Official– KNBS releases Job application Dates And Recruitment Centers For 2019 Census Data Collection Clerks and other officers.

In Summary.

Data enumerators will be recruited between June 11th and June 24th, 2019.

Advertisements to invite eligible Kenyans to apply for the census jobs are expected to be published in all media outlets within the next two weeks. Keep an eye here for the adverts.

The Kenya National Bureau Of Statistics, KNBS, has released a programme of activities for its 2019 Census exercise.

According to the official schedule, data enumerators will be recruited between June 11th and June 24th, 2019 , ahead of the August census exercise.

KNBS will employ upto 135,000 enumerators, 27,000 content supervisors and 2,700 Information and Technology supervisors on short term basis. The short listing and interviewing is expected to run from 28th June to 18th July, 2019.

Speaking at the inaugural meeting of the Nyeri County Kenya Population and Housing Census committee, a Human Resource Officer with the KNBS, Pauline Waweru, said apart from the core census personnel, the government will also hire albeit on temporary basis terms tens of hundreds of village elders and coordinators to assist in the exercise.

The interviews and shortlisting will be done between 28th June and 7th July .

The successful applicants will be trained between 25th July to 20th August.

The actual data collection will take place between 24th August to 31st August this year across the country. This brings to an end of a flurry of fake and misleading adverts on the KNBS jobs.

The Kenya National Bureau of Statistics, KNBS, has given the timeline when adverts for the short term census jobs will be made. KNBS has further given a full schedule of activities ahead of the August census exercise. ” Kenya Census 2019 job advertisements will be available as from next week (This week). Kindly keep to our official social media pages, as well as our website https://www.knbs.or.ke for further details,” reads a memo by KNBS.

Advertisements seeking to invite eligible Kenyans to apply for the jobs are expected to be published in all media outlets by the end of this week with short listing and interviewing expected to run from 28th June to 18th July this year.

This assurance comes even as anxious keep on posing questions to KNBS concerning the Census jobs. One Alex Muriiki asked, “Hello. I saw today you advertised about the recruitment of 2019 census personnel. Kindly what is the procedure for applying?
Thank you.” And this was the response from KNBS, on one of its official sites, ” Alex, the advert has not been posted yet. It will be rolled out this coming week. The advert will give you all the details.”

Avoid fraudsters. KNBS does not ask for any payment during the recruitment exercise.
KNBS warns the general public to be wary of fraudsters; who are out to extort money from unsuspecting Kenyans by using dubious means.

The Government will recruit over 164,000 Kenyans for this year’s census exercise of which 135,000 enumerators will be recruited on a temporarily basis, 27,000 will be content supervisors and 2700 will be Information Technology, IT, persons. Also to be hired are village elders, security personnel and coordinators to assist in making the exercise flawless.

The 2019 Kenya Population and Housing Census will be the 8th in Kenya’s history. Other censuses were conducted in 1948, 1962, 1969, 1979, 1989, 1999 and 2009. Information that will be generated from the 2019 Census will help with planning, budgeting and programming for important services; future policy formulation as well as resource allocation across counties and the National Government.

Mobile based technology to be used in data collection in a bid to ensure that the final figures are accurate.

Tablets configured by two contracted local universities; Jomo Kenyatta University of Agriculture and Technology and Moi University, will be used during the census. Key benefits of using modern technology in data collection during the exercise will include reduction of time for data processing, analysis and release of the results. The use of mobile technology in the census will also save the country from printing millions of paper questionnaires.

CENSUS EXERCISE BUDGET

The 2019 national census is expected to cost the taxpayer Ksh.18.5 billion. This is an increase of Ksh.10 billion from the last census in 2009; which cost Sh8.4 billion. The 2009 exercise involved 111,696 enumerators, 22,323 supervisors, 5,788 senior supervisors and 100,000 village elders.

National Information Platforms for Nutrition (NIPN) is an initiative of the European Commission supported by the United Kingdom Department for International Development and the Bill & Melinda Gates Foundation. The Delegation of the European Union has funded a project to establish a Kenya National Information Platform for Food and Nutrition (KNIPFN) as a part of this international effort. The initiative aims to strengthen national capacity to make better use of existing information and data to inform policies, programmes and interventions in all sectors that could contribute to better nutrition for the Kenyan population.
The project is being implemented by the Kenya National Bureau of Statistics (KNBS) in partnership with the Kenya Institute of Public Policy Research and Analysis (KIPPRA), and in collaboration with all the sectors that have a role in improving nutrition in Kenya including the State Department of Planning. The Kenya National Bureau of Statistics, KNBS, has advertised positions for the 2019 Census exercise. Of the advertised posts, 2,700 are for Information and Communication Technology (ICT) Supervisors, 27,000 posts for Content Supervisors while, 135,000 vacancies will be filled by Enumerators. Interested candidates should submit their applications by 24th June, 2019.
Those interested in ICT Supervisors jobs are expected to submit their credentials to the respective County Statistics Offices. On the other hand, Content Supervisors and Enumerators should submit their applications to Chiefs and Assistant Chiefs; respectively.  The application process is purely manual.

2019 Census exercise; Guidelines for formation, Composition and Roles of County and Sub- county Census Committees

The Kenya National Bureau of Statistics, KNBS, has provided provided guidelines on the formation and composition of the County Census Committees. The County Committees, which should be in place by now, are to be constituted and chaired by the County Commissioner. According to the timelines provided by the Statistics agency, County Census Committees (CCS) should have been in place by 8th June, 2019.

According to the guidelines released by KNBS, County Census Committees shall be constituted by the County Commissioner, in consultation with the County Statistics Officer, which shall consist of not less than twelve and not more than fifteen persons who shall include:

  1. County Commissioner, who shall be the Chairperson;
  2. County Statistics Officer, who shall be the Secretary;
  3. County Social and Gender Development Officer;
  4. County Supply Chain Management Officer;
  5. County Police Commander;
  6. County Intelligence Coordinator;
  7. County Information Officer;
  8. County Director of Education;
  9. County Population Coordinator;
  10. County Accountant;
  11. Deputy County Commissioner at the County Headquarters
  12. County Human Resource Officer;
  13. County Secretary;
  14. County Chief Officer, responsible for Finance and Economic Planning;
  15. A representative of the dominant religious organization in the county; and
  16. A representative of the special groups (e.g. Persons with Disabilities)

A National Coordinator from the Technical Working Committee (TWC) will also be in attendance in the CCC meetings whenever possible and will provide technical and logistical backstopping to the County Census Committees. The CCCs will be responsible for the overall coordination of census activities in the respective counties. During the inauguration of the CCCs, all Deputy County Commissioners will be invited and will be expected to constitute and Chair Sub-County Census Committees, which will be performing functions of the CCC at Sub-County level as detailed in the guidelines provided.

Functions of the CCCs shall be:

a) General administration, coordination and execution of census activities at the county level in consultation with the National Census Coordinator (NCC) who is the Director General of KNBS;
b) Undertaking census publicity and advocacy activities within the county;
c) Making security arrangements in the county;
d) Ensuring the safety of all census personnel, materials and instruments under their control;
e) Ensuring that the relevant census materials and equipment are returned and safely stored at the county HQs; and
f) Oversee/guide/facilitate the operations of the Sub-County Census
Committee.

Key responsibilities of the CCCs will cover areas such as:
i. Logistical coordination;
ii. Recruitment and training of census personnel;
iii. Identifying venues for training;
iv. Financial management;
v. Publicity and advocacy; and
vi. Risk Management

Specific roles of the CCCs will be to:
1) Facilitate the recruitment of ICT and Content Supervisors and Enumerators as provided in the Personnel recruitment guidelines;
2) Identifying training venues for training of enumerators and supervisors in accordance with the Public Procurement and Assets Disposal Act, 2015;
3) Manage and coordinate training of Content Supervisors and Enumerators in the respective counties;
4) Provide adequate transport during recruitment, training and enumeration processes for the census;
5) Provide adequate security for all census personnel and materials;
6) Use the developed checklists and control forms during recruitment, and
also to distribute materials and equipment to census personnel;
7) Develop a schedule showing the timing of the movement of census
materials from and back to the County Headquarters;
8) Prepare and implement an action plan for receiving, packaging and
transportation of census training and enumeration materials from the
county headquarters to the field and back to the county headquarters and
to the KNBS headquarters;
9) Ensure that effective publicity and advocacy is done; and
10) Identify risks associated with the Census and their mitigation measures.

FORMATION OF THE SUB- COUNTY CENSUS COMMITTEES, SCCCs.

In order for the CCC to manage recruitment and other census related
responsibilities at the Sub-County level, Sub-County Census Committees (SCCCs) shall be constituted with membership as follows:

  1. Deputy County Commissioner – chairperson
  2. CSO’s Representative( Secretary)
  3. A representative from County Census Committee (CCC)
  4. All Assistant County Commissioners (ACCs)
  5. Human Resource Officer (National Government)
  6. Sub-County Planning Officer
  7. Sub-County Education Officer
  8. KNBS Coordinator (Ex-Officio)
    The roles of the SCCCs will be to:
  9. Manage the recruitment of Content Supervisors and Enumerators;
  10. Oversee distribution of census materials;
  11. Coordinate activities during the enumeration period such as security and logistics.

The SCCCs may co-opt officials of residents’ associations to assist in matters of advocacy in the regions where their existence is recognized. Sub-County Administrators should be included as members of the SCCCs in the place of
planning officers.

Latest news on the 2019 Census job adverts, KNBS issues warning

‘Ignore fake Census job adverts doing rounds on Social media platforms,’ is the latest warning from the Kenya National Bureau of Statistics, KNBS. KNBS via a presser has thus notified the general public that recruitment for this year’s census officials will be done in June. “Job advertisements will only be placed on the local newspapers and the official KNBS website – https://t.co/AIxuCPupLy in June 2019. Anything prior to this date is unfortunately fake,” KNBS has warned.

KNBS says no one should pay for recruitment to Census jobs. “KNBS does not require any payment for any job application,” KNBS adds.

KNBS is currently undertaking the cartographic mapping exercise in Nairobi County until 31st May 2019. This is in preparation for the upcoming national Census exercise.

A number of fake adverts have been doing rounds on Social media with some aimed at conning unsuspecting job hopefuls.

RECRUITMENT OF 2019 KENYA CENSUS FIELD PERSONNEL
The Ministry of State for Planning, National Development and Vision 2030, through the Kenya National Bureau of Statistics (KNBS), will conduct the National Population and Housing Census in 2019 in accordance with the Statistics Act 2006.
The Bureau is embarking on recruitment and training of the field personnel that will be involved in the enumeration exercise.

POSITIONS
The personnel are divided into three categories, namely;
Senior Supervisors (6,573)
Supervisors (25,831)
Enumerators (151,936)
REQUIREMENTS
The following are the requirements for various positions.

Enumerators:

Must be of good conduct and responsible citizens
At least form four level of education with a minimum of C- or equivalent

Must be residents of the sub-locations they wish to work in
Aged between 25 years and 50 years Must have a national identity card
Fluent in the main local language/dialect
Must have good communication and training skills
Must have good public relations
Must be available from 4th August, to 4th September, 2019
Senior Supervisors:
Applicants should be mature and responsible citizens, preferably senior teachers or head teachers in secondary schools, or senior civil servants, or university graduates with a master’s degree (preferably with management experience) or senior employees of NGOs or private sector with experience in surveys/census/research
Must have good communication and training skills
Must have good public relations
Must be aged between 30 and 60 years old
Must have national identity card
Must be available from 26th July to 6th September, 2019
Applications should be received by Noon, 29th June 2018 for Senior Supervisors and Supervisors, and by Noon, 4th July, 2018 for Enumerators.
Additionally, Enumerators and Supervisors must apply to work in the sub-locations where they usually live.

The 2019 Census jobs fiasco- knbs issues a statement on the recruitment and training of Enumerators and other Census officials

The Kenya National Bureau of Statistics, knbs, has moved to calm down the rising storm over the alleged ‘biased’ recruitment of Census officials. There have been dissenting voices in some parts of the country claiming the recruitment of Enumerators, ICT and Content Supervisors was flawed. In fact, in some parts, residents have vowed to boycott the exercise saying visitors were recruited leaving the ‘deserving’ locals. There have also been demands that civil servants recruited as census officials should relinquish the positions to the unemployed youths.

Here is the Statement by the knbs Director Zachary Mwangi on the recruitment and training of 2019 Census personnel.

“STATEMENT ON THE RECRUITMENT AND TRAINING OF 2019 CENSUS PERSONNEL

The nationwide training of enumerators for the 2019 Kenya Population and Housing Census kicked off yesterday across the country.

There have been incidents in some parts of the country where people are trying to
disrupt the training process. We regret that this is happening at this crucial stage of the census implementation process.

We would like to reassure Kenyans that the recruitment process was as fair, transparent and above board.
The recruitment process was spearheaded by a National Census Steering Committee at the national level. It was assisted by County Census Committees which were headed by county commissioners.

The committees had the mandate of overseeing and coordinating the recruitment and deployment exercise at the county and sub-county levels.

The recruitment process entailed:

1). Advertisement of all the positions in the print media, KNBS website and relevant offices at counties and sub-counties;
2). Receiving applications at the sub-county level for enumerators, location
level for the content supervisors and at county statistics office for ICT supervisors,
3). Summarizing the applications;
4). Shortlisting of candidates;
5). Conducting interviews for shortlisted candidates;
6). Appointment of successful candidates.

The county census committees oversaw the rigorous process of shortlisting, conducting written and oral interviews following set guidelines. These included academic qualifications, gender, disability, and area of residence.

The Bureau is cognizant of the fact that there were many Kenyans who applied for the advertised jobs and had met the minimum requirements for the positions. In total there were over 800,000 applications for the about 165,000 job positions. A total of 2,467 ICT supervisors, 22,268 content supervisors and 138,572 enumerators were recruited. It is regrettable that many had to be left out.

The census committees, who included local leaders, ensured that that those recruited were local residents.

TRAINING EXERCISE

To ensure that this process is seamless, the training phase kicked off on Monday 15th July 2019 starting with Training of Trainers (ToT), followed by ICT and content supervisors.

Currently, enumerators are undergoing training, which will end on 21st August, 2019.

Understanding the recruitment process

ICT Supervisors

1). Applications for the ICT Supervisors job were to be addressed to the County Statistical Officer (CSO) in each county who is the secretary of the County Census Committee (CCC).
2). Applicants dropped their applications at the County Statistics Office, filled a prescribed summary form, registered and picked a reference number.
3). Shortlisting of candidates for the job was done by the County Census Committee at the county level. The committee then communicated to the shortlisted candidates informing them on the venue, date and requirement for the interviews.
4). Interviews for ICT Supervisors were conducted at the County Headquarters.
5). The written interviews were conducted on 5th July, 2019.
6). Marking of the written interviews was done on 6th July, 2019.
Those who excelled in this stage then proceeded for an oral interview on 7th July 2019.
7). The final list of successful candidates was then compiled and signed by the chairperson and secretary and sent to the headquarters in Nairobi for approval.

Content Supervisors and Enumerators

1). Sub-county Census Committees shortlisted the candidates based on the requirements for the position applied.
2). The Sub-County Committees then communicated to the shortlisted candidates informing them of the venue, dates and requirements for the
interviews.
3). The candidates for the content supervisors’ jobs went through the interviews at the Sub-County headquarters.
The written interviews were conducted on 8th July 2019.
Marking of the written interviews was done by gih July 2019 and the oral interviews were conducted on 10th July 2019.
4). The list of successful candidates was compiled and signed by the chairperson and secretary of the Sub-County Census Committee and submitted to the County.”

Update: Recruitment for Census personnel will commence in June, 2019- KNBS Director General says

The Kenya National Bureau of Statistics, KNBS, has said recruitment of personnel to conduct the 2019 National Census exercise will commence in June, 2019. Addressing a media briefing this morning, KNBS Director General (Mr Zachary Mwangi) warned the public against falling prey to social media posts on enumerator jobs, saying the reports are false.​

There have been numerous posts doing rounds on Social Media advertising for enumerators’ jobs. An example of such scamming posts is displayed below:

“Let me caution the public against falling prey to fraudsters who have formed a syndicate to defraud Kenyans with promises of securing jobs in the forth coming Census,” said Henry Rotich, the Treasury Cabinet Secretary.

The media briefing was attended by the National Treasury & Planning Cabinet Secretary, Mr.Henry Rotich, and Permanent Secretary planning, Dr Julius Muia, and Senior officers from KNBS.

KNBS will acquire about 165,000 mobile devices to undertake the digital census slated for August, 2019. the two day exercise will start on August 24, this year. The devices will be acquired from the local higher learning institutions through the digital literacy programme. The Government would have spent about Kshs. 18.5 billion by the time the exercise comes to a close. Census is done after every 5 years.

BACKGROUND INFORMATION
Kenya National Bureau of Statistics (KNBS) is a State Corporation established under the Statistics Act (2006). It is the Principal Government Agency responsible for the collection, compilation, analysis, publication and dissemination of official statistical information and its custody.

It also oversees the coordination, supervision and development of programmes within the National Statistical System.

Job Purpose:
i. Reporting to the County Statistics Officer (CSO), the job holder will be responsible for undertaking census activities before, during and after enumeration exercise.
ii. Key Responsibilities
iii. Training Content Supervisors and ensuring that Enumerators are adequately trained;
iv. Working with the Content Supervisors to ensure that the census enumeration starts at the agreed time in the assigned supervision
areas;
v. Carrying extra census equipment/materials to be given to the Content Supervisors in case of emergencies;
vi. Providing technical support on ICT issues to Content Supervisors and Enumerators in their area of supervision;
vii. Any other duties as may be assigned by the CSO.

Requirements for Appointment
i. Must be a Kenyan Citizen, eighteen (18) years and above;
ii. Must be a resident of the Sub-county where they will be assigned to work;
iii. Must have at least a Diploma certificate in Information Communication Technology or any other relevant qualification related to Information Technology (IT) from a recognised Institution;
iv. Must have good communication skills;
v. Must have good leadership skills
vi. Must be available for an uninterruptible period of at least twenty-three (23) days from 12th August to 2nd September, 2019.

Job Title: CONTENT SUPERVISORS

Gross Remuneration: Ksh.2, 500 per day- Total Kshs.57, 500 (Taxable)

Job Purpose:
Reporting to the County Statistics Officer (CSO), the job holder will be responsible for the census activities before, during and after enumeration exercise.

Key Responsibilities
i. Training all the enumerators under their supervision;
ii. Ensuring that all materials and equipment required (mobile devices and accessories) for training for the Enumerators and enumeration
areas under their supervision area are in place;
iii. Assigning enumeration areas to the Enumerators under their supervision;
iv. Liaising with the Village Elder, Assistant Chief or Chief to identify all the special population groups, i.e. in institutions, hotels/lodges, travelers, out-door sleepers, among others in the supervision area;
v. Undertaking census enumeration in the resampled households
vi. Keeping a register of Enumerators who are assigned to work under them;
vii. Ensuring that everybody in the supervision area has been enumerated;
viii. Submitting all the equipment/questionnaires to the CSO;
ix. Any other duties as may be assigned by the CSO.

Requirements for Appointment
i. Must be a Kenyan Citizen, eighteen (18) years and above;
ii. Must be residents of the location where they will be assigned to work in;
iii. Be conversant with the local language/dialect in the area they will be working;
iv. Must have at least a Diploma Certificate in any field:
v. Must possess good communication skills and demonstrate ability to work in teams;
vi. Must have leadership skills
vii. Must be available for an uninterruptible period of at least twenty-three (23) days from 12th August to 2nd September, 2019.

Job Title: ENUMERATORS

Terms of Employment: Fixed term contract for a period of 16 days
Gross Remuneration: Ksh.1, 500 per day- Total Kshs.23, 000 (Taxable)
Job Purpose:
Reporting to the Content Supervisor, the Enumerator will be responsible for enumeration during the Census.

Key Responsibilities
i. Identifying boundaries for the Enumeration Areas (EAs), locating all structures and visiting every household to list all the usual mem-
bers in the EA assigned to them before the enumeration exercise;
ii. Ensuring that all the necessary equipment/materials to be used for enumeration are available to them before the exercise commences;
iii. Administering all questions and recording responses on all persons who will have spent the night of 24th/25th August 2019 in each of the households in the assigned Enumeration Area.
iv. Obtaining complete and accurate answers and capturing them correctly during the enumeration exercise;
v. Forwarding all equipment and questionnaires (used and unused), maps, notebooks and any other materials as directed to the Content Supervisor after the enumeration exercise;
vi. Undertaking any other duties as may be assigned by the CSO.

Requirements for Appointment
i. Must be a Kenyan Citizen, eighteen (18) years and above;
ii. Must be a resident of the enumeration area or neighbouring enumeration area they will be assigned to work in;
iii. Be conversant with the local language/dialect;
iv. Must be Computer literate or be able to use smart phones;
v. Must have at least form four (4) level of education with a minimum of KCSE grade of C (plain) or its equivalent qualification;
vi. Must be available for at least uninterruptible period of sixteen (16) days from 15th to 31st August, 2019.

INSTRUCTIONS TO APPLICANTS
All applicants are required to write a cover letter addressed to relevant “County Statistics Officer” indicating clearly the position being applied for (stating the reference number) and details of ID Number, Academic qualification, County, Sub-County, Division, Location, Sub-Location, and Village/Estate of residence.
Attach copies of National Identity card, Academic certificates and other relevant certificates. Each of the applicant must have either an active Bank Account or a Telephone Number registered in his/her name through which payment will be made at the end of the exercise.

(Taxation
in accordance with prevailing tax regulations shall apply in every payment).

For all cadres of personnel, applications should be submitted by 24th June 2019 in the following offices;
a. ICT Supervisors: To be submitted to the respective County Statistics Offices;
b. Content Supervisors: To be submitted to the Chiefs’ office;
c. Enumerators: To be submitted to the Assistant Chiefs’ office.

All applicants upon submission of applications should register their details on the Applicant’s Summary Form and on the Register and are advised to take note of the serial number for any future reference.
Only shortlisted candidates will be contacted.

Interviews for all the positions will be conducted from 5th to 14th July 2019.

  1. What is a population census?
    A population census is the total count of a population at a specified time within a country’s boundary or in a well delineated part of a country.
  2. How often is a Population and Housing Census undertaken in Kenya?
    Population and Housing Census is conducted every ten years in line with the international standards. Kenya has conducted seven censuses in 1948, 1962, 1969, 1979, 1989, 1999, 2009. Kenya has conducted censuses after every ten years since 1969.
  3. When will the next census be conducted?
    Kenya’s next census will be conducted in August 2019 from the night of 24th/25th to 31st August, 2019.
  4. Who will be counted?
    All persons who will be found within Kenya’s boundaries on the night of 24th/25th August, 2019 will be counted regardless of whether they are visitors or not.
  5. Who takes lead in implementation of Census in Kenya?
    Kenya National Bureau of Statistics, as part of its mandate, spearheads the undertaking of the Census on behalf of the government through, an Act of parliament and a gazetted legal notice. This is done in collaboration with different Ministries, Departments, Agencies, learning institutions private sector and development partners.
  6. Who is Kenya National Bureau of Statistics?
    Kenya National Bureau of Statistics (KNBS) is the principal Government agency responsible for collection, compilation, analysis, publication and dissemination of official statistical information and is the custodian of official statistical information.
  7. Why conduct a census?
    Census is the primary source of reliable and detailed data on the size, distribution and composition of the population in the country at a specified time. The information collected during census when analyzed gives an accurate picture of how many people are living in the country/county at every administrative level and their living conditions as well as access to basic services. This will inform planners on the social services people require such as education, healthcare, housing and transport. The data is also vital for monitoring internationally and locally agreed upon agenda such as Sustainable Development Goals (SDGs), Vision 2030, the Big Four Agenda etc.
  8. What is new about 2019 Census?
    The 2019 Census will be administered using computer aided personal interviewing (CAPI) technique. A tablet will be used to capture the information directly for better accuracy and faster processing of the data. The Bureau has adhered to international guidelines which advocate for the values of professionalism, transparency, accountability and integrity required of statistical systems in maintaining credibility and public confidence.
  9. Who will answer questions in the census questionnaire?
    The questions in the questionnaire will be answered by the household head or any other responsible member of the household who can provide the required information about all those who spent the night of 24th/25th August in the household at the time of the interview.
  10. Why do I have to participate in Census 2019?
    Census data is used for planning purposes. If you do not participate, the data collected will not be a true reflection of the Kenyan population. The Government as well as private sector needs accurate information for effective planning and policy formulation.
  11. How do I know that the person at my door is from KNBS?
    KNBS enumerators will be identified as follows:
    a) A branded reflector jacket with the Census and KNBS logos
    b) Identification documents provided by KNBS
    c) The enumerators will be accompanied by village elders or persons known by the residents who will introduce them to the household
  12. How will you make sure I am counted?
    The Kenya National Bureau of Statistics has been conducting cartographic mapping since 2016 where the whole country and existing homesteads and households in the villages are mapped. This will be used to create Enumeration Areas (EAs), each with its map for all villages in the entire country. Each enumerator will be assigned an EA with clear boundaries to guide him/her to ensure total coverage, with no omission or duplication. After your household has been visited a number will be written at a secure place in your household such as the top corner of the door to indicate that counting has taken place in the household.
  13. Whom do I contact in case my household is not covered?
    In case your household will not have been contacted by 31 August, a toll free number will be provided for you to contact KNBS to send an enumerator to enumerate your household.
  14. How will the information collected be treated?

The information that you will provide to the census personnel will be treated with strict confidentiality in accordance with the Statistics Act, 2006. According to the Act, anybody working with KNBS who discloses personal details of a respondent is liable to prosecution. Everyone who will be expected to have access to respondents’ personal details during the census, will take an oath of secrecy to ensure that they protect the privacy/confidentiality of those who provided the information.

  1. In which languages are the questionnaires available?
    The questionnaires will be in English and Kiswahili languages. The enumerators will also be able to speak in the local dialects since they will be recruited from the localities they reside in.
  2. How long does it take to fill in the questionnaire?
    The time taken in a household will depend on the number of persons who will be present in the household on the census night. However, on average, it will take between 35-45 minutes to complete enumeration of a household.
  3. What will show that a household has been enumerated?
    After enumeration, the officials will write a number on the door or any visible place on the structure to indicate that counting has been conducted in the household. PLEASE DO NOT ERASE THE NUMBER.
  4. Do I need to show any documents to the enumerator?
    The enumerator will take down all particulars as given by you. In case you are not sure of some information (e.g. age) you may check your documents to confirm and provide accurate information.
  5. Will I be enumerated if I am in a hotel or on transit on Census night?
    Yes, you will be enumerated irrespective of where you will be on the census night provided you are within the borders of Kenya. There are five different questionnaires that will be used during enumeration. One main questionnaire and four short ones. The main questionnaire will be used to enumerate persons in conventional households; the short questionnaires will be used to enumerate people who are on transit (e.g. at airports, bus stops, etc.), those in institutions (e.g. schools, prisons, hotels etc.), outdoor sleepers and emigrants.
  6. If on the night of the 24th/25th August, I am out of the country, will I be counted?
    No. KNBS conducts a de facto census, which means that people will be counted depending on where they will be on the night of 24th/25th August. Anyone who was in the country before midnight of 24th/25th August will be counted; anyone who enters the country after the 24/25th August 2019 will not.
    However, a short questionnaire on emigrants will be used to collect information in households that have had emigrants in the last 15 years. Their information will be provided by the head of the household and responsible member of the household.
  7. If I have visitors on the night of the 24th/25th August, should they be counted as part of my household?
    Anyone who will be present in your household on the night of 24th/25th August, 2019 will be counted together with your household. Everyone will be counted depending on where they will be on the night of 24th/25th August, 2019. Those who will be on duty working (e.g. a nurse) on that night will be counted with his/her household that he/she will return to the following day after work.
  8. Will refugees be counted?
    Everybody who will be within the Kenyan boundaries on census night (night of 24th/25th August 2019) will be counted including refugees.
  9. What questions will be asked?
    The census questionnaire that contains questions to be asked during the 2019 Census can be downloaded from www.knbs.or.ke.
  10. Why is the ethnic background asked about?
    Data on ethnicity is collected for its statistical value, not because of the numbers but in the label/attribute. The information has enormous socio-cultural value that is useful in planning and research. Ethnicity influences lifestyle, which determines certain demographic, social and economic characteristics that drive socio-economic development. All previous censuses conducted in Kenya have collected data on ethnicity, reflecting a long-standing and continuing demand for information about ethno-cultural characteristics of the Kenyan population. Kenyans are encouraged to use the information positively and responsibly.
  11. Why do you ask questions about the household assets I have in my house?
    The information collected gives the status of well-being for the household, and is used to generate economic and social indicators.
  12. Will the general public access the results?
    The general public will be able to access the census results once they have been launched. The census results will also be available to the public through the KNBS website and publications (inform of preliminary results, basic reports, detailed reports (monographs), maps etc.).
  13. Has KNBS advertised the census jobs for supervisors and enumerators?
    The job advertisements will only be done in the local national newspapers and the KNBS website (www.knbs.or.ke). The positions will be advertised from June 2019. For now no advertisement has been done and the public is advised not to fall prey to conmen who are out to swindle them of money. The Government does not ask for money from its citizens when they apply jobs.
  14. What are the security arrangements in place?
    The county census committees will be in charge of security arrangements in the respective counties. This will involve in part use of local administration and recruitment of enumeration personnel from the areas they reside. Each security team is expected to take measures according to the unique security concerns in their areas.
