Education Ministry to develop a students’ safety and security mechanism to combat terrorism- President Uhuru announces

President Uhuru Kenyatta today said that Kenya has established anti-terrorism county action plans to reduce threats to the country.

The President said the fight against terrorism has been devolved through the development of County Action Plans to counter and prevent violent extremism.

The county action plans are tailored to the security needs of each of the 47 counties are meant to bring together security sector actors covering enforcement agencies, administrators, civil society and citizens to prioritise collective counter terrorism actions that are measurable and time-bound.

The Head of State said the measures to combat violent extremism will be complemented by a student safety and security mechanism developed by the Ministry of Education.

President Kenyatta, who spoke when he opened a counter-terrorism conference at the United Nations Headquarters in Gigiri, said the Student Safety and Security Mechanism will be rolled out in the next few months.

“Its goal is to protect our children from multiple threats to their wellbeing that may make them vulnerable to radicalization,” said the President.

The opening ceremony of the conference dubbed African Regional High-Level Conference on Counter-Terrorism and Prevention of Violent Extremism Conducive to Terrorism was also addressed by United Nations Secretary General Antonio Gutteres and African Union Chairperson Moussa Faki Mahamat.

President Kenyatta said African countries need to have strong strategies to deal with violent extremism but must also engage capabilities to disengage, rehabilitate and reintegrate those who reject terrorist ideologies.

The President added that terrorism is a Pan-African challenge and as such, Africa must come up with joint responses and solutions.
“I call on the African Union to generate a powerful political consensus for confronting and defeating terrorism and all other forms of violent extremism conducive to terrorism,” said the President.

He said Africa must speak boldly and with one voice, “declaring to the enemies of freedom that we shall not relent and we shall prevail.”
The President said the African Union, the UN and other conference participants should come up with strategies that deny terror groups the space to grow in Africa.

“Discussions and solutions should propose multi-faceted approaches to combating terrorism, extremism and radicalisation that confront the vice on the battlefield, in places of worship, in market squares, in our schools and in our homes,” he said.

President Kenyatta called on African states to enhance both their internal capacities to deal with terrorism as well as their preparedness to deal cross border threats.
He said Africa has the means and the will to defeat terrorism, adding that a win against the vice will be a victory for humanity.

The President said more should be done by African governments top prevent incitement and recruitment to weaken terrorism.
“International bodies, individual governments, civil society, the media, the religious sector and all relevant stakeholders must come together, act in concert and ensure that we channel the immense talents, energy and vigour of our youth to the betterment of the world and to advance the quest for the human race,” said President Kenyatta.

He called on Africans to stand together and never cede any ground to terrorists saying terror groups should not be allowed to hold any territory on the continent.
The President said multi-national military missions that deny terrorists territory need to have strong mandates, appropriate force enablers and multipliers.
He said such forces should be deployed alongside a comprehensive terrorism sanctions regime, and implemented together with a political strategy for stabilisation and the delivery of services to the population if they are to be successful.

On his part, Secretary General Guterres said the UN is fully committed to work with all countries and organisations in the fight against terrorism.
He said the UN supports African leaders who are spearheading solutions facing the African continent and thanked Kenya for hosting the conference.

The AU Chairperson said violent extremism was a threat to Africa and solutions to counter it should also include development, saying that the use of force alone will not curb the problem.
The conference, attended by thousands of participants from across Africa, will run for two days.

All schools to receive free desks from the government- Details

All public schools are set to receive free desks from a government desk manufacture project which will cost taxpayers Sh1.96 billion. This is after the government realized that there was an acute shortage of desks in the public schools.

According to Education Cabinet Secretary, George Magoha, Sub-County Education Director in conjunction with the area Deputy County Commissioners will coordinate the project and award tenders to the suitably qualified local artisans.

Prototype desks would be displayed at all the Sub-County headquarters for the artisans to see to enable them manufacture the same ones for onward distribution to schools next year, 2021.

No Room for Chicanery in Supply of Desks

National government administrators and field officers have, at the same time, been directed to follow through all aspects of the supply of desks, lockers and chairs to public schools preparatory to resumption of onsite learning in the country.

Education Cabinet Secretary, Prof. George Magoha, has said the government has instituted various risk mitigation strategies to prevent corruption in the project, adding that he will lead inspection tours to ensure the furniture is supplied according to the delivery terms.

“This is not the time to ask ‘what’s in it for me?’ We are doing this for our children. As far as this project is concerned, there is nothing we cannot address. If there are bottlenecks, talk to us directly – not the usual bureaucratic practices,” he said while issuing the guidelines for the implementation of the project to County Commissioners at the KICC.

Kshs.1.9 billion has been allocated under the Economic Stimulus Programme for this programme, which targets SMEs and local artisans. To ensure openness, transparency and non-discrimination in identification of the suppliers, the government has deployed the model that was used to identify the beneficiaries of the COVID-19 weekly stipend, the Kazi Mtaani Initiative, and Older Persons Cash Transfer.

Interior PS, Dr. Karanja Kibicho, expressed his confidence in National Government Administration Officers (NGAOs) and urged them to exercise enforcement discretion against anyone threatening the integrity of the process.

With the presumption that the majority of the prospective suppliers may not have the capacity to deliver on such a project, the government will fund them with up to 50 percent front load.

Dr. Kibicho said, “This is another reason we need national government administrators. It is their responsibility to ensure there is integrity and transparency in this project; it is their responsibility to ensure that anybody who has been contracted delivers these furniture within the timelines set.”

Read also;

The plan will realize the delivery of 622,357 desks, lockers, and chairs to public primary and secondary schools, with every ward expected to produce at least one school. Design prototypes and technical specifications have been availed to all County Commissioners, Deputy County Commissioners and County Directors of Education.

The Deputy County Commissioners will lead their teams in confirming the quality of the furniture and compliance with the specifications with the prototypes and ensure proper labeling before delivery to schools.

NDUMBERI GIRLS HIGH SCHOOL’S BRIEF HISTORY

Ndumberi Girls’ Secondary School – former Gitao Secondary School was started on 1st March 1979. It took the name Gitao from a small stream behind Karunga Primary School where the residents of this area were getting water. It was started to cater for boys and girls from five (5) surrounding primary schools who could not get places in government aided schools.

The five primary schools whose parents contributed their money to start this school were;

1.    Karunga Primary School
2.    Kangoya Primary School
3.    Loreto Primary School
4.    Ndumberi Primary School
5.    Ting’ang’a Primary School

From the above schools, ninety (90) students were admitted on that day of 1st March 1979 as the first group to start the school. Three teachers of “A” level standard started with them.

These teachers were;

  1. Isaac Kimani – Acting Head Teacher.
  2. James Nyaga
  3. Goretti Njire

MANAGEMENT

The Headmasters of the referred primary schools were the school’s committee members, plus Chief of Ndumberi Location, one elder to represent the sponsor (A.C.K.) and one elder to represent the parents.

The office bearers were;

  1. Chairman     –     Chief John Kuria Goko (late)
  2. Secretary     –     Headmaster of Ting’ang’a Secondary School, Mr.James Gathairu Njoroge
  3. Treasurer     –     Headmaster of Karunga Primary School, Mr. James
    Mugogo Gitao

They managed the school for four (4) years.

CHALLENGES WHICH WERE THERE

  • The school had no text books for teachers, students and reference books for teachers had to be borrowed from Ting’ang’a Secondary School. Students were provided with exercise books only and they had to depend wholly on teachers. Teachers had to work very hard to provide notes and give homework on black board.
  • Two teachers had not taught before and to follow syllabus and write schemes of work was a problem to them.
  • Facilities for students – playing fields, balls, toilets, water etc. All these had to be borrowed from Karunga Primary School.

DONATIONS

The school got the following as donations;

  1. Former Education Permanent Secretary – Mr. Peter Gachathi built one class (1979 – 1980) and it can be identified by the size of windows.
  2. Municipal Council of Kiambu built one class (1980). It can also be identified by window sizes as they are small in size than other classes.
  3. Municipal Council of Kiambu roofed the present office block. (Formerly it was being built as the laboratory). Its roof had been blown off by the wind in 1981.
  4. Piped water from Kiambu – Ndumberi road through donations of Ambassador of Netherlands through Mr. Nginyo Kariuki.

NB:    It is through Harambee more classes plus the Laboratory were built.

The school did its first K.C.S.E in 1982 and by that time it had a population of 260 students both boys and girls.

CHOGORIA GIRLS HIGH SCHOOL’S BRIEF HISTORY

The school was started in 1922 by a missionary from the Presbyterian Church of Scotland, Dr. Clive Irvine, who also founded the church and the hospital. It started as a preparatory grade mixed school. In 1952 it achieved the title of Primary School and Junior School.

In 1953, the Junior School was terminated and Intermediate School was introduced. The school continued with its co-education that had its classrooms at Chogoria Boys Secondary and dormitories at Chogoria Girls Secondary School. All this time its catchment area was the whole of the old Meru and Embu Districts.

In 1965, the idea of a secondary school came into the minds of the local people and the intermediate section was slowly phased out. In the same year, the girls joined the boys to carry on with co-education.

In 1968 the school headmaster decided to separate boys from girls and this gave birth to Chogoria Girls Secondary School with its first headteacher Mrs. Charity Mugo.

In 1969, the girls moved to the present 20-acre site. The physical facilities were quite inadequate but through the efforts of the local community, the P.C.E.A church and assistance from the government and parents the school grew. It continued as a single stream (160 students) up to 1979 when the second stream was born. In 1980 the Advanced level (‘A’ level), Arts stream was started.

From 1980 the school continued with two streams in ordinary level ‘O’ and one stream ‘A’ level Arts. The ‘A’ level stream was phased out in 1989 when the education system in Kenya was changed to 8-4-4 system. The third stream in` O’ level was then started in 1990.

In 1996 the fourth stream was started and soon after (2001) the fifth stream was born.

The student population as at November 2011 stood at 930, with 53 trained teachers (7 of whom are employed by the Board of Governors) and 49 non-teaching staff members.

Let learners stay at home, push KCSE and KCPE exams to November 2021- Govt told

A group of unions is proposing that learners to continue staying at home for longer, citing the ‘unsafe’ school environment due to the current covid-19 pandemic. The group comprised of the Kenya National Union of Teachers (Knut) and Universities Academic Staff Union (Uasu) wants the government not to rush into schools’ reopening as it may lead to multiple infections by corona virus.

“Reopening of schools, colleges and universities must be transparent, phased and coupled with clear communication by government and public universities, colleges and schools, with the input of public health professionals, front-line healthcare professionals, educators, academic staff and the unions,”  said the unions in a joint presser on Wednesday.

The national covid-19 education response committee is currently working on recommendations on how to reopen basic learning institutions; with the report expect in a matter of few days.

According to knut secretary general, Wilson Sossion, learners should continue staying at home where they are otherwise safer.

“We would rather have all our children staying at home, safe and alive and repeating a year rather than sending them to school to die. The world will not come to an end if we suspend certain matters,” Sossion said during the joint presser.

RELATED NEWS;

On the KCPE and KCSE examinations, the group is proposing that they be postponed till normalcy reigns; even it will be in November next year.

“We’ve heard of people talking about Form Four and Class Eight reopening. These are human beings; the world will not come to an end. Children can repeat a class, better save lives first. Even if the exams are pushed to November 2021, if we can evade death, let’s do so. The world will not come to an end if we suspend certain matters… Nobody in this country should gamble with the lives of learners and teachers. For now, open bars and test social distancing. KCPE and KCSE are not a ticket to heaven” he added.

KNUT Secretary General Wilson Sossion. He now wants both the KCPE and KCSE to be postponed to 2021 following disruptions to the education sector occasioned by the coronavirus pandemic.

The group also holds that well laid plans must be worked out before learning institutions are reopened. This includes fumigation and testing of the learners.

“It is advisable to maintain the closure of Kenyan educational institutions and universities until the number of new cases stabilizes or declines for at least 14 consecutive days, before considerations for phased re-opening begins,” reads the group’s report; in part.

SEE ALSO;

With Uganda set to reopen schools next month, it is highly likely that Kenya may consider going the same direction. But, the lobby says more needs to be done before such a move is undertaken.

“Set up treatment facilities to handle any cases that might arise to ensure access to health services by teachers, lecturers, non-teaching staff and learners…. Provide sustainable supply of Personal Protective Equipment for teachers, workers and students,” the report further adds.

Startimes Kenya ink deal with KICD to provide learners with online education materials

The Kenya Institute of Curriculum Development, KICD, has entered into a partnership with pay TV company, Startimes, to broadcast online lessons to learners. The partnership will see StarTimes Kenya provide access to KICD approved curriculum on their digital television platform. The same materials will also be available on the company’s mobile application, StarTimes ON. The content will at the same time relayed on various TV channels available on Startimes.

Dr. Sara Ruto, the Chairperson KICD Council, said the new move will see learners access learning materials conveniently and that this is expected to broaden the coverage area; and this would see more households covered.

“The Covid-19 pandemic has pointed out a new feature of digital learning, we need to embrace it for the sake of our children and together we will be able to grow. One of the core competencies in the Competency-Based Curriculum is learning to learn, this is an opportune moment to put it to practice with such partners key in enriching the future of learning,” said Dr Sara Ruto while making the partnership public.

Dr. Sara Ruto; the chairperson to Kenya Institute of Curriculum Development (KICD) Council.

Dr Joel Mabonga, the KICD Acting Chief Executive Officer, was all but praises over the new partnership noting that this would provide the much needed boost in achieving their goals. The CEO welcomed the move noting the partnership will grow the number of platforms available to engage students who are learning at home with the content accessible on the mobile application being a strategic option given the high mobile penetration in the county.

“We need to go out of our ways to make sure that learning continues even under the current Covid-19 situation as we establish strategic partnerships that will help us achieve our mandate as an institute tasked with a national responsibility of developing curricula and curriculum support materials informed by research for all levels of education below the university,” said Dr Mabonga.

“We have partnered with KICD to allow us carry approved education content on our platforms. Currently, we have ensured that EDU Channel is available through our set top boxes as a free to air channel and uploaded approved primary and secondary school curriculum on our StarTimes ON mobile application platform key in ensuring the majority of students have access to the education materials,” said StarTimes Chief Executive Officer Mr. Andy Wang.

The ministry of education together with other partners is relaying TV, radio and online lessons to millions of learners at home in a bid to try and recover lost time; occasioned by the current closure of all learning institutions. Learners continue to follow the interactive online lessons at home tuning to KBC English Service and Radio Taifa for radio programmes and EDU TV channel and the Kenya Education Cloud for interactive lessons.

Admission to Starehe boys Centre is a rigorous process that aims at ensuring only the most deserving students are admitted.
Primary education in Kenya is presently available to the great majority of children. The course lasts 8 years and ends in a national examination Kenya Certificate of Primary Education (KCPE).

At this stage, a large percentage of these children drop out – either because they do not perform well enough to enter one of the comparatively few secondary schools or because, although they have gained good examination results and qualify for places, their families are unable to afford the school fees. This is tragic since such children posses considerable potential, having overcome real, often formidable difficulties to get as far as they have done.

It is boys like these, selected from allover Kenya and drawn from every ethnic background whom Starehe’s mission reaches out to help. Such boys apply to join Starehe using a special form available free of charge, fondly known as the “Yellow Form” that requires a case history  testimony provided by the parents/guardians and supporting evidence from their civil administrator (Chief),minister of religion (Pastor/Priest/Imam) and their Primary School Headteacher.70% of our places are reserved for such boys, being made free to them through sponsorship or endowment.

The remaining 30% of our places are allocated on a fee paying basis to children from financially stable backgrounds who have also obtained excellent passes in the KCPE examination. This achieves a social mixing to normalize the environment, preventing the needy boys from feeling isolated from other strata of society, while providing the much needed peer to peer interaction, motivation and competition. The spirit of brotherhood that has long been the foundation of the centre gives testimony to this integration; during and by the end of the course, no significant difference exists between the two groups.

Delocalized, transferred teachers per County in December, 2019- Kisii

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. In Kisii County, a total of fifty (50) teachers have been moved to neighbouring counties. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first tern on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

The school remained a single stream in the sixties and two stream in the seventies. A’ levels started in 1972. The student population has grown from 11 in 1959, 120 in the sixties, 400 in the seventies and currently stands at 1200.
