Deadline for filing TPAD data by TSC Teachers: TSC Latest News

The Teachers Service Commission, TSC, has opened the portal for filing teachers’ term three (3) 2019 appraisal data. This is to allow teacher file their Teachers Performance Appraisal and Development (TPAD) data online.

TSC holds that teachers must continue uploading their performance appraisal data as per the Career Progression Guidelines. The Commission uses data captured on the TPAD system when considering teachers for promotions. Teachers who are yet to upload their data for term 3 now have until Tuesday 13th December, 2019 to do so. This is the deadline for both the Appraisee and Appraiser. For guide on how to use TPAD, click here:
Simplified TPAD user guide

The Appraisee is the individual teacher while the Appraiser is the immediate Supervisor. For example, in a secondary school, the Appraisee is the classroom teacher while the Head of Department or the Deputy Principal is the Appraiser. Individual teachers log onto the sytem to fill in their self appraised data, while the Heads of Departments or Deputy Principals log onto the system to enter their data on the appraised teachers’ performance.

Meanwhile, TSC has created a new user friendly portal for capturing the appraisal data. The Commission has at the same time reduced the number of teaching standards to be appraised for teachers from the previous seven to five on its online appraisal portal.
To enhance implementation, the Commission has customized the TPAD tools targeting teachers serving in primary, secondary, special needs institutions and post secondary institutions, where, while the teaching standards are the same for all categories of teachers, performance indicators and verifiable evidence have been customized for various institutions.

To access the new TPAD system here is the link to use; https://tpad2.tsc.go.ke/. You will be expected to insert your ID No.

Imarika SACCO loans, Mkopo Hewani, mobile banking, contacts, website and how to register

Savings And Credit Co-Operatives (SACCOs) have become more popular with customers looking for cheaper and flexible loan products. One of such SACCOs operating in Kenya is the Imarika SACCO. Imarika is a Kiswahili term for “become stable”.

Currently the SACCO has an active membership of about 38,000 with its head office in KILIFI town with five branches in MALINDI, MTWAPA, KALOLENI,GARSEN,UKUNDA  and a service center at BAMBA in Ganze District.

Its core objective is to provide a savings avenue to members and advancing loans to them at an affordable rate of interest. In 1998 the SACCO opened its common bond and admitted other categories of membership. Today it has three major activities namely:

  • BOSA – For all members operating through check off system
  • FOSA – For business people operating through standing orders
  • MSCA – For group members of between 10-30 registered with social services and operating through the group accounts

The membership of the SACCO covers the entire KILIFI County and to some extent beyond the county into the neighboring counties of the Coast province.

The major activity of the SACCO is to offer Savings and Credit products to her clients/members and in doing so we seek to address the standard practices a member expects, time lines and the cost factor for such service if any under (BOSA, FOSA & MSCA) for efficiency and productivity. The SACCO also addresses issues of the prospective members seeking to join the SACCO (Membership registration, withdrawals and re-admission) and general guidelines affecting our clients/members.

IMARIKA SACCO PRODUCTS AND SERVICES

Imarika Sacco being a savings and credit co-operative society gives credit to its members.  The capital used to offer this credit mainly comes from the savings from its members. The society majorly relies on member’s shares/long-term deposits and FOSA premium savings to conduct its core business of credit advancement.

Like the loans, the society has over the years developed several savings products to boost its capital base thereby enabling it conduct its business smoothly.

Each savings product has specific features that define it and being a member driven institution, all the savings products earn the member some sort of return.  Each of the savings products has a specific purpose and therefore the savings products are broadly categorized as withdrawable and non-withdrawable.

The society, in addition to the savings products that it offers, it also has an insurance/security fund that it runs for its members.  Each member is required to pay Kshs. 100 every month as insurance.  This sum insures the member against death.  Upon the demise of a member, the insurance clears any loan that the member had with the Society and also refunds to the member’s next of kin the shares amount held as at the time of death.

32 teachers expelled by the TSC this year for indulging in sex with students as 3 get special recognition.

A total of 32 teachers have been expelled this year by the Teachers Service Commission, TSC,  for indulging in sexual relationships with their learners. This was revealed by the Chief Executive Officer to the TSC, Dr. Nancy Njeri Macharia, during the release of the 2018 Kenya Certificate of Primary Education, KCPE, examinations today. Dr. Macharia, who was speaking at the Star of the Sea Primary School in Mombasa, said the teachers were expunged from the TSC register in October this year, 2018.

“We can not allow a few people to ruin the future of our children,” Dr. Macharia said while referring to such teachers as ‘pests’. The CEO indicated that the names of the 32 teachers are on the TSC website and asked employers not to engage the services of such teachers. “Of concern is that some of our head teachers/ teachers in to whose care these children are entrusted, are the same people taking advantage of them. The commission is taking this very seriously and those found to be guilty will be dealt with accordingly,” Dr. Macharia warned.

She directed private schools to only employ TSC registered teachers indicating that there is “no room for quacks in teaching centres.” The tough speaking TSC boss warned private schools that will continue engaging the services of unregistered teachers and those expelled by the TSC that they shall be de-registered.

Dr. Macharia said another 26 teachers will face disciplinary action for abetting impersonation during this year’s National Examinations. Macharia did not have kind words for parents whom she blamed for relegating everything to teachers.

Praised Teachers

On a positive note, the TSC CEO heaped a lot of praise on the majority of teachers for their exemplary service. “I want to join Magoha (Prof George Magoha, the Kenya National Examinations Council Chairman) in thanking our teachers for the good work. Am proud of our teachers. It is time we sang the song of heroes and teachers are heroes,” said Dr. macharia. She revealed that the TSC will reward teachers with exemplary performance in executing their duties. She singled out three teachers who went beyond the call of duty during the just concluded KCPE examinations administration.

The names of these (three teachers) teachers were submitted to the TSC by the KNEC. Dr. Macharia said she will submit the names of the teachers to the President, His Excellency Uhuru Kenyatta, for consideration for award of the Head of State Commendation. The three teachers are: Belladin Dosio, Boru Dida and Mohammed Hassan.

KUPPET to TSC- Requirement of masters degree for teacher promotions is not sustainable

The Kenya Union of Post Primary Education Teachers, KUPPET, has come out to strongly oppose the move by the Teachers Service Commission, TSC, to make it mandatory for teachers to have masters degrees before getting promotions to managerial positions.

Here is the presser from the union;

‘KUPPET is concerned by a new requirement introduced by the Teachers Service Commission, TSC, for promotions to Headship of secondary schools.

According to the advertisement for the vacancies published last month, teachers seeking promotions to Principal and Deputy Principal’s positions must have at least a Masters degree in Education, Consequently, Teachers without Masters Degrees have experienced trouble filing their applications on the online portal where the Masters degree is a mandatory field.

This requirement is unnecessarily punitive, flies in the face of the Code of Regulations for Teachers and all other Instruments governing the profession. No where is a Masters degree required for Principals and Deputy Principals instead a Master’s degree is considered an added advantage for candidates applying for such positions.

In addition, the TSC has made it very hard for teachers to obtain Masters degrees. For starters, it provides very limited study leave positions that enable teachers to further their studies.

In recent years, it has even forbidden teachers from educating themselves through school-based programmes.

In these circumstances, how does the commission expect teachers to get the Masters degrees?

Also of cancer is the scanty number of Masters degree holders in the teaching profession. Even with the admirable efforts by teachers to further their training, there are regions in this country that hardly have teachers with Masters degrees.

The regions, however, have scores of highly experienced teachers, many of whom have served in Job Group C3 or higher for more than 15 years.

It would beat the purpose of national development to deprive such teachers, and by implication the regions they come from, of opportunities that rightly belong to them. Indeed, this would be a form of legalized discrimination.

We are also astonished by the commissions demands on some principals and Deputy Principals who have been acting in these positions to vacate office for new ones to be appointed. Some of these administrators, who were in Job Group L during their appointments, have been in their positions for years, having been deployed before the current requirements limiting such promotions to teachers in Job Groups M and above.

In some areas such as Coast and Turkana, nearly all teachers are in Job Group L or below, including many of those currently acting as Principals and Deputy Principals.

Any promotion procedures which deny such teachers of their deserved positions are clearly unacceptable.

Given these concerns, we have written to the commission to request that the advertisement be amended and the condition for Masters degree be withdrawn and affirmative action principles be applied for promotions in marginalized areas.’

MWALIMU SACCO LOANS.

Why SACCO Loans are better

SACCO loans DO NOT have hidden charges but Bank loans have A LOT OF HIDDEN CHARGES besides monthly charges. Some of these charges include:

TSC and KUPPET discussions on the new 2021-2025 CBA for teachers; Latest news

The Teachers Service Commission (TSC) and the Kenya Union of Post Primary Education Teachers (KUPPET) have held discussions on implementing a new Collective Bargaining Agreement, CBA, for teachers. TSC and KUPPET held a joint retreat from 29th October to 1st November 2019 at Sawela Lodges, Naivasha to lay grounds for the engagement of the CBA. Here is a presser signed jointly by Dr. Nancy Macharia (TSC Boss) and Mr. Akello Misori (KUPPET Secretary General);

Background

The Teachers Service Commission (TSC) and the Kenya Union of Post Primary Education Teachers (KUPPET) signed the 2017-2021 Collective Bargain Agreement (CBA) on 26th October, 2016 which came into force effectively 1st July 2017. The 2017-2021 CBAs ring fenced KSh. 54 billion for teachers’ salaries to be implemented in a period of four years. The Commission has successfully implemented three out of the four phases of the agreement. This has led to industrial stability in the teaching service. With only one phase remaining, TSC and KUPPET agreed to commence negotiations for the next cycle of CBA (2021-2025). In this regard, TSC and KUPPET held a joint retreat from 29th October to 1st November 2019 at Sawela Lodges, Naivasha to lay grounds for the engagement of the CBA.

1). Status of implementation of the Collective Bargaining Agreement (CBA) 2017-2021

The Commission has implemented Phase Three of the CBA 2017-2021 for KUPPET members. It was appreciated that Career Progression Guidelines (CPG), Teacher Performance Appraisal and Development (TPAD) and Teacher Professional Development (TPD) as the tools for full implementation of the CBA have led to professionalization of the teaching service.
Professionalization of the teaching service has greatly improved the image of the teaching service as the profession of choice in the Public Service.
The retreat discussed the implementation status of the current CBA; challenges met in the course of implementation; lessons learnt in the implementation; and factors to consider while preparing the next CBA (2021-2025).

Both parties took note of the need to compress the difference in wage between classroom teachers and institutional administrators. Parties underscored the need for continued equity and fairness in wage distribution in the teaching service and agreed that the issue be addressed during the 2021-2025 CBA negotiations.

Here are links to the most important news portals:

2). Collective Bargaining Agreement for 2021-2025

Parties jointly agreed the factors to be put into consideration in negotiating the next CBA shall include: the cost of living adjustments, affordability, sustainability, comparability, government fiscal policies and guidelines, teacher performance and productivity. In addition, there may also be need to consider the implication of implementing Competency Based Curriculum and its impact on the job of the teacher.

Further, parties agreed on a comprehensive framework for 2021-2025 CBA negotiations and the procedures to be followed.
Parties have agreed to commence the journey on 1st November, 2019.

TSC and KUPPET teams jointly address the media at Sawela Lodge, Naivasha, at the end of a retreat to review status of implementation of the current CBA and to lay the groundwork for negotiations of a new CBA.

3. Other issues discussed

(a) The need for TSC to fast-track issuance of promotion letters to all teachers who have been promoted since 1st July, 2017;
(b) Consider career progression path for Diploma teachers.
(c) Consider career progression path for special needs education teachers.
(d) The need for teachers to be acquainted with the legal instruments governing their employment especially the Career Progression Guidelines to enable them take advantage of the promotional adverts for career growth.

THE SCHOOL’S EMBLEM

ITS MEANING AND DEVELOPMENT

On close study of the emblem, you will note the following significant parts:

  1. A central part
  2. 5 colours
  3. The Bible
  4. Science equipment
  5. Green and white stripes
  6. The central part represents the ‘coat of arms’ of the international Precious Blood Community without the surrounding wreath of the scripture text ‘Thou hast redeemed us by the Precious Blood’

The Precious Blood Sisters started the Precious Blood Secondary School – Riruta and wanted to transmit and share their spirituality with the students. We see the lamb holding a banner and blood is shed and poured out into a chalice. This symbolizes Christ, the Lamb of God, and God made man, who stands in readiness to do the will of his Father. He sheds His Precious Blood, the very last drop, and saves mankind, you and me, from sin and all evil, giving us new life, the fullness of life through His death and resurrection.

The banner is the sign of victory: through suffering and toil of joy, from death to life. The example of Jesus’ life should be our incentive to spend our life in the service of God and others with commitment, in a self-sacrificing spirit, love and zeal for the cause of God and others. This will bring about true and genuine self-fulfilment and will contribute to a better world. It will be a preparation for the life to come in eternal happiness and peace.

  1. The frame shows the school setting of the Precious Blood Secondary School

The five colours above, i.e. blue, red, white, yellow and green – indicate the five different houses in the school. Every student belongs to one of these houses.

            Blue                 –           Meru

            Red                  –           Kilimanjaro

            White               –           Kenya

            Yellow              –           Ruwenzori

            Green              –           Elgon

The houses are representative of five prominent mountains in the Eastern Africa region.

The Bible at the right corner, just below the five colours, symbolizes the importance of the word of God, which should guide the life of all members of the school and from which we should learn our life-values and life-principles. This we do through all our actions, studies, sports, play combined with prayer and all other commitments the school asks of them. It is hoped that our lives will then be according to the spirit of Christ.

The science equipment seen at the left side below the five colours stands for the efforts required to develop all the potentials of the students in all spheres – human, social, communal, religious and academic. The aim is to mould the whole personality into that individual God had in mind at creation. Therefore the motto ‘Forward ever, backward never’.

The two colours shown at the bottom of green and white signify the school uniform. White blouses and socks and green skirts and sweaters.

Mission

The School’s chief purpose is to develop the minds and consciences of its students so that they can become self-disciplined and resourceful, and therefore better able to serve society in a useful way. Above all, the School emphasizes academic excellence and moral integrity. The School aims at creating an environment that is conducive to learning; both experienced teachers and well-motivated students strive to create this environment.

Through daily close contact with the students in the classroom, in extra-curricular activities and on the sports fields, the School Staff strive to develop in the students such qualities, such as honesty, responsibility, good use of freedom, tolerance, and hard work. The School aims at providing an education based on Christian principles and accepts worthwhile students regardless of creed.

Srathmore Court of Arms

The lion is the symbol of strength, power, courage of determined fight for excellence and justice. It also represents Kenya, our country, which has all the qualities mentioned above.

The Rose in full blossom represents, love, the source of all good desires and actions, even if at times it requires loving sacrifice, represented by the thorns the rose shows in its stem. The rose has some supernatural meaning. Love, in capital letters, is love of God. And also it has some historical meaning associated with the life of Blessed Josemaria who inspired and encouraged those who started Strathmore: He received a sign by means of a wooden gilded carved rose in a very trying moment of his life.

The Three hearts represent the three races which, in 1961 when the School started, were segregated in the colonial system of education. The heart represents the person, since it is taken as the source of all our actions, and the source of love. Being the three hearts of the same colour it shows the radical equality of all people. At the beginning it clearly meant the unity sought of the three major races. These days it means the co-operation of parents, teachers and students towards the same aim.

The motto “Ut ommnes unum sint” is in Latin. It is a quotation from a passage of the Gospel, and translated means “That all may be one”. It expresses the desire of working together towards the same aim, in spite of individual legitimate opinions, preferences and tastes.

The colours in heraldry (the science of making coats of arms) have associated meanings as follows:

  • Blue (Azure) Sky blue means high ideals, high aims;
  • Red (Gules) Blood red means sacrifice, love, fortitude;
  • Yellow (Gold ) Gold means eternity, perfection.

NATIONAL HOSPITAL INSURANCE FUND, NHIF

Members are entitled to statutory benefits under the NHIF scheme as they still pay their statutory deductions. The Minet Teachers’ Medical Scheme is a private health insurance cover designed to draw on the benefits offered by public health insurance. Contributing to the NHIF increases the overall health benefits that teachers can utilise. It also increases the facilities accessible to members.

Teachers covered under the scheme are encouraged to visit the nearest NHIF office and update all dependant details.
Recent changes by NHIF have resulted in more benefits for all those who make contributions to the fund. NHIF now caters for additional expenses besides the daily hospitalisation rebate and outpatient services offered at any NHIF accredited facility across the country. Members of the fund can also access particular services in most facilities including certain private hospitals. Minet Teachers’ Medical Scheme, like all private insurances, will only cater for bills net of NHIF.

However, in order to tap into your NHIF benefits, it is important to ensure that you have your NHIF card and ID card during hospital visits, and that all dependants are duly registered.
Minet Teachers’ Medical Scheme members also need to be aware of NHIF services which require the patient to seek pre-authorisation from NHIF. The pre-authorisation procedure is as follows:
1. Request your healthcare provider/hospital/doctor to fill in the NHIF pre-authorisation form. The provider will attach the following documents: a pro-forma invoice/quotation and the relevant medical records/diagnosis.
2. Submit the documents at any NHIF office.
3. An approval/undertaking will be issued within 24 hours. The letter of undertaking should be collected from the same NHIF office.
4. Attach a scanned copy of the NHIF undertaking when sending your private insurer’s pre-authorisation form to us.
5. Minet will issue an undertaking for the difference.

Form one selection 2023/2024 results and admission letters; National schools

Usually, students who score above 400 marks are admitted to National schools. This is the main selection criteria. Another criterion is that of affirmative action whereby the Counties facing various challenges would have their cutoff marks lowered.

Another method used to select the form ones is where top candidates from each County get automatic places at the National Schools.

After the selection exercise for the 2023/2024  placement of form ones, they will be expected to download their letters through the Ministry of education’s online portal.

The admission letter is important to both students and Parents/ Guardians. This is because it enables the two parties to prepare adequately for reporting to selected secondary school.

To download the admission letter to National Schools:

Once the selection exercise is done, students will be notified by the Education Ministry. The students can then download their 2024 form one admission letters by using the procedure below:

  1. Click on this link to access the download page from the Ministry of Education’s Website: Ministry of education download link for form one admssion letter.
  2. Then, Select the county and sub-county where your KCPE centre is located and key in your index number and Submit.
  3. Click on the link named “admission letter” at the bottom of the page for a copy of your admission letter.
  4. Use the printer icon to print or download icon to download to your computer.
  5. Get your primary school’s headteacher to endorse the letter and stamp it in the space provided.
  6. Finally, present it for admission together with a certified copy of birth certificate

Access the Official ministry of Education’s download page by using this link: https://www.education.go.ke/index.php/online-services/form-one-selection

But, what are some of the key highlights on the admission letters?

Here are some of the common details on the form one admission letters:

  • All the admission letters bear the Ministry of Education’s letter head; The letter contains the Education Ministry’s logo and head.
  • Name of the student, Index number and Sub County,
  • School admitted to (The Secondary school where the student has been placed),
  • Reporting date; Which is in January, 2024.
  • Former primary school’s details; the letter must be stamped by the head teacher, A disclaimer on the letter reads; “This letter will be authenticated on being duly certified by the primary school head complete with a certified copy of birth certificate and finally confirmed by the admitting principal. The letter is issued without any erasure  or alteration and cannot be changed through any form of endorsement whatsoever; utterance of false documents is an offence punishable by law.”
  • The 2024 fee guidelines from the Ministry (The letter gives fees directions thus; “The maximum fees payable per year is detailed in the attached schedule, do confirm the category of your school before making any payment.”)
  • Parents/ Guardians expected to go to schools where their kids have been placed to pick further joining instructions and requirements. (“Urgently get in touch with your new principal at the above school for admission requirements,” says the admission letter from the Ministry.)

Other details that learners would get from the selected school include:

  • Uniform descriptions,
  • Boarding requirements; mattresses, blankets, e.t.c
  • Any books’ requirements and
  •  Other personal effects as may be prescribed by individual schools.

The Government has insisted on its resolve to ensure 100 percent transition from Primary to secondary schools. Consequently, all the 2023 KCPE candidates will get places at preferred secondary schools.

KNUT’s Collins Oyuu leads Eldoret Teachers in burning TPAD documents.

Kenya National Union of Teachers (KNUT), Chepkoilel branch, teachers yesterday joined the fray of teachers angered by the Teachers Performance and Appraisal Development (TPAD) evaluation exercise by the TSC.

Led by KNUT’s National Assistant Secretary-General, Collins Oyuu, the teachers set the TPAD forms ablaze to express their disgruntlement over the evaluation exercise. Mr. Oyuu said the TSC single handedly introduced the policies before consulting them.

“The TPAD forms have turned teachers into clerks and today teachers have decided that enough is enough. They are tired of filing these forms in cybers where they nowadays spent most of their time instead of teaching,” said Oyuu during the Chepkoilel annual meeting in Eldoret, as quoted by the Nation.

“We want to practice what we were taught in class. TSC should withdraw the TPAD forms immediately. TPAD rest in peace,” Oyuu added.

This becomes the third case of teachers publicly burning the TPAD forms, even after TSC threatened to take action against such teachers. It started a few weeks ago at Borabu, in Nyamira County, when dissatisfied tutors burnt the forms. Yesterday, their Kakamega compatriots joined the bandwagon. The TSC sanctioned a section of Borabu KNUT branch teachers by asking them to show cause why action can not be taken against them, for burning TPAD documents.

The deadline set for uploading TPAD data for second term expires tomorrow, 10 September; even as most teachers complained of the online system’s inefficiency.

The President, has already issued a directive to TSC to review the evaluation process. Sources familiar to TSC operations indicate that the TSC plans to retain the TPAD evaluation process but, reduce the amount of data to be uploaded.

A message sent to principals by TSC Subcounty directors requires them to “ensure that all the parts on the online TPAD data are filled”. The message also asks the principals to download and file TPAD data uploads for all teachers, since 2016.

Focus will be on the KNUT versus TSC negotiating teams when they meet later this month. Already there is a spat between the TSC and KNUT over agreement on items discussed last month.
