List of Items that the school heads/ Principals should hand/ take-over during the delocalization/ transfer exercise according to the Education Ministry

The Teachers Service Commission kicked off the third phase of its delocalization programme, this December. To ensure smooth and proper transition of the heads/ principals, the Ministry of Education released a circular to guide the exercise. The Circular by the Principal Secretary, Dr. Belio Kipsang, dated 18th December 2018 details all the items that must be handed over by outgoing school administrators. The handing over/ taking over exercise is monitored by the Sub- county Director of Education.

The list of the items that the school administrator hands over:
  • The School’s bank certificates.
  • Bank statements, financial position of the school:
    • Latest Tuition account statement
    • Latest Operation Account statement
    • Latest school funds account statement
  • Trial balances
  • List of Creditors
  • List of debtors
  • Fees arrears
  • School’s land ownership documents/ Title deed.
  • Cash books for: Tuition, Operation and school fund accounts
  • Ledgers
  • Journals
  • Rent register
  • Counterfoil Receipt Book Register
  • Updated Fees Register
  • Commitment Register
  • Cheque books for all the school’s bank accounts
  • Payment voucher files for all the school’s bank accounts
  • Local purchase order book (LPO)
  • Receipt book
  • Cash boxes with their keys
  • Trial balances for all the accounts
  • Available cash
  • Assets like: plants, equipment, motor vehicles, Electricity Generators, water plants, projectors, Radios, TVs, Tape Recorders, Computers…..
  • Textbooks
  • School records
  • Performance management resources:
    • Duly filled TPAD files
    • TPAD manual
    • Schemes of work
    • Records of work
    • Lesson plan observation forms and schedules
    • Updated class attendance register
    • Class registers
    • Code of conduct and Ethics for teachers
    • Copies of the TSC Act
    • School time table
    • List of all teachers
