166,000 per month will contribute Kshs. 2,500. The housing scheme will be accessed through a tenant purchase scheme for those in the low cost housing bracket. For employees with high income, they will be given mortgages.

How will i get a housing unit, once I start contributing?

The kenyan government will run a yearly lottery to match the employees who have booked the number of housing units available. This is meant to block the the rich employees from buying several housing units so as to rent them out. The winners of the lotteries will hence start paying for the housing units.

When does the housing scheme mature?

According to the finance bill of 2018, a contributor will have to wait for a minimum period of fifteen years before the fund matures. “For employees who qualify for affordable housing, the contributions accrue to the employee and shall be used to finance the purchase of a home under the affordable housing scheme (upon expiry of the fifteen years from the date one starts to make contributions),” reads the 2018 finance bill, in part.

Contributions by individuals shall only be accessed for purposes of offsetting housing loans, security for mortgage or housing development after five years of uninterrupted contribution and shall attract such an annual return as may be determined by the Corporation. The Corporation shall set out the rate of return on investment for the contribution made by the employer and employee. The Corporation shall, on an annual basis specify the return applicable on members’ contributions into the Housing Fund.

How does one qualify for the Housing fund?

Home buyers will qualify for the social houses bracket if they earn less than Kshs. 15,000. Those earning between Kshs. 15,000 to Kshs. 49,000 per month will qualify for the low cost housing units. While, employees earning monthly salaries of Kshs. 50,000 to 99,000 will qualify for mortgages.

The home buyers will be given a 15% monthly tax relief on their gross earnings when they pay for the housing units.

Is the housing scheme open for self employed individuals?

For self employed individuals, they are classified as voluntary members under the contributory housing scheme. Every voluntary member shall contribute to the Housing Fund a minimum contribution of one hundred shillings designated to cover the costs and operations of the Housing Fund and a minimum amount of one hundred shillings per month to accrue as a benefit to the member.

Am I allowed to contribute more than the quoted figure of 1.5%?

Every member of the Housing Fund may make additional contributions which shall be credited to member’s individual account as the Housing Fund Credit.

The Corporation shall cause to be established and maintained for each member of the Housing Fund, an individual account to be known as the Housing Fund Credit to which shall be credited all contributions made to the Housing Fund by and in respect of each member of the Housing Fund.

What happens to my contributions if I earn over Kshs. 100,000?

Employees who earn over Kshs. 100,000 per month do not qualify for benefits from the housing scheme. Such employees do not qualify because they are classified under the high income range. For this group of employees, they will have their contributions and all interest accrued transferred to their retirement schemes after 15 years or upon reaching retirement age; whichever comes first.

What happens if I fail to contribute?

Any employer who fails, neglects or refuses to make a contribution under this regulation commits an offence and shall, upon conviction, be liable to imprisonment for a term of two years or to a fine not exceeding ten thousand shillings or to both.
