Education Ministry sends Auditors to the 28,000 public schools so as to check on fee expenditure by school heads

The Education Ministry has instructed auditors to ensure schools spend monies meticulously. PS Basic Education, Dr Belio Kipsang asked them safeguard the public monies in Public Schools by tracking and ascertaining that the funds received in the schools as fees are properly utilized.
“School fees paid by parents are part of public resources. As schools auditors, you must examine whether the fees paid by parents was spent according to the regulations,” directed Dr Kipsang.

The PS ordered the Auditors to physically visit schools to ascertain that indeed financial records presented to them are in tandem with reality on the ground. Currently, the heads and principals carry financial records to audit offices hence making it difficult for the auditors to know if the earmarked projects have been executed as per the presented records. “This is what you should do instead of letting school heads carry the books to your respective county offices,” added Dr Kipsang.

The PS was addressing School Auditors at the Kenya Institute of Curriculum Development (KICD) during an official opening of a three day workshop .The Schools Auditors have been drawn from the Education Ministry Headquarters, Regional and County Offices.

The government releases close to Sh73 billion annually to the 28,000 schools for the free secondary and primary education. Of this, each learner in secondary schools receive Sh22,244. The schools also collect over Sh100 billion from parents in fees per year. But the principals say the fees payable can not sustain school needs and want it raised. According to a proposal by the National KESSHA chairman, Kahi Indimuli, that was recently presented to the Education Ministry, the principals want the fees in national or extra county schools in urban areas raised by Sh15,848 to Sh91,646 up from Sh75,798. For extra-county schools in other parts of the country, the principals want the charges raised by Sh17,773 from Sh62,679 to Sh80,452. In the Ministry’s 2019 fees guidelines, parents with learners in National schools and extra County schools located in: Nairobi, Mombasa, Nakuru, Kisumu, Nyeri, Thika and Eldoret pay a total of KShs. 53,544 per year. While, parents with learners in all other boarding schools part with a maximum of KShs. 40,535 per child in a year.

HOW SCHOOL HEADS AND PRINCIPALS SIPHON OFF PUBLIC FUNDS

According to recent audit reports by the Ethics and Anti-Corruption Commission, school heads and principals use dubious means to embezzle public funds by flouting procurement procedures. For instance, the administrators conspire with supplies to inflate prices and quantities of commodities and worse still withdraw money for nonexistent goods and services. Some others draw huge sums of school monies for imaginary projects. In some schools, there are no procurement committees to put checks and balances on purchases as required in public institutions.

The Directorate of Schools Audit was set up in 2016 to crack down on corruption in schools and is tasked with scrutinising the use of the billions of shillings sent to schools.
It examines books of accounts to identify the expenditure leakages and report back to the ministry.

The e-passport deadline has been extended from August 31st 2019 to 1st March 2020.

His Excellency the President Uhuru Kenyatta on Thursday 25th July, 2019 directed the Cabinet Secretaries for the Ministry of Foreign Affairs, Amb. Monica Juma and her Interior and Coordination of National Government counterpart, Dr. Fred Matiang’i to work with Foreign Missions across the world to facilitate the issuance of visas to Kenyans on the current passports.

The directive has in effect, extended the deadline for travel on the new e-passport to 1st March, 2020 for all Kenyans. Kenyans can therefore travel using their current (old blue) passports until 1″ March, 2020.

Applications for the new passport continue countrywide and Kenyans are urged to take advantage of the extension and not wait until the last minute to apply. Visas on the old passports will remain valid even after replacing your passport with the new e-Passport.

Locally, you can submit application for the ePassport at the following centers; for both new applications as well as replacements:

3). Kisumu
4). Eldoret
5). Kisii
6). Embu
7).Nakuru

To replace your current passport, you will need the following items:
1). Birth certificate copy
2). Original ID and copy
3). Recommender’s ID copy
4). Original and Copies of the last two pages of the current passport
5). Duly filled downloaded and printed application form.
6). 3 invoices
7). 3 passport sized photos

The Passport processing duration is 10 working days for replacements and 15 days for New applications.

You will receive your July, 2019 Salaries in new generation bank notes, starting this week- CBK tells employees

The Central Bank of Kenya, CBK, has assured Kenyans that there are enough new generation notes and coins. This latest confirmation comes at a backdrop of heightened concerns over inadequacy of the new generation notes in recent weeks. But, CBK governor Dr Patrick Njoroge on Tuesday (25- July, 2019) told Members of Parliament that bank Auto Teller Machines (ATMs) have now been configured to dispense the new notes. He said employees will now receive their July salaries in new currency.

“As people get their salaries starting this week, they will get new notes. We have put new currency in the ATM pipelines. We are weaning old-generation currency in the ATMs,” said Dr Njoroge

“People will largely get their salaries in new bank notes this month. We are starting to feed the ATMs with new currency banknotes as we wean them of old generational currency,” he added.

Dr Njoroge who was appearing before the Parliament’s Public Investments Committee said the new notes will first be fed in remote areas.

“We are starting with ATMs in far-flung areas because they are often forgotten. Those in cities like Nairobi, Mombasa and Kisumu will also access the new-look banknotes,” Dr Njoroge confirmed.

While dispelling fears over inadequacy of the new notes and low circulation, the Governor said CBK had released some new currency to test its acceptance across the country during the launch in June. “We have enough new currency banknotes that we are going to release by end of this week through the ATMs and banking halls,” he explained.

Dr Njoroge said all ATMs in the country will have new currency as the country moves towards the October 1, demonetisation deadline of the Sh1,000 notes. On June 1st during the Madaraka Day Celebrations, the CBK Governor announced that the old generation notes for one thousand will cease to be legal tender by 1st October, 2019.

There have been reported a few cases of unscrupulous conmen who are trying to introduce fake notes for the new currency.

In order to ensure smooth operations and continuity at the National Treasury and in line Ministries following the Court Order affecting the Cabinet Secretary for the National Treasury and Planning Mr Henry Rotich and the Principal Secretary for the National Treasury Dr Kamau Thugge, His Excellency the President has made the following changes to the organization of Government:

(I) Hon. (Amb.) Ukur Yatani Kanacho, Cabinet Secretary, Ministry of Labour and Social Protection, assumes, in Acting Capacity the Cabinet Secretary responsibility for National Treasury and Planning.

(II) Dr Julius Monzi Muia is appointed as the Principal Secretary for the National Treasury.

(III) Mr Torome Saitoti is appointed as the Principal Secretary for the State Department of Planning.

(IV) Maj. Gen. (Rtd) Gordon Kihalangwa is appointed as the Principal Secretary for the Ministry of Defence.

Kihalangwa who has been the director for immigration has been promoted to PS for defence and replaces Torome Saitoti who moves to Planning in the same capacity, Dr. Julius Monzi who has been the PS for planning replaces Kamau Thugge as PS for National Treasury.

kisumu, Nyanza, ready to host this year’s secondary schools term 2 games; venues and other details

Nyanza region is ready to host this year’s Secondary Schools term 2 games that kick off next next. The games that feature Soccer boys and girls (Under 19 and 16 categories), volleyball, netball, table tennis, badminton and lawn tennis will be staged at Kisumu County. Nyanza Region Secondary Schools Sports Association, NRSSSA, chairman Mr Moses Adala has confirmed that plans are at an advanced stage to host a successful championship. Mr Adala indicated that the main pitches for volleyball, netball and soccer under 16 shall be at Kisumu Polytechnic. Kisumu boys will provide venues for soccer under 19 while Lions High School will host badminton. On the other hand, lawn tennis will be played at Kisumu Day.

Summary of the events’ venues:
1). Kisumu Polytechnic: Volleyball, Netball and Soccer Under 16.
2). Kisumu Boys: Soccer Under 19 and table tennis
3). Lions High School: Badminton
4). Kisumu Day: Lawn tennis.

The championship is expected to kick off with a referees’ clinic slated for Saturday the 27th of July, 2019 at Kisumu Boys. Teams will report to Kisumu Boys on Sunday 28th July, 2019 ahead of official kick-off of the championship on Tuesday 30th July, 2019.

The Kenya Secondary Schools Sports Association, KSSSA, which runs the championship has already released the draws and pools. KSSSA officials performed an investigation of the venues on 8th July, 2019. Present among others were the Secretary General David Ngugi and KSSSA Chairman Peter Orero.

Court Cases

As the date for the championship draws closer, there are still cases in courts over eligibility of some of the teams proceeding to nationals. Also being contested is the KSSSA age capping rule that bars students above 19 years from participating in the games. In Western there have been mixed results on who will represent the Region in Soccer Under 19 for boys; between Ebwali and St. Peters Mumias. At the Coast region, reigning East Africa Secondary Schools Games, FEASSSA, Soccer girls’ champions Kwale girls were thrown out for flouting one of the KSSSA rules on transfers of students. Their slot was consequently given to their bitter rivals St. John’s Kaloleni who they had defeated 1-0 at a hotly contested regional final in June. Elsewhere, the win by Mutewa boys’ volleyball team was annulled and Matiliku boys will carry the Eastern Region region mantle at the nationals in Kisumu.
