1. VACANCY: ASSISTANT DEPUTY DIRECTOR (ADMINISTRATION)

Reporting to the Deputy Director Administrative Services, this position is responsible for provision of leadership in administrative services especially implementation of strategies, policies and procedures and creating good governance culture.

Duties and Responsibilities

i. Participate in developing and monitoring implementation of the division’s strategy
ii. Participate in review of the divisional objectives, preparation of annual work plans and budgets.
iii. Interpret, and implement administrative policies, systems, procedures, and programs.
iv. Supervise and make reports on maintenance of the Commission fixed assets.
v. Provide leadership in mentoring and coaching of directorate staff to inspire and motivate staff.
vi. Coordinate the enforcement of security measures and security programs to safeguard Commission property and staff.
vii. Review monitoring and evaluation reports of services to ensure quality management and assurance.
viii. Implement Occupational Health and Safety policies and compliance to the law.
ix. Evaluate, monitor and generate reports on performance appraisal of staff.

Requirements

(i) Master’s Degree in Education, Business Administration, Public Administration from a recognized University.
(ii) Bachelor’s Degree in Education, Arts, Administration from a recognized University.
(iii) Knowledge on Institutional management and administration.
(iv) Must have served in TSC scale 10 for a minimum of three (3) years or an equivalent position.
(v) Twelve (12) years of experience three (3) of which should be in a senior management position from a comparable institution.
(vi) Must have attended Senior Management Course (SMC) at Kenya School of Government.
(vii) Demonstrate Leadership, Communication and Interpersonal skills.
(viii) Demonstrate merit and ability in work performance and results.
(ix) Must meet the requirements of Chapter 6 of the Constitution of Kenya 2010.

Remuneration Package:

Duties and Responsibilities

ii. Participate in the development and delivery of the HR strategy.
iii. Interpret, Implement and continuously review training policies for effectiveness.
iv. Lead Training Needs Analysis processes and subsequent development of training programmes and their implementation.
v. Evaluate effectiveness of training programmes and advise on improvement.

vii. Prepare training budget, proposals and seek timely approvals.

Requirements

i. Master’s Degree in HRM or HRD or M.Ed. plus a TOT certificate from a recognized university.
ii. Bachelor’s Degree in HRM or HRD, Bed (with a TOT certificate) from a recognized university.
iii. Professional qualification in Human Resources Management E.g. Diploma in HR Management, CPS (K) from a recognized institution.
iv. Must be a member of a HR professional body.
v. A demonstrated track record in developing and implementing strategic HR objectives.
vi. An in-depth knowledge and understanding of Human Resources legislation/employment law, principles, policies, and procedures.
vii. Must have served in TSC scale 10 or an equivalent position for a minimum of three (3) years.
viii. Twelve (12) years of experience three (3) of which should be in a senior management position from a comparable institution.

Reporting to the Deputy Director Human Resources Management, this position is responsible for the management of succession plans, workload analysis, implementation of schemes of service and delivery of the HR strategy.

Duties and Responsibilities

i. Participate in the development and delivery of the HR strategy.
ii. Develop and monitor the implementation work plans and ensure that activities are aligned to the overall HR strategy.
iii. Determine staff requirements by carrying out work load analysis and ensure effective staffing levels are achieved.
iv. Interpret and implement schemes of service.
v. Designing, revising and administering Schemes of Service.
vi. Supervise the administration of career guidelines.
vii. Manages and ensures third party deductions are accurate.
viii. Manages remuneration of Commission employees both at HQ and counties.
ix. Management of Employees’ leave.
x. Provide leadership in mentoring and coaching of staff to inspire and motivate them.
xi. Participate in staff discipline management through the provision of advice on resolution of cases.
xii. Supervise the processes of deployment and transfer of service of secretariat staff.
xiii. Oversee the overall payroll processes.
xiv. Enforce compliance with all codes of conduct and regulations.
xv. Oversees the eligibility for, uptake and the utilization of staff benefits to ensure effective and efficient pension management.
xvi. Monitors changes in the regulations for pensions management and advise accordingly.
xvii. Monitor the management of pensions schemes to ensure return on investment and efficient member education.
xviii. Oversee the retirement processes.
xix. Ensure effective performance management systems in the Commission.
xx. Evaluate, monitor and generate reports on performance appraisal of staff.

Requirements

(i) Master’s Degree in HRM from a recognized university.
(ii) Bachelor’s Degree in HRM or Business Administration from a recognized university.
(iii) Degree in Social Sciences plus a Diploma or Higher Diploma in HRM.
(iv) Professional qualifications in Human Resources Management E.g. Diploma in HRM, CPS (K) etc.
(v) Must be a member of a HR professional body.
(vi) A demonstrated track record in developing and implementing strategic HR objectives.

Duties and Responsibilities

(i) Coordinating activities in conformity with plans, schedules, targets, budgets and standards.
(ii) Implementation of financial accounting policies, regulations, procedures and alignment of the strategy to overall Commission strategy.

v. Knowledge and experience in computerized financial reporting system, ERP.

Duties and Responsibilities

i. Implement Financial policies and procedures.
ii. Design, develop and implement an efficient and effective monitoring tool to maintain action plans in line with budgets and forecasts.
iii. Approve financial commitments through issuance of LPOs and LSOs.
iv. Monitor budget utilization and alert management of any risk exposures.
v. Develop strategies to ensure efficient utilization of allocated funds.
vi. Examine monthly expenditure controls and commitments to identify possible budget deficits.
vii. Implement sound monitoring and evaluation framework, policies and procedures.
viii. Review reports of monitoring and evaluation tools to ensure complete and accuracy reporting.
ix. Prepare and implement the department’s budget, ensure sufficient allocation of resources.
x. Linking service and programme objectives from various service areas to the budget.
xi. Project identification, selection process and linking them to MTEF annual budgets.
xii. Monitoring pending bills and allocating funds in the budget.
xiii. Evaluate and monitor performance appraisal of staff.
xiv. Implement performance management of staff to ensure achievement of both individual and Divisional goals.
xv. Provide leadership in mentoring and coaching of staff to inspire and motivate them.

Requirements

i. Master’s Degree in Commerce, Business Administration (Finance or Accounting option) from a recognized university.

vi. Knowledge and experience in computerized financial reporting system, ERP.
