Teachers’ promotions and stagnation – TSC Commissioners to appear before MPs

TSC Commissioners face MPs over teachers’ promotions

Commissioners from the Teachers Service Commission, TSC, are today expected to appear before Parliamentary Committee on Education to shed light on the controversial promotion of teachers.

This meeting comes after the Commissioners alleged that all teachers had been promoted in 2017 and no teacher had stagnated for over 10 years.

This will be the second time in under a week that the Teachers Service Commission (TSC) is being put to task to explain why thousands of teachers have stagnated in one position for many years.

Last week, the National Assembly Education committee threatened to surcharge the TSC over its failure to promote 15,522 teachers and recruit 5,000 interns despite funds being set aside for this purpose.

Members of the National Assembly committee on Education led by Tinderet MP Julius Melly said the teachers who missed out on the promotions stood to suffer as their failure to move to new job groups would have a bearing on their pension.

“This is a very serious issue which we are not going to sweep under the carpet, what are you going to do with these people who have already retired? Who is going to pay these teachers who have retired, you will soon retire and I am hoping that you will not suffer like you have made these teachers suffer,” said Melly.

This comes at a time when most secondary schools teachers have stagnated in Job group C3.

Here is the Memo by Committee Chair Hon Melly to the Members of Parliament.

Good morning Hon.Members,

This is to notify you of a sitting of the Committee with TSC Chairperson, Commissioners and CEO on Monday, 19th December, 2022 at 10.00 am in the Mini Chamber, County Hall, Parliament Buildings

Agenda

1. Recruitment process of 30000 teachers and their planned distribution countrywide
2. Engagement of teacher interns under the Teacher Internship Policy and Guidelines of 2009 while noting the Commission’s failure to recruit 5000 intern teachers in July, 2022 despite budgetary provision
3. Delay in promotion of teachers and its impact on the teachers and students
4. Delocolization of teachers

During the meeting, the Commission CEO will present to the Committee an analysis of distribution of the 30000 teachers to be recruited in terms of equality among sub-counties/ccnstituencies and pro rata. This is in line with the Committee’s resolution of the last meeting.
