Available TSC Intern Teachers’ Vacancies

The Teachers Service Commission, TSC, Lamu County invites applications from suitably qualified candidates to fill 67 teacher internship posts for Primary Schools.

Interested candidates, who meet the required qualifications, should make their applications to TSC County Office Lamu on or before Monday 6th January, 2020.

Eligibility for Internship

Eligible candidates should meet the following basic requirements:

  • i. Be Kenyan Citizen;
  • ii. Have original academic and professional certificates;
  • iii. Be unemployed and has not previously been employed by the Commission
    on permanent terms;
  • iv. Must be registered as per the TSC ACT 2012;
  • v. Be a holder of a P1 Certificate for Primary Schools;
  • vi. Be ready to be posted to any public educational institution within Lamu County where their services are required;
  • vii. Must have a Personal Accident Insurance to cover for personal risks during the internship period;

In addition to the above, successful interns shall be required to produce;

  • i. A valid Certificate of Good Conduct;
  • ii. National Identity Card (ID) or copy of passport and a copy of KRA PIN Certificate;
  • iii. Two (2) coloured passport size photographs;
  • iv. Teacher Registration Certificate.

Duration of Internship

The Internship period will be twelve (12) months.

Remuneration

This is not a remunerative position. However, interns attached to Primary Schools are entitled to a monthly stipend of Kshs. 10,000 (This stipend is subject to statutory deductions where applicable).

Teacher arrested for claiming that TSC CEO Nancy Macharia is dead

The clarification comes after weeks of speculation on Dr. Macharia’s tenure of service. Unconfirmed reports that have been making rounds in social media platforms had indicated that Macharia was sacked.

“Beware of fake news. Usidanganywe (never be cheated). For accurate information please reach us on our website and social media channels,” TSC clarified.

She is serving her second term as the Chief Executive Officer, CEo/ Secretary. Dr. Macharia took over from the then long serving TSC Boss, Gabriel Lengoibon in 2015; defetaing 69 other applicants and became the first ever female Boss at TSC since its inception.

In July, 2020 her tenure was renewed by the then President, Uhuru Kenyatta, for another term of five years. She performs a number of roles as the TSC Secretary/ CEO.

She has been under fire to explain why teachers have not been employed, yet money for the same had been allocated.

On December 13, 2022, Committee Chairperson Tinderet MP Julius Melly put the CEO on task to explain why it had failed to employ 5,000 intern teachers on permanent terms yet there were funds set aside for that purpose, The CEO responded that they would be given priority in the current recruitment process.

(j) encourage a culture of dialogue and participatory democratic governance at the institution;

(k) promote the spirit of cohesion, integration, peace, tolerance, inclusion, elimination of hate speech, and elimination of tribalism at the institution;

(l) encourage the learners, teachers and non-teaching staff and other, parents and the community, and other stakeholders to render voluntary services to the institution;

(m) allow reasonable use of the facilities of the institution for community, social and other lawful purposes, subject to such reasonable and equitable conditions as it may determine including the charging of a fee;

(n) administer and manage the resources of the institution;

(o) receive, collect and account for any funds accruing to the institution;

(p) recruit, employ and remunerate such number of non-teaching staff as may be required by the institution in accordance with this Act; and

  1. q) perform any other function to facilitate the implementation of its functions under this Act or any other written law.

  • Koech Report 1999 — proposed Totally Integrated Quality Education and Training (TIQET) and the re-introduction of pre-university opportunities in post-secondary education. The Government did not adopt it, but some proposals have been adopted.
  • Odhiambo Report 2011– its focus was how re-align the education sector to vision 2030 and the constitution of Kenya 2010. It recommended a curriculum reform that gives a structure of two cycles; Basic education cycle of 14 years (2-6-3-3) which is free and compulsory and higher education cycle (2 years of middle college or 3 of university).
  • Kilemi Mwiria report 2014– recommended optimal class size of 45 students, deployment of teachers and head teachers outside their home counties to foster national integration, harmonize terms of employment for support staff with that of other civil servants

DEFINITION OF TERMS

Allowance– monetary compensation paid to a teacher in addition to the salary

Common cadre promotion– promotion of a teacher from one grade to the next upon completion of a specified period of service subject to meeting specified qualifications.

Deployment– appointment of a teacher to an administrative position, a higher administrative position, to the Secretariat of the commission, in an acting capacity and includes posting from primary institution to a post primary institution and withdrawal of administrative duties

Desertion– being absent from duty continuously for a period of fourteen days or more without written authority

Dismissal– decision of the commission to terminate the services of a teacher.

Embezzlement– fraudulent conversion of public funds and property entrusted to the teacher to personal use

Incitement– any act, utterance, attempt or omission on the part of a teacher directed towards learners, teachers, workers or parents in an educational institution leading to or likely to lead to breach of peace, destruction of property, bodily harm, loss of life or disruption of learning of any kind.

Insubordination– failure or refusal by a teacher to obey a lawful instruction issued by the commission or a person placed in authority by the commission

Interdiction– temporary prohibition of a teacher from exercising the powers and functions of teacher’s office pending determination of the teacher’s disciplinary case

Log book– an official book maintained in an education institution in which a series of events taking place within the institution are recorded by date of their occurrence

Misappropriation– use of public funds for unauthorized purposes by the teacher

Mismanagement– handling of public funds or property in an inefficient, irregular or in any manner likely to cause loss to the institution

Pecuniary embarrassment– a situation of high indebtness that a teacher would find himself after failing to live within his means occasioning financial liability that he cannot satisfy thus rendering himself unproductive.

Suspension-removal of a teacher from duty

Transfer– reassigning a teacher or head of an institution to perform teaching or administrative duties in a different institution.

Procurement– is the process of identifying, selecting and engaging suppliers of goods and services or works.

REQUIREMENTS FOR ENTRY IN THE TEACHING SERVICE

The person entering the teaching service shall:

  • Obtain a valid certificate of registration
  • Possess the relevant qualifications prescribed by the commission
  • Possess a certificate of good conduct from the criminal investigation department
  • Meet the requirements of chapter six of the constitution.

 

PERFORMANCE STANDARDS FOR A TEACHER

  • A teacher shall comply with the following performance standards:
  • Take out teaching certificate from the commission
  • Undertake Professional Development Programme prescribed by the commission
  • Possess the professional documents stipulated in the regulation 42 (1)(a)
  • Use the appropriate teaching and learning resources where available
  • Be proficient and possess mastery of the subject content
  • Have mastery of appropriate pedagogical skills
  • Be able to plan and effectively implement each teaching and learning activity, including the objectives, scope, timing, and teaching resources
  • Be able to assess, provide feedback and report to learners about achievement in learning

ROLE OF HEAD OF INSTITUTION IN QUALITY ASSURANCE

  • Supervise and ensure quality implementation of the curriculum
  • Develop the institutional plan and ensure that institutional academic targets and objectives are met.

  • Ensure maintenance of teaching standards and professional records by the teachers under his/her supervision.

  • Appraise all teachers under their supervision
  • Offer technical advice to the Board of Management and other stakeholders in the institution to enable the institution to meet its objectives
  • Implement the resolutions of the board of management in his/her capacity as its secretary
  • Ensure proper management and maintenance of institutional resources.
  • Perform any other role that may enhance teaching standards and professionalism among teachers.

 

FUNCTIONS OF TSC COUNTY DIRECTOR

 

  • Facilitate the processing of teacher registration and enforcement of requirements for teacher registration
  • Coordinate teacher recruitment at the county and ensure that the commission’s recruitment guidelines in force are adhered to
  • Maintain a data base of registered teachers including the unemployed teachers within the county
  • Manage aspects of teacher management as per the existing policy and guidelines within the county through recruitment, transfers, posting, receiving, and recommending teachers study leave, handling disciplinary matters as directed by secretary and identifying through a competitive process and recommending to the secretary, teachers to be deployed to administrative positions.
  • Implement guidelines issued by the commission from time to time

  • Maintain a data bank of all teacher vacancies available at the county
  • Coordinate identification and selection of candidates for Teacher Professional Development Courses within the county as per the guidelines issued by the commission from time to time

  • Monitor the conduct and performance of teachers at the county level
  • Oversee performance appraisal of teachers at the county level

ROLE OF THE SUB COUNTY DIRECTOR

  • Facilitate the processing of teacher registration
  • Update and submit data on staffing levels to the county office
  • Assign teachers employed by the commission to public institutions within the sub-county
  • Co-ordinate teacher performance management activities within the sub-county
  • Investigate allegations of professional misconduct within the sub-county
  • Receive applications for transfer of service of teachers to public institutions for submission to the county office
  • Receive retirement documents for processing of pension and related dues and submit to the county office
  • Supervise staff within the sub-county office
  • Perform any other duty as may be assigned by the county director.

 

ROLES OF TSC QUALITY ASSURANCE AND STANDARDS OFFICER

  • Ensure educational institutions comply with performance standards
  • Summon and interview teachers and any other person to provide information or material relating to standards assessment
  • Request from any teacher the production of any teaching documents and materials referred to in regulation 42(1)(a).
  • Carry out performance assessment and discuss the findings with the teacher concerned for purposes of corrective action and continuous improvement
  • Examine and record any teaching material or document that will assist in compiling a report for purposes of preventive and corrective action
  • Ensure maintenance of discipline and work ethics among teachers
  • Compile reports in respect of performance standards and assessment carried out and submit the same to the commission for appropriate action
  • Verify other reports from relevant agencies before the commission takes appropriate action
  • Conduct joint standard assessment with other relevant government agencies
  • Monitor performance of teachers in schools
  • Perform all other duties as may be necessary to promote standards in teaching profession.

 

FUNCTIONS FOR A CURRICULUM SUPPORT OFFICER

  • Identify the training needs of teachers and heads of institutions and advise the commission accordingly
  • In liaison with the county director and school administrators, provide support services to teachers and to continuously advise on teaching techniques, selection of appropriate text books, lesson demonstrations and the challenges noted during assessment
  • Organize and conduct, in conjunction with the county director, courses on curriculum delivery and implementation through seminars, workshops, retreats and in-service programmes
  • Acquire appropriate resources including resource books, consumables, audio-visual aids and other materials necessary for teaching and learning
  • Assist teachers to develop teaching aids and other reference materials
  • Update teachers on curriculum changes, pedagogy, content coverage and any other emerging issues in the teaching service
  • Develop work programmes for the curriculum support centres
  • Visit schools, observe teaching techniques, give demonstrative lessons and advise teachers on the appropriate methods, techniques, and resources needed effective teaching and learning
  • Assist teachers to develop and use appropriate teaching and learning materials
  • Assist in the setting up and organization of subject panels and examination and assessment procedures in schools at the zonal level
  • Provide professional guidance and counseling to teachers and disseminate information on curriculum, evaluation, text book selection and training
  • Collect and submit data on school enrolment, staff establishment, staff changes and other related information
  • Participate in the organization and management of co-curricular activities
  • Work with quality assurance and standards officer to improve teaching and learning
  • Enter an institution to perform demonstrative lessons to teachers for classroom practice

ROLES OF COUNTY DIRECTOR OF EDUCATION

The County Director of education shall, subject to the authority of the Cabinet secretary and in consultation with the County Government, perform the following functions;

  • Implementation of educational policies
  • Co-ordination and supervision of all education officers and support staff at the county level
  • Management of basic education, adult continuing education, non-formal education, special needs education, tertiary and other educational programmes

  • In co-operation with County Education Board, monitor the conduct of assessments and examinations in institutions of basic education

FUNCTIONS OF NATIONAL EDUCATION BOARD

  • It collaborates with the quality assurance and standards commission and other stakeholders to promote standards in basic education and training
  • Works with all relevant authorities and agencies to ensure that all the barriers to the right to quality education are removed and that the national and county governments facilitate the realization of the right to education by all Kenyans.
  • Initiate guidelines for approval by the cabinet secretary on establishment of basic education institutions
  • Puts measures in place to ensure all children attend and remain in school to complete basic education requirements
  • Puts measures to ensure transition to the next level of education, especially for vulnerable and marginalised children is guaranteed.

FUNCTIONS OF THE COUNTY EDUCATION BOARD

The functions of the County Education Board shall be to—

 

(a) oversee in consultation with the county government, the operation and management of youth polytechnics, pre-primary education including early childhood care and education programmes in the county;

(b) coordinate and monitor education and training in the County on behalf of the national government and the county government;

(c) interpret national policies in education based on the county’s needs;

(d) initiate proposals for policy reforms;

(e) plan, promote, develop, and coordinate education, training and research in the county in accordance with the provisions of this Act, the national education policy and the laws and policies of the county government;

(f) collaborate with the Board of Management, the Principal, the Head Teacher, and other appropriate authorities in the management of basic schools;

(g) register and maintain a data bank of all education and training institutions within the county;

(h) monitor curriculum implementation in basic education in the county;

(i) monitor the conduct of examinations and assessments at the basic education and training levels in the county in collaboration with all the relevant national bodies;

(j) collaborate with the Teachers Service Commission on teacher management within the county;

(k) prepare and submit a comprehensive school termly annual report including Educational Management Information System data to the Cabinet Secretary on all areas of its mandate including education and training services, curriculum, policy implementation and school based audit report within the County;

(l) coordinate with all relevant agencies to ensure that all the barriers to the right to quality education are removed and with National Government to facilitate realization of the right to education within the county;

(m) put measures in place to ensure all children and youth of school going age within the county attend and stay in to complete basic education.

(n) perform such other functions as may be necessary for the better carrying out of the functions of the county education board under this Act or any other written law.

 EDUCATION TRENDS SINCE INDEPENDENCE

Education trends refer to policy direction and changes that the education sector goes through from time to time.

The government has addressed challenges facing education using the following strategies;

  1. Educational commissions– comprise a group of people who have expertise in various fields appointed by the government to carry out a general overview. E.g. Ominde & Koech commissions.
  2. Education committee– appointed by the government to look into specific aspects of education and make recommendation. E.g. Gachathi committee
  3. Presidential working party– appointed by the president to look into a particular aspect of education e.g. Mackay & Kamunge presidential working parties.
  4. Presidential degree– is an official order or directive issued by the president e.g. provision of free milk to all children in primary schools in Kenya
  5. Task force– a group formed for a short period of time to deal with a particular problem. In education, it’s usually appointed by the cabinet secretary. E.g. Odhiambo & the Kilemi Mwiria task forces.
  6. Sessional Papers– professional paper prepared by the responsible ministry to address inadequacies in the sector and come up with a policy framework to address these issues e.g.
  • Sessional paper No. 10 of 1965 formally adopted the Ominde report and identified three urgent interventions; eradication of poverty, illiteracy, and diseases
  • Sessional paper No. 6 of 1988 which adopted the Kamunge report. It laid emphasis on cost sharing in education
  • Sessional paper No. 1 of 2005 which was based on the recommendations of the National conference on Education training and research of November 2003. It provides for the integration of secondary education as part of basic education cycle and established two centres of excellence in every district.

Minet: TSC Teachers To Enroll More Children, Beneficiaries in new Medical Scheme Benefits

Teachers may now enrol up to eight children in the multi-billion medical scheme that has so far given birth to 80,000 children.

Details of the enhanced medical scheme revealed that if two teachers are married, each will be considered a principal member and, hence will be able to separately enrol up to four children in the scheme. This means that each couple will have a maximum of four slots for their children to benefit from the scheme and thus can insure up to eight children in total. Presently, teachers married to non-tutors can only enrol a maximum of four children.

“So, in the case where both spouses are teachers and have more than four children, they can agree among themselves which kids they want to insure up to a maximum of eight,” Sammy Muthui, Minet’s managing director said. The cover takes care of 360,000 teachers out of the 406,000 teachers on the Teachers Service Commission (TSC) payroll. “Currently we take care of about 360,000 teachers who have about 230,000 spouses, and 677,000 children. So, in total, we cover about 1.3 million lives,’’ said Muthui.

Muthui said that the new development is part of a raft of changes the medical scheme provider has instituted to cushion teachers. Muthui said that the changes under the scheme are necessary to ensure proper utilization of public funds. Top among them is the removal of the contentious requirement for teachers to co-pay for each of their hospital visits. Teachers were previously required to top-up Sh50 for outpatient visits. Muthui said this has so far been eliminated from the requirement following public feedback. He said the idea of co-pay is adopted by insurers to reduce the risk of overuse in a medical cover. This means that the amount charged for outpatient consultancy is partly charged to the member of the scheme while the balance is covered by the scheme.

This, Muthui said, is meant to ensure that those covered only go to the hospital when they are sick. “There is so much confusion and pain around this, so we decided to remove it so that the pain is no longer felt,” said Muthui. Muthui also said that the scheme has reduced the turnaround time for pre-authorisation of in-patient cases. The requirement for pre-authorisation has been another contentious issue in the scheme that involves the insurer verifying an in-patient request before treatment.

Muthui said that they have since reduced the turnaround time to 10 minutes to reduce the delays from previous incidents. However, he noted that this step is important as it helps deal with cases of fraud. To curb fraud, pre-authorisation is a meticulous process of authenticating the claims launched. “The reason this scheme has been sustainable, both financially and infrastructure-wise, is because of our diligence in our duty of care,” Muthui said. According to Muthui, health insurance is highly exposed to fraud with the Insurance Regulatory Authority (IRA) indicating that up to 30 per cent of the claims in medical insurances are fraudulent. He said the scheme records an average of 7,000 daily outpatient visits, while another 300 people are hospitalized.

However, Muthui credits that the scheme for recording improved mortality rates; explaining that they have witnessed a major decline in mortality among teachers and their dependents under the scheme. He noted that in the earlier years of the scheme, they witnessed about 2,000 deaths within the teaching fraternity. “Nowadays even with the number that has gone up to 360,000 teachers, we are unfortunately losing about 1000 a year. When we look at our calculation, we are of the opinion that the scheme has reduced the mortality rate by 50 per cent,’’ Muthui said.

The other enhanced benefit of maternity targets lower job groups. The cover has now been reviewed from Sh100,000 to Sh120,000. The insurer said that teachers are experiencing a baby boom with an average of 175 births recorded daily under the scheme. The maternity cover is limited to only two members of the family, the teacher, and the spouse. This means if a child dependent gets pregnant, the cover does not consider them.
In the nine years it has been in operation, the scheme has recorded 80,000 births. Dental cover has also been reviewed from Sh35,000 to Sh45,000. Optical has also been enhanced from Sh45,000 to Sh60,000.

According to the insurer, they attend to about 400 optical cases and an equivalent number of dental cases daily. The in-patient cover now ranges from Sh1 million and Sh3 million. Previously, it ranged between Sh750,000 to Sh2.5 million. And outpatient, teachers’ cover has also been enhanced from Sh150,000 to Sh450,000. Previously the scheme ranged between Sh100,000 and Sh375,000.

Muthui said that the teachers’ cover now also covers fertility treatments such as in vitro fertilization (IVF). This is a type of fertility treatment where conception is done outside of the human body. The procedure can be used to prevent passing on genetic problems to a child. “One of the joys we have as the schemes administrators is when children are born out of the IVF process and we manage to be part of the journey from beginning to when the mother gets the child,” Muthui said.

Other enhanced benefits of the scheme include the provision of prosthetics which include artificial body parts within the inpatient function. The cover also provides baby-friendly vaccines, travel vaccines such as yellow fever and polio, diagnostic equipment such as blood pressure machines and glucometers, and family planning and fertility tests. The teachers’ scheme also covers alternative treatments such as acupuncture and chiropractor, rehabilitation of substance abuse and alcoholism within outpatient and inpatient for the principal member and their spouse.

It also emerged that plans are underway to roll out a separate cover that will cushion teachers in the event of death. The life cover– previously under Minet– will now be separated from the medical cover. Previously, the group life cover under Minet provided a minimum of Sh450,000 and a maximum of Sh1,050,000 as compensation for the death of a principal member.

Currently, teachers only get funeral cover at a flat rate of Sh300,000 from their medical insurance scheme. The scheme is also currently providing medical treatment to seven overseas referrals in India. For International treatment, teachers get Sh2 million for international medical and Sh200,000 for international travel for the patient and one person.

TSC organized 2,014 teaching vacancies in an advertisement, with 1,309 in primary schools, 32 in junior schools, and 673 in secondary schools.

The job is permanent and eligible for a pension plan (PNP). For primary school openings, the Commission stated that a P1 certificate was the bare minimum qualification, while a degree in education was required for junior and secondary schools.

The Commission has identified the academic and professional papers that must be shown to the recruiting board for verification.

For verification, applicants must provide legible photocopies of the following items, among other pertinent documents:

1) A national identification card;

2) Proof of registration as an instructor;

3) Proof of the successful completion of an Upgrade Diploma in Primary Teacher Education or, if applicable, a UDPTE Certificate.

Teacher arrested for claiming that TSC CEO Nancy Macharia is dead

A male teacher who authored a Facebook post using a fake account purporting to be that of the Teachers Service Commission and alleging that the commission’s Chief Executive Officer (Dr. Nancy Macharia) was dead has been arrested.

Jeremiah Mwavuganga Samuel, 31, a teacher at Musiini Primary School in Makueniwas escorted to the Directorate of Criminal Investigations, DCI, Headquarters where appropriate charges are being preferred ahead of his arraignment Monday, January 24.

The DCI passes a stern warning to those who misuse social media platforms by authoring misleading messages, aimed at causing abject humiliation, blackmailing, defrauding and any such information that is punishable by law.

List of the 20 transferred, delocalized, principals in Siaya County

About twenty (20) Principals have been transferred in Siaya County by the Teachers Service Commission. Those moved are principals serving in their home county (Siaya) and those who have served in the same station for a long period.

Spared, though, are teachers with medical conditions. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

TSC- This is what teachers fear most

The Teachers Service Commission (TSC) has revealed top ten fears among teachers. According to a new report on teachers’ preparedness report the anticipated new fourth wave of Covid-19 has been listed as the greatest challenge facing teachers, currently.

The report further says that teachers may not be well prepared to tackle the challenges (of the new wave of covid 19) due to inadequate funding, limited water and fear of the unknown.

The second challenge facing teachers is that of syllabus coverage. The report says the congested school calendar may lead to hurried coverage of the syllabus in schools, and according to the teachers, this may affect quality teaching and learning.

“Because of available time, the quality learning is a headache to teachers,” said Reuben Nthamburi, TSC director of quality assurance.

Thirdly, teachers fear congestion in schools due to the overstretched infrastructure; as all learners troop back to schools.

“Many children will all be coming in at the same time. And with few spaces available, teachers are worried,” adds Dr Nthamburi.

Additionally, increase in teachers’ workload is sending cold shivers to the teachers; who say more work will be at their disposal and managing children and running schools will be immense for them.

Implementation of the Competency-Based Curriculum (CBC) has been listed as the fifth fear among teachers. Much as the CBC books have been dispatched to schools, the teachers hold that the implementation of the new curriculum in the other classes, including the pioneer class, will remain a headache.

Another fear among teachers is the challenge on Fees payment by parents. The teachers say the effects posed by the current Covid 19 pandemic may limit parents’ ability to meet school fees obligations.

  • Increase in teachers’ workload,
  • Implementation of the Competency-Based Curriculum (CBC),

  • Early pregnancies,
  • Drug and substance abuse,
  • Insecurity as children go to schools,
  • Disasters and
  • School dropouts.

The Commission has come up with measures to mitigate against these fears. Some of these include:

  1. Increase psychosocial support,
  2. Increase access to water and soap, minimize the use of sanitisers,
  3. Sustain positive messages to teachers,
  4. Train teachers on the management of Covid-19,
  5. Enhance contacts with health institutions and personnel for regular checkups,
  6. Blended learning: Incorporate remote learning as alternative modes of curriculum delivery.
  7. No more stopping leaning in case of another surge.
  8. Urging all teachers to be vaccinated against Covid 19. So far, some 158,720, teachers have received the first dose of the vaccine, with another 89,611 fully vaccinated.

The Teachers Service Commission, TSC, provides a number of online services to teachers. Get all the details on the TSC Services and how to get them.

TSC Services Online

TSC Recruitment and Selection

Recruitment of teachers by the Commission is demand driven and has been decentralized to TSC County for primary schools and Board of Management for post-primary institutions.

Process of recruitment and selection

  1. The Commission will advertise available vacancies and interested candidates will be required to submit application forms to the county/institutions where they would wish to be considered for employment.
  2. Short listed candidates will be invited to appear before the recruitment panel.
  3. Successful candidates will fill employment forms.
  4. Agents will submit completed forms and merit lists to TSC headquarters

Vetting Process

The Commission will vet the recruitment documents in accordance with the guidelines and:

  1. Inform the recruiting agents of the outcome of the vetting process.
  2. Issue appointment letters to successful candidates. Failure to take up the appointment within the stipulated period will automatically lead to cancellation of appointment.

Aggrieved candidates may channel their grievances to the Commission within two weeks from selection date.

TSC Transfers

Transfer requests are normally considered for approval by the Appointment Board, once, at the end of the year. However, the Commission can transfer a teacher at its discretion. A teacher wishing to be considered for transfer should do so by:

  1. Filling in a transfer application form online.

Transfer requests submitted to the Commission will be acknowledged promptly. The decision of the Appointment Board will later be communicated to the teacher. Transfers will be granted subject to availability of vacancy and replacement.

Professional Misconduct

Teachers who violate the provisions of the Code of Regulations for Teachers and the TSC Code of Conduct and Ethics will face disciplinary action which may include warning or interdiction.

Disciplinary Process

  1. A Head of institution may initially issue a verbal warning or caution the teacher in writing on minor breaches.
  2. In case of persistent misbehaviour, the teacher may be required to show cause why disciplinary action should not be taken against him/her.
  3. From the teacher’s response, the head of institution may serve the teacher with a warning or present the case before the agent.

The agent shall;

  1. Investigate and assemble relevant evidence.
  2. Invite the accused teacher in writing to defend himself/herself against specified allegation.
  3. Call witnesses to give evidence in the presence of the accused teacher.
  4. Allow the teacher to cross-examine each witness.
  5. In case of desertion where teacher’s whereabouts is unknown, the agent will interdict without any delay.

After the preliminary hearing the agent may reach any of the following decisions;

  1. No case to answer.
  2. Warn the teacher administratively.
  3. Interdict the teacher.

NB: In some cases TSC or agent can interdict a teacher without inviting him/her for preliminary hearing.

An interdicted teacher should write a defense statement within 21 days from the date of interdiction and provide contact address. A case will normally be heard within three months after interdiction. In case of delay the teacher is advised to make enquiries.

Salary during interdiction

Teachers interdicted on cases of incitement, insubordination, infamous conduct and negligence of duty will be paid half salary during the period of interdiction.

Determination of a Discipline Case

After interdiction and submission of the required evidence the teacher shall be given a chance to defend himself/herself in person before the Commission. A case shall be heard and determined in the absence of the teacher if he/she fails to appear during the hearing. From the evidence gathered, the Commission may;

  1. Revoke the interdiction.
  2. Warn the teacher.
  3. Suspend the teacher from duty.
  4. Dismiss the teacher from service.
  5. Retire the teacher in the public interest.
  6. Dismiss and remove from the register of teachers.

It is an offence for a teacher to engage in teaching in any institutions (public or otherwise) during the period of interdiction or suspension or on removal from the registry of teachers.

Where a teacher has been suspended from duty, he/she will be posted 14 days before the expiry of the suspension.

A teacher will be posted immediately in cases of revocation and warning. A teacher who does not receive communication within 28 days after hearing should make enquiries to the Commission Headquarters in person.

Nature of Offences Committed by Teachers

The Commission may take disciplinary action against a teacher who commits any of the following offences:

Immoral behaviour, including but not restricted to:

  1. Sexual intercourse
  2. Sodomy
  3. Lesbianism and
  4. Sexual harrasment

Proffesional misconduct including but not restricted to:

  1. Negligence of duty
  2. Lateness to duty
  3. Chronic absenteeism
  4. Desertion Incitement and
  5. Insurbordination

Infamous conduct including but not restricted to:

  1. Drunkeness
  2. Fighting
  3. Conduct or behaviour which in the opinion of the Commission contradicts the spirit and tenor of Chapter six of the Constitution
  4. Forgery/ presentation of forged documents
  5. Mismanagement, misappropriation and embezzlement of public funds
  6. Any other act of conduct that is incompatible with the teaching proffession

TSC Teacher Registration

 

The Teachers Service Commission Act 2012 Article 237, requires the commission to register all qualified teachers before they can teach in any public or private institution. A teacher who meets the requirements for registration will be issued with the certificate of Registration bearing a TSC number within 30 days. The names of all registered teachers will be published every year.

Applicants are required to apply for registration online and the user-guide is also available.

For New Registration a non-refundable fee of Kshs. 1050/- paid during the process through E-Citizen government payment methods (MPesa, Airtel Money, KCB Cash,Equity Cash, E-Agent), is required before submitting your application.

For Duplicate Certificate Application, a non-refundable fee of Kshs. 2050/- paid during the process through E-Citizen government payment methods (MPesa, Airtel Money, KCB Cash,Equity Cash, E-Agent), is required before submitting your application.

Denial of Teacher Registration

 

One can be denied registration if he/she:

  1. Lacks the relevant academic and professional qualifications
  2. Is not of good moral character has been convicted of a sexual offence or an offence against a learner
  3. Has been convicted of a criminal offence which renders the person unfit to be a teacher
  4. Is engaged in activities which are prejudicial to peace, good order or good governance in Kenya
  5. Suffers from physical or mental infirmity which renders the person incapable of performing the duties of a teacher.

TSC Teacher Deregistration

 

A teacher can be deregistered if he/she:

  1. Dies
  2. Obtains registration fraudulently
  3. Has been convicted of a sexual offence or an offence against a learner
  4. Has been convicted of a criminal offence which renders the person unfit to be a teacher
  5. Is found unfit to teach following disciplinary proceedings
  6. Suffers from physical or mental illness or infirmity which renders the person incapable of performing the duties of a teacher.

Whenever a teacher is deregistered his/her name will be published in the Kenya Gazette.

TSC Teacher Compulsory Retirement

 

This applies to teachers who have attained 60 years. A notice will be issued two years before the date of retirement. The Commission may issue a shorter retirement notice under special circumstances.

Upon receipt of the retirement notice a teacher shall;

  1. Promptly forward all the required documents listed in the notice.
  2. Indicate full particulars of his/her bank account in the bank forms.
  3. Commute a fraction of his/her pension up to a quarter.
  4. Confirm Tax status with KRA and settle any tax liabilities.

TSC Teacher Returned Salaries

 

Salaries are returned to the Commission due to:

  1. Closure of your current bank account before the new one is operational.
  2. Recalling of salary by the Commission.

Any returned salary should be claimed in writing through the head of institution.

Over Payment

An employee is required to notify the Commission of any erroneous payment. Where the over payment is as result of death, the next of kin should notify the bank immediately. To prevent over payment, Heads of institutions should report cases of death and absenteeism within 48 hours.

Recovery of over payment

Over payment constitutes government liability whose recovery takes priority over all other deductions on payroll. Over payment will be recovered as follows:

  1. In reinstatement cases, outstanding over payment will be recovered in full
  2. In cases of retirement or death, any government liability is recovered in full from pension benefits or gratuity.

TSC Teacher Allowances

 

Allowances paid to teachers are classified as either remunerative or reimbursable.

Remunerative allowances are paid with salary while reimbursable allowances are refundable upon application.

Remunerative allowances

There are two types of remunerative allowances;

Automatic

which include:

  • house
  • medical
  • commuter
  • hardship

Paid on application

which include:

Responsibility allowance

This is paid to headteachers,deputy headteachers and senior teachers who are at Job Group K and below.

Special duty allowance

This is payable to teachers below job group M appointed to administrative posts by commission and deployed in arid and semi-arid lands.

Readers allowance

This is paid to a visually impaired teacher who has engaged a reader whose minimum qualification is not below KCSE D+/KCE Division III. The allowance is paid at a fixed rate determined from time to time by the commission.

Interpreters Allowance

This is payable to deaf teachers who engage interpreters while on study leave.

Special school allowance

This is paid to teachers specialized in special needs education and who have been deployed to teach in special schools or units.

Transfer Allowance

This is payable to teachers who have been transferred from one district to another, provided the transfer is initiated by the Commission.

 

Reimbursable Expenses

The commission reimburses the following expenses to teachers

Travelling expenses:

The teacher is eligible for reimbursement only in the following circumstances;

  1. Where a teacher’s interdiction has been revoked.
  2. While traveling to attend an interview
  3. Travelling to a station on first posting outside home District
  4. Traveling from duty station outside home District on retirement
  5. Teachers working in hardship areas travelling to and from home during school holidays. The teacher’s home District must be outside the hardship area.

Teachers should apply on prescribed forms attaching supporting documents.

Quota per diem:

This is daily subsistence allowance paid to teachers on official assignment. Application must be made at least 14 days before travelling.

TSC Teacher Posting: Reporting for Duty

 

Reporting for Duty

Upon employment, the teacher is required to report to the duty station within two weeks from the date of posting. The head of institution should then promptly submit a Casualty Return to the TSC headquarters.

Appointment to payroll

The effective date of appointment should not be earlier than the one indicated in the letter of offer of employment. The salary entry point, grade and automatic allowances will be based on qualifications and previous experience.

TSC Teacher Promotions

 

Promotions are guided by the provisions of the three existing schemes of service namely;

  1. The Scheme of Service for Non-Graduate Teachers
  2. The Scheme of Service for Graduate Teachers
  3. The Scheme of Service for Technical Teachers and Lecturers

Type Of Promotions

Common cadre

These are promotions effected after completion of 3 years, subject to satisfactory performance and does not require one to be interviewed.

Graduate Teachers who enter the service at Job Groups K will be promoted to Job Group L. Likewise Trained Diploma and Approved Teachers (ATS III – I) who enter the service at Job Group J will be promoted to, K and L after serving three successful years in each grade. Technical Teachers and Lecturers The head of institution is required to submit a performance report.

TSC Leaves For Teachers

Annual Leave

 

A teacher is entitled to 42 days annual leave, which should be taken during school holidays. A teacher who is not on annual leave is assumed to be on duty even during school holidays.

TSC Compassionate Leave

 

A teacher is allowed a maximum of 15 days compassionate leave in one calendar year to attend to special needs such as bereavement, sickness or hospitalization of dependants. Teachers should apply to the head of institution or agent for approval.

Maternity & Paternity Leave

 

Maternity Leave

A female teacher is entitled to 120 calendar days maternity leave from the date of confinement. This leave is exclusive of annual leave. The application for leave should be submitted to the DEO/MEO/DCE through the head of institution at least one month before the leave is due and must have supporting medical documents.

Paternity Leave

A male teacher can apply for paternity leave of up to 21 days within the period of spouse’s maternity leave. Where a teacher has more than one wife, he will be entitled to the leave in respect to the one whose name appears in the National Health Insurance Fund (NHIF) Card. The application for leave should be submitted to the DEO/MEO/DCE through the head of institution attaching a letter of the spouse’s confinement.

TSC Study Leave

 

Study leave will be granted in line with the policy existing from time to time.

Procedure of applying for study leave

  1. The application should be forwarded to the Commission at least one month before the commencement date.
  2. An application should be accompanied by the admission letter.
  3. A teacher should not proceed on leave before approval and formal release.
  4. Once granted, leave should be utilized for the approved purpose failure to which disciplinary action will be taken.
  5. Teachers should report for posting 30 days before expiry of the leave and provide evidence of having undertaken studies.
  6. Those on study leave lasting less than six months should report back to their stations for allocation of duties. Their heads of institutions should inform the Commission immediately.

Bonding

Teachers who are granted study leave with pay will be bonded to work for the commission as follows:

  1. For courses lasting six months but less than one year will be bonded for a period of one year.
  2. For courses lasting less than two years will be bonded for two year.
  3. Those attending courses lasting two years or more will be bonded for three years.

Where a teacher under bond obligation chooses to terminate his/her service, he/she will be required to pay in full the total cost of training, the salaries and allowances paid to him/her while on study leave.

Self-sponsored teachers will be required to repay an amount equivalent to the salaries and allowances paid to them while on study leave. The bond will not be applicable to those who have proceeded on unpaid study leave.

TSC Special Leave

 

The Commission may grant special leave with pay to a teacher who has been selected to attend a meeting, conference or seminar of short duration which is of national interest or relevant to the teachers’ duties.

The Commission may also grant special leave without pay to an officer who is obliged to be away from duty station.

Teachers applying for special leave should do so in writing attaching relevant documents. Teachers should not leave the station before leave is approved.

TSC Leave to Spouses of Diplomats

 

A teacher whose spouse is a diplomat will qualify for unpaid leave during the period of the spouse’s assignment of duty outside Kenya. Application for the leave should be accompanied by the letter of spouses posting.

TSC readvertises 3469 promotions vacancies: Requirements and how to apply: Updated

It is a sigh of relief for teachers seeking promotions after the Teachers Service Commission, TSC, decided to re-advertise 3,469 vacancies. In the new advert TSC has dropped the Master’s degree requirement that had barred many teachers from applying. This comes after spirited opposition from the Kenya Union of Post Primary Education Teachers, KUPPET.

TSC CEO Dr. Nancy Macharia said the requirements for promotion had been easened to allow teachers time to acquire the qualifications.

There was outrage among teachers after the Commission initially insisted that teachers holding administrative positions must have a Masters degree.

The re-advertised promotions are:

1. 369 positions for Principals in job group D3.
2. 451 positions for Headteachers in Job group C5.
3. 2,634 positions for Deputy headteachers in job group C4.
4. 185 Positions of secondary school Teacher I and II, senior masters, deputy principals, primary teacher I, senior teachers, deputy headteachers and headteachers
5. Secondary school Teacher I in grade C3.

Members of KUPPET will benefit since they serve under CPGs that IS part and parcel of 2017-2021 CBA.

Requirements for application and deadline

Applications from suitably qualified candidates should reach TSC by Friday 17th January, 2020.

Those who are seeking to fill the positions must be cleared from the following government agencies;

1. Directorate of Criminal Investigation (DCI)
2. Higher Education Loans Board (HELB)
3. Credit Reference Bureau (CRB)

4. Anti-Corruption Commission (EACC)
5. Kenya Revenue Authority (KRA)

Teachers under Career Progression Guidelines (CPGs) to benefit

Teachers who are serving under the career progression guidelines are likely to benefit from the re-advertised positions. This means teachers who are members of KNUT are likely to miss out, since they serve under Schemes of Service following the court ruling June this year.

The Teachers Service Commission, TSC, has finally released guidelines on the Teachers’ 2019-2022 medical scheme by Minet. The Contract, between TSC and Minet, to offer medical insurance to teachers and their dependents was renewed in November, 2019.

“The Teachers Service Commission procured and awarded Minet Kenya Insurance Brokers the contract for provision of Medical cover for all teachers and their dependants with effect from November 1, 2019,” says the TSC Boss Dr. Nancy Macharia via a circular dated March 12, 2020. The latest guidelines detail the medical scheme benefits for members pegged on their respective job groups (See featured photograph for benefits per job group).

MEMBERSHIP ELIGIBILITY

According to TSC, the following are eligible to benefit from the medical scheme:

  1. All teachers in active service aged 18 years up to 65 years.
  2. One (1) legal spouse of the teacher
  3.  Four (4) dependent children (biological/legally adopted) are eligible for cover from birth until the age of eighteen (18) years or to the age of twenty (25) years if residing with their parents and enrolled in a recognized post- secondary institution.
  4. No maximum age limit shall apply to child dependants with disability.

The maximum family size is Six (6), comprising of principal member plus five dependents.


CO-PAY

teachers visiting accredited facilities will have to part with a consultation (Co-pay) fee of Kenya shillings Fifty (Ksh.50) per visit per individual for Outpatient, Dental and Optical doctor consultation services.

The Co-pay shall not, though, be charged for Maternity and related conditions, in repeat visits for these services within seven (7) days from the date of previous visit and when picking medication for chronic conditions that may not require consultation with a doctor.


SCOPE OF COVER

The newly signed medical cover includes inpatient, outpatient, dental Optical, Maternity, Local and International Medical Emergency evacuation.

INPATIENT BENEFITS

This is a treatment which requires admission in and stay in a hospital or day care surgery/ procedure. The benefits (paid after subtracting NHIF rebates) under this cover include but not limited to:

  • Bed entitlement: Job Group B5 to D2 (Standard ward bed) and Job group D3 to D5 (Standard Private Wing),
  • Doctor’s (Physician, Surgeon & Anesthetists) Fee.
  • ICU/HDU/Critical care and theatre Charges
  • Drugs/Medicines, dressings and internal surgical appliance
  • Pathology/Laboratory
  • X-ray, Ultrasound, ECG and Computerized Tomography, MRI Scans
  • Radiotherapy and Chemotherapy
  • In-Patient Physiotherapy, Hydrotherapy
  • Occupational therapy
  • Hospital accommodation for accompanying parent and /or guardian for hospitalized children below seven (7) years
  • Medical education and wellness program for members with pre-existing and chronic conditions
  • Medical Emergency Road evacuation services leading to admission
  • Congenital defects/genetic disorders
  • Post- Hospitalization benefit of up to two (2) weeks for other sicknesses and six (6) weeks for accident cases after discharge.
  • Day care Surgery for minor surgical treatment that may not require admission
  • In-vitro Fertilization (IVF)
  • Renal dialysis
  • Cancer Treatment and related procedures and tests

Outpatient Benefits

This is treatment that does not require admission or stay in a hospital or day care. The outpatient benefits include but not limited to: –

  • Routine outpatient consultations.
  •  Prescribed Diagnostic Laboratory and Radiology services (X- ray, ultrasound, MRI and CT Scans).
  • Prescribed physiotherapy
  • Prescribed drugs and dressing.
  • Referral Outpatient to specialists.
  •  HIV/AIDS related conditions and prescribed ARV’s to the full cover limit per family per annum.
  • Newly diagnosed chronic conditions
  •  Pre-existing chronic conditions (including cancer)
  • Pap smear for ladies and PSA for men- (for principal members only)
  • Medical Emergency Road ambulance evacuation services.
  • Rehabilitation service as per limits
  •  Preventive care: to include free Medical camps, Mobile Clinics for events, counselling on
    lifestyle and wellness
  •  Prescribed preventive and curative drugs/care (Including pressure stockings and clinical
    corset belt)
  • There shall be portability with no restrictions to panel of medical providers. Teachers are free to visit any medical service provider within the Country; within list of selected hospitals.

Maternity Benefits

Benefits under this cover include but not limited to; –

  • Delivery/ Doctors Fees
  • Routine Antenatal check-up
  • Postnatal care up to six (6) weeks post-delivery
  • Routine Immunizations (KEPI) and Baby Friendly Vaccines
  • 1st emergency caesarean section, subsequent elective CS and normal delivery

  • Cost of lenses and frames- members who have obtained frames will not be entitled to a replacement within one year unless necessitated by a medical condition and prescribed by an ophthalmologist.

  •  Ophthalmic ultrasound if prescribed by the Ophthalmologist

Medical Emergency Road and Air Evacuation Benefits

This benefit allows for emergency transportation and transfer of sick or injured members or dependents from a place of incident or facility with inadequate care to the appropriate facility using road ambulance, fix-wing and helicopter services within East Africa (Kenya, Uganda, Rwanda and Tanzania). Air evacuation will be limited to two (2) per family per annum within the policy period.


 International Travel and Referral Allocations

This will be paid out where authorization has been granted for the member to travel to another country for specialized treatment which is either not available locally or is reasonably cheaper and better quality than is locally, air ticket for patient and aide and their accommodation. A medical referral report shall be required to facilitate overseas treatment.

All requests for specialized treatments outside Kenya shall be approved by the Director, Medical Services in the Ministry of Health.


 Psychiatric and Counselling Services

Provision of Psycho-social support programs for employees for conditions such as chemical dependency, stress, post-traumatic counselling, relationship difficulties, anxiety and depression, parenting, legal or financial distress etc. services will include but not limited to:

  • Psycho-Social tele-counselling services through Minet Tele-counselling center.
  • On site counselling services in some special instances
  • Referral for face to face counselling by specialist.

MEDICAL SCHEME EXCLUSIONS

The medical scheme will not cover the following:

  • Active participation in war, invasion, riots or terrorism
  • Cosmetic treatment unless relating to an accident
  • Massage (except where certified as medically necessary)
  • Nutritional supplements unless prescribed by a doctor as part of treatment of a deficiency
  • Maternity cover for dependent children
  • Self-prescribed drugs
  • Treatment other than by a registered medical practitioner
  • Outpatlent, dental and optical co-pay of fifty shillings on each visit
  • Reimbursement of costs incurred outside the appointed panel of providers unless for emergency cases, accident cases and on pre authorization
  • Private vaccines and travel vaccines
  • Alcohol related rehabilitation
  • Maternity for child dependants
  • Cost of lenses and frames not prescribed by an Ophthalmologist
  •  Replacement of spectacle frames within the same year of cover.

The Last Expense (Funeral) cover provides a fixed amount graduated per grade and payable only in the event of death of the principal member to defray funeral expenses.

A fixed amount to be paid graduated according to grade as per the table of benefits above. This will be a benefit rider under the Health Care Medical Scheme.

TSC to recruit 5,000 teachers on permanent terms, 10,000 others on internship this year

The Teachers Service Commission, TSC, has been asked to stop employing teachers on internship. The National Assembly Education Committee wants the Commission to put a break on the internship programme and focus on employing teachers on permanent and pensionable terms.

While appearing before the Committee on Wednesday January 19, 2020, TSC boss Dr. Nancy Macharia said the Commission is seeking to recruit an additional 10,000 teacher interns this year. Macharia was quick to defend the move saying their budgetary allocation from the National Treasury is stifled making it difficult for the Commission to employ teachers on permanent basis.

According to Dr. Macharia, TSC has only 2 billion shillings for recruitment against a budget of 15.4bn Shillings.

Macharia said the Commission will also recruit 5,000 teachers on permanent and pensionable terms this year to close the teething staffing gaps; more in secondary schools. She said the 100% transition policy has overstretched the teaching work force in the country hence need for additional teachers. The TSC boss appeared before the Committee to present the Commission’s budget for the 2020/2021 financial year.

TSC kicked off the internship programme in 2019 with about 10,000 teachers enrolled on the program. An intern teacher in secondary school earns Sh15,000 per month while their primary schools’ counterparts pocket Sh10,000 per month.

The Teachers Service Commission, TSC, has lined up interviews to fill the 10,300 teacher internship posts for Primary and Secondary Schools. This is after the Commission carried out the shortlisting of the thousands of applicants who expressed interest to take up the slots. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office.

Successful candidates will be absorbed for a period of one year; since the Internship period will be twelve (12) months.

Remuneration

Recruited interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend will subjected to statutory deductions where applicable.

TSC teacher promotions, transfers to be done online

The Teachers Service Commission, TSC, will now conduct Promotions and transfer of teachers. This is after the Commission launched a new E-platform for teachers. Consequently, effective March 1, 2021 there will be no manual applications for promotions, transfers and recruitment of teachers in the Country.

Via a circular by TSC boss Dr. Nancy Macharia and which is dated February 15, the Commission directs teachers to activate their emails by April 30th this year.

“The exercise of activating the emails takes effect from February 15 and will close on April 30. Upon the expiry of the registration window, all emails outside the e-platform shall not be acted upon,” the circular reads in part.

How the new TSC E-platform will assist teachers

The new platform will be used by all teachers employed by the Commission; including those on Internship. According to TSC, the new e-platform will be used for official emails, virtual meetings and remote learning. This will see official letters, Circulars, Pay-slips and responses to teachers’ inquiries among others done online.

These latest developments come at a time when TSC has completed digitizing teachers’ files at the head quarter offices in Upper Hill, Nairobi.

Teachers seeking transfers will now file their applications online as opposed to the manual application process.

All Heads of Institutions and teachers including those on internship are required to activate their email accounts provided on the platform and use it for all communications to the Commission. The official email will take the format of the teacher’s name, the last two digits of the TSC number @mwalimu.tsc.go.ke.

In addition to an official personal account, heads of institutions are to open a separate head-of-institution email. This address will be available to subsequent heads of institutions for continuity.

Heads of institutions shall update the teachers official email address and registered personal mobile phone number in the Teacher Management Information System (TMIS) within 30 days after all teachers in the institution have activated their emails.
