Helb disburses Student loans; Check Helb Loan Disbursement Status

The Higher Education Loans Board [HELB] has today started the disbursement of tuition loans to Universities and TVET Institutions.

The upkeep loans for the over 175,000 undergraduate and over 70,000 TVET continuing students under the Old Higher Education Funding Model [OFM] is currently being disbursed to students as per their respective preferred payment channels [Bank account or HELB Mobile Wallet].

Higher Learning Institutions (HLIS) – Universities and Colleges are advised to allow students to register as tuition fees to various institutions have also been released and should reflect in the respective bank accounts of the HLIs by 5th October 2023.

For the First-Time students applying for Funding under the New Higher Education Funding Model [NFM] for both Loans and Scholarships, the deadline for application is 7th October 2023 as per the extension granted by the Cabinet Secretary, Ministry of Education, Hon. Ezekiel Machogu on 5th September 2023.

The processing and disbursement of their Loans & Scholarships for both tuition and upkeep will follow shortly after the deadline date of 7th October 2023.

The Higher Education Loans Board (HELB) is a state body established by an Act of Parliament- CAP 213A in 1995 mandated to provide loans, bursaries and scholarships to Kenyans pursuing higher education in recognized Kenyan Universities and Colleges and to recover the same after completion of studies to facilitate establishment of a revolving fund.

The Board is therefore well aligned to Chapter 4, Section 43 (1) (f) of the Constitution of Kenya 2010, that every person has the right to education.

Senators want CS Magoha to reopen schools in September

Senators now want Education Cabinet Secretary Prof. George Magoha to rescind on his earlier plans of pushing reopening of schools to next year, 2021. According to recommendations from the Senate Education Committee, the CS should start a phased reopening of all primary and secondary schools in this year.

Chairperson of Committee on Education in the Senate, Dr. Milgo Alice Chepkorir on Tuesday, July 21, presented recommendations from the Committee in the floor of the house.

“The Education Committee recommends a phased reopening of basic education learning institutions, beginning from September, 2020. (This is) to allow a division of the classes into smaller groups,” said Senator Chepkorir.

The Committee further asks the Ministry to give priority to candidate classes (class 8 and form 4).

“Priority should be given to the national examinations classes, KCPE and KCSE, so that they can continue with syllabus coverage and prepare for examinations,” she said.

These latest recommendations come in the backdrop of increased cases of covid-19 infections in the country. The country is experiencing an unprecedented surge in daily infections.

REOPENING RECOMMENDATIONS

In pushing reopening to January, 2021, CS Magoha attributed the move to the poor state of infrastructure in schools that can not guarantee social distancing among learners.

The Senators, in their renewed push, also want first lessons for students following reopening to cover similar topics including; epidemic prevention, health care maintenance and how to respond to emergency drills.

Frequent cleaning and hand-washing (done twice in a day), Prohibition of usual morning meetings and parades, cancellation of all sporting activities and field trips are other measures proposed by the Committee.

Additionally, all members of staff (teachers and support staffs) and learners should always wear face masks while, desks and other work stations should be spaced six feet apart.

The spiraling nature of infections paints a grim picture in the proposal to have the schools reopened; considering the sorry state of facilities in most public schools that are otherwise congested.

Plans to have higher institutions of learning open their doors to students in September may be slightly hampered (at-least for now). This is after President Uhuru Kenyatta barred Cabinet secretaries from touring the country as part of efforts to curb spread of the coronavirus disease.

Uhuru’s directive comes in the light of reports that at least three Cabinet Secretaries have contracted Covid-19 and are in self-isolation. The travel ban that is set to last for two weeks will slow down activity at the Education Ministry.

CS Magoha, the Chief Administrative Secretary in the ministry of Education Ms Mumina Bonaya and the Principal Secretary for university education and research Amb. Simon Nabukwesi have been making visits to universities and colleges. The visits are meant to asses the institutions’ levels of preparedness; ahead of the September reopening dates.

The restrictions have affected other CSs like Peter Munya (Agriculture), John Munyes (Mining), James Macharia (Transport) and Eugene Wamalwa (Devolution). Upcountry trips by CSs Fred Matiang’i (Interior), Joe Mucheru (ICT), Mutahi Kagwe (Health), Ukur Yatani (National Treasury) and Adan Mohamed (Regional Integration) have also been disrupted.

Maseno High School is one of the oldest schools Kenya. It is a National school located in Kisumu County; Kisumu Rural Constituency of Nyanza Region. It is a boys’ only boarding secondary school situated next to Maseno University. The school was established in 1906 by the Missionaries of the Church Missionary Society as a school for the children of African chiefs. How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.
  1. 1. How you can Choose a Career Pathway:

    • Identify your interests and potential career aspirations.
    • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
    • Confirm your choice to proceed with the pathway.
  2. 2. Select Subject Combinations:

    • The portal will provide you with a list of subject combinations available within your chosen pathway.
    • Choose three subject combinations that align with your interests and strengths.
  3. 3. Select Preferred Senior Schools:

    • For each subject combination, select four schools from the available clusters.
    • This ensures a diverse range of options and equal representation from different categories of schools.
    • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

Busy schedule as schools reopen for term 3, 2019- Ultimate schedule

A busy schedule is lined up as schools reopen for third term on September 2, 2019. This term was shortened following the Education Ministry’s move to delay opening of schools by one week so as to allow smooth execution of the 2019 population and Housing Census exercise. The term will now run for eight weeks only with schools expected to close by October 25, 2019 for the long November/ December holidays. As has been the norm, there shall be no half-term break this term

National Examinations

This year’s Kenya Certificate of Secondary Education, KCSE, Exams are expected to kickoff proper on Monday November 4, 2019 and end on Wednesday November 27, 2019.

On the other hand, the Kenya Certificate of Primary Education (KCPE) exams will commence on Tuesday 29th October, 2019 and end on Thursday 31st October, 2019.

TSC Recruitment

The Teachers Service Commission, TSC, is in the process of recruiting an additional 5,000 teachers so as to try and bridge the huge staff shortfalls occasioned by influx of large number of learners to Secondary schools; following the Government’s 100 percent transition policy. The County Selection process will run from Monday 2nd September, 2019 to Friday 13th September, 2019. Successful recruits are expected to report to their stations by Monday 28th October, 2019. 2020 Registration of Candidates

In a break from the norm, the 2020 KCPE and KCSE candidates will be registered in 2019. Effectively, current class seven learners will all be enlisted for the 2020 KCPE examinations while, all current form threes will be entered for the 2020 KCSE exams. The Kenya National Examinations Council, KNEC, has thus directed that the registration be carried out between 2nd and 30th September, 2019. TPAD data capture

TSC holds that teachers must continue uploading their performance appraisal data as per the Career Progression Guidelines. The Commission will use data captured on the TPAD system when considering teachers for promotions. Teachers who are yet to upload their data for term 2 have until the 17th September, 2019 to do so. Ban on all non-academic activities in third term

The Ministry of Education still maintains that no non-academic activities should be staged in schools this term. Consequently, there shall be no parents’ meetings, prayer meetings and visitations by parents/ guardians in schools.

TSC adds yet another (new) teachers’ registration, employment requirement.

The Teachers Service Service Commission, TSC, is mulling the introduction of a new requirement for teachers seeking to be registered with the Commission. TSC Chief Executive Officer Dr Nancy Macharia has proposed that teachers who may need to be given the registration number must first work as interns. According to Dr Macharia, Graduate teachers would be issued with teaching certificate and registration certificate after the successful completion of the internship programme at an assigned school. This will thus prevent graduate teachers from serving in other professions (mostly in the banking and insurance sectors) before they re-emerge during interviews to be recruited by the Commission. The current TSC employment guidelines give graduates who have stayed out for longer periods an upper hand compared to fresh graduates.

This latest development comes at a time when TSC is set to recruit about 87,000 intern teachers to bridge the teething gap in public schools. Already, the Teachers’ Unions; which were initially opposed to the internship programme, have given the commission green-light to employ the interns. If this new requirement sees the light of day, then it will be added to the long list of requirements that a teacher has to fulfill before getting a TSC registration certificate. Currently, to be given a registration certificate one has to provide:

The Commission registered a total of 9,199 new teachers between 1st January and March, 2019. Names, ID Numbers and TSC Numbers of these teachers have since been posted on the TSC website.

Education Ministry releases disbursement Status of the 2019 term 1 Free Day Secondary Education funds

The Ministry of Education has released the status of Free Day Secondary Education, FDSE, funds disbursement for the 2019 first tranche. According to the disbursement status some schools missed out on the disbursement for failing to update their details on the National Education Management Information System, NEMIS.

Following the disbursement of FDSE capitation for first term 2019, the following scenarios have emerged: Some schools had missing bank accounts on NEMIS,” reads, in part, a circular by Paul Kibet; for the Basic Education Permanent Secretary.

According to Kibet, other reasons that made some schools to miss out on the disbursement include: having zero enrollment on NEMIS, providing invalid bank accounts, having one bank account (instead of two) and interchanging their tuition and operation bank accounts. The Ministry released funds to schools last week meant for the first tranche. A total of Khs 36 Million was released to the schools’ accounts. Fast forward, the Ministry has directed the schools to undertake the following interventions, immediately:

  1. Schools with missing and erroneous bank accounts to update them on NEMIS portal by Monday, 4th February, 2019.
  2. Schools with erroneous bank accounts will receive their capitation towards the end of the week ending 10th February, 2019 if they (would) have corrected their bank accounts on NEMIS and communication (sent) to MOE (Ministry of Education) .
  3. Schools with missing accounts are required to upload their bank accounts on NEMIS by Tuesday, 5th February, 2019. Their capitation will be based on the data on NEMIS portal as at 23rd January 2019, 7.00pm.
  4. For inter-changed accounts, schools are advised to transfer the net amounts to the correct account before expenditure. They then must correct the accounts on NEMIS for future disbursement.

To ease communication in regard to FDSE capitation, the schools can send their official complaint through the Ministry’s official E-mail, as provided on the Circular to Regional Coordinators of Education dated 1st February, 2019.

The Ministry uses the NEMIS to disburse funds to schools, monitor students’ reporting & mobility and provide medical services via the National Hospital Insurance Fund (NHIF).

MUTITO BOYS SECONDARY SCHOOL’S KCSE RESULTS

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate. In case of any discrepancy, please notify your principal or KNEC immediately for correction.

TSC To Train Junior Secondary Teachers On CBC and CBA – See List Of Teachers To Be Trained

TRAINING OF JUNIOR SECONDARY SCHOOL TEACHERS IN COMPETENCY BASED CURRICULUM AND COMPETENCY BASED ASSESSMENT

The Teachers Service Commission has planned the training of Junior Secondary School teachers in Competency Based Curriculum (CBC) and Competency Based Assessment (CBA) with effect from 25th April to 13th May 2022.

The cascade model of training requires that the Master Trainers train the Trainers of Trainers (TOTs) and thereafter offer professional support during the face to face teachers training in the county and sub county.

The cascade model of training will be as follows

  1. The Master Trainers train the Trainers of Trainers (TOTs) physically for 4
  2. The TOTs train teachers face to face with strict adherence to MOH COVID 1 9 prevention protocols for 4
  • The Master Trainers offer professional support during teacher training at the County and Sub-County.

Target Teachers

The target group for the training will be all the teachers handling grades 7, 8 and 9 from both public (regular and SNE) and private schools. The first level of training will target teachers of Languages, Pure Sciences, Applied Sciences, Mathematics, Humanities and Technical subjects.

The teachers will be clustered according to departments. Secondary schools will each nominate 6 teachers drawn from Languages, Pure Sciences, Applied Sciences, Mathematics, Humanities and Technical subjects to participate in the training.

The target Teachers will be grouped as follows;

  1. Languages – English, Kiswahili, Foreign and Indigenous Languages and Kenya Sign
  2. Pure Sciences -Integrated Science – Biology, Chemistry, Physics and Health
  3. Applied Sciences- Agriculture, Home science and computer studies
  4. Humanities – Social Studies (Citizenship, Geography, History) Religious Studies, (CRE, IRE, Hindu, HRE and PPI) and live
  5. Technical subjects and Creative Arts – Pre vocational and pre career – Business studies, music, sports and physical education Home.

  2. Curriculum Support Officers with Bachelor’s degree in Education with two teaching subjects’ combination (Both regular and SNE).
  • TSC Sub-County Directors with Bachelor’s degree in Education with two teaching subjects’ combination
  1. Secondary schools Teacher Champions drawn from Languages, Pure Sciences, Applied Sciences, Mathematics, Humanities and Technical
  2. Secondary school SN E champion

The purpose of this MEMO is to direct you to:

  1. Identify and invite the ToTs for both regular and SNE for trainings that will be held at the county
  2. Identify and invite 6 Teachers per school for both regular and SN E using the prescribed criteria above for face-to-face
  3. Invite 6 teachers from private schools and inform the schools to cater for transport and meals expenses (2 teas and lunch) for their Identify, procute and prepare training venues as follows;
    1. One training venue for the ToTs training in the County (Preference be given to available TTCs).
    2. Training venues in  each  sub county  for  regular teacher (Preference be given to available TTCs).
    3. One SNE training venue in the county for SNE teacher
    4. Ensure the venues are appropriate for strict adherence to MOH COVID 19 protocols

Attached find the Data in Table 1 and Table 2 which will guide on the number of TOTs for both regular and SNE per county.

Technical and Vocational Education Training, TVET, institutions offer various certificate, diploma and craftsmanship training to students in Kenya. The beauty with TVET training institutions is that they offer flexible entry and fee requirements to students wishing to study in these institutes. TVETs are registered, accredited and regulated by the Technical and Vocational Education and Training Authority (TVETA); which is a public corporate agency established under the Technical and Vocational Education and Training (TVET) Act No. 29 of 2013 to regulate and coordinate training in the country through licensing, registration and accreditation of programs, institutions and trainers. Section 7 of the Act, 2013 gives the powers and functions of the Authority to regulate and coordinate training; inspect, license and register and accredit training institutions; accredit and inspect programmes and courses; promote access and relevance of training programmes; determine the national technical and vocational training objectives; assure quality and relevance in programmes of training among other functions.

How to get placement

To get a place at a TVET institution, one has to apply via the Kenya Universities and Colleges Central Placement Service (KUCCPS). The available programmes, institutions, minimum entry requirements and the application procedure are always available on the KUCCPS Student’s Portal accessible through the Placement Service website www.kuccps.ac.ke. KUCCPS sets an application window within which the prospective students can submit their applications. The Entry requirement for all Diploma Courses is a C- and above; D (plain) and above for Certificate while other course categories are open.

Funding

The good news for students joining TVETs is that they can now apply for funding from the Higher Education Loans Board, HELB. They can now get Loans and Bursaries from HELB for their fees payment and upkeep.

Students pursuing Diploma and Certificate courses in Public universities, university colleges, public national polytechnics and Institutes of Technology and Technical Training institutes country-wide are eligible for this loan and bursary from HELB. Orphans, single parent students and others who come from poor backgrounds will be given priority for the loans and or bursaries.

  1. Applicants should access and fill the relevant TVET Loan & Bursary Application Form (TLAF) at the HELB website.
  2. Print TWO copies of the duly filled Loan Application Form.
  3. Have the TVET Loan Application Form signed and stamped by the Dean of Students/Financial Aid Officers.
  4. Retain one copy of the duly filled TLAF (Mandatory).
  5. Drop the TLAF personally at the HELB students Service Centre on the Mezannine One, Anniversary Towers or any of the SELECT Huduma Centers nearest to you.

TVET Institution Application

The TVET Authority accredits institutions and approves managers of institutions and new programmes.

Application Process

  1. Undertake a business name search from the Registrar of companies via Ecitizen
  2. Obtain a “letter of no objection” on suitability of the name from TVETA

In order to obtain the letter of no objection, present;

  • Reserved business name search
  • Invoice for the name search
  • Copy of KRA Pin for the Director(s)
  • Copy of ID for the Director(s)
  • Dully filled and signed BN2 form (Click here to Download)

3. Register the Business name with the office of the Registrar of Companies
4. Download the TVETA application Forms for accreditation of institution, manager, Trainer, approval of programs, foreign institution and checklist here.
5. Submit complete application documents to TVETA offices located at Utalii House 8th Floor.
6. An accreditation officer will check the documents and compute the amount to be paid. (TVETA Gazetted Fees)
7. You will then be required to pay the amount through MPESA or TVETA bank account below.

Registration and Licensing
1. Resolution of the Board based on evaluation of the inspection report shall be;
i. Approve Registration and Licensing of the institution
ii. Reject the application
iii. Request the Institution to improve within a period of six months
2. The applicant is notified on results of the TVETA Board resolution within 3 months from the date of submission of a fully compliant application documents
3. TVETA will issue training License to qualified institutions and maintain a register of the institutions and programs approved.

At this point, the accreditation process is complete, and an institution will be issued with a registration certificate and training license.

Delocalisation policy scrapped

The Teachers Service Commission, TSC, has put an end to the controversial and forced delocalization policy.

Teachers will be stationed in their home areas. For those willing to be delocalised, the government will pay for their relocation.

Thorough revision of CBC curriculum: The new government would review the CBC Curriculum to strengthen it by engaging with teachers, parents and other stakeholders and ensure that identified challenges are addressed.

Readmit the Rastafarian girl to school, unconditionally- High Court Judge directs

The High Court has ruled that ‘Rastafarianism’ is a religion like any other and that every person has a right to religion, belief and opinion; as provided for by the Kenyan Constitution.

This judgement was issued by Justice Chacha Mwita (on Friday September 13, 2019) in a case pitting Olympic High School against a Rastafarian girl; Makeda Ndida.

“A declaration is issued that the decision of Olympic school to keep the minor out of school due to her dreads is unconstitutional null and void,” said Justice Mwita.

“The fact that she keeps Rastas should not have been the basis to chase her from school,” he added

On his part, the girls’ father told the court that his family members all have the Rastafarian hairstyle; which is a requirement in their religion. He said decision not to shave their hair is informed by verses from the Holy Bible; and went ahead to quote relevant verses from the book of Leviticus, among others.

In his judgement, Justice Mwita ruled that everybody has a right to freedom of worship and religion; as enshrined in the Kenyan Constitution.
“No person should be compelled contrary to their religion and the decision by the school to keep a minor out of school due to her religion is infringement and violation of the Constitution,” he ruled.

The parents of Makeda Ndinda had gone to court on January 14, 2019 to protest the suspension of their daughter for rocking the hairstyle.

In January this year, the then Education, Cabinet Secretary, Dr Amina Mohammed (who has since been transferred to the Sports docket), ordered that the Rastafarian girl who had been turned away be allowed back to Olympic High school with her dreadlocks intact saying, “It is not right to interpret to others how they are supposed to live”. The girl had been denied admission due to her dreadlocks; igniting a spat between her father and the school; with the father taking the school to court.

Justice Mwita has now put an end to the matter stating that application of school rules and regulations should not infringe an individual’s Constitutional freedoms and provisions. According to him, the Kenyan Constitution supersedes the school rules and regulations.
