The Ministry of Education has released a detailed presser on the 2019 form ones’ admission process by schools. Here is the presser by the Principal Secretary, Dr Belio Kipsang, dated 6th January 2019 and sent to all Principals of Public and Private Secondary schools;
“RE: CARRYING OUT ADMISSION OF FORM ONES, 2019, THROUGH NEMIS
During the admission process starting on 7th January, 2019 all learners will be processed through NEMIS (National Education Management Information System). When a student arrives for admission, they present their joining letters and verification of existences in the system is done. The following steps will be followed during admission:
The details of the student will appear indicating that the student is selected to join the school. If the student is selected for your school, move to step 7.
Click on Admit.
The Student can now proceed for processing in other steps of admission. Admission can only succeed if the learner is in the system account for the school..
In the meantime, schools should download and print their selection lists from the NEMIS in readiness for the exercise. This will be used as a backup in case of connectivity challenges. Where internet interruption is experienced, the school should use the list and immediately thereafter follow the steps indicated earlier.”
The admission of the 2019 form ones in all private and Secondary schools shall be, exclusively, done via the Education Ministry’s National Education Management Information System (NEMIS).
The ministry said students will present their letters upon arrival for admission. The schools will then verify the existence of their names in the system. The form ones who report to Secondary schools, as placed by the Ministry, will undergo the following admission process:
The admission letter is received by the principal or any other individual as may be delegated by the principal.
The Principal or delegated individual will then log onto the NEMIS system by using a smartphone, tablet or computer that has been connected to the internet (Since the admission process can only be executed online). Log onto the NEMIS system by using the official Ministry’s links: https://nemis.education.go.ke/ or https://nemissystem.education.go.ke/
Once logged in (by entering the User Name and Password which is at the disposal of the Principal), Click on the tab indicated as ‘LEARNER’.
From the drop down list, select Admit/Capture request.
On the new window, type in the Kenya Certificate of Primary Education, KCPE, index number on the search UPI/INDEX box and click on search.
The NEMIS system will automatically load, and display, the student’s details showing that the learner is selected to join the school. In case the learner has not been selected to join the school, please advise him/ her to go to the school where the placement has been effected as shown on the NEMIS system or get help from the local Education office. If the student is selected to join the school, then click on ‘ADMIT’.
Fill in the required information to successfully complete the admission process.
Repeat steps 1 to 8, above, for all the 2019 form ones selected to join the school.
You can confirm whether the learners have been captured correctly by Selecting ‘View my Learners’ from the ‘LEARNER’ tab.

Please note that:
The NEMIS system may experience down times as it will be processing thousands of requests during the admissions. It is thus advisable that the schools Print out the ‘Form 1 admission Lists’ that will serve as backups in case of internet connection down times.
The lists will be used to verify that the reporting learners are selected to join the school, to ensure schools only admit learners apportioned to them; as per the NEMIS system. In case the manual back ups/ print outs are used during admissions, the schools will be required to follow steps 3-10 later to complete the Electronic registration process, later.
There shall be no direct admissions of form ones by schools; without express approval from the Ministry of Education. Read the Related content, below:
The Ministry of Education has said only students admitted to form one via the National Education Management Information System, NEMIS, will be recognized and get the government fees subsidy. While Addressing Ministry officials, including Field Officers (Regional Coordinators of Education and County directors of Education), the Education Principal Secretary, Dr. Belio Kipsang, warned principals against issuing direct admission letters. The Principal Secretary warned that letters that would have not been downloaded from the Ministry’s portal will be deemed illegal and thus should not be used to admit the 2019 form ones.
“Only letters that have been downloaded from the admissions website are valid,” Dr, Kipsang warned. Parents to 2019 form ones are expected to log into the Ministry of Education’s website to download their admission letters for National, Extra county and County schools as per the set regulations. Highlighting on the same issue at the Kenya Institute of Curriculum Development, yesterday, Education Cabinet secretary (Dr Amina Mohammed) warned principals against admitting form ones directly saying all students’ details must be uploaded to the NEMIS portal. “Schools must admit students only through the NEMIS (portal), no school should violate the ministry guidelines,” Dr Amina cautioned. The Cabinet Secretary who enlightening Regional Coordinators and County Directors of Education noted that students whose details would not be uploaded into the NEMIS system will be deemed not to have joined form one and hence will not be eligible for disbursement of Free Secondary Education funds. Dr Amina directed the principals to admit the form ones by using the NEMIS system; when they report to school next week. This directive will affect both public and private schools. This directive will have a big toll on parents and form ones who have collected letters directly from schools different from the ones in which they were placed. This will leave such parents and learners at cross roads since it is only the ministry that was to sanction any transfers of the form ones.
“Students without Unique Personal Identifier (UPI) numbers will be expected to issued with the same as soon as possible and not later than one month (from now). Since enrollment data is from the system, schools are informed that the process should not be circumvented at all,” Dr Amina added. To get the UPI learners are expected to have birth certificates and details of their parents and/ or guardians.
By using the NEMIS system, the Ministry will be able to track all learners as they report to school between 7th and 11th January, 2019. This is in a bid to ensure that all learners who sat for the Kenya Certificate of Primary Education, KCPE, exams last year (2018) transit to secondary schools as per the Government’s policy on hundred percent transition. Learners who will fail to report to school by 11th January, 2019 are expected to face the full force of the Law as Chiefs and their assistants are under instructions to push them to nearby schools.
