Letter of probationary appointment for TSC teachers

The Teachers Service Commission, TSC, letter of probationary appointment is given to newly appointed teacher. This is after receiving your appointment letter (also called the posting letter/ employment letter).

Once you receive your employment letter, you are expected to accept or reject the employment offer formally. n case you accept the offer, then you will write to the Commission through the Head of Institution.

TSC will then send your letter of probationary appointment. You will be expected to serve for a minimum of six (6) months before your terms are changed to permanent and pensionable.

Types of teachers in schools and their characters

TYPES OF TEACHERS

1. #The_Broadcaster: Reads from a textbook and asks students to make notes. After the lesson this one, too, heads to the staffroom for tea break. They act like they’ve made it in life.

2. #The_Delegator: Delegates work to the learner with the best handwriting and the monitor. On social media during lessons.

The Teachers Service Commission, TSC, has advertised 10,300 vacancies for intern teachers.; 4,300 posts for Primary Schools and 6,000 posts for Secondary Schools. Here is the advert for the vacancies:

RECRUITMENT OF TEACHER INTERNS FOR PRIMARY AND SECONDARY SCHOOLS-OCTOBER, 2019

Teachers Service Commission is inviting applications from suitably qualified candidates to fill 10,300 teacher internship posts (4,300 posts for Primary Schools and 6,000 posts for Secondary Schools).
Interested candidates who meet the required qualifications, should make their applications online through the TSC Website: https://teachersonline.tsc.go.ke so as to be received on or before Wednesday, 23rd October, 2019.

Eligibility for Internship


Eligible candidates should meet the following basic requirements:

  • Be Kenyan Citizen;
  • Have original academic and professional certificates
  • Be unemployed and has not previously been employed by the Commission on permanent terms;
  • Must be registered as per the TSC ACT 2012:
  • Be a holder of a P1 Certificate for Primary Schools and a minimum of a Diploma in Education Certificate for Secondary Schools applicants

Teachers receive second phase of salary increment

The Teachers Service Commission (TSC) effected salary increment under phase 2 the 2021-2025 Collective Bargaining Agreement. The increments reflected in teachers;’ salary accounts as the Commission effected August salaries’ payment.

Earlier, the Commission had been allocated Sh13 billion in the financial year starting July to implement the second phase of the 2021– 2025 collective bargaining agreement (CBA).

The Commission and teachers’ unions in August last year signed an agreement to amend the 2021-2025 CBA to include a salary increment of up to 9.5 percent spread over two years.

The original version of the CBA did not have a monetary aspect.

“Key areas funded include implementation of the 2nd phase of the collective bargaining agreement 2021-2025 at a cost of Sh13 billion,” TSC officials told the National Assembly committee on Education during a meeting to consider the financial year 2024/2025 estimates.

In addition to increase in basic pay, the deal with Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET) and Kenya Union of Special Needs Education Teachers (KUSNET) includes a house allowance for teachers under cluster 4 that is also payable in two financial years.

Up to 87 percent of the public teaching service, majority of whom are stationed in rural areas, are earning house allowance under Cluster 4 category. The allowance abides by the standard criteria Kenya Union of Post Primary Education Teachers teacher’s job grade and workstation. The net effect of increasing the house allowance for teachers in Cluster 4 is that it now levels up with what is payable to those in Cluster 3, with full harmonisation set for July 2024.

The higher the job grade, the higher the TSC house allowance, alongside other allowances including commuter, hardship and leave allowance.

The 2021-2025 CBA was negotiated and executed in the middle of an economic meltdown occasioned by the Covid-19 pandemic that disrupted global supply chains causing reversal of prior monetary and fiscal policies. At the time, the TSC and the teachers’ unions agreed to suspend the monetary component of the CBA and make reviews once the economy improved.

The Commission opened discussions with the unions in August with view of reviewing the 2021-2025 CBA after the National Treasury predicted Kenya’s economic growth would expand by 5.5 percent in 2023 up from 4.8 percent last year.

The talks hit a rough patch when the trade unions refused the TSC’s offer of between 2.4 percent and 9.5 percent salary increase saying it was lower than what is recommended by the Salaries and Remuneration Commission (SRC).

“The unions sought for more time to interrogate the offer and consult with their members in order to make an informed decision on the matter,” noted TSC Chief Executive Nancy Macharia at the time..

The Commission and the unions have had several negotiations targeted at improving the welfare of teachers in the country, such as promotions, career progression and reducing the workload for special needs education (SNE) teachers. To enable the Commission to achieve its mandate, the government bumped up TSC’s allocation for the 2024/2025 financial year to Sh358.2 billion, from Sh340.75 billion in the current period.

To apply for these positions, the following are the steps you need to take to be successful.

  1. Visit the Teachers Service commissions (TSC) online portal by using the link https://teachersonline.tsc.go.ke/
  2. Once you access the portal, you will see a link ‘active adverts for teachers’ written in red, click on it.
  3. You will then be redirected to the E-Recruitment portal which contains a list of all the open vacancies.
  4. Scroll to your desired post and click on ‘actions’ on the far right.
  5. From there you will be given two options ‘View/ apply’, you can view the details of the job then apply for the post.
  6. You can then Enter your Surname, ID and TSC numbers to proceed.
  7. Fill in the details that follow, they include, Basic, Professional, and other details to complete the application.

2021 TSC Posting letters for teachers

Were you recently employed by the TSC and you have been waiting for your employment letter? Well. The Teachers Service Commission, TSC, has released the letters of employment (Letter of probationary employment) to all newly recruited teachers. This is after successfully vetting your documents. The letter is sent to the teacher through the station where the teacher has been posted to serve under TSC terms.

In the letter the Commission Secretary spells out the entry level of the teacher i.e Secondary School Teacher II for teachers entering the profession as degree holders. The station where the teacher has been posted and the subjects to be handled are also written on the employment letter.

Employment terms 

A newly recruited teacher works on probation for a period of not less than six (6) months. In some cases the probation period may be extended if the teacher’s performance is unsatisfactory; at worst, the teacher’s employment may be terminated before completion of the probation period. To be confirmed on permanent terms, the head of institution fills a recommendation form for the teacher that is sent to TSC for approval.

The teacher is expected to proceed to the posted institution as indicated on the employment letter and has a grace period of 30 days from the effective date; as stated on the letter.

This year’s newly Recruited Teachers are required to report on 4rth January 2021 but not later than 30 days from the effective given date.

The employment letter also spells out the expected basic salary per year depending on the entry grade of the teacher.

Post Primary TSC Teachers on T-Scale 7 are expected to earn between 419,460p.a to Ksh.524,328 p.a

The teacher is also entitled to monthly allowances pegged on his/ her grade. Allowances that the teacher may get include, but not limited to: House allowance and Commuter allowance.

Teachers working in areas classified as hardship get hardship allowance on top of the two allowances. While, those working at schools with differently abled learners also receive Special allowance.

The teacher is expected to work in any part of the country where the Commission feels his/ her services are required.

Additionally, the teacher will have to serve at the initial work station, where the first posting has been made, for a period of not less than five (5) years before requesting for a transfer.

In some cases such a teacher may be transferred under special consideration from the Commission on such grounds as Medical and insecurity; as may be deemed fit by TSC.

The employment letter is also copied to the Principal or head of institution and the TSC County Director.

12,000 new teachers to be hired as TSC promotes 55,000

The Teachers Service Commission, TSC, will be hiring 12,000 new teachers ahead of the January 2021 full reopening of schools. Under the Economic Stimulus Programme, the commission was allocated Sh2.4 billion funds to engage 12,000 interns.

According to TSC Boss Dr. Nancy Macharia, recruiting the additional 12,000 teachers will bring to 23,574, the total number of teacher interns hired since last year.

In the current financial year, the commission received a budget of Sh2.5 billion to employ 5,000 teachers on Permanent and Pensionable terms.

In a report tabled by Dr. Macharia during a two-day consultative forum with National Assembly Education Committee this week,  TSC requires Sh17 billion to hire about 26,000 teachers to address staffing gaps in secondary schools. An additional Sh8.1 billion will be required annually to hire 12,500 teachers to plug the normal shortage. The situation is worsened by current Covid 19 pandemic and the 100 percent transition policy.

Macharia says her target to enroll 12,500 new teachers yearly has not been met due to inadequate budgetary provisions. She added that under normal staffing, the commission needed 50,504 teachers to support the existing staff establishment.

The Commission is also set to train close to 118,000 teachers next month on the Competency-Based Curriculum (CBC) at a cost of Sh1 billion. See details on this training here.

“The commission intends to prepare teachers for eventual re-opening of schools through training, capacity building, sensitization and induction programmes,” She added.

Teacher promotions.

TSC says about 55,000 teachers have been promoted this year. Another 3,900 are scheduled for interviews. Similarly, 460 teachers have already been interviewed and their letters are on the way.

The Legislators wants the Commission to come up with a clear policy in promoting teachers in order to avoid situations where most stagnate in same job grades for long. But, Macharia was quick to point out that budgetary constraints were to blame.

“The criteria used in promotion of teachers include the availability of budget/funds; the existence of vacancies in the authorised establishment; merit and ability as reflected in the teacher’s work performance; academic and professional qualification among others,” she explained.

Dr. Macharia, sought the committee’s indulgence in finding a lasting solution to the challenges faced by the commission, among them; the need to develop a policy framework to guide the employment and promotion of new and older teachers.

List of teachers awarded by TSC during the World Teachers’ Day

The Teachers Service Commission, TSC, has honoured 592 teachers for their outstanding service as outlined in the Performance, Recognition, Reward and Sanction Policy Framework. The teachers were rewarded during this year’s World Teachers’ Day celebrations.
TSC Boss Dr. Nancy Macharia lauded teachers for their contributions in shaping the lives and future of millions of learners.

“Teachers have done exceedingly well in Kenya. We are celebrating them because of many reasons,” Macharia said.

Macharia said teachers ought to be celebrated, particularly this year, for successfully restoring the school calendar which had been disrupted by the Covid-19 pandemic.

She said after the pandemic, the school calendar was constricted and this put pressure on both teachers and learners.

“Today, we celebrate our teachers for soaking all the pressure over the past two years which has enabled us to achieve the normal school calendar in the year 2033,” Macharia said.

Macharia congratulated teachers for being instrumental in transitioning Grade 6 learners to Grade 7 in Junior Secondary School under the Competence Based Curriculum.

She said that the teachers were willing to go an ectra mile in ensuring successful transition to the new Competency Based Curriculum, CBC.

“This year, in between the normal duties, over 72,000 teachers have participated in the retooling exercise to ensure they are compliant with the CBC,” she said.

She lauded teachers for signing a new Collective Bargaining Agreement, CBA.

“Unlike other sectors, teachers have successfully renegotiated the CBA for higher salaries by up to 9.5 per cent. I wish to congratulate all officers of the respective trade unions as they sat with us to ensure a quick conclusion of the CBA,” she said.

Macharia said TSC is fully committed to ensuring the welfare of teachers as their primary responsibility.

“As one of the scholars, Christopher Pyne said a quality education begins with the best teachers. He went on to say, quality of an education system cannot exceed the quality of teachers,” she said.

The TSC interviews are very competitive. Both recruitment and Promotions interviews require thorough preparations. In this article, I provide you with all that is required, interview questions, marking schemes and scoring areas.

How do I prepare myself for a teaching interview?

Getting Ready for the TSC Promotion Interview

Prepare well on Mostly asked TSC promotions interview questions. Make sure to go through the marking scheme and scoring areas:

On the material day, arrive one hour before the scheduled interview time.

Make sure to carry the following with you:

  • Your original ID Card
  • Original Academic Certificates
  • Original Professional Certificates
  • Letter of appointment to the current grade
  • Letter of appointment to the current post (in case you are holding an administrative post).
  • Analyzed individual subject results in KCPE/ KCSE examinations for the last three years and certified by the TSC County or Sub County Director.
  • Performance Appraisal Reports (TPAD) for the last three years.
  • Any other documents that you may see of benefit to enable you convince the panelists.

Getting Ready for the TSC Recruitment Interview

Most of the time, TSC interviews happen once a year, either to hire new teachers or to replace teachers who have left the field.

Getting a job with TSC can change your life, so it’s important to be well-prepared for the interview.

Often, applicants seem to be in a state of physical, mental, and emotional hurry and worry.

They also don’t take the time to organise the important papers they need for the interview.

They tend to forget that this can have an effect on your interviewers and could help you win them over.

Here are some things you need to do to get ready:

Dressing Code

What you wear is very important because you don’t want it to be talked about at the interview. Women can get by with a nice skirt or pants as long as they are not too tight.

Also, your clothes shouldn’t be too short. We suggest one that is not higher than the knees.
Men should also know that they don’t have to wear a suit to look smart and put-together.

Also, if the only way to look good was to wear a suit, then interviews could be very expensive.

Organising Your Paperwork/Documents 

Make sure your papers are ready and well organised in an envelope or document bag. You should put them in order so that the most current one is at the top.

Make sure that the panel has access to important papers as well.

Conduct/Attention 

Don’t do anything during the interview that might show that you are unhappy, tense, or excited.

Don’t chew on anything and look around nervously, because this could mean that you don’t trust yourself.

Extracurricular activities Evidence 

Even though it’s not required, proof that you took part in extracurricular activities could be important if there’s a tie.

If you can, use it, because it will help a lot and make your show better. It will show that you have more to offer than just the skills you have.

What You Need to Bring to the Interview/Mandatory Documents 

You need the originals and clear copies of the following papers so that the interviewers can, among other things, identify you and verify your academic credentials:

  • Your NCPWD Card if you are handicapped and have a National Identification Card.
  • K.C.P.E. and K.C.S.E. Certificates (If you try again, you will need to include all of your certificates).
  • Diploma or Degree Certificate, along with the papers that go with them.
  • Certificate of registration as a teacher.
  • Proof that the teacher is an intern. This can be in the form of a letter or a paystub.
  • A signed statement when the names given are different/Oath
  • Primary and Secondary Certificates of Leaving.
  • Co-curricular awards
  • Special talent awards
  • Student test results are kept for 3 years.

How to get the extra 5 points in the teacher hiring interviews in TSC recruitment. 

To get the extra five points and get ahead of the other applicants, you need to do the following:

a) Good Skills in Talking to People 

First, you need to answer all of the questions correctly and stay away from slang. Always be true to yourself.
Make sure your points are clear, that you can be heard, and that you don’t close your eyes while you talk.

b) Bring these things with you to your interview:

If you participated in extracurricular events while teaching, you could get a certificate of participation.
Students’ test results from the last three years
If you served somewhere and were recognised for special skills, like with a Certificate of Leadership, you would need to show proof of those skills. It’s also a good idea to talk about the information on your high school diploma, especially if it adds to what you’ve already said.

Note: The extra 5 marks are important. Don’t give yourself a chance to fail!

What are the questions in competency based teacher interview?

Questions you might be asked at a TSC interview

1. Tell us something about you.

This may be a hard question, but make sure your answer is clear, short, and to the point. Make sure you don’t say anything that goes against what you have written. You should never say things like “you know,” “my name is,” and so on.

2. Behave like a professional.

At least know something about TSC, like what it does, how it works, how teachers should act, and something about the Children’s Act. During the interview, the interviewer may or may not ask about this.
If someone asks you a question you can’t answer, don’t stay quiet. Don’t give the wrong answer on purpose; don’t stay quiet; and don’t say, “I don’t know.” Ask the employer to explain the question to you or give you more information to help you understand it.

3. Knowledge of the content or subject

You should know a lot about the subject you are being interviewed for since the employer may ask you questions about it.

4. Tell a short story about what you’ve done.

Start with what happened most recently and work backward. If you went to more than one school, put the one you went to first at the end.

Do not include a part of your experience that the panel can’t back up with proof, like a letter of approval or a certificate. This can give the other people in the group a way to pin you down.

5. Topics that are current or popular

Interviews are also a good place to talk about changes in schooling. For example, if you want to work as a Computer Studies teacher, you should know something about how Information and Communication Technology, or Computer Science, and education are changing right now.

Be brave, calm, and mentally stable. Avoid overconfidence. When you are asked to join the group and when the interview is over, thank the people in it. Don’t use long descriptions or examples to back up what you say.

Documents to Provide After Successful TSC  Interview. 

Even if your interview goes well, you will still need the following papers:

  1. Two photos the size of a passport. 
  2. You will have to write a letter saying that you will teach for at least five years, in any region of this country. 
  3. A signed copy of a bank plate. Once you are hired by TSC, this is where they will put your paycheck.
  4. A pay point details form that has been filled out. 
  5. A copy of an award from the KRA. 
  6. Your NHIF card or a copy of it

The process of registering for the new TPAD account is flawless. It can be done even via your mobile phone. See the steps below:

  • Access the new TPAD 2 registration portal by clicking on this link; https://35.229.67.130/auth/create_account
  • Now enter the required data; TSC Number, Phone Number, ID Number, E-mail and password.
  • Click on ‘Create Account’ once through.
  • Your account will be created and logged onto automatically.
  • In the new window, add your level of education and subjects combination details.
  • To update information on Subject Combination, select ‘Subject Combination’ Tab. Then, click on ‘Add Subjects Combination’. Now, type in your subjects and click on ‘Submit’.
  • To add your qualification details, select the ‘Level of Education’ tab followed by ‘Add Education Level’. Select your KCSE Grade, Highest Level of Education and Institution where you attended. Click on ‘Submit’ once done.
  • Now you can proceed to log into your account by clicking on ‘proceed to Log in’.

TSC Teacher Registration- You may be having a number of questions concerning the new teacher registration process by the Teachers Service Commission (TSC). You may tried searching answers to these questions in vain. A number of questions on teacher registration have been addressed in this post. Simply read through.

Question: How can I register as a a teacher

Answer: Use the online step by step guide to register as a TSC teacher. Ensure you have scanned the following prior to starting the registration process. All your academic certificates (i.e. primary,secondary,university and college transcripts), passport photo and banking slip of the registration payment done.

Question: How will i know that i have been registered ?

Answer: To check your registration status, on the TSC website under online services select teachers online and choose registration status.

Question: How long will the certification take?

Answer: The certification will take 30 days.

Question: How do I apply for TSC Registration certificate replacement?

Answer: Worry no more. Now, you can easily apply for a TSC registration certificate replacement. The application process is simple and straight forward. Here are the details; How to apply for TSC Registration certificate replacement.

Question: What are the Requirement for TSC certificate replacement Application?

Answer: To apply for a TSC certificate duplicate you will need;

  • To pay a non-refundable fee of Sh2055
  • Produce your bank payment slip
  • Your National Identity Card, ID
  • an affidavit or marriage certificate must be provided, in case of change of names.

Question: How do you apply for the TSC certificate replacement online?

Answer: The application process is just simple. Follow the steps below;

  1. You need to visit the TSC online portal by using the link ((See image below for the page you will get); Step by step guide on how to apply for a duplicate TSC Registration Certificate.

Question: What are the mandatory requirements for TSC Registration Certificate Application?

Answer: You should scan and upload the following documents:

  1. Certified copies of academic and professional certificates
  2. National identity card
  3. Bank slip
  4. One passport size photo
  5. KRA pin
  6. GP69 form
  7. Certificate of good conduct
  8. Entry and work permits for non-Kenyans.

Question: Must I have my documents photocopied and certified.

Answer: No. Simply scan and upload the original documents.

Question: Why has my application for TSC registration been rejected?

Answer: One can be denied registration if he/she:

  1. Lacks the relevant academic and professional qualifications
  2. Is not of good moral character has been convicted of a sexual offence or an offence against a learner
  3. Has been convicted of a criminal offence which renders the person unfit to be a teacher
  4. Is engaged in activities which are prejudicial to peace, good order or good governance in Kenya
  5. Suffers from physical or mental infirmity which renders the person incapable of performing the duties of a teacher.

Question: Why has TSC deregistered me?

Answer: A teacher can be deregistered if he/she:

  1. Dies
  2. Obtains registration fraudulently
  3. Has been convicted of a sexual offence or an offence against a learner
  4. Has been convicted of a criminal offence which renders the person unfit to be a teacher
  5. Is found unfit to teach following disciplinary proceedings
  6. Suffers from physical or mental illness or infirmity which renders the person incapable of performing the duties of a teacher.

Question: How can I check my TSC Teacher Registration Application Status online?

Answer: Once you apply for your new TSC Number the Commission will respond within 30 days. But, it is good that you keep checking your registration status online. See more details here; How to check TSC registration status online.

Question: Which portal can I use to apply for TSC Number Registration?

Answer: Visit the official TSC online system at https://teachersonline.tsc.go.ke/. 

Question: WHAT HAPPENS IF MY NAMES ARE NOT MATCHING ON MY DOCUMENTS

Answer: If the names in any of your academic documents don’t match with your ID, obtain an affidavit from an advocate or commissioner of oaths (An advocate/ Lawyer will do this for you). It is uploaded among the documents.

 

Question: CAN ONE USE PHOTOCOPIES TO APPLY FOR A TSC NUMBER?

Answer: Use original documents. To use photocopies, they must be certified at the subcounty TSC office. If you’ve lost any of the original documents, make arrangements to have results confirmed at KNEC.

Question: HOW LONG SHOULD I WAIT FOR THE TSC NUMBER?

Answer: The duration is not really specified. It all depends on the processing speed and logistics at the registry.

Question: Why did TSC Return my Registration Certificate to the head office?

Answer: Because you provided the wrong postal address or failed to collect it from your post office.

Question: WHAT DO THE VARIOUS INDICATORS THAT I SEE WHILE CHECKING MY TSC REGISTRATION STATUS MEAN?

Answer: These are the indicators you’ll likely find when checking the status of your TSC registration online;
  • In Progress; This means that the application has been submitted but not yet checked at the registry.
  • Verified; The application has been checked and all details confirmed correct.
  • Registered; This is the final status for a successful application. The TSC Number is indicated on the portal. A text message is sent to the applicant as well.
  • Reset; This means that there’s an error which needs to be rectified. The error is stated both on the portal and in a text to the applicant.
  • Incomplete; The application is not complete/not submitted
  • Rejected; This feedback is given when the applicant doesn’t qualify to be registered as a teacher, especially for failing to meet the minimum academic qualification.

Question: HOW DO I KNOW THAT I’VE BEEN REGISTERED?

Answer: An SMS is sent to you upon successful registration. It bears the TSC number. You can then generate a print-out of the notification through this link:
This is not the registration certificate though. The registration certificate is sent to you through the registered postal address.

Question: HOW/WHEN DOES ONE GET THE TSC REGISTRATION CERTIFICATE?

Answer: The registration certificate is sent through the postal address provided during application. You get it after receiving an SMS with your TSC number.

Ensure that the address you provide is correct to avoid losing your certificate.

Question: IN CASE I REALIZE THAT I MADE AN ERROR IN MY APPLICATION, CAN I EDIT IT?

Answer: After submitting the application, editing cannot be done before the application is rejected at the registry.
After such rejection, you receive an SMS indicating that your application has been RESET. The application is then open for editing.
The reason for the reset is as well stated in the message.

Question: WHAT IS GP 69 AND WHERE DO I GET IT?

Answer: A GP 69 is a medical examination form which is downloaded online then printed for filling.
Part 1 is stamped at the subcounty office then part 2 is filled by a doctor.

The Commission through the tendering process awarded an outside ICT firm to facilitate the capturing process into payroll.

As the Commission we congratulate the firm on having captured 17,000 contract teachers and the permanent and pensionable new appointees 15,000 teachers and also 18,000 replacements respectively.

THE EFFECTIVE DATE FOR POSTING 2ND QUARTER OF PENDING CASES

The Teachers Service Commission is a constitutional Commission established under articles 257 of the Constitution of Kenya and is mandated to manage teachers and secretariats on employment and hiring process.

I therefore (DIRECT) that the contract teachers of the second quarter to be posted this month from 28th April 2025 to allow the smooth running of the IPPD payroll to avoid mixing up contract and permanent terms on payroll, as we use one payroll with different terms of appointment.

Teachers who are to be posted under permanent terms and replacement for those who retired from service should start getting their posting letters as from 29th May 2025 after we rolled out the payroll for April 2025 by this time posting letters should be released within one week before the National Budget reading.

Please note that all second quarter posting of teachers should end by 18th June 2025.

The (TSC County DIRECTORS) and should principals and head teachers respectively are hereby directed to send back the casualities return to the Commission to facilitate payments of salaries by end June 2025 as our services are online.

I further direct that all teaching vacancies will be shared out equally to ensure all 47 counties get enough teachers to address shortages of teachers in every county.
