TSC Confirms Promotion List Will Stand, Appointment Letters to Be Issued

The Teachers Service Commission (TSC) has announced that it will not revoke the teacher promotion list released last month, which followed interviews conducted in January and February of this year.

Senior officials from the TSC have stated that the promotion list will remain unchanged, even as both the Parliament and Senate intensify their investigations into the recent promotions.

These officials indicated that the teachers who were promoted will begin receiving their appointment letters this week.

Concerns regarding the transparency and fairness of the promotion process were raised by Members of Parliament (MPs), some of whom accused the TSC of bias after it was revealed that certain teachers promoted last year appeared again on this year’s list.

Last week, the Senate initiated a thorough investigation in response to widespread allegations of unfair promotions among teachers.

During a debate, the Senate Education Committee, led by Senator Betty Montet, accused the TSC of corruption and demanded a detailed explanation for the selection of 25,252 teachers for promotion nationwide.

Kisii Senator Richard Onyonka questioned whether the TSC had adhered to principles of merit, fairness, and inclusivity. He stated, “The Education Committee must investigate and report to this House why long-serving teachers with higher qualifications and experience were overlooked while younger teachers with less experience were promoted, and if so, what the justification for this was.”

Onyonka also urged the commission to clarify its distribution model, particularly questioning why densely populated counties with more teachers received disproportionately fewer promotions.

The Senate’s demand for answers comes amid growing dissatisfaction among MPs, who previously expressed concerns that the promotion process appeared biased, favoring certain regions over others. Senators are now echoing these frustrations and calling for a comprehensive investigation.

Nominated Senator Esther Okenyuri did not hold back, accusing some TSC officials of soliciting bribes from teachers seeking promotions. “In the recent exercise, we have teachers who have served for over 17 years but were not promoted, while others with just one year of service were. How can that be justified?” Okenyuri asked.

She went on to label the TSC leadership as “corrupt to the core” and called for a complete overhaul to restore integrity within the commission.

Senators also demanded clarification from the TSC regarding whether there is an appeal process for dissatisfied teachers and requested information on the number of complaints filed and resolved. They emphasized that handling these grievances transparently is essential for rebuilding trust among teachers.

The committee is expected to summon TSC officials to explain how the promotion process was conducted and what measures are being taken to address the ongoing issue of career stagnation.

The widespread dissatisfaction among lawmakers indicates a significant crisis of confidence in the TSC’s management.

However, when TSC CEO Dr. Nancy Macharia appeared before the National Assembly’s Constitutional Implementation Oversight Committee (CIOC), chaired by Hon. Eric Karemba (Runyenjes), she stated that the Commission is unable to promote a sufficient number of teachers due to inadequate funding.

Macharia was presenting a report on the Commission’s progress in fulfilling its constitutional mandate and the challenges hindering effective service delivery.

She warned of a looming education crisis due to insufficient budgetary allocations for the promotion and deployment of teachers across the country.

Dr. Macharia noted that while the government currently allocates Ksh 1 billion annually for teacher promotions, this amount is inadequate to meet the growing number of eligible teachers.

“Honourable Members, while we appreciate the Ksh 1 billion allocated for teacher promotions, it is only enough to promote 6,000 teachers out of a teaching force of over 500,000. This continues to demoralize deserving teachers and affects service delivery in our schools,” Dr. Macharia stated.

She emphasized that the TSC requires Ksh 5 billion annually to effectively promote teachers and prevent stagnation.

In response to lawmakers’ concerns about promotion challenges, Macharia explained that the Commission has been receiving Ksh 1 billion each year for promotions, which she described as merely a drop in the ocean.

“With only Ksh 1 billion, we can promote just 6,000 teachers. We need Ksh 5 billion annually to fully address stagnation,” she reiterated.

In 2024, the TSC promoted a total of 19,943 teachers after being allocated Ksh 1 billion in the 2023-2024 financial budget. This year, the TSC listed 25,252 teachers who were successfully promoted after attending interviews in January and February.

The teachers will receive their appointment letters before being assigned to schools with vacancies.

MPs continued to press the issue of equity in promotions and the unclear criteria used, with reports indicating that some constituencies received as few as five promotions.

“We had only five teachers promoted out of 25,000. If divided equally across the 290 constituencies, we should have received at least 80,” argued Tiaty MP William Kamket.

Despite the scrutiny, the Commission stated that it continues to operate within its constraints and remains committed to improving teacher welfare across the country.

The TSC attributed the promotion bottleneck and staffing imbalances to inadequate funding and called on Parliament to revise policies to allow for more sustainable planning.

TSC promotions 2021- Dr. MAcharia meets leaders

The Teachers Service Commission (TSC) has moved to resolve a pending impasse over promotion of teachers in some parts of the country. This follows a petition by 16 teachers in Kajiado County who complained about being locked out of promotion by the commission.
This forced the TSC CEO Dr. Nancy Macharia to host a team of leaders from Kajiado County on Friday 30th April 2021. The leaders (who included Hon. Ole Metito Katoo, George Sunkuyia, Judith Pareno and Mary Seneta) were making a follow up on the matter so as to reach an amicable solution.
In the petition, the teachers claimed that they have been locked out from leadership by a system introduced by TSC where only teachers who serve in Job Groups L, M and N are promoted to be headteachers, sub county directors and county directors.

“Through CPGs (Career Progression Guidelines) the Commission has been selectively promoting teachers to the said positions and, therefore, discriminating against deserving cases. All Maasai teachers in Kajiado, are being denied promotion opportunities as a result of the policy,” the petitioners said.

According to the petition, the policy has disadvantaged teachers in Kajiado County who have the requisite experience and skills an opportunity to get promoted.

The teachers say that none of the resident teachers in the county have attained the Job groups L, M and N.

The petitioners, wants the Senate to intervene with a view to have affirmative action by the TSC for appointment to leadership positions of resident teachers and the policy be reviewed to give priority for promotion to leadership positions to resident teachers after which other teachers serving in the county could be considered

 A few days ago, Dr. Macharia appeared before the Senate Committee on Education so as to respond to the petition by the teachers in Kajiado County.

  Nominated Senator Judith Pareno accused TSC of open bias and demanded investigations, claiming non-Masaai teachers from one community have taken over schools leadership in the “entire Masaailand”.

“All headteachers and their deputies are non-Masaai, most of them are from one community. We will be seeking to show the committee that there is discrimination,” complained Pareno.

On her defense, the TSC Boss told the Senators that the commission is guided by the Code of Regulations for Teachers in effecting promotion.

“To this end, all promotion above common cadre grades and to administrative positions are filled competitively as per the provisions of the Code of Regulation for Teachers and the Constitution of Kenya,” Said Dr. Macharia.

“Once a vacancy is established, the commission advertises the same through print and electronic media for interested teachers across the country to make applications for the positions.” She added.

The Teachers Service Commission (TSC) is finalizing the interview results for teachers who attended interview for promotions conducted in February 2021. The interviews were carried out between February 8 and 19, 2021 at designated TSC County offices countrywide.

A total of 32,431 teachers who were shortlisted and interviewed. Also ongoing are promotions and deployments of primary school teachers (who have attained degrees) to secondary schools.

Also in the pipeline is Diploma teachers’ promotions interviews.

KUCCPS invites previous years’ KCSE students with grade E and above for placement

The Kenya Universities and Colleges Central Placement Service (KUUCPS) is once again inviting previous years’ KCSE students to apply for a diploma or certificate course of their choice in National Polytechnics, Technical Training Institutes or other Technical and Vocational Education and Training (TVET) institutions. This is the third round the KUCCPS will be inviting applications this year. And it is good news to students who sat previous examinations but could not get any training placement, as the KUCCPS has given them chance to apply for training. The training caters for all students from those who scored E to C-.

The online application system reopened on Monday, September 10, 2018 to Sunday, September 30, 2018 for the students to submit their applications, regardless of the year they did the KCSE examination.

 Successful students will be sponsored by the Government as follows:

  1. The total fees will not be more than Ksh 56,420 per student per year.
  2. Of the total fees, the Government will pay Ksh 30,000 for each student directly to the college.
  3. The balance of Ksh 26,420 may be raised by applying for a loan from the Higher Education Loans Board (HELB).

A student must apply for placement through KUCCPS to benefit from the Government fee subsidy.

The minimum KCSE mean grade required for Diploma is C-(Minus), D for Craft Certificate and E for Artisan Certificate.

APPLICATION PROCEDURE
All applications must be done online through the KUCCPS website www.kuccps.ac.ke following the steps below.
  1. On the website Home Page under Online Portals, click Student’s Portal. This will take you to the Login Page (students.kuccps.net).
  2. Click the tab Login on the top right corner of the page and enter your KCSE Index Number, KCSE Year and your login password. (Your password is your Birth Certificate Number or KCPE Index Number as used in KCSE exam registration).
  3. After successful login, view the available diploma and certificate courses and their minimum requirements under Programmes, noting down the programme codes for the courses you wish to apply for. You will be required to submit a list of four courses in the order you prefer them, beginning with your most preferred (Choice No. 1 to the least preferred, Choice No. 4).
  4. Once you have settled on your four preferred courses, click the tab Application/Revision and enter the programme codes in your preferred priority order.
  5. Click Check Requirements. If you meet the minimum requirements for all your courses, you may proceed to SUBMIT. Where you fall short of the requirements, go back to programmes and select alternative diploma/certificate courses and enter their programme codes, then click Check Requirements again. Repeat this process until you meet the minimum requirements for all your choices, then SUBMIT.
  6. If your application has been successfully submitted, a blue table titled Active Application will appear on the screen showing your choices in your preferred order.

PRIMARY INSTITUTIONS – 2022/2023 FINANCIAL YEAR (CIRCULAR NO. 16/2022)

General Information

  1. TSC Sub-County Directors in liaison with their respective TSC County Directors MUST ensure that venues for selection process are accessible to applicants with
  2. Upon generation of Applicants’ Lists from, the TSC County Director shall share the lists with the TSC Sub-County Directors. The TSC Sub-County Directors shall convene the Sub-County Selection Panel(s). The Selection Panel(s) shall identify interview venues, dates and time which shall be communicated to the TSC Headquarters for verification and publishing on the TSC
  • All the applicants shall be invited for the verification of documents. The applicants shall be informed of the interview venue, date and time through the publishing on the TSC Website at least seven (7) day from the date of
  1. In the event of a tie in the ranking, consideration for selection shall be determined in the following order:
    1. Length of stay since graduation;
    2. Strength of academic and professional certificates

 

N/B: If applicants tie at PTE/DPTE Upgrade Certificate points, aggregate KCSE grades or its equivalent shall be considered.

7 2 copies of KRA PIN Certificate
8 Copies of marriage certificates, affidavits, (for female teachers whose documents have different names)
9 NSSF statement and copy of earliest payslip showing NSSF deductions for those who served as untrained teachers
10 Earliest copy of payslip showing widows and children pension scheme (WCPS) deductions for male teachers

Education Ministry releases new 2020 school calendar

The Ministry of education has revised the 2020 school calendar for all primary and secondary schools. In the new calendar learners in Grade 4, Class 8 and Form Four will begin their 2020 second term on Monday, 12th October, 2020. The term will last for 11 weeks and the closing date has been set to be December 12, 2020. The term has been shortened from the previous (normal) duration of 14 weeks.

Term 3 will last for 11 weeks; starting on January 4, 2021 to March 19, 2021.

The Kenya Certificate of Primary Education, KCPE, examinations are set to start on March 22, 2021 and end on March 24, 2021; lasting for only 3 days. On its part, the Kenya Certificate of Secondary education, KCSE, examinations will commence on March 25, 2021 and end on April 16, 2021; taking 3 weeks and 2 days.

Marking of the 2020 KCSE examinations will kick off on April 19, 2021 and end on May 7, 2021. This will last for three weeks. The Kenya National Examinations Council, KNEC, is expected to release the revised KCSE and KCPE timetables.

For impersonating President Ruto, the instructor might get a sentence of up to 10 years in jail or a fine of Ksh5 million.

Following allegations of posing as President William Ruto on social media, a secondary school teacher could be sentenced to up to ten years in jail or a fine of Sh5 million.

With the username @Thief_5th, the suspect is said to be Titus Wekesa Sifuna. He is accused of creating a Twitter account using the President’s likeness and tweeting under the string ‘I Must Go.’

According to the Directorate of Criminal Investigations (DCI), Sifuna sent a number of tweets from the account that were critical of and disparaging towards the Head of State and his family.

The material was classified as incendiary, meaning that it had the potential to incite public revolt.

The articles are said to have stirred up a frenzy in the online world and sounded national security alarms.

The Mukhyia of the Computer Misuse and Cybercrimes Act No. 5 of 2018 is thought by the authorities to have been violated by Sifuna’s actions.

The willful publication of false or deceptive information that causes reputational harm or disrupts the public is forbidden under Section 23 of this statute.

If Sifuna is found guilty, he will be subject to a lengthy prison sentence as well as, at a minimum, a huge monetary penalty, or perhaps both.

The detectives said that the suspect was identified through a mobile number that had been used to post a few ads and then connected to the same social media account.

Through a digital route, the line connected investigators, ultimately resulting in the arrest of Sifuna at Bungoma County on April 18.

Further research also suggested a relationship between the instructor and a firm that sells Umbrella Trex Solutions.

Additionally, the police disclosed that the teacher resides in Kwale County, where he is reported to volunteer, even if he has not yet been located there.

They claimed that this increases the likelihood that he would abscond.

About Kenya National Examinations Council (KNEC) Examiners Training

Kenya National Examinations Council (KNEC) will be conducting training for teachers to prepare them to become assessors for Diploma in Primary Teacher Education (DPTE) and Diploma in Early Childhood Teacher Education (DECTE).

The training exercise will be residential at a fee of kshs. 10,500. The shortlisted applicants will be notified on how to make the payment. The Successful trainees will be incorporated into the KNEC examiners’ database.

They will thereafter be engaged based on the needs using the criteria for recruitment of KNEC examiners. Teachers who are already trained as examiners and are in the KNEC database of examiners need not apply for the training.

General Requirements for All the Trainee Examiners

Here are the Criteria, and requirements for KNEC training as an examiner

  1. Must be a practicing teacher in the relevant subject areas at the level of examination
  2. Must be registered and employed by the Teachers Service Commission
  3. Have a minimum qualification of P1 or KCPE examination with a minimum of a C (plain)
  4. Must have a Diploma in Education and above
  5. Have a minimum teaching experience of three 3 years
  6. Must NOT be on interdiction or any other form of disciplinary action from the TSC
  7. Must be recommended by his/her head of an institution
  8. Must be 50 years of age and below.
  9. Applications should reach KNEC on or before this deadline

How to Apply for KNEC Examiners Training

The online application is via https://examinersapp.knec.ac.ke. Here are the simple steps to follow:

  1. Access the Examiners App Portal
  2. Teachers with CP2 accounts and passwords should access KNEC CP2 Portal using the same login credentials.
  3. The teachers who have forgotten their CP2 usernames and passwords should use this portal to reset the password link, enter their mobile number in the format (2547••••••••), and submit to get their usernames and passwords for logging into the examiners’ system;
  4. Teachers without CP2 accounts should Create an Account here and then follow the instructions to acquire a username and password to log into the examiners’ system;
  5. Once you’ve successfully login ensure you complete your profile and save it.
  6. Access the KNEC Examiners App Portal or Create New Account
  7. Tap on the application for training button on the dashboard to view available papers and choose accordingly
  8. Attach required documents
  9. Tap to confirm the submission

PROMOTING GRADUATES IN PRIMARY SCHOOLS IS THE ONLY GATE OUT OF THE QUAGMIRE

The problem of treating task forces as a way of rewarding cronies with part time jobs is going to prove VERY COSTLY in the Education Sector, in the near future.

That the task force on Education recommended that JSC remains in Primary Schools is the only option available for them in that topic.

The children are young, vulnerable and have no ability to survive in what we currently have as Secondary School environment.

Most children in Grade 6 are too young to operate as independent individuals, doing their laundry, cleaning their environment, doing their bedding, waking up at 4 a.m and sleeping at 10 p.m, keeping their own items from being stolen and even adjusting mentally to the learning and living environment our Secondary Schools provide.

The problem that is being created comes with the question of who is going to teach the JSC learners.

An attempt to recruit Secondary School Curriculum trained University Graduates into JSC is going to create a gridlock worse than the jam that kept Kenyans on our roads for days in the festive season.
A teacher Graduate, currently from our Universities, specializes in two teaching subjects.

Most of the subjects in the CBC currently are different from the subjects these teachers learn in the University.
Again, you can not deploy a teacher with English/Literature, Physics/Maths, Hist/Care, Chem/Biology etc to Primary Schools where we have totally different Learning areas.

More importantly, you can’t deploy only ONE teacher with such a combination as is being envisioned to teach all the subjects.
When TSC recruits teachers at whatever level, consideration is made on the KCSE Qualifications and whether the teacher passed his subjects of combination at O-Level.

How, therefore , is TSC expected to deploy one teacher to a school to teach all the Learning Areas while the same teacher DID NOT DO all subjects at O-Level, leave alone passing them.

Again, how is this one teacher expected to teach almost eleven Learning areas, with almost 50 lessons in a week and still remain a human being, a husband/wife and a father????

WAY OUT

The only people to run to are Diploma and Graduate teachers serving in Primary Schools.

Though these people also specialized at University, they have the basic training to teach all subjects from TTCs.

Moreover, despite these teachers being Graduates, they have been teaching in Primary Schools using CBC since its inception.

TSC has an opportunity to sort out the matter of unpromoted Graduates whose degrees are tearing away and gathering dust at home.

The Government machinery MUST STOP TALKING ABOUT ANY OTHER THING AND FACE THIS ELEPHANT IN THE HOUSE WITHIN THE REMAINING THREE WEEKS or it will come face to face with the prize of a rushed POLICY in Education Sector when schools open on January 23rd.

HOW THE EDU AFYA SCHEME WORKS

The EduAfya scheme offers comprehensive medical insurance coverage for students in public secondary schools registered with the National Educational Management Information Systems (NEMIS)

The number of NEMIS registered students was estimated at 2.2 million by the NHIF as part of its EduAfya sensitization materials (NHIF and Ministry of Education 2018).

EDUAFYA – THE COMPREHENSIVE MEDICAL INSURANCE COVER FOR PUBLIC SECONDARY SCHOOLS

However, this appears to be out of a projected population of 3 million
public school students targeted by the program as was initially set out in the Presidential announcement (PSCU 2018). It is unclear if the difference in estimated students presents a real gap.

Based on stakeholder interviews in the four counties, all health care providers indicated that they had a proportion of their claims disapproved due to the lack of a valid NEMIS number and that this continued to be an ongoing issue.

From county education counterparts, the reasons provided for the lack of a NEMIS number included:

  • network issues,
  • the lack of internet technology (IT) and/or IT “savvy” to register students on NEMIS;
  • lack of birth certificates for some students;
  • keying errors resulting in invalid NEMIS numbers;
  • transmission lag of NEMIS numbers due to student transfers; and, ultimately,
  • Low motivation on the part of school heads to lead registration of students to NEMIS.

This varied by school and was largely dependent on the motivation of the head teacher.

To ensure improved enrolment, MoEST has pegged the student capitation reimbursements to schools on the enrolment of students on NEMIS from May 2019.

NEMIS registration as a means of accessing health services was intended to be a stop gap measure.

Originally, students were to be issued with a NHIF card for EduAfya.

However, according to all stakeholders interviewed, students had not received NHIF cards a year into the program in the visited counties.

Additionally, many health care providers indicated that they require letters from the head teachers in order to attend to students.

Although the official purpose of these letters is to ensure that students without NEMIS numbers have access to EduAfya (NHIF 2020), this additional step has implications for access during holiday periods, when students return to their homes from boarding facilities.

The letter, or other form of teacher approval, also has implications for student privacy and confidentiality as students need to state the reason for seeking health care before they can get permission from the school to access services. In the sites visited, most of the students were aged 11-19 years and the schools varied in terms of day, boarding, boys only, girls only, and mixed secondary schools.

Some of the schools maintain a clinic or sanitarium -using their budget from MoEST – to cater for medical emegencies by engaging a nurse or clinical officer.

These facilities are not included within EduAfya nor are they registered with the NHIF. Some also engage a school matron or a senior teacher from whom students in need of health services must seek permission to go to an EduAfya facility for treatment.

Some of the schools are located near health facilities, while in other cases students have to travel some distance to the health facility.

Benefit package

The EduAfya scheme offers a comprehensive benefit package. It was reported at the launch of EduAfya that “the comprehensive medical Insurance cover for the students has been negotiated between the Education ministry and NHIF, taking into account the uniqueness of the population to be insured” (PSCU 2018).

In practice, it is unclear how unique the insurance coverage is as it has been modelled on the civil servants’ scheme.

EduAfya, in accordance with the civil servants’ scheme, includes outpatient services, inpatient services, daycare surgical services, local road ambulance, and emergency air rescue services.

Cases that require overseas air evacuation, general and specialized services, overseas management for cases not treated in the country, funeral expenses, and group life are also part of the package.

Optical and dental benefits are covered only in public facilities as a cost containment measure (NHIF 2020).

Contracted facilities

Health facilities with existing NHIF contracts are eligible to provide services to students.

No separate contract is issued for EduAfya. NHIF guidance indicates that outpatient services are provided on a choice-basis at any contracted facilities.

Students access ward bed facilities for inpatient services in any accredited facilities. This includes accredited mission/faith-based healthcare providers and accredited private hospitals, except for high-cost private facilities.

Inpatient care is on a referral basis from the selected outpatient care
facility. It is assumed that all referral health facilities are included within the EduAfya scheme, as they are NHIF accredited.

Initial challenges with the selection of facilities have since been addressed. Originally, selection of health facilities was done by the head teachers of the approximately 9,000 secondary schools in the country.

Head teachers would then forward the selected health facilities to the
NHIF branch through the CDoEs. While this was the initial practice, it proved problematic as enterprising facilities vied for contracts with schools, even if this did not make geographic sense.

Implied in this arrangement were backhanded deals between the schools and health facilities. This situation seems to have corrected itself as there are no longer limitations on which health facilities schools may send students to, which has reduced the likelihood
of gatekeeping.

While in all counties there were some, mainly private, providers with a lot of schools attached to their facility, these were within their catchment area.

In cases where they were not and the facility was offering outreach services to the schools, these were justified on the basis that there
were no participating EduAfya facilities nearby, in ‘interior’ locations of the four counties.

The level of engagement of providers in EduAfya varied by county and by facility type and level. The differences in engagement were mostly seen in public providers, whereas all private providers
visited were active under the scheme.

The level of engagement in the public sector was largely attributed to the public financial management arrangements in place.

Specifically, this related to whether a public facility could retain NHIF
reimbursements and had the authority to incur expenditure, i.e. pay expenses or make improvements to their facilities/services.

In Counties A and C, PHC facilities and some hospitals received NHIF reimbursements directly and had the authority to incur expenditure, using reimbursements from EduAfya and other NHIF schemes.

In response, these facilities had employed additional casual workers, e.g. young people with IT and accounting skills, to follow
up NHIF reimbursements and promote their facilities within their communities (schools in the case of EduAfya and pregnant women in the case of Linda Mama).

There was a palpable sense of teamwork and active engagement
around the schemes, and a recognition that EduAfya clients were a benefit and not a burden to the facility.

In contrast, in county D, there was less active and more mixed engagement on EduAfya. For example, only two of six public health centers visited were participating in EduAfya despite being located near schools.

As this county had a lower number of private providers, schools
tended to use the hospitals for EduAfya in lieu of public health centers.

In County B, lower level public facilities were not participating while higher level facilities were.

The youth-friendly centres visited were standalone facilities located on the grounds of larger health facilities but accessed separately.

These were constructed with USAID support. attending to students but not claiming for services, despite the same facilities being active
on the Linda Mama scheme.

This county used a common software in hospitals that allows facilities to track the payer for each service offered, a practice that is useful in promoting coherence in the use of funds at the facility level under universal health coverage (UHC) and strategic purchasing for PHC.

There is increasing awareness about the importance of offering youth-friendly services among facility managers, but their readiness to do so is mixed.

In county A, for example, all three adolescent- and youth-friendly centers2 visited were either closed or found to not have any staff, youth, or adolescents in attendance.

These sites attend to students in the outpatient department, mainly for common ailments.

This suggests that the youth friendly centers may not be working optimally, nor is there effort to connect youth-friendly centers
with EduAfya, despite having the same target population.

In all counties, it was found that some providers, both public and private, were trying to be more adolescent-friendly by giving students priority attention, including hiring additional health personnel so that students could be seen quickly.

Payment to facilities

EduAfya services are reimbursed on a fixed-fee-forservice basis. This ranges from KES 1,000 to KES 1,500 for out-patient and KES 1,500 to KES 4,000 daily rebate for in-patient services depending on the
size of health facility and the NHIF contract.

Through discussions with providers, there was a sense that EduAfya rates were generally fair and better than what is provided for under other NHIF schemes, such as the national scheme’s capitation rate.

However, there were concerns voiced that reimbursement rates were not transparent between facilities and that the NHIF had reduced rates for some facilities abitrarily.
