List of Shortlisted candidates for 2019 TSC Teacher Internship vacancies; Makueni County, Kibwezi

Important details for teachers who applied for the TSC Internship vacancies in Makueni County. The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:

  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate
  • x. Kra pin
  • xi. Bank plate

KNEC invites over 26,000 examiners to mark the KCSE exams

The Kenya National Examinations Council, KNEC, has invited over 26,000 examiners to mark this year’s Kenya Certificate of Secondary Education (KCSE) scripts. According to the Council the examiners include newly trained ones and the experienced lot. This number of examiners will be expected to mark the scripts and complete in good time; ahead of results release before Christmas. Already, examiners have downloaded their marking invitation letters indicating the marking centre, payment rates and other logistics.

ONLINE REGISTRATION

The Kenya National Examinations Council, knec, invited the existing and qualified newly trained Examiners to apply for the 2019 marking exercise, online. The site was accessible from 22nd October, 2019 by all Kenya Certificate of Primary Education, KCPE, and Kenya Certificate of Secondary Education, KCSE, KCSE Examiners.

TOUGH MARKING REGULATIONS

Among other requirements, Examiners are NOT allowed to carry away answer scripts, marking schemes or any marking materials from the marking rooms/centres neither allowed to bring in any unauthorized materials. All marking must be done in the specified rooms at the marking centre. Any examiner found contravening this regulation will be dismissed instantly and a report made to his/her employer for disciplinary action.

EXAMINER’S RESPONSIBILITIES

According to KNEC, the marking service to be provided by the examiner is as follows:

  •  Normal marking of examination answers scripts;
  •  Checking of marked answer scripts to ensure validity, reliability and accuracy of mark allocation and
  • Verification and adjudication of captured marks.

SCHOOL’S BRIEF HISTORY

The entire school was build by Maasai Association.

The school has:

• Four classrooms
• Administration block
• Dormitory facilities (one for boys and one for girls)
• A kitchen
• Teachers’ houses

The entire school has sufficient water and power supply from solar energy.

The school has over 200 students, boys and girls, from all corners of Maasai land. The students range from 14 to 18 years of age.

The school has 10 teachers. Maasai Association employs 50% of the teachers. The government pays the rest.

The school is managed by a board, a group of 12 men and women, collectively nominated by members of Merrueshi community. The ministry of education has some representative in the board.

Community members work to achieve the following:

  • Community empowerment through Western and Maasai integrated learning system
  • Global awareness
  • Education that is culturally sensitive to the Maasai way of life

The community encourages self-discipline rather than discipline through foreign rules. Younger students are encouraged to become positive role models for future generations. This idea cultivates the Maasai traditional principle of intergenerational support system. 

Each villager with a child in school has to sell a goat, sheep or cow in order to meet school fees for their children. Each child pays $150 dollars, tuition, per term. This amount is enough to cover tuition and boarding fees. It is mandatory for each student to wear school uniform in Kenya’s public school.

Police open investigations after burglars enter St. Jonathan Primary and Secondary Schools

Authorities have initiated an inquiry into a break-in at St. Jonathan Primary and Secondary School located in West Kanyamamba sub-location, Rongo in Migori County.

Local assistant chief George Omuono mentioned that the occurrence led to the loss of multiple items, which included six laptops.

He stated that the intruders accessed the administration block that serves both the primary and secondary sectors.

In addition to the six laptops, the group also removed printed school uniforms, along with a gas cylinder from the primary section, all of which remain unrecovered.

The intruders additionally took a generator and a printer from the secondary section but left those items on the school premises.

“Some form four students who went to check on their agriculture project reported the break-in,” Omuono clarified.

No individuals have been apprehended up to this point, but law enforcement is diligently pursuing investigations.

This event comes on the heels of a comparable theft of eight laptops at Okenge Primary School in Nyatike sub-county, Migori County, merely days prior.

The Kenya scholars can embrace professionalism to spearhead economic recovery

Kenya PhD holders; the irony of eating through the stomach instead of earning by the brain

According to a report by the Commission for University Education 2016/2017, Kenya is radiating academic glory of hosting a pool of 10,000 PhD holders. Out of this, 6122 of them ply their trade (teach and research) in the universities; the number could be greater considering the four years since the report’s release.

The report also revealed that currently, the country trains on average 400 PhD students annually against the commission’s projection of 900 students per year. Since independence if the statistical outliers are considered, so that the average is pegged at 100 PhD students per annum to date; it would mean that Kenya has had the opportunity to train 1 million PhD students, inclusive of deceased ones. Currently, rough estimate of PhD education fee in Kenya is averagely Sh200000 per year. This gives a total average cost of Sh2 million per student. It therefore means that for the entire 1 million students who have been trained for PhD programme alone the government has spent on average Sh2 trillion or $200 billion within 58 years of independence.

To bring this message home, an interesting comparison would suffice. It has been 53 years since the American landed in space (moon) in 1969. For this to be achieved, it took the dedication of 400,000 professionals who constantly worked on the scene or behind it. The cost of this exercise was $28 billion or $288.1 considering the inflation-adjusted dollars as per the NASA information repository. In all fairness, the NASA’s achievement should not be our yardstick basing on our rudimentary. However, basing on the near similarity in timeframe and monetary terms, it has piqued my interest even if it might stoke the ire of these elites. My vulnerability in this is palpable due to my scholarly infancy fastened in diapers hence can’t purport to have the audacity to hold a candle to the very source of light – doctors.

By all kindness, to expect our scholars to tread the path of NASA or to outsmart them by exploring the planet Venus would be asking too much of our gurus; but finding a lasting solution to food insecurity is understandable. This we can demand of them basing on the fact that we have a pool of more than 10000 professionals (their specialty notwithstanding) out of the 1 million whose training has consumed a commensurate amount to a task that was undertaken by only 400,000 professionals. It has to start from food because food is the foundation of life hence the mantra – make food your medicine and medicine your food. A healthy energetic nation thinks straight thus innovative. A straight thinker who is energised is the currency to a robust economy.

Reflection to this could be drawn from what Israelites did to their – used to be desert rocky – terrain. If they (Israelites) can now export thousands of tonnes of different crop products to several countries, then our scholars have no excuse but to find a means to address food security because there is ready fertile land and favourable climate (it must not be reserved for agriculturalists or economists). This clarion call is therefore best suited for the 6122 scholars, a fraction that is tasked with ensuring the universities uphold the tenets of research and teaching.

Prof Ratemo Michieka avers that “Every single country takes pride in its universities, whether it is government-supported or not. This is their pride in problem solving and national development. It is more prestigious than sports in its output”.  While Prof Michieka sees the institutions as prestigious, the country should regale on their impact on problem solving courtesy of the scholars not the architectural edifice. Kenya is yet to achieve tangible contributions of its acclaimed scholars anyway!!

While it is an automatic expectation that these institutions be self-sustaining in terms of financial obligations in the reasoning that they are the citadels of innovations, nearly all universities are lurching under the weight of debts to the verge of being insolvent against the mantra: knowledge is power (which is resident in scholars) a privilege that they seem to abuse! The institutions should remain paragons of innovation led by the able scholars realising that innovation begets income generation. Contrarily, it is appalling that state owned universities are the ones mostly caught up in this entanglement of debt. They owe the government astronomical funds of non-guaranteed loans. According to data available with the National Treasury, the listing reads – University of Nairobi (Sh783 million), Kenyatta University (1.26 billion), and Jomo Kenyatta University of Agriculture and Technology (Sh2.74 billion) just to mention the major debt ridden ones.

It becomes uglier when the university engages in shoddy deals. The irony of a university with reasoning top notch scholars spending Sh58 million against compensation claim whose value is Sh38 million for unjust dismissal by two employees could be a gaping misnomer. The unnecessary defense against the claim by employees whose rights were trampled on as ascertained by the courts could only be likened to a nursery school kid who defecates in a kitchen garden oblivious of importance of the garden to his health. One wonders if such litigation of 2020 received the nod of the University of Eldoret’s VC. Or even if the VC was indisposed then university’s senate (normally elemented by scholars) wasn’t in a trance either. Was it a conspiracy for oligarchs’ to have a field day? This is just an example of many in our universities.

Such are the impediments to any meaningful research findings from Kenyan universities that could improve life/ economy. While major findings are churned out from world universities recent one from University of Maryland School of Medicine that reported the first successful porcine heart transplant; our very own Catholic University of Eastern Africa would only want to take pride on a research publication on how facemasks enhance beauty of the wearers. What insolent? How does such publication improve on our economic development?

My submission therefore is that the Kenyan scholars should have unfettered opinion/ influence on major economic undertakings by the government.

This could only be achieved if the scholars spoke from a unified organised body such as a union of Kenyan PhD holders. It could officially be instituted by an Act of government through parliament such that all doctors became members by virtue of graduating with a PhD degree. This would as well enable the body to vet some of the dissertation of the new entrants so that they be implemented on large scale for the higher good of the country instead of lying in the library shelves for the purpose of academic references.

This could enable scholars to have veto powers to censure any government/ private projects that may not be economically sustaining. Perhaps, had this been the case, standard gauge railways wouldn’t have cost a lot; but then our engineers and economists (scholars) might have gone in bed with tenderpreneurs. Had this been the case Galana Kulalu could have redefined the food security issue in Kenya; but then our horticulturalists (scholars) might have gone into feasting with the scavengers. Had this been the case, the geologists could have structured the mining industry and the Abimbo-like tragedies would have been long mitigated; but then the geologists might have decided to sell souls of poor miners in exchange with fortunes!

Kenya would actually enjoy quality services from scholars had there been a body that checks for the scholars excesses. This club of scholars would be able to deal with members who have the proclivity of cutting deals so that the scholars remain venerated. But for now, Kenya PhD holders can only be described as a brood of “knowledge repository” making decision through the stomach instead of their resourceful brains!!

2020 available funding, Scholarships, for students in Kenya: Application for the Presidential Secondary Schools Bursary Fund (PSSB) and over 10 other funds

There are a number of scholarships and funding opportunities available for students in Kenya. These opportunities enable students to undertake their studies undisturbed as they cater for school fees and other requirements. Below is a host of opportunities to consider:

THE PRESIDENTIAL SECONDARY SCHOOLS BURSARY (PSSB)

Students are asked to apply for the Presidential secondary Schools Bursary (PSSB) Scheme. The Scheme was started in 2013/2014 Financial year to support orphans and vulnerable children in secondary schools. This scheme is a government’s contribution towards complying with the legal requirements as stipulated in the Children’s act 2001 section 7 (1), and as a complementary service to the Cash transfer- OVC programme. The aim of this bursary scheme is to enhance Secondary School enrollment, attendance and completion by the Orphans and Vulnerable Children in Kenya. The PSSB is administered by the Children Department Head Quarter and in all constituencies across the country. Eligible students are called to apply for this bursary to receive funding during this financial year, 2018/2019. Pick application forms from the various Children Departments’ office in all the Sub- Counties. ELIGIBLE STUDENTS: To be considered for this Bursary scheme:
  • The student must be enrolled in a Government recognized public Boarding Secondary School
  • The student must be under 18 years of age at thye entry point into the Bursary Scheme
  • The student must be an Orphan/ Vulnerable child from a very poor House hold.
Application forms are available at all Subcounties’ children offices.

OTHER SCHOLARSHIPS AVAILABLE FOR STUDENTS IN KENYA

  1. EQUITY BANK’S WINGS TO FLY SCHOLARSHIPS 

    • Application forms are available at Equity Bank Branches and Equity Agents immediately after the release of KCPE results. Students can pick up and submit completed application forms at an Equity Bank branch or Equity Agent in the District where they attended primary school.

2. KCB BANK SCHOLARSHIPS:

The Kenya Commercial Bank, KCB, offers scholarships to needy students yearly. To qualify for a KCB Scholarship;
  • The applicant must come from a needy home
  • The applicant must attain the prescribed county cut off marks in the Kenya Certificate of Primary Education (KCPE) examination
  • The applicant must have a calling latter to a national or county/ex-county secondary school
To access a KCB scholarship;
  • Applicants collect application forms at any KCB Branch countrywide. The forms are available in the branches starting 1st December
  • Applicants submit their applications in a county interview and selection process
  • The interviews are conducted by KCB staff teams
  • Applicants with disability are recruited through the county social development offices and integrated /special primary schools
  • Home visits are conducted to verify the needy status of the shortlisted candidates
  • Selected candidates are assigned to individual mentors and begin school
The KCB Scholarship package entails:
  • Payment of school fees for the 4 years of secondary school
  • Support for personal effects, learning materials and assistive devices for students with disability
  • Quarterly one-on-one mentorship sessions with KCB branch staff and an annual holiday mentorship programme
  • Internship and employment opportunities during and after the university studies
  • Equitable distribution across the counties and gender balance is sought to ensure both boys and girls benefit from the programme.

3. CO-OPERATIVE BANK FOUNDATION SCHOLARSHIPS

  • The secondary scholarship program was initiated in the year 2007 and has grown from an initial sponsorship of 30 students per region, to 60 students per region and 5 students per county for the 47 counties in Kenya. A total of 655 students per year from 2014.

4. KTDA NATIONAL TEA SCHOLARSHIP

The kenya Tea Development Authority, KTDA, National Tea Scholarship is designed to help bright but financially challenged students in meeting their school fees.   • The secondary school scholarships target each area’s top KCPE performing pupils, while the university ones target top KCSE performers. The university students also get an opportunity to work as interns in KenGen Head Office and stations. Once they complete, the top performing graduates receive a job offer from KenGen.

7. FAMILY BANK FOUNDATION SCHOLARSHIPS.

  • The bank is currently sponsoring 280 students in secondary schools through the Family Bank Education Scholarship Fund. Family Bank also supports education initiatives with an aim to build and enhance capacity. The bank has contributed cash and other related donations towards the support of education to the Kenya Private Schools Association AGM, sponsorship for the 38th University of Nairobi Accounting Students Association Anniversary Dinner, support of the vulnerable Student’s Education and in addition donated trophies to various schools to award the best students and schools during prize giving events.
  • They have also constructed two classrooms at Langas Primary School in Eldoret as well as boosting the Othaya Bursary kitty. Family Bank further sponsored Kiriri Women University with a financial donation.

ST. ANNE’S GIRLS SECONDARY SCHOOL BRIEF HISTORY

St Anne’s secondary is a catholic sponsored school which started in 2010 in order to meet the rising demand for girl child education within the locality.

Located along Jogoo road, next to St Anne’s Primary School and Our Lady of Visitation Catholic Church, St. Anne’s started with two blocks of eleven classrooms that were actually marked as the Principals’ office, Deputy Principals’ office that was also a store, a Library, a Laboratory, Staffroom, kitchen, two form one classrooms, two form two classrooms and one form 3 classroom.

The school has had only one principal since its inception, Dr. Mrs. Beatrice Ndiga Odiero who reported on the 20th of January 2010 from Limuru Girls. With her came great and vast wealth of experience from 16 years in school management.

St. Anne’s secondary was registered by the Ministry of education on March, 2010 and started out as a single stream school with only two students. The first school board of management was inaugurated in June 2010 with Dr. Andrew Ndegwa Makanya as its first Chairman.

Through time, the school has managed to be a two and a half streamed school and enrolled up to 450 students all in boarding. It has also inaugurated a school board of management that is recently chaired by Mr. Julius Osoro. The school has also expanded its infrastructure not only on boarding facilities but also on academic facilities as proved by the recent establishment of a cutting edge computer laboratory. A school bus has also been purchased and has really facilitated transport during school extra curriculum activities.

Within school compound, is an educational assessment centre placed to the southern side of the school. There is also an ample land for expansion of the school into a neat girls’ boarding secondary school.

Minimum kuccps placement requirements

The minimum requirements for placement to degree is C+, Diploma C- , Craft Certificate D- and Artisan Certificate E.

The Placement Procedure

Students placement to institutions of higher learning occurs in four (4) phases, namely:

Stage 1: KUCCPS School/Centre Application

The School/Centre application phase occurs between October and December. All candidates should be encouraged to apply and can select for four levels. However they should make choices for programmes they are only interested in pursuing. No program is mandatory.

Stage 2: KUCCPS first revision 

First revision for degree and diploma choices will be on dates to be announced by placement service after the release of KCSE results.

Stage 3: KUCCPS second revision

Candidates who will not have qualified on competitive selection for any of their preferred choices during the first round of selection will be given a chance to do second revision by selecting courses with unfilled capacities.

Stage 4: Placement to any Programme.

Any applicant who fails to qualify for their choices but meet the cut off points for placement may be offered any course with unfilled capacities taking into account the minimum requirements for admission.

🖊️##TSC owes teachers Sh1bn’ in acting allowances

Teachers in acting capacities are owed Sh1 billion, according to their union, which now wants to renegotiate their pay deal with the government, claiming the current one stagnates their careers.

Hon Omboko Milemba, the national chairman of the Kenya Union of Post-Primary Education Teachers (Kuppet), has accused the Teachers Service Commission (TSC) of failing to confirm teachers who work in acting positions for a long time.

He said this amounts to bills for services rendered but not paid for, adding that the union is undertaking research to quantify the amount owed to such teachers.

“This is a pending bill that’s not quantified. This is an exploitation of labour by the TSC and the government. I’ve put a question in Parliament but I’m doing research with my office staff to back the numbers. It’s become impossible to be promoted unless you’re in administration,” said Mr Milemba, who is also the MP for Emuhaya constituency. He said the most affected are teachers in grades C3 and C4.

🖊️##CS Machogu clarifies fee increment for secondary schools

Education CS Ezekiel Machogu has clarified a move by the government to scrap the subsidy on secondary school fees.

Machogu while speaking at Wajir High school on Wednesdays said the move was occasioned by a return to normalcy in the school calendar.

“From January 23, we will have three terms the way it used to be before so the fees structure remains the same as that of two years ago,” Machogu said.

Parents will have to pay Sh53,554 for national schools, as was before the reduction.

Mrs Mulatya confirmed to the Nation that she has been transferred from the Teachers Service Commission (TSC) to the Public Service Commission, pending her move to Australia as the education attaché “as soon as possible”.
The Kenya High School is one of the consistent top performing national schools. Mrs Mulatya told the Nation that she handed over to her deputy (administration) Ms Irene Omangi yesterday (Monday) Ms Omangi will be in-charge of the school until the new chief principal Virginia Wahome takes over.

🖊️## Why Education ministry returned Sh758m untouched as hunger ravaged children

Education Cabinet Minister Ezekiel Machogu appeared on Wednesday before the Senate Health Committee and was at pains to explain why the ministry returned Sh758 million amid a devastating drought that drove thousands of children to drop out of school.

Explaining the refund to the committee led by vice-chairperson Peris Tobiko, the government agency in charge of the programme cited the high cost of food products.

High food prices exceeded the ministry’s set limit for school food procurement, said an official from the National Council for Nomadic Education in Kenya (NACONEK).

“It is true in the last financial year, close to Sh758 million was returned … to the exchequer because we could not buy food. Food prices were so high,” explained NACONEK director Yussuf Harun.

“We have a payment system that restricts prices. Rice alone was going for about Sh7,400 yet the price was limited to Sh5,300. There was no way we could buy food. That is why you saw hunger in most schools.”

Dispelling claims that the feeding programme was discontinued, Mr Machogu said the government was funding it, including a budgetary allocation of Sh1.96 billion this financial year.

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. An academic giant in the Western region, Teremi Boys was founded 1965 and is a county boys boarding school managed by the school’s board of governors.  Every form is made up of six streams. By 2013, the student’s population had increased from 500 in 2002 to 1600.

TSC asked to explain how it arrived at the low pay figures for intern teachers

A group of lawyers has written to the Teachers Service Commission, TSC, seeking answers on the contract terms for the intern teachers. The lawyers from Mugeria, Lempaa and Kariuki advocates now want the Commission to explain how it arrived at the low pay of Sh10,000 and Sh15,000 expected to be paid to the Primary and Secondary school interns; respectively.

The Commission is in the process of employing 10,300 teacher interns who are expected to report to their new stations in January 2020.

LITEIN HIGH SCHOOL’S BRIEF HISTORY

Litein Boys High school was started by the African Inland Mission church in the 1930s as a training venue and residence for disadvantaged women in the Kipsigis community. In the year 1962 it was converted by the Kenyan Government into an intermediate school then to a secondary school offering Kenya Junior Secondary Certificate Examinations (KJSC) at form two in 1964.

Its first form four candidates sat for KCE in 1968, they were also the first group of students to live in the school as boarding students. Their dormitory was a small block next to the school field currently being used as staff quarters.
It is currently a five stream top performing school.

LITEIN HIGH SCHOOL’S KCSE PERFORMANCE ANALYSIS

Litein Boys High School is one of the academic giants not only in the Rift Valley Region, but also nationally. The school has maintained a good run in performance at the Kenya National Examinations Council, KNEC, exams. In the 2018 Kenya Certificate of Secondary Education, KCSE, exams the school registered a total of 257 candidates who managed to score a mean of a B+(plus) with a performance index of 68.409. In 2019, the school had a total candidature of 272 students.

Schools selling and donating food stuffs at stores

Schools have started disposing perishable commodities in a move aimed at preventing massive losses. With uncertainties continuing to rock the education system, as to when schools would really reopen, the institutions have seen it fit to sell food items that may otherwise rot in stores.

At Nambale Boys High school, for instance, the administration has put up maize grains, sugar and rice for sale.

“Hello everyone. Due to the long vacation occasioned by COVID 19 Nambale Boys’ School is disposing the following items on the first come first served basis: 90Kg sack of maize at Ksh. 2500, 50 Kg sack of Sugar at Ksh. 5000 and 50 Kg sack of rice at Ksh. 3700,” reads an advert from the school.

Most schools had bought enough stock to last them the whole of 2020. But, schools were closed in March when the first cases of Covid-19 were reported in the country.

It is estimated that millions of bags of food items are decaying in school stores due to the prolonged closure of learning institutions.

Education Cabinet Secretary has since pushed the reopening of all basic learning institutions to January next year.

Some schools have opted to distribute the food stuffs to their BOM teachers and staff; with the latter going for months without salaries, now. Maralal, Naikarra and Maasai Girls High school are some of the institutions that have either sold the items or distributed them freely to their staffs.

With pockets of BOM teachers running dry, one teacher decided to auction his school’s bull to rtecover his pay. Joseph wandera (a teacher at Indangalasia school) sold the school’s 3 bulls to cover his salary till December 2020. Wandera’s bold decision was necessitated by the fact that the school had not paid him his salary for 3 consecutive months.

The Ministry of education has since promised to work-out a formula for cushioning the BOM employees.

Meanwhile, school heads want the Education Ministry to release second term fee; under the Free Education Programme, FPE. Through their umbrella union, the Kenya Secondary Schools Heads Association (KESSHA), the heads say schools need funds for necessary day-to-day operations.

“It should not be assumed that schools have no bills to settle when learners are at home. The money for schools was budgeted for and should have been released by now,” KESSHA Chairman Kahi Indimuli told the media, this past week.

Already, Kakamega County Senator Cleophas Malala has sought for answer,s from the Senate Education Committee, on what the government is doing to cushion the affected teachers and staff.

“Am seeking for a statement from the standing Committee on Education concerning the disbursement of Government capitation funds to schools and the measures put in place to cushion teachers employed by schools’ Boards of Management and Non-teaching staff during the Covid-19 pandemic in Kenya.” Says the Senator.

TSC list of shortlisted teachers, deputies for administrative, headship, vacancies: Machakos County list and interview dates

Important update for teachers who applied for administrative posts in Machakos County. Get to see the list of shortlisted candidates, interview dates and other requirements;

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the various administrative posts that it had advertised in August, 2019. TSC had advertised 6,043 promotion/ administrative vacancies. Of these, 2,310 are for head teachers(T scale 10; Grade C5) while, the remaining 3,733 are for Deputy Head teachers II (T scale 9; Grade C4). Applications were submitted online and Shortlisted candidates have been invited for interviews at varied dates and venues. The lists of shortlisted candidates feature: the advert numbers, TSC Numbers, Names, Teachers’ Stations, Sub-county, Interview dates, Venues and time. For Homabay County the teachers will attend interviews on December 2 to 3, 2019.

REQUIREMENTS FOR APPOINTMENT

According to the TSC advert, for one to be appointed to the grade of Head Teacher, a teacher must:-
  1. Be serving under career progression guidelines
  2. Have served as Deputy Head Teacherfor a minimum period ofthree (3) years;
  3. Be currently serving as Deputy Head Teacher II TSC Scale 9;
  4. Be in possession of a Bachelor of Education degree or its equivalent;
  5. Have satisfactory rating in the performance appraisal;
  6. Meet the requirements of Chapter Six (6) of the Constitution;
  7. Have demonstrated ability to supervise, mentor and provide professional support.
On the other hand, one must meet the following requirements in order to qualify for appointment to the grade of Deputy Head Teacher II:-

  • iii. Be currently serving as Senior Teacher I T- Scale 8;

  • vii. Meet the requirements of Chapter Six (6) of the Constitution; and

Babu Owino offers thrilling Maths lesson for KCSE students, promises more

Embakasi East Member of parliament Hon. Babu Owino on Friday evening held a mathematics lesson live on his Facebook page. In a live-stream, followed by over 8,000 users, the MP offered revision tips for Kenya Certificate of Secondary Education, KCSE, candidates.

Dressed in a smart navy blue suit and a white shirt, the Legislator tackled tackled problems from various topics to the surprise of many. His page was lit with congratulatory messages as he tactfully handled the problems.

“We are ready to proceed at 1pm.stay tuned on my Facebook page Babu Owino which is a verified account,” the lawmaker had stated prior to his live broadcast; referring to himself as Prof. Babu. And, true to his word, he did not disappoint when the hour came.

And when the time came, the MP solved problems from such mathematics topics as Differentiation, Trigonometry, Surds, Further logarithms, Algebraic expressions and Calculus.

“This is one thing which makes Babu Owino different from the rest. Intelligence,” wrote an online user.

The flamboyant politician had earlier sensationally asked education CS Prof. George Magoha to surrender this year’s KCSE exam scripts to him for vetting before candidates can tackle them; an assertion his still reiterated during his live broadcast.

“And this is more reason why I told the Ministry of education to bring the papers in my office for verification because I am over qualified,” boasted the MP.

The MP has promised to broadcast more lessons in the coming weeks; in Chemistry and Mathematics.

“Next time we will do chemistry, from next week. We will also proceed with mathematics. I will be communicating the days. But, this time round we will be handling mathematics topic wise. We will be dealing with a topic and then questions,” he said.

The Ministry of education through the Kenya Institute of Curriculum Development, KICD, is offering electronic lessons via various platforms.

“Learning experiences at home should take place to reinforce what is learnt in school,” says the KICD.

Marking to resume as KNEC agrees to revise payment rates for KCSE examiners

The Kenya National Examinations Council, KNEC, has been forced to revise the pay for examiners after they downed tools yesterday. Business examiners at Machakos Girls downed tools citing poor pay. The latest from the marking centre is that the council will now pay the examiners Sh52 per script marked; up from the Sh46. The standoff had threatened to paralyze the marking thus delaying the release of the 2019 Kenya Certificate of Secondary Education, KCSE.

Earlier, the examiners were photographed with their personal effects; ready to quit the marking. This sent KNEC into panic mode as the same could have easily spilled to other marking centres.

Before the raise, Business studies examiners were the poorly remunerated lot. Here are the marking rates for the papers; paid by KNEC to the examiners:

 

Form ones to report to school by January 17, 2020 as 33,000 are selected to join National Schools

The Education Ministry has set reporting date for the 2020 form ones to secondary schools to be between January Monday 13th to Friday 17th. This will be about one week after the other students would have reported back to school for the new year.

33,000 students have been picked to join the 186 national schools. According to Education Cabinet Secretary Prof George Magoha, there will be no second selection. Magoha says the selection was done purely on merit, choice and equity. He was speaking during the release of the 2020 form one admission results on Monday December 2, 2019.

Pangani Girls attracted the highest number of 2019 KCPE candidates; who chose the school as option one. The school attracted 111,817 students. Unfortunately, the school and other most candidates’ preferred schools do not have capacity to accommodate such huge numbers of students. At Pangani Girls, for instance, there are only 336 vacancies for form ones. Alliance National School attracted 83,489 while the Kenya High School attracted 49,727 applicants.

Admission letters for National schools, county schools will be available for download from the Ministry of Education’s website. Individual schools’ admission lists have been uploaded unto the National Education Management Information System, NEMIS, portal. Schools can log onto the system to download the lists in readiness for the 2020 form one admissions.

Students who chose only two schools, instead of the available eleven options, were unlucky as they were placed in schools they did not choose.

The CS challenged the Members of Parliament to build more schools within their Constituencies to cater for the large numbers of learners; more so in Nairobi and Mombasa where some learners were forced to be placed in County and Extra County schools outside their home counties.

Magoha has at the same time instructed the field education officers including local chiefs to collect accurate data so as to ensure 100 percent transition to secondary schools. The CS has also urged students who meet the Elimu Scholarships’ requirements to apply.

The Government will continue providing the Free Day Secondary Education, FDSE, funds. The CS urged principals to use the money prudently adding that he will personally do a forensic audit on how the funds are being spent. He warned schools to adhere to the fees guidelines as stipulated by the Ministry. “Parents are advised to pay only the set fees’, said CS Magoha. He warned Principals from turning away students who lack school fees. He urged members of the public to report any case of form ones who fail to report to school including those who may be pregnant.

Education Ministry releases new guidelines on implementation of the Competency Based Curriculum

The Ministry of Education has released guidelines to schools on how to implement the Competency Based Curriculum, CBC, for upper primary; Grades 4, 5 and 6. According to the circular dated November 7, 2019 and written by Dr Belio Kipsang (The Education Permanent Secretary), All schools will roll out CBC in Upper Primary in January 2020 in Grade 4, followed by the roll out in Grade 5 in 2021 and Grade 6 in 2022. The Ministry has already rolled out the CBC for Early Years Education, EYE; Grade 1 to 3.

Here are the guidelines to all Primary schools; both public and private:

SUBJECT: COMPETENCY BASED CURRICULUM (CBC) ROLL OUT; IMPLEMENTATION GUIDELINES FOR UPPER PRIMARY GRADE (4,5 & 6) The Ministry of Education rolled out implementation of the Competency Based Curriculum (CBC) for Early Years Education (EYE), covering Pre-Primary 1 &2 and Grades 1 to 3 vide circular Rel: MOE/CONF/G5 of 2nd January 2019. All schools will roll out CBC in Upper Primary in January 2020 in Grade 4, followed by the roll out in Grade 5 in 2021 and Grade 6 in 2022. All schools are expected to plan for the roll out in Grades 4, 5 & 6 based on the following guidelines:

2. Intermediate Level for Special Needs Education (SNE)

This is the second level in the stage-based Competency Based Curriculum for learners with special needs who carrot follow the regular curriculum. These include learners with the following categories of disabilities:
  • Severe intellectual disability;
  • Deaf-blindness;
  • Severe autism;
  • Severe cerebral palsy;
  • Multiple impairments;
  • Profound disability.

9 Parental Empowerment and Engagement Learning institutions should create opportunities for information sharing and involvement of parents/guardians in the implementation of CBC.
10 Values Based Education School should ensure core values are incorporated in the learning process across all the learning areas in Upper primary.
11 Teacher Professional Development All schools will timetable the last two lessons every Friday (5%) of teaching time for teacher professional development activities. During this period learners should be allowed to interact with digital devices, library work, radio and TV programmes aired by KICD.
