Publishers have raised concerns over the Ministry of Education’s commitment in implementing the new curriculum. The publishers state that the roll out of the new curriculum is expected to face challenges as the Ministry of education is failing to provide proper guidelines. The Publishers say that there are no Grade four text books as the Ministry is dragging its feet to provide the much needed guidelines and finances.

The new2-6-3-3 education system in Kenya was to replace the current Standard One to Form Four with Grade 1 to Grade 12 this year, but its implementation was pushed ahead to 2019. It has been categorised into three phases: Early Years Education covering nursery education to Grade 3, Middle School Education covering Grade 4 to Grade 9 and Senior School covering grades 10 to 12. The system will only involve students below Standard Six. The system, which places emphasis on continuous assessment tests (CATs) over one-off examinations, will then be rolled out in January next year covering nursery, Standard One, Two and Three. n 2019, the system is expected to be rolled out in Standard Four to Six and in 2020 it will cover Standard Seven, Eight and Form One. In 2021, the system will be extended to Form Two only and in the following year it will cover Form Three. In 2023, it will be rolled out in Form Four.
Piloting of the new system was done this year, ahead of roll out next year, 2019. But, the publishers say there are no enough books in public schools for piloting of the new curriculum and teachers have been forced to use the old curriculum instructional materials, in some cases.
In a report released by the Kenya Institute of Curriculum Development (KICD), In May this year, parents who will be expected to play a key role in the implementation of the competency-based curriculum are not fully aware of their role. “Over half, 57 per cent, of the teachers indicated that they felt prepared for the implementation of the competence based curriculum,” reads the report.
It states that only three per cent of the teachers said they were “very well prepared” while only 20 per cent said they were “well prepared”.
“Thirteen per cent reported that they were “hardly prepared while seven per cent said they were “not prepared at all,” the report notes.
The curriculum was to be rolled out in January this year, but was postponed to allow for more national piloting programmes after it emerged that teachers were not prepared then.
The report notes that teachers lack knowledge in assessment of students and preparation of scheme of work in line with the new format.
Through a survey Commissioned by the Teachers Service Commission (TSC), some tutors have poor mastery of the subjects they teach. The report released this year further shows that some teachers cannot keep their professional documents in order. The report by Macharia also says planning and time management among teachers; financial literacy and behavioural attributes are low. About 21 per cent of the sample said teachers have bad behavioural attributes, according to the report.
The Kenyan Publishers’ Association now wonders whether the kids in grade 3 will go back to grade 1; as there are no instructional materials for grade 4, with term one of 2019 only three months away.

The Kenyan Women’s volleyball team, Malkia Strikers, squad to compete at the Volleyball World Championship has been unveiled. Malkia Strikers, who are the reigning African champions, will compete against 23 other countries including hosts Japan, Brazil and USA during the World Championship which will be staged in the cities of Yokohama, Sapporo, Kobe, Hamamatsu, Nagoya and Osaka between September 29 and October 20.
Kenya, under coach Japheth Munala are in Group D together with Brazil, Dominican Republic, Kazakhstan, Puerto Rico and Serbia.

This comprehensive in-patient health cover has been introduced for NHIF contributors and their dependants. The actualization of this package is a culmination of continued reforms at NHIF. Such reforms include efficiency, arising from decentralization of NHIF services and continued partnership with health providers on enhanced quality services to all members. To enhance these benefits, NHIF has contracted hospitals under three Categories; A, B & C, to provide this in-patient medical cover and partial cover for surgical cases in some of these hospitals. Our members are at liberty to attend hospitals under any category.
Under Category A (government hospitals), members would be able to enjoy full and comprehensive cover for maternity and medical diseases including surgery. In short, they will not need to pay for anything on admission provided they are fully paid up members of NHIF. Members admitted under contract Category B (private and mission) hospitals will enjoy full and comprehensive cover but where surgery is required, the contributor may be required to co-pay.
Those visiting facilities contracted under Category C (private) will continue with the current system where NHIF pays specified daily benefits under the current arrangements. NHIF will continue to negotiate with other health providers not appearing in the list below to determine which category of contract they will sign. Members will be informed of additional hospitals as and when they sign the contracts.

How to register for NHIF services in Kenya; Who is eligible for NHIF registration?
This comprehensive in-patient health cover has been introduced for NHIF contributors and their dependants. The actualization of this package is a culmination of continued reforms at NHIF. Such reforms include efficiency, arising from decentralization of NHIF services and continued partnership with health providers on enhanced quality services to all members. To enhance these benefits, NHIF has contracted hospitals under three Categories; A, B & C, to provide this in-patient medical cover and partial cover for surgical cases in some of these hospitals. Our members are at liberty to attend hospitals under any category.
Under Category A (government hospitals), members would be able to enjoy full and comprehensive cover for maternity and medical diseases including surgery. In short, they will not need to pay for anything on admission provided they are fully paid up members of NHIF. Members admitted under contract Category B (private and mission) hospitals will enjoy full and comprehensive cover but where surgery is required, the contributor may be required to co-pay.
Those visiting facilities contracted under Category C (private) will continue with the current system where NHIF pays specified daily benefits under the current arrangements. NHIF will continue to negotiate with other health providers not appearing in the list below to determine which category of contract they will sign. Members will be informed of additional hospitals as and when they sign the contracts.

The High Court has today temporarily lifted the ban imposed by the Kenya Film Classification Board (KFCB) on ‘Rafiki’ film to allow it be screened in the Country to fulfill a requirement for an award at the Oscars. The film was to be submitted to the 2019 Oscars Award as Kenya’s entry to the Best Foreign Language film category.
The film was banned by the Kenya Film Classification Board(KFCB) for promoting lesbianism. Justice Wilfrida Okwany lifted it for seven days, during which she has allowed it to be screened to willing adults, only.
Rafiki is a love story of two teenage girls who develop a romantic relationship, which is opposed by their families and community.
But, opposing the lifting of the ban, the chief executive officer of the KFCB Dr. Ezekiel Mutua said the film should reflect the dominant values Kenyan people.
“It is a sad moment and a great insult, not only to the film industry, but to all Kenyans who stand for morality, that a film that glorifies homosexuality is allowed to be the county’s branding tool abroad”. Noted Dr. Mutua

The government through the Education ministry is yet to release Free Secondary Education, FSE, and Free Primary Education funds for third term, 2018.
Education Principal Secretary Bellio Kipsang explained that the delay was caused by the Finance Bill 2018 which cut the Ministry’s budget by Ksh1 billion.
“We are in talks with the National Treasury on this issue. We have the best interests of our children at heart and we will ensure that they get the funds on time,” said Kipsang.
Kenya Secondary School Heads Association Chairman Kahi Indimuli recently also raised alarm over the expected increase in the price of commodities due to the 8 per cent VAT imposed on fuel.
“When you delay the funds, it means we have to get items from suppliers on credit, yet most of them are not willing to do so,” he lamented.
Indimuli wondered why the government is yet to disburse the 20 per cent capitation fund a month after schools reopened.
The secretary general Kenya National Union of Teachers, KNUT, Hon. Wilson Sossion has asked the government to release the funds to enable smooth preparations by schools for national examinations.
The annual fee for day secondary schools is Sh22,244 per child which is paid for all students in public day and boarding schools. The subsidy is disbursed in the ratio of 50:30:20.
The government releases Kshs. 11,112 for term one, Kshs. 6,673.2 for term two and Kshs 4448.8 for third term for each child. The government has already disbursed a sum total of Kshs. 17,785.2 for term one and two, this year.
Schools are now grappling with a financial crisis with the government delaying funds for this term ahead of start of National examinations, next month.
Schools’ heads say that it has become difficult to run schools and adequately prepare for national in terms of purchasing major laboratories equipment.

Reporting to the Commission Secretary, the holder of the post is the Principal Assistant to the Commission Secretary.
He/she is responsible for strategic management of the teaching services, and compliance with teaching standards as prescribed by the Commission.

Key responsibilities include:

Reporting to the Commission Secretary, the holder of this position is responsible for the deployment of teachers in public learning institutions and provision of strategic leadership for the staffing directorate.
Key responsibilities include:

Reporting to the Commission Secretary/CEO, this position is responsible for the implementation of the Commission’s legal strategy, offers leadership in litigation, arbitrations, and Labour issues. The position is also responsible for the provision of legal advisory service and the interpretation of legal matters, specifically related to Labour relations, effective management of legal and contractual risks.
Key responsibilities include:
i) Participating in the development and implementation of the legal directorates strategy through the development and implementation of the legal affairs strategy
ii) Participating in, Settlement of industrial disputes through enforcement of Labour laws to maintain industrial peace between the Commission and the unions;
iii) Developing the directorates work plan to facilitate the implementation of the strategy, and to ensure delivery of the strategy under the set timelines and quality standards;

Tanzania will host the 18th edition of the Federation of East Africa Secondary Schools Sports Associations, FEASSA, games next year. The games that shall be staged in Mwanza will run from 15th to 24th Aigust, 2019. This is contained in a circular by Dr. Belio Kipsang who is the Ministry of Education Principal Secretary. This year’s edition, of the East Africa games, was held in Musanze Rwanda between 12th and 19th August, 2018. Tanzania, who missed this year’s edition, will now prepare to host the other countries from the East Africa region: Kenya, Uganda, Rwanda, Burundi and South Sudan. Kenya were the overall winners of this year’s FEASSSA edition.
In the circular dated 17 September, 2018, Term 1 Kenya Secondary Schools Sports Associations (KSSSA) National games shall be staged in the Coastal region of Mombasa from April 5 to 14, 2019. Term 1 features games in: Basketball, Hockey, Rugby 15’s, Swimming, Handball and Athletics.
KSSSA National term 2 games will come back to the lake side city of Kisumu between 26 July to 4 August, 2019. The 2016 hosts will feature: Rugby 7’s, Netball, Football U16 & U19, Volleyball, Racquet games, Cross Country, Heptathlon and Decathlon. The games shall be staged at Kisumu boys and Kisumu girls at the heart of Kisumu City.
