TSC puts an end to delocalization Policy

Delocalisation policy scrapped

The Teachers Service Commission, TSC, has put an end to the controversial and forced delocalization policy.

Teachers will be stationed in their home areas. For those willing to be delocalised, the government will pay for their relocation.

Thorough revision of CBC curriculum: The new government would review the CBC Curriculum to strengthen it by engaging with teachers, parents and other stakeholders and ensure that identified challenges are addressed.

Free internet connection to all primary and secondary schools: The coalition promised that schools would be equipped with free internet connection to support digital learning. Also to provide special service tariffs for water, electricity, and internet connection in all learning institution to make education affordable.

Education CS nominee- No child will miss national exams for missing birth certificates, Prof Magoha promises as he outlines his ‘what to do’ list

Education Cabinet Secretary nominee Prof George Magoha has promised that no learner will miss national examinations for failing to provide birth certificates. While, fielding questions from Members of Parliament during his vetting at Parliament buildings today, Prof Magoha said he will ensure all learners are treated equally.

“Under my watch, no child will be denied ability to take the examinations. We will ensure (that) by the time examinations come, every child in Kenya has a birth certificate and has joined NEMIS (National Education Management Information System),” promised Prof Magoha.

Magoha was responding to a concern by Kathiani Member of Parliament, Hon Robert Mbui, who said the requirement that all candidates provide birth certificate numbers could lock out many from sitting the KCPE and KCSE exams.

Magoha exuded confidence that he will succeed at the docket that was left vacant following the transfer of Dr Amina to the Sports Ministry. Magoha said ‘failure has never been in my vocabulary’ adding that he will fight for the equality of all learners.

MAGOHA ON IMPLEMENTATION OF NEW CURRICULUM.

The Educator CS nominee told Legislators that the new Competency Based Curriculum for grade 4 is almost ready. “The new Curriculum (CBC) is good; I urge Parliament to approve funding for it to succeed; I will seek adequate consultations and briefing before I hit the ground running. I will work with the Teachers Service Commission, TSC, to ensure CBC implementation succeeds; by September 2019, we will have targets for 2020,” said the Professor.

MAGOHA ON EXAM LEAKAGES.
Magoha who has been the Chair to the Kenya National Examinations Council, KNEC, said he was perturbed by what he saw at the council; when he was appointed. Magoha says when he went to KNEC there were massive exam leakages. “There used to be no exams. Some Schools could buy the exams. There used to be two exams; one for this year and another for the next year,” Magoha revealed.

“We came across cases where school cooks sing answers to examination candidates as candidates are in exam rooms; I don’t trust anybody,” said Magoha in reference to KNEC’s directive to only have Centre Managers and their deputies at school during the exams period. The no nonsense former Vice Chancellor to Nairobi University has promised tough action this year against exam cheats. “We are still going to deal with this problem this year. This will be the last year. That mindset (of exam cheating) is there,” he noted.

Magoha says cheating at National exams will be completed eradicated once the new Curriculum comes into effect. “We expect practice of cheating in high school to end once all KCPE candidates joining classes reach Form Four,” he observed.

While fielding questions on the Biology Paper that was ‘poorly’ done last year, Professor Magoha (a neurosurgeon) said the paper wasn’t poorly done as insinuated. “The Biology paper was reasonably well done because people who scored A plain were 87 and A- (minus) 415,” he told the Members of Parliament.

MAGOHA ON REFORMS AT UNIVERSITIES.

The Professor took his good time to highlight on reforms he will steer at the Universities if given green light to head the Education Ministry. He noted that there has been massive proliferation of universities due to uncontrolled expansion. He says he will consider a proposal to consolidate universities that have similar faculties. “I will reform universities; we won’t offer unapproved courses; we have to regulate setting up of universities,” he promised.

On students taking unapproved courses he said; “You have to ensure that the degree you are taking is approved for that institution.”

On proposals to increase University education, the Professor said there was need to increase the fees but by a reasonable amount. “In order for university education to be reasonable, there is need to rationalize the university system in Kenya. It is not fair to increase university fee by Sh. 48 000, but we can sit down with students and agree on a reasonable increment,” said Magoha.

He failed though to comment on the proposal to lower entry grade to Teachers Training Colleges, TTCs, instead stating he will have to be briefed on the issue first and that he won’t discuss his colleagues; past or present.

MAGOHA ON CORRUPTION ALLEGATIONS AT THE EDUCATION MINISTRY.

Professor Magoha has promised not to leave any stone unturned in the fight against corruption; that is bedevilling the Education Sector saying he will be unsympathetic to corrupt staff under his watch. He notes that Corruption is the biggest enemy to the Big 4 Agenda. “I will demand value for money if appointed CS. I urge for protection against politics,” Magoha pleaded.

The tough taking Magoha said he will be on the necks of those who plunder public finances saying the Education Sector has been given enough money in the budget already. He said he will personally do physical audits of all projects at public learning institutions. “I was trained never to trust anybody, that even when you delegate, you never delegate completely because if you delegate completely then you lose control…,” he jovially said.

MAGOHA ON SEX EDUCATION

The Professor said sex education is the responsibility of parents. “Parents should take the responsibility. I’m a strong catholic and my faith is totally against it,” he said.

MAGOHA TO ACT TOUGH ON SCHOOL HEADS ‘PLUNDERING’ PUBLIC FINANCES.

The nominee has strongly warned school heads who exaggerate prices of food stuffs thus inflating Lunch Programme fees. He was making reference to MPs concern that some school heads exaggerate prices of food stuffs like maize forcing parents to pay excessively towards the Lunch Programmes. “Anybody who chooses to plunder government properties under my watch, I want to assure this committee that I will not be sympathetic to such a person,” Magoha warned.

Magoha had a piece of advice for the Members of Parliament, though; “If I’m appointed to this position through your approval my door will be wide open for all of you (MPs) but you will also have to consider that I have targets to meet, you do not expect me to sit down the whole day attending to you (MPs)..”

These ECDE teachers have a reason to smile

The County Government of Kiambu has up scaled the terms and conditions for Early Childhood development and education teachers (ECDE) to permanent and pensionable inclusive of medical cover.

During a ceremony for translation of their terms held at the County Government grounds yesterday, the Governor of Kiambu County Dr.James Nyoro lauded the work the early childhood have been engaged in  the formative stage for decades saying it gave the toddlers a good and strong foundation.

“This foundation ended up being vital to the children as they progressed to the upper classes and it is important that the teachers were recognized by the government” he stated

Governor Nyoro empathizes with the ECDE teachers for the hard work and patience they have exhibited for years noting that they were important to the society as they had continued to perform their duties relentlessly despite the merger wages they were drawing from their employer. On this note, he advised the teachers to proceed and register a Sacco calling it ECDE’S Corporative Society. “Upon registration, I will give one million shillings to start off the venture”

He said that after consultation with line departments, the teachers were now going to enjoy the perks of professionals and that this is going to empower them to plan for their future without engaging in side hustlers to eke a living since they were the makers of the future for the children.

Governor Nyoro reiterated the importance of the cadre of teachers saying they played an important role that cannot be ignored at any one time and promised that he was going to make their working environment conducive so that they also felt appreciated.

In his quest to improve the education sector for learners Governor Nyoro also he promised that he will continue to support in the improvement of infrastructure.

He explained that he will spearhead additional funds in the 2021/2022 financial year budget that will go towards renovation of all the ECDE’s units in Kiambu County.

He noted that he had big plans of refurbishing them to replicate the modern one located in Uthiru and that all sub-counties will have their own.

Water which is a precious commodity and important in keeping at bay coronavirus through continued hand washing will also be connected to all schools alongside playgrounds so that children can enjoy their stay in school.

The County boss further expressed concern at that low level of education standards in Kiambu County saying that he was working round the clock with the education board towards improving the sector.

The employee letters that were issued to the teachers excited them and the jubilation is envisaged to further improve their performance at their workplace.

The colorful occasion was graced by the County Executive Committee Member (CECM) for Education Ms Mary Kamau, the Chairman of the union of teachers Mr. Tom Kangethe and the accounting officer of department of Education, Gender, Culture and social services John Thuku among other distinguished dignitaries.

Release Of Examinations Results

The Kenya National Examinations Council (KNEC) wishes to bring the following information to the attention of all institutions presenting candidates for the KNEC examinations:

Examination Results Slips and Printouts
Each of the institutions that enter candidates for the KNEC examinations shall receive a hard copy of the institution’s examination results printout and result slips which captures the following information:
1. Institution’s Code and Name
This appears on the top left side of the printout.  The institution’s code is a unique number by which an examination centre is identified by the Council.  This is the number that an institution should always quote whenever communicating with KNEC.
2. Candidates Details
Below the institution’s name and code are details of the candidates.  These details include the index number of the candidate, year of examination, gender, individual subject grades and the mean grade.
The important features of the examination results are as indicated below:-

  • X – denotes an absent candidate. A candidate is declared absent if he/she did not sit for one or all papers in the examination. However, for the KCPE examination results, the symbol AB indicates an absence;
  • Y- denotes that the candidate was involved in an examination irregularity. For the KCPE examination results, the symbol 00 indicates an irregularity;
  • P- denotes that the candidate’s examination results have been pended due to infringement on the entry requirements for the examination e.g. incorrect KCPE details for entry in KCSE examination;
  • W– denotes that the candidate’s examination results have been withheld on suspicion that the candidate has been involved in an examination malpractice and investigations are ongoing;
  • U- denotes ungraded examination results due to infringement of the awards criteria.

Mean Grade Award Descriptions

  • Mean grade will be X, if a candidate is absent in all subjects
  • Mean grade will be Y , if one or more subjects are cancelled
  • Mean grade will be U, if the entry requirements for the KCSE examination are not met
  • Mean grade will be CRNM, if the course requirements for the Teacher education, Business and Technical examinations are not met
  • Mean grade will be P, if results are pended
  • Mean grade will be W, if the examination results are withheld;

The details of pended, withheld and irregularities are communicated to the institution through the Sub County Director of Education at the time of release of the examination results and are received by the institutions at the same time with the examination results.

Release Of Certificates

Once certificates for a specific examination are ready for collection/dispatch from KNEC, the institutions shall be informed through the mass and print media, Sub County Directors of Education and/or the heads of institutions:

  • All certificates for regular candidates are issued through the Heads of Schools/Institutions and to private candidates through the Sub County Directors of Education.
  • The Kenya National Examinations Council reserves the right to withdraw a certificate for amendment or for any other reason should this be necessary.

TSC promotion list for Deputy Principal III 2021

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 1,590 teachers have been promoted to Deputy Principal III at T-Scale 11 (D1). These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2021.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 16,152 teachers were promoted after the recent interviews.

Release Of Examinations Results

The Kenya National Examinations Council (KNEC) wishes to bring the following information to the attention of all institutions presenting candidates for the KNEC examinations:

Examination Results Slips and Printouts
Each of the institutions that enter candidates for the KNEC examinations shall receive a hard copy of the institution’s examination results printout and result slips which captures the following information:
1. Institution’s Code and Name
This appears on the top left side of the printout.  The institution’s code is a unique number by which an examination centre is identified by the Council.  This is the number that an institution should always quote whenever communicating with KNEC.
2. Candidates Details
Below the institution’s name and code are details of the candidates.  These details include the index number of the candidate, year of examination, gender, individual subject grades and the mean grade.
The important features of the examination results are as indicated below:-

  • X – denotes an absent candidate. A candidate is declared absent if he/she did not sit for one or all papers in the examination. However, for the KCPE examination results, the symbol AB indicates an absence;
  • Y- denotes that the candidate was involved in an examination irregularity. For the KCPE examination results, the symbol 00 indicates an irregularity;
  • P- denotes that the candidate’s examination results have been pended due to infringement on the entry requirements for the examination e.g. incorrect KCPE details for entry in KCSE examination;
  • W– denotes that the candidate’s examination results have been withheld on suspicion that the candidate has been involved in an examination malpractice and investigations are ongoing;
  • U- denotes ungraded examination results due to infringement of the awards criteria.

Mean Grade Award Descriptions

  • Mean grade will be X, if a candidate is absent in all subjects
  • Mean grade will be Y , if one or more subjects are cancelled
  • Mean grade will be U, if the entry requirements for the KCSE examination are not met
  • Mean grade will be CRNM, if the course requirements for the Teacher education, Business and Technical examinations are not met
  • Mean grade will be P, if results are pended
  • Mean grade will be W, if the examination results are withheld;

The details of pended, withheld and irregularities are communicated to the institution through the Sub County Director of Education at the time of release of the examination results and are received by the institutions at the same time with the examination results.

Release Of Certificates

Once certificates for a specific examination are ready for collection/dispatch from KNEC, the institutions shall be informed through the mass and print media, Sub County Directors of Education and/or the heads of institutions:

  • All certificates for regular candidates are issued through the Heads of Schools/Institutions and to private candidates through the Sub County Directors of Education.
  • The Kenya National Examinations Council reserves the right to withdraw a certificate for amendment or for any other reason should this be necessary.

Apply For KUCCPS Courses, Placement Online – Simplified Guide

Kenya Universities and Colleges Central Placement Service (KUCCPS)

The Kenya Universities and Colleges Central Placement Service (Placement Service) is established as a State Corporation under Section 55 of the Universities Act No. 42 of 2012 with its functions being to, among others co-ordinate the placement of Government Sponsored Students to Universities and Colleges.

The Placement Service Board is responsible for all Public Universities Admissions of the Previous year’s Candidates and also for Inter-Transfer Applications before the Admission Week of August/September Intake.

Applications are done online by all applicants including those who had submitted their applications earlier through their respective schools and would wish to revise their choices. There is no manual applications.

The relevant guiding information such as degree and diploma programmes per university and college, subject clusters, similar programmes, previous cut off points (where applicable), weighted cluster calculation by performance index; may also be accessed as downloads from the KUCCPS website.

Helb Statement- TVET Loan applications for 2019/2020 Financial Year; Loan amounts and application details

The Higher Education Loans Board, HELB, has come out to urge youths in Technical and Vocational Institutes to apply for TVET loans before the deadline day. HELB notes that only a handful of the students have tendered in their applications. See the presser from HELB dated 22nd July, 2019;

‘The Government has prioritized TVET as an enabler of the BIG4 Agenda. The sector plays a significant role in providing technical skills for the implementation of projects in manufacturing
food security, infrastructure and technological advancements in other crucial sectors as envisaged in the Kenya Vision 2030 and the interlinked BIG 4 Agenda.

To make TVET education attractive and affordable, the Government has committed to provide TVET trainees with loans from Higher Education Loans Board to a maximum of Kshs. 40,000 (Tuition being 26,420 and stipend being Kshs. 13,580) per annum to further supplement their cost of training.

To access the loans and bursaries, applicants are required to apply online from our website www.helb.co.ke.

The purpose of this letter is therefore to request you (Deans and Registrars, TVCs TTIs and National Polytechnics) to mobilize current and potential students to apply for TVET loans.

The site will remain open until 31 October 2019 to ensure nobody is left behind. We further wish to inform you that as at today, out of a targeted 124,000 applications only 14,979 continuing students and 11,279 first time students have applied and printed the forms.

This is not encouraging, and we are appealing for your support in ensuring that all needy students are covered including follow-up of those who may have dropped out.

The Board will support them with both tuition and upkeep if they apply, and they pass the minimum means testing threshold.

Finally, we also request for your feedback on how we can achieve better coverage of your students and keep us updated all the time.

We look forward to working with you to empower the youth to take advantage of the many opportunities in their communities.

The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate. In case of any discrepancy, please notify your principal or KNEC immediately for correction.

KCSE 2020 top 100 schools and candidates

Education Cabinet Secretary Professor George Magoha has released 2020 the Kenya Certificate of Secondary Education (KCSE) results today. In the results the CS released information on the KCSE 2020 top 10 candidates nationally.

The CS read the names of the KCSE 2020 candidates nationally and stated their schools and mean grades. In 2019, Buruma Tony emerged the best candidate with a score of 87.159 as shown below.

Most Improved Students from KCPE 2015

The CS gave the list of the most improved KCSE 2020 candidates in comparison to how they performed in 2016 KCPE examinations. he gave the names of their secondary schools and mean scores.

Also released is information on the well performed and poorly performed subjects in the KCSE 2020 examinations.

Magoha at the same time announced how the KCSE 2020 candidates performed. He read the number of candidates who scored grade A (plain), A-(minus), B+(plus), B(plain), B-(minus), C+(plus),C(plain), C-(minus),D+(plus),D(plain),D-(minus) and E.

As usual, CS Magoha did not release the ranking of schools in the 2020 KCSE examinations. This is because ranking of schools was outlawed.

Candidates who sat for the 2020 KCSE examinations can now get their results by sending an SMS with the full KCSE 2020 index number to 20076.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science).
