Newly TSC employed teachers to wait longer for special allowances payments

The Kenya Union of Special Needs Education Teachers (KUSNET) has called on newly deployed teachers to be patient while their special allowances are being processed by the Teachers Service Commission (TSC).

Union Secretary General James Torome reassured the affected teachers that they will receive their allowances in full. He encouraged those who have not yet received their allowances to follow the appropriate procedures within the union and TSC to voice their concerns.

KUSNET advised teachers to remain patient, as efforts are being made to ensure their special allowances are resolved promptly.

“I assure teachers that everything is on track, and all those who were deployed will receive their allowances. They should escalate any issues with the relevant authorities. However, we have not received many complaints so far,” Torome stated.

KUSNET reached an agreement with TSC to transfer a total of 6,000 special needs education (SNE) teachers in three phases. This decision followed a meeting on April 8, 2024, where teachers requested to move from regular schools to SNE institutions.

The first phase commenced in May 2024, involving the transfer of 1,750 teachers, while the second phase, which will see 2,000 teachers deployed, is expected to be completed by December 2024.

The third phase will involve the deployment of 2,200 teachers, anticipated to be finalized by July 2025. These teachers are expected to receive a special allowance of Ksh10,000 in addition to their basic monthly salary.

Additionally, 347 teachers who had previously moved from special needs institutions to regular schools have been reinstated to their original positions under the agreement with TSC. This change allows teachers in special units within regular schools to focus entirely on their responsibilities in those units.

In regard to the upcoming Collective Bargaining Agreement (CBA) for 2025-2029, Torome noted that KUSNET submitted its demands to TSC in June 2024, emphasizing that the CBA for SNE teachers will be a priority in the negotiations.

“We submitted our Memorandum of Demands for the 2025-2029 CBA to TSC in June 2024 and received acknowledgment from them. We are now waiting for the scheduled date to begin negotiations,” Torome explained.

He stressed that no court or individual can obstruct a negotiated CBA between a trade union and an employer, and that employers cannot engage with unregistered organizations without a recognition agreement, as stipulated by the Labour Relations Act of 2007.

During the April meeting in Naivasha between TSC and KUSNET, both parties agreed to revisit the Career Progression Guidelines (CPG) for SNE teachers to ensure proper alignment.
