TSC Has Initiated the Transfer of The Following County and Regional Directors

The Teachers Service Commission (TSC) has commenced another round of transfers concerning senior leadership that impacts several county and regional directors.

This action is part of an extensive TSC strategy to enhance leadership and improve service delivery within Kenya’s education sector.

In this latest reshuffle, three county directors and one regional director have been reassigned.

Mr. John Otieno is moving from Nairobi County to Mombasa County, while Ms. Grace Mwangi will now serve in Kisumu County, having been previously assigned to Nakuru County.

Mr. Peter Kamau has transferred from Machakos to Kiambu County.

As a result of this regional transfer, Mrs. Sarah Abdi will be departing from the Eastern Region to the Rift Valley Region.

The transfers are effective immediately, and all officers affected are to report to their new duty stations within twenty-one days.

TSC spokesperson Beatrice Wababu stated that the motivation behind these changes was to introduce fresh perspectives, distribute leadership experiences, eliminate performance issues, and prevent stagnation.

Wababu emphasized that regular staff rotation bolsters efficiency and fosters national cohesion within the education sector.

The reshuffle is set to result in a significant transition in the daily management of education at the local level.

School administrators will need to learn and adjust to various leadership and supervisory styles, and teachers will need to adapt to different approaches regarding transfers, promotions, and disciplinary issues.

Additionally, the new leadership may initiate changes in curriculum implementation and professional development policies.

Responses from stakeholders have been varied.

While the Kenya Union of Post-Primary Education Teachers (KUPPET) embraced the changes, they urged the TSC to ensure that ongoing activities remain uninterrupted.

Secretariat Akelo Misori highlighted the importance of minimizing disruptions to essential programs.

On the other hand, Collins Oyuu, chairman of the Kenya National Union of Teachers (KNUT), cautioned that transfers should take into account the family welfare of the relocated officers and strongly warned against the use of transfers as a punitive action.

These strategic transfers pursued by TSC are evidence of its dedication to enhancing leadership in education and subsequently strengthening governance and service delivery throughout the country’s entire education system.

TSC list of transferred/ deployed teachers per county- Bungoma delocalization list

The Teachers Service Commission, TSC, has transferred a total of 47 teachers in Bungoma County. Part of those transferred were serving deputy principals who have now been deployed to be principals.

The Commission has been carrying out delocalization, deployment and transfers of school heads to fill gaps left by those who have since retired, left service or promoted.

TSC has initiated the approval process for teachers seeking transfers

The Teachers Service Commission (TSC) has initiated the approval process for teachers seeking transfers, including those affected by the delocalization policy.

Transfer panels have been formed to handle requests for both intra-county and inter-county teacher transfers.

At the sub-county level, directors and curriculum support officers will oversee transfers within their zones, while County Directors will handle transfers within counties. Regional Directors will manage transfers across regions, with those seeking transfers across regions being handled at the TSC headquarters in Nairobi City.

Transfer approvals are scheduled to start in December 2024, with teachers receiving their transfer letters by January 2025.

The TSC had suspended transfer approvals for delocalized teachers in April and August to minimize disruption to school activities and national exams.

Transfer letter for TSC teachers

A teachers seeking for a transfer from the Teachers Service Commission, TSC, should make a request in writing and will get a transfer letter if the application is successful. Under the Teachers Service Commission, TSC, scheme of service a teacher is entitled for a transfer after finishing the mandatory five (5) years or due to any other special condition. The transfer must though be ratified by the Commission.

A teacher can, however, get transferred under other special considerations; without necessarily completing the five years.

The transfer can be effected either upon request by a teacher or can be initiated by TSC. If you need the transfer, then you should fill the TSC transfer form. This form can be downloaded here.

WHEN CAN TSC TRANSFER A TEACHER?

The Teachers service Commission, TSC, may transfer a teacher from one teaching station institution to another based on:

  1. the need for equitable distribution and optimal utilization of teachers
  2. availability of a teaching vacancy in the proposed station.
  3. the need for replacement
  4. existing staffing norms which may be reviewed from time to time
  5. medical grounds, as certified by a registered medical practitioner
  6. any other grounds that the TSC may consider necessary to warrant the transfer.

When and How can a teacher get transferred by TSC

A teacher may be transferred under the following circumstances:

  • After a study leave: A teacher granted a study leave exceeding six months shall apply for posting by the Commission at least thirty days before the expiry of the study leave.
  • After a leave granted to spouses of persons in diplomatic service: A spouse of a person in diplomatic mission/ service shall apply to the commission for posting one month before the end of assignment of duty.
  • After a disciplinary action like interdiction or suspension for a period not exceeding six months without payment of salaries and allowances.
  • After a transfer of service to the public service commission: The TSC may, Where a person applies for a transfer of service from the public commission to the TSC, approve the transfer subject to availability of a vacancy.
  • After expiry of tenure at a trade union like the Kenya National Union of Teachers, KNUT, and Kenya Union of Post Primary Education Teachers, KUPPET.
  • After a substantive appointment: A teacher who is promoted and substantive appointed will be redeployed/ transferred to another station, subject to availability of such substantive posts like: Headship, Deputy Headship and Senior masters.
  • After posting from a primary to a secondary institution.
  • After applying to the commission for a transfer on medical grounds, with supportive evidence.
  • When working conditions are hostile and may jeopardize the teacher’s well being and security.
  • If there is need for equitable distribution and optimal utilization of teachers.
  • On an agreeable and tenable swoop request to the TSC.

Once the transfer is approved, a teacher will be served with a transfer letter. The letter gives details on the teacher’s new station and reporting date.

The Teachers Service Commission (TSC) redeployed and promoted several senior county officers in a move that is expected to bolster delivery of quality services.

The reorganisation, which affected regional, county and sub-county directors, were made to enhance leadership and management, boost morale and replace retired staff.

Joseph Japhat Kariuki, who held the position of Nakuru county director, has been promoted to Nyanza regional director.

Kariuki replaces Jane Gatakaa Njage, who was appointed to the Salaries and Remuneration Commission to represent the Commission.

Geofrey Matasero Chemos was transferred from Uasin Gishu to Nakuru to fill the vacancy in the same role of county director.

Additionally, Francis Saina Keter was transferred from Busia County to Uasin Gishu County as the new county director.

At the same time, Jackson Ong’eto Atuti was reassigned from Baringo to Busia County in the same capacity of county director.

Catherine Nyaguthii Mathenge has been moved from Dagoreti to Nakuru East sub-county as Patrick Mutua moves from Kinangom (Kwale County) to Mvita in Mombasa County.

Ahmed Yussuf Ali has been transferred from Wajir East to Turkana sub-county and Mohammed Aden Issack from Matuga to Wajir East sub-county.

The reshuffle also saw other officers earn promotions. Trans Nzoia Deputy County Director Miriam Jebet Kosgei was redeployed to Baringo as the county director.

Mark Muma Arbelle takes over as the new Isiolo county director, replacing Jayne Wambui Mwaniki, who retired.

Nakuru East Sub-County Director Catherine Kamawira Lenairoshi was also promoted and posted to Kirinyaga as the county director.

Nandi County Director Regina Opondo was transferred to Meru County in the same capacity to replace Mary Salome Ombisi, who was moved to Nandi County.

Kibwezi Sub-County Director Getrude Chao has been moved to Matuga to serve as the director.

Vincent Victor Nyongesa Mamai has been transferred from Lunga Lunga, Kwale County, to Saboti in Trans Nzoia County.

Maurice Abungu George Ochieng has been moved from Kisumu Central Sub-County to the Staffing Directorate at the headquarters and replaced by Solomon Buyela Wafubwa. Wafubwa was serving as Turkana Central Sub-County director.

The shake-up is part of ongoing reforms to promote efficiency in staff management, redeployment and career progression.

The Commission also emphasised that the changes align with its mission to promote fairness and equity in teacher placement.

 

 

TSC to roll out massive teacher transfers in April

The Teachers Service Commission, TSC, is gearing up for massive teacher transfers in April this year. The Commission will be targeting Principals in County and Sub-County schools plus primary school head teachers.

Those to be moved are administrators who have overstayed in the same station for nine years and above. Also targeted are teachers working in their home counties.

The Commission’s Deputy Director in charge of staffing Dorothy Owuor through a circular dated February 26 asks all regional directors to prepare a list of school administrators who have overstayed and those working in their home counties.

“This information should reach this office on or before 4th March 2021.” She directs.

“Schools to be filled by the newly appointed Principals in Grade D3 to be left vacant.” She adds.

Those to be exempted from the transfers are teachers aged above 55 years. The delocalization exercise had been slowed down as a result of the Corona virus pandemic and prolonged closure of schools.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a few administrators were moved.

The exercise has seen the execution of transfers for thousands of long serving principals and school heads; with some supporting and others opposed to the delocalization policy. A number of school administrators moved, so far, were those serving in their homes.

Others had also served in the same stations for a long time. Targeted administrators were mostly transferred to other counties and in some instances different regions.

Deployment of school administrators

The Commission is currently compiling lists of successful candidates in the just concluded promotions interviews. The interviews were carried out between February 8 and 19, 2021 at designated TSC County offices countrywide. Apart from increased perks, some of the candidates will be deployed to administrative positions.

The responsibility of appointing all primary school and secondary schools’ administrators (apart from extra county and national schools) has since been decentralized to the counties and regional offices.

It is the sole responsibility of the Regional Director (RD) to select, appoint and deploy successful candidates. This shall be done in liaison with the respective county directors. A merit list and copies of appointment letters are then be sent to the head quarter (addressed to the Secretary TSC) by the RD.

It is important to note that the appointment and deployment of the principals of extra county and national secondary schools is done at the head quarter by the Director in charge of staffing.

These new changes to deployment process took effect from February 13, 2020.

TSC transfers latest news

The Teachers Service Commission (TSC) has released the list of transferred teachers who had applied online. The list features the teachers’ basic details and application status.

In March, 2021, TSC introduced a new online portal for online transfer applications; replacing the manual application process. The TSC online transfer portal is https://hrmis.tsc.go.ke/tm-app/apply_transfer.

The transfer application status can be confirmed with the TSC County Director. This status can be either Acknowledged or Pending.

How to proceed with your application process

To make your application, proceed as follows:

  • Visit the TSC online transfer application portal by using the link; https://hrmis.tsc.go.ke/tm-app/apply_transfer.
  • In the new window, enter your TSC Number, ID Number and mobile phone number. You will get a notification from TSC with your security code (A six-digit authorization code) after clicking on ‘Login’.
  • Enter the authorization code that was sent to your mobile number,
    before logging in. Now, click ‘login.’
  • On successful login, the system is able to detect if you are
    either a primary or a post primary teacher.
  • Click ‘Submit a Request for Transfer’ to proceed.
  • Enter all the details, and check the declaration box. The required details are:

  • Now tick the box next to the this declaration; ‘I hereby declare that the information in this application is true to the best of my knowledge.   • After entering all the details and checking the declaration box, click ’OK.
  • The system will display your current station and the requested County.
  • Click ‘File Attachment(s)’ button to attach supporting document(s) in case the request for transfer is due to insecurity and/or medical grounds.
  • You can also Edit, Withdraw or Print the transfer request.
  • Click Browse to select the document to attach.
  • Enter your Remarks.
  • Check the dialogue box and Click Ok after attaching the document.
  • Your attachment(s) will be displayed. You can either Remove or View your attachment.
  • Click Submit Button.
  • Once your application is successfully delivered, application status changes to “Pending” (Please note the application status will keep on changing )
  • Click Logout to exit from the system. The next bit is done by your Principal or Head Teacher.

TSC announces massive teacher transfers

As teachers proceed to the April holiday most of them will be waiting with bathed breaths as their employer is expected to roll out massive transfers. The Teachers Service Commission (TSC) has announced that there shall be a major shake up administration of public schools; mostly mixed ones.

A new policy adopted by the Commission is seeking to reorganize placement of heads and deputies in mixed schools to ensure that they are not of the same gender.

“In its efforts to promote gender mainstreaming and equity, TSC is reorganizing placement of heads and deputies in mixed schools to ensure that they are not of the same gender. This is among a raft of measures taken by the Commission to conform to the requirements of the Constitution on inclusiveness, equity, equality, non- discrimination and affirmative action.” Says the Commission.

This comes a week after the International Women’s Day when Dr Nancy Macharia said that the Commission has put measures in place to ensure that it conforms with the constitution on the inclusion of both genders in leadership positions. This move is expected to foster a gender inclusive learning environment in public schools.

Already, TSC Boss Dr. Nancy Macharia has directed all the TSC Regional Directors to implement the policy that is aimed at fostering inclusivity in public schools. She directs regional directors are to liaise with the county directors who are to identify mixed schools that have heads and deputies of same gender and subsequently place the deputies appropriately after the national examinations.

“Identification and deployment of institutional administrators is premised on career progression guidelines and the policy on appointment and deployment of institutional administrators (2017). The process is underpinned on values and principles of governance which include but not limited to: equity, equality, inclusiveness, non-discrimination and affirmative action,” Macharia says in a circular addressed to all Regional TSC Directors.

Mixed schools with Principals who both are of the same gender will see one of them getting the marching orders. Macharia wants the list of the heads and deputies sent to her before April 30 once the placement is completed. This will lead to massive transfers of the affected administrators; mostly deputies.

Implementation of this new policy follows the commission’s research findings that showed a majority of the mixed schools in the country having heads and deputies of the same gender.

Macharia says a scenario where both heads and deputies are of the same gender leads to unprecedented gender imbalances in the learning institutions.

“The scenario neither fosters gender-inclusive learning environment nor provides a supportive atmosphere for all learners…Accordingly, to ensure a supportive learning environment for learners of both gender the commission’s policy is to appoint and deploy administrators of applicable gender to head and deputise learning institutions,” notes Dr.Macharia.

This policy will supplement the contentious delocalization exercise that has seen thousands of heads and their deputies moved away from home counties.
